Capitalist Urbanization, Climate Change, and the Need for Sponge Cities

According to the United Nations Population Fund’s 2009 report, 2008 was the first time in history that over 50 percent of the world’s population resided in cities instead of rural areas. Because of the different ways countries define cities, others date the qualitative shift to as recently as 2021 [1]. Regardless, across the spectrum it’s undisputed we now live in an “urban age” and, as such, transforming the relationship between cities and the natural world is essential for climate change adaptation and mitigation. The international capitalist institutions like the World Bank that are increasingly taking up the issue of cities and climate change can’t explain the various factors behind urbanization nor can they pose real solutions to its impact on or relationship to climate catastrophes. Cities consume 78 percent of the world’s energy resources and produce 60 percent of global greenhouse gas emissions, according to a 2022 UN Habitat report [2]. Under the capitalist model, urban planning lacks a holistic approach, leaving human well being and ecological needs as an afterthought, which will continue to have a degenerative effect on the environment and global climate.

Marx and Engels lived during a time in which capitalist urbanization was a nascent phenomenon concentrated mostly in some European cities, like Manchester, the English city about which Friedrich Engels wrote his first and classic book, The Condition of the Working Class in England. Engels demonstrates how the “great town” of Manchester, the first major manufacturing center in England, was great only for capitalist profits. The concentration of capital required for the invention and adoption of machinery outproduced independent handicraft and agricultural production, forcing both into the industrial proletariat of the city. There, they had to work for the capitalists, whose wages were so low they could, if they were lucky, live in overcrowded houses and neighborhoods just outside the city limits. Because the city was produced chaotically for capitalist profits, no attention was given to accompanying environmental impacts [3]. As the masses were driven from their land into the urban factories, the ancestral ties to the land and ecological knowledge of how to live sustainably on that land was lost.

It was not the “industrial revolution” that produced the new sources of power needed for machinery, but the need for new sources of power that produced the industrial revolution. For the machinery required more powerful and reliable sources of energy than wind or the water wheel, animals or humans could provide. They were replaced at first by coal and the steam engine, “whose power was entirely under man’s control, that was mobile and a means of locomotion, that was urban and not, like the water wheel, rural, that permitted production to be concentrated in towns” [4]. Capital was thus not bound to any particular place and free to move and establish new “great towns” wherever they could accumulate the greatest profits, and with this came increasing detrimental effects on people and the planet.


Today’s crisis

We see the result of centuries of unfettered capitalist development in the climate crisis today. Atmospheric rivers, bomb cyclones, hurricanes, heat waves, and drought are all becoming more frequent and extreme with climate change. This summer, with the onset of El Nino, these extremes are amplifying [5].

The first week of July 2023 was the hottest week on Earth ever recorded, with one-third of the United States under excessive-heat advisories. Sweltering heat domes brought triple-digit temperatures across the northern hemisphere from the U.S. to Europe and Asia, while countries in South America experienced record-high temperatures during their winter months [6]. Annually, around 1,500 people die of heat-related deaths in the U.S. States, a count that is likely low since many extreme-heat deaths aren’t documented as such. As of early August, extreme heat in the United States had killed at least 147 people in just five counties in 2023.

As air and water temperatures increase globally, the frequency of extreme weather increases. In the 1980s, billion-dollar disasters occurred every 60 to 120 days on average. In the last decade, they have occurred every 20 to 30 days [7]. Intensifying extreme weather includes more extreme flooding and extreme drought, as the air and water currents globally are becoming destabilized due to the increasing heat in the atmosphere.

Cities were, generally speaking, built near rivers or coastlines. Often, wetlands and floodplains were drained and blockaded with dams and levees to direct water away from population centers. As flooding and drought increase with climate change, these systems are creating even more detrimental conditions in the short and long term.

The U.S. has experienced an urban flooding event every two to three days for the past 25 years, costing $850 billion since 2000. Heavier rains are causing flooding in many parts of the globe, and the eastern U.S. has seen a 70 percent increase in heavy rain events annually [8]. Sea level rise also contributes to flooding events. While the 6.5-inch increase in sea level in the United States may seem minimal, this increase impedes gravity-fed drainage from working during storms and high tides, bringing water into the streets.

Capitalist cities and the surrounding urban sprawl are major contributors to climate change and environmental degradation. The majority of the world’s cities today were built for profit and speculation in mind, with little to no consideration given to negative impacts on either ecology or humanity. They were premised on the idea that nature could be controlled and dominated instead of the proven conception that construction should work collaboratively with natural cycles. Vast hardscapes—sidewalks, roads, parking lots, buildings—and gray infrastructure that channels water away as it falls, places these urban centers at odds with biodiversity and the natural cycling of water through the landscape. Green spaces that are created within urban environments are often highly managed areas separate from the rest of the city, filled with non-native ornamental plants and thirsty grasses that require intensive irrigation, synthetic fertilizers, and pesticides, while providing little to no benefit to native species of birds, insects, and others.

With climate change, the existing city-structures are becoming increasingly disastrous for all residents. The heat island effect that adds more warming to the atmosphere has accelerated deadly implications as the climate warms, making heat waves and droughts even more severe. Hardscapes, such as pavement, buildings, and rooftops, as well as bare earth, absorb solar radiation and continue to radiate heat long after the sun has set. Vehicles, air conditioning units, buildings, and industrial facilities also heat the atmosphere.

The heat island effect results in daytime temperatures in urban areas to be 1-7 degrees Fahrenheit higher than temperatures in outlying areas, and nighttime temperatures about 2 to 5 degrees higher [9].


What can be done? China leads the way

To cool and rebalance the climate, we need to not only eliminate greenhouse gas emissions, but also reduce ecological impacts and restore what has been lost.

Just 40 percent tree cover in a city can reduce temperatures by up to 9 degrees F [10]. Trees and other vegetation not only provide shade from the sun but reduce surrounding air temperatures. Plant leaves are like miniature solar panels and transform solar radiation into sugars and oxygen. Unlike human made structures, plants do not add heat to the surrounding atmosphere; they actually cool the atmosphere when they get hot by releasing water vapor

Water also has a cooling effect on the surroundings due to evaporation. When water bodies are integrated within the landscape they not only cool air temperatures, but also supply hydration to surrounding soil and vegetation, and recharge groundwater. Global heat dynamics regulated by water are between 75-95 percent, so creating more space for water throughout landscapes and urban areas is a key climate change mitigation tool.

Wetlands, floodplains, and bioswales act as flood prevention giving water space to flow and be absorbed into the ground when heavy rains fall, unlike concrete structures that increase the power of water and cause flooding downstream or down the coast from where these structures exist. By allowing water to pool within the landscape, rather than channeling it away into storm drains, rivers and oceans as it falls, makes water available during times of drought. Gray infrastructure flood control mechanisms often fail, with greater frequently in the U.S., which received a “D” on its Infrastructure Report Card from the American Society of Civil Engineers in 2021.

These increasing challenges from climate change are happening globally, but one country in particular is taking comprehensive action to address how urban areas impact the environment and how climate impacts are demanding more resilience in urban planning.

China is one of the countries most severely impacted by floods globally due to geographic and environmental conditions, as well as experiencing increasing droughts and heat waves. To minimize the impacts of climate change, China has implemented their sponge cIty model that aims to retrofit and create 30 cities by 2030 as climate resilient population centers. At a cost of $1 trillion, or around $33.3 billion each, transforming these cities will save billions in annual flood recovery costs and save thousands of lives [11]. For comparison, the U.S. government spends $1 trillion annually just on military expenditures. Imagine what we could accomplish if those funds went to things like sponge cities that improve our lives and the health of the planet!

Sponge cities utilize green infrastructure so that surfaces act as a sponge absorbing water. They integrate space for water to collect such as wetlands and bioswales, create vegetative cover and trees throughout including green roofs and vegetation integrated into building structures, and porous pavement and roads so water can infiltrate soil and catchments underneath to be available during dry times. These cities have areas integrated throughout that have a dual purpose, such as parks adjacent to water bodies that can be enjoyed in dry times, which then act as wetland areas during heavy rains. These sponge cities can deal with four times the amount of rainwater than a normal city, reducing flooding by 50 percent. These cities, when complete, can absorb and reuse 70 percent of rainfall.


How the sponge city movement emerged

China, over the past few decades, has seen major achievements in development. From a mainly agrarian society at the time of the 1949 revolution, China has seen the rapid industrial growth and development of urban centers and has made great achievements in overcoming the legacy underdevelopment imposed by colonial and imperialist powers that the country was plagued with for centuries. At the time of the revolution, extreme poverty, floods and famine plagued the country.

Since that time, China has made major advances, improving the quality of life of the population. In 2020, China eradicated the last vestiges of extreme poverty through the mobilization of Communist Party cadres to the countryside to investigate the needs of the people and bring services and economic opportunities to those most in need [12]. This process which began in 1949 has lifted 850 million out of dire poverty, an unparalleled achievement for humanity.

Chinese culture has historically had a deep connection with nature and connection to ancestral lands. Through rapid development and misunderstanding of the environmental impacts, Chinese cities, as with most cities of the world, have created a separation of the people from nature.

Renowned ecologist and landscape architect, Kongjian Yu, has been the driving force behind the sponge city movement within China and globally, taking inspiration from traditional Chinese irrigation systems [13]. Yu recognized the shortcomings of China’s development path and spearheaded a new way of looking at cities – “big feet” versus “little feet” aesthetics and negative planning [14].

Little feet aesthetics references the debilitating foot binding practices of imperial China that viewed unnaturally small feet on women as beautiful. Yu compares this practice to modern China’s urban development, which often mimics western architecture and imperial Chinese styles with grand plaza and parks that do not serve the general population or ecological needs. These urban parks integrate exotic plants requiring intense irrigation and other inputs with little to no ecological or human benefits.

Yu instead promotes big feet aesthetics, creating green spaces throughout cities using native plants for all populations to interact with in their daily lives that integrate urban areas into the ecosystem rather than inserting a manufactured version of nature for aesthetics only. His argument for big feet aesthetics is to bring people and nature back into coexistence for the well-being of all, which also improves biodiversity and air and water quality, and cools air temperatures. These methods also alleviate flooding and drought, which are increasing with climate change.

Using big-feet aesthetics, Yu has led the eco-city and sponge city movements in China and leads similar projects across the globe. He first made his appeals to local leaders within China and later won over President Xi Jinping to the need to marry development with ecological sustainability. The need to address environmental impacts received broad support within China’s Communist Party which included the goal of building an ecological civilization in their constitution in 2012 [15]. Sponge cities are one of many tools that China is utilizing to achieve that goal [16].


How sponge cities aid in climate change mitigation and adaptation

Yu’s promotion of eco-cities and sponge cities stems from the concept of negative planning, which has its roots in the early Chinese practice of feng-shui and focuses on urban growth based on ecological infrastructure. Rather than a city with green space included here and there, Yu’s eco-city model looks more like a natural area with urban infrastructure woven in.

It is crucial with increasing droughts and floods for urban areas to allow space for water to sit rather than trying to drain it away, which in the end gives water more power and creates flooding in other areas. Slow water systems are being embraced globally as populations experience the negative impacts of gray infrastructure and rains become more intense and erratic.

While water consumption and waste must also be addressed, particularly regarding industrial agriculture and lawns—the single most irrigated crop in the United States—we must also shift away from gray infrastructure to green. Damming of rivers and draining of floodplains and wetlands, not only decimate river ecosystems and harm biodiversity, but inhibit the recharging of groundwater resources. Aquifers are being drained at an alarming rate and as the world warms, water resources are becoming scarcer [17].

Urban development, the creation of hardscapes, and the damming of rivers only continues this trend of a drying landscape, blocking natural water cycling that replenishes groundwater and supports biodiversity.

Yu’s projects aim to work with nature instead of against it, shifting past practices of creating parks as ornamental spaces to ones that mimic wild landscapes filled with native plant species. The use of native plants is crucial to conserve water resources in dry times by greatly reducing or eliminating the need for irrigation and creating a more climate resilient system. Birds, insects and other wildlife benefit from native plant species for food and shelter, increasing overall biodiversity, which in turn increases ecosystem resilience.

A few examples of how detrimental the introduction of non-native plants can be are the example of California and Hawaii. The recent wildfires in Maui were not fueled solely by climate change-induced drought, but also due to the introduction of non-native grasses for livestock feed that dry out quickly and become tinder during drier months [18]. The same is true in California, where early colonizers replaced perennial grasses (which have deep roots and stay green even through the dry season) with annual grasses for livestock feed, which die in early summer, drying out soil and greatly increasing drought and fire risk [19].

The vegetation and bodies of water integrated throughout sponge cities also addresses the heat island effect, lowers air temperatures, and improves air and water quality.

If left to thrive, vegetation captures carbon from the atmosphere aiding in climate change mitigation. Trees absorb carbon dioxide and transpire water vapor and microbes that seed cloud formation and maintain a healthy, balanced small water cycle bringing moderate rainfall rather than deluges. Trees also transpire chemicals that are beneficial to human health, immunity, mental health, and stress reduction. They also act as windbreaks and shelter for animals during storms.


Conclusion

Sponge cities are a crucial tool to address climate change and minimize the negative impacts of urban areas on the overall health of the planet and its inhabitants. Other nature-based solutions such as reforestation of native tree species, a return to agro-ecological methods for food production, and restoration of marine habitats are also key to our survival. None of these solutions will be profitable for corporations to implement, which is why there is a lack of widespread implementation of sponge cities outside of communist China. Only under a socialist planned economy, like that of China, can real solutions to climate change be implemented on a mass scale, as resources are directed to projects not according to the needs of profit, but to those of humanity and the planet.

Mapping U.S. Imperialism

The greatest threat looming over our planet, the hegemonistic pretentions of the American Empire are placing at risk the very survival of the human species. We continue to warn you about this danger, and we appeal to the people of the United States and the world to halt this threat, which is like a sword hanging over our heads.

The United States Military is arguably the largest force of ecological devastation the world has ever known.

U.S. imperialism is the greatest threat to life on the planet, a force of ecological devastation and disaster impacting not only human beings, but also our non-human relatives. How can we organize to dismantle the vast and complicated network of U.S. imperialism which includes U.S. war and militarism, CIA intervention, U.S. weapons/technology/surveillance corporations, political and economic support for dictatorships, military juntas, death squads and U.S. trained global police forces favorable to U.S. geopolitical interests, U.S. imposed sanctions, so-called “humanitarian interventions,” genetically modified grassroots organizations, corporate media’s manipulation of spontaneous protest, and U.S. corporate sponsorship of political repression and regime change favorable to U.S. corporate interests?

This article deals with U.S. imperialism since World War 2. It is critical to acknowledge that U.S. imperialism emanates both ideologically and materially from the crime of colonialism on this continent which has killed over 100 million indigenous people and approximately 150 million African people over the past 500 years.

The exact death toll of U.S. imperialism is both staggering and impossible to know. What we do know is that since World War 2, U.S. imperialism has killed at least 36 million people globally in Japan, Korea, Vietnam, Cambodia, Laos, Indonesia, Iraq, Afghanistan, Syria, Yemen, the Congo, Chile, El Salvador, Guatemala, Colombia, Haiti, Puerto Rico, Cuba, Dominican Republic, Nicaragua, Chad, Libya, East Timor, Grenada, Honduras, Iran, Pakistan, Panama, the Philippines, Sudan, Greece, Yugoslavia, Bosnia, Croatia, Kosovo, Somalia, Argentina, Bolivia, Brazil, Paraguay, Uruguay, and Palestine (see Appendix).

This list does not include other aspects of U.S. imperialist aggression which have had a devastating and lasting impact on communities worldwide, including torture, imprisonment, rape, and the ecological devastation wrought by the U.S. military through atomic bombs, toxic waste and untreated sewage dumping by over 750 military bases in over 80 countries. The U.S. Department of Defense consumes more petroleum than any institution in the world. In the year of 2017 alone, the U.S. military emitted 59 million metric tons of greenhouse gases into the atmosphere, a carbon footprint greater than that of most nations worldwide. This list also does not include the impact of U.S. fossil fuel consumption and U.S. corporate fossil fuel extraction, fracking, agribusiness, mining, and mono-cropping, all of which are part and parcel of the extractive economy of U.S. imperialism.

One central mechanism of U.S. imperialism is “dollar hegemony” which forces countries around the world to conduct international trade in U.S. dollars. U.S. dollars are backed by U.S. bonds (instead of gold or industrial stocks) which means a country can only cash in one American IOU for another. When the U.S. offers military aid to friendly nations, this aid is circulated back to U.S. weapons corporations and returns to U.S. banks. In addition, U.S. dollars are also backed by U.S. bombs: any nation that threatens to nationalize resources or go off the dollar (i.e. Iraq or Libya) is threatened with a military invasion and/or a U.S. backed coup.

U.S. imperialism has also been built through “soft power” organizations like USAID, the International Monetary Fund (IMF), the National Endowment for Democracy (NED), World Bank, the World Trade Organization (WTO), and the Organization of American States (OAS). These nominally international bodies are practically unilateral in their subservience to the interests of the U.S. state and U.S. corporations. In the 1950s and ‘60s, USAID (and its precursor organizations) made “development aid” to Asian, African, and South American countries conditional on those countries’ legal formalization of capitalist property relations, and reorganization of their economies around homeownership debt. The goal was to enclose Indigenous land, and land shared through alternate economic systems, as a method of “combatting Communism with homeownership” and creating dependency and buy-in to U.S. capitalist hegemony (Nancy Kwak, A World of Homeowners). In order to retain access to desperately needed streams of resources (e.g. IMF “loans”), Global South governments are forced to accept resource-extraction by the U.S., while at the same time denying their own people popularly supported policies such as land reform, economic diversification, and food sovereignty. It is also important to note that Global South nations have never received reparations or compensation for the resources that have been stolen from them–this makes the idea of “loans” by global monetary institutions even more outrageous.

The U.S. also uses USAID and other similarly functioning international bodies to suppress and to undermine anti-imperialist struggle inside “friendly” countries. Starting in the 1960s, USAID funded police training programs across the globe under a counterinsurgency model, training foreign police as a “first line of defense against subversion and insurgency.” These USAID-funded police training programs involved surveillance and the creation of biometric databases to map entire populations, as well as programs of mass imprisonment, torture, and assassination. After experimenting with these methods in other countries, U.S. police departments integrated many of them into U.S. policing, especially the policing of BIPOC communities here (see our entry on the Boston Police Department). At the same time, the U.S. uses USAID and other soft power funding bodies to undermine revolutionary, anti-colonial, anti-imperialist, and anti-capitalist movements, by funding “safe” reformist alternatives, including a global network of AFL-CIO managed “training centers” aimed at fostering a bureaucratic union culture similar to the one in the U.S., which keeps labor organizing loyal to capitalism and to U.S. global dominance. U.S. imperialism intentionally fosters divisions between different peoples and nations, offering (relative) rewards to those who choose to cooperate with U.S. dictates (e.g. Saudi Arabia, Israel, and Colombia), while brutally punishing those who do not (e.g. Lebanon, Syria, Iran, Cuba, Nicaragua, and Venezuela). In this way, U.S. imperialism creates material conditions in which peoples and governments face a choice: 1. accommodate the interests of U.S. Empire and allow the U.S. to develop your nation’s land and sovereign resources in ways which enrich the West; or, 2. attempt to use your land and your sovereign resources to meet the needs of your own people and suffer the brutality of U.S. economic and military violence.


The Harvard Kennedy School: Training Ground for U.S. Empire and the Security State

The Mapping Project set out to map local U.S. imperialist actors (involved in both material and ideological support for U.S. imperialism) on the land of Massachusett, Pawtucket, Naumkeag, and other tribal nations (Boston, Cambridge, and surrounding areas) and to analyze how these institutions interacted with other oppressive local and global institutions that are driving colonization of indigenous lands here and worldwide, local displacement/ethnic cleansing (“gentrification”), policing, and zionist imperialism.

A look at just one local institution on our map, the Harvard Kennedy School of Government, demonstrates the level of ideological and material cooperation required for the machinery of U.S. imperialism to function. The Harvard Kennedy School of Government and its historical precursors have hosted some of the most infamous war criminals and architects of empire: Henry Kissinger, Samuel Huntington, Susan Rice (an HKS fellow), Madeleine Albright, James Baker, Hillary Clinton, Colin Powell, Condoleeza Rice, and Larry Summers. HKS also currently hosts Ricardo Hausmann, founder and director of Harvard’s Growth Lab , the academic laboratory of the U.S. backed Venezuelan coup.

In How Harvard Rules, John Trumpbour documents the central role Harvard played in the establishment of the Cold War academic-military-industrial complex and U.S. imperialism post-WWII (How Harvard Rules, 51). Trumpbour highlights the role of the Harvard Kennedy School under Dean Graham Allison (1977-1989), in particular, recounting that Dean Allison ran an executive education program for Pentagon officials at Harvard Kennedy (HHR 68). Harvard Kennedy School’s support for the U.S. military and U.S. empire continues to this day. HKS states on its website:

Harvard Kennedy School, because of its mission to train public leaders and its depth of expertise in the study of defense and international security, has always had a particularly strong relationship with the U.S. Armed Forces. This relationship is mutually beneficial. The School has provided its expertise to branches of the U.S. military, and it has given military personnel (active and veteran) access to Harvard’s education and training.

The same webpage further notes that after the removal of ROTC (Reserve Officers Training Corps) from Harvard Kennedy School in 1969, “under the leadership of Harvard President Drew Faust, the ROTC program was reinstated in 2011, and the Kennedy School’s relationship with the military continues to grow more robust each year.”

In particular, Harvard Kennedy School’s Belfer Center for Science and International Affairs provides broad support to the U.S. military and the objectives of U.S. empire. The Belfer Center is co-directed by former U.S. Secretary of Defense Ashton Carter (a war hawk who has advocated for a U.S. invasion of North Korea and U.S. military build ups against Russia and Iran) and former Pentagon Chief of Staff Eric Rosenbach. Programs within HKS Belfer Center include the Center’s “Intelligence Program,” which boasts that it “acquaints students and Fellows with the intelligence community and its strengths and weaknesses for policy making,” further noting, “Discussions with active and retired intelligence practitioners, scholars of intelligence history, law, and other disciplines, help students and Fellows prepare to best use the information available through intelligence agencies.” Alongside HKS Belfer’s Intelligence Program, is the Belfer Center’s “Recanati-Kaplan Foundation Fellowship.” The Belfer Center claims that, under the direction of Belfer Center co-directors Ashton Carter and Eric Rosenbach, the Recanati-Kaplan Foundation Fellowship “educates the next generation of thought leaders in national and international intelligence.”

As noted above, the Harvard Kennedy School serves as an institutional training ground for future servants of U.S. empire and the U.S. national security state. HKS also maintains a close relationship with the U.S. Central Intelligence Agency (CIA). As reported by Inside Higher Ed in their 2017 review of Spy Schools by Daniel Golden:

[Harvard Kennedy School] currently allows the agency [the CIA] to send officers to the midcareer program at the Kennedy School of Government while continuing to act undercover, with the school’s knowledge. When the officers apply–often with fudged credentials that are part of their CIA cover–the university doesn’t know they’re CIA agents, but once they’re in, Golden writes, Harvard allows them to tell the university that they’re undercover. Their fellow students, however–often high-profile or soon-to-be-high-profile actors in the world of international diplomacy–are kept in the dark.

Kenneth Moskow is one of a long line of CIA officers who have enrolled undercover at the Kennedy School, generally with Harvard’s knowledge and approval, gaining access to up-and-comers worldwide,” Golden writes. “For four decades the CIA and Harvard have concealed this practice, which raises larger questions about academic boundaries, the integrity of class discussions and student interactions, and whether an American university has a responsibility to accommodate U.S. intelligence.”

In addition to the CIA, HKS has direct relationships with the FBI, the U.S. Pentagon, U.S. Department of Homeland Security, NERAC, and numerous branches of the U.S. Armed Forces:

  • Chris Combs, a Senior Fellow with HKS’s Program on Crisis Leadership has held numerous positions within the FBI;

  • Jeffrey A. Tricoli, who serves as Section Chief of the FBI’s Cyber Division since December 2016 (prior to which he held several other positions within the FBI) was a keynote speaker at “multiple sessions” of the HKS’s Cybersecurity Executive Education program;

  • Jeff Fields, who is Fellow at both the Cyber Project and the Intelligence Project of HKS’s Belfer Center currently serves as a Supervisory Special Agent within the National Security Division of the FBI;

  • HKS hosted former FBI director James Comey for a conversation with HKS Belfer Center’s Co-Director (and former Pentagon Chief of Staff) Eric Rosenbach in 2020;

  • Government spending records show yearly tuition payments from the U.S. Department of Homeland Security (DHS) for Homeland Security personnel attending special HKS seminars on Homeland Security under HKS’s Program on Crisis Leadership;

  • Northeast Homeland Security Regional Advisory Council meeting minutes from February 2022 list “Edward Chao: Analyst, Harvard Kennedy School,” as a NERAC “Council Member”; and

  • Harvard Kennedy School and the U.S. Air force have created multiple fellowships aimed at recruiting U.S. Air Force service members to pursue degrees at HKS. The Air Force’s CSAF Scholars Master Fellowship, for example, aims to “prepare mid-career, experienced professionals to return to the Air Force ready to assume significant leadership positions in an increasingly complex environment.” In 2016, Harvard Kennedy School Dean Doug Elmendorf welcomed Air Force Secretary Deborah Lee James to Harvard Kennedy School, in a speech in which Elmendorf highlighted his satisfaction that the ROTC program, including Air Force ROTC, had been reinstated at Harvard (ROTC had been removed from campus following mass faculty protests in 1969).

The Harvard Kennedy School and the War Economy

HKS’s direct support of U.S. imperialism does not limit itself to ideological and educational support. It is deeply enmeshed in the war economy driven by the interests of the U.S. weapons industry.

Lockheed Martin, Raytheon, Boeing, L3 Harris, General Dynamics, and Northrup Grumman are global corporations who supply the United States government with broad scale military weaponry and war and surveillance technologies. All these companies have corporate leadership who are either alumni of the Harvard Kennedy School of Government (HKS), who are currently contributing to HKS as lecturers/professors, and/or who have held leadership positions in U.S. federal government.

Lockheed Martin Vice President for Corporate Business Development Leo Mackay is a Harvard Kennedy School alumnus (MPP ’91), was a Fellow in the HKS Belfer Center International Security Program (1991-92) and served as the “military assistant” to then U.S. Assistant Secretary of Defense for International Security Policy Ashton Carter, who would soon go on to become co-director of the Harvard Kennedy School Belfer Center. Following this stint at the U.S. Pentagon, Mackay landed in the U.S. weapons industry at Lockheed Martin.  Lockheed Martin Vice President Marcel Lettre is an HKS alumni and prior to joining Lockheed Martin, Lettre spent eight years in the U.S. Department of Defense (DoD). The U.S. DoD has dished out a whopping $540.82 billion to date in contracts with Lockheed Martin for the provision of products and services to the U.S. Army, Navy, Air Force, and other branches of the U.S. military. Lockheed Martin Board of Directors member Jeh Johnson has lectured at Harvard Kennedy School and is the former Secretary of the U.S. Department of Homeland Security, the agency responsible for carrying out the U.S. federal government’s regime of tracking, detentions, and deportations of Black and Brown migrants. (Retired) General Joseph F. Dunford is currently a member of two Lockheed Martin Board of Director Committees and a Senior Fellow with HKS’s Belfer Center. Dunford was a U.S. military leader, serving as Chairman of the Joint Chiefs of Staff and Commander of all U.S. and NATO Forces in Afghanistan. Dunford also serves on the board of the Atlantic Council, itself a cutout organization of NATO and the U.S. security state which crassly promotes the interests of U.S. empire. Mackay, Lettre, Johnson, and Dunford’s respective career trajectories provide an emblematic illustration of the grotesque revolving door which exists between elite institutions of knowledge production like the Harvard Kennedy School, the U.S. security state (which feeds its people into those elite institutions and vice versa), and the U.S. weapons industry (which seeks business from the U.S. security state).

Similar revolving door phenomena are notable among the Harvard Kennedy School and Raytheon, Boeing, and Northrup Grumman. HKS Professor Meghan O’Sullivan currently serves on the board of Massachusetts-based weapons manufacturer Raytheon. O’Sullivan is also deeply enmeshed within America’s security state, currently sitting on the Board of Directors of the Council on Foreign Relations and has served as “special assistant” to President George W. Bush (2004-07) where she was “Deputy National Security Advisor for Iraq and Afghanistan,” helping oversee the U.S. invasions and occupations of these nations during the so-called “War on Terror.” O’Sullivan has openly attempted to leverage her position as Harvard Kennedy School to funnel U.S. state dollars into Raytheon: In April 2021, O’Sullivan penned an article in the Washington Post entitled “It’s Wrong to Pull Troops Out of Afghanistan. But We Can Minimize the Damage.” As reported in the Harvard Crimson, O’Sullivan’s author bio in this article highlighted her position as a faculty member of Harvard Kennedy (with the perceived “expertise” affiliation with HKS grants) but failed to acknowledge her position on the Board of Raytheon, a company which had “a $145 million contract to train Afghan Air Force pilots and is a major supplier of weapons to the U.S. military.” Donn Yates who works in Domestic and International Business Development at Boeing’s T-7A Redhawk Program was a National Security Fellow at the Harvard Kennedy School in 2015-16. Don Yates also spent 23 years in the U.S. Air Force. Former Northrop Grumman Director for Strategy and Global Relations John Johns is a graduate of Harvard Kennedy’s National and International Security Program. Johns also spent “seven years as the Deputy Assistant Secretary of Defense for Maintenance establishing policy for, and leading oversight of the Department’s annual $80B weapon system maintenance program and deployed twice in support of security operations in Iraq and Afghanistan.”

The largest U.S. oil firms are also closely interlocked with these top weapons companies, which have also diversified their technological production for the security industry–providing services for pipeline and energy facility security, as well as border security. This means that the same companies are profiting at every stage in the cycle of climate devastation: they profit from wars for extraction; from extraction; and from the militarized policing of people forced to migrate by climate disaster. Exxon Mobil (the 4th largest fossil fuel firm) contracts with General Dynamics, L3 Harris, and Lockheed Martin. Lockheed Martin, the top weapons company in the world, shares board members with Chevron, and other global fossil fuel companies. The Harvard Kennedy School and U.S. Support for Israel

U.S. imperialist interests in West Asia are directly tied to U.S. support of Israel. This support is not only expressed through tax dollars but through ideological and diplomatic support for Israel and advocacy for regional normalization with Israel.

Harvard Kennedy School is home to the Wexner Foundation. Through its “Israel Fellowship,” The Wexner Foundation awards ten scholarships annually to “outstanding public sector directors and leaders from Israel,” helping these individuals to pursue a Master’s in Public Administration at the Kennedy School. Past Wexner fellows include more than 25 Israeli generals and other high-ranking military and police officials. Among them is the Israeli Defense Force’s current chief of general staff, Aviv Kochavi, who is directly responsible for the bombardment of Gaza in May 2021. Kochavi also is believed to be one of the 200 to 300 Israeli officials identified by Tel Aviv as likely to be indicted by the International Criminal Court’s probe into alleged Israeli war crimes committed in Gaza in 2014. The Wexner Foundation also paid former Israeli Prime Minister Ehud Barak–himself accused of war crimes in connection with Israel’s 2009 Operation Cast Lead that killed over 1,400 Palestinians in Gaza–$2.3 million for two studies, one of which he did not complete.

HKS’s Belfer Center has hosted Israeli generals, politicians, and other officials to give talks at Harvard Kennedy School. Ehud Barak, mentioned above, was himself a “Belfer fellow” at HKS in 2016. The Belfer Center also hosts crassly pro-Israel events for HKS students, such as: The Abraham Accords – A conversation on the historic normalization of relations between the UAE, Bahrain and Israel,” “A Discussion with Former Mossad Director Tamir Pardo,” “The Future of Modern Warfare” (which Belfer describes as “a lunch seminar with Yair Golan, former Deputy Chief of the General Staff for the Israel Defense Forces”), and “The Future of Israel’s National Security.”

As of 2022, Harvard Kennedy School’s Belfer Center is hosting former Israel military general and war criminal Amos Yadlin as a Senior Fellow at the Belfer’s Middle East Initiative. Furthermore, HKS is allowing Yadlin to lead a weekly study group of HKS students entitled “Israeli National Security in a Shifting Middle East: Historical and Strategic Perspectives for an Uncertain Future.” Harvard University students wrote an open letter demanding HKS “sever all association with Amos Yadlin and immediately suspend his study group.” Yadlin had defended Israel’s assassination policy through which the Israeli state has extrajudicially killed hundreds of Palestinians since 2000, writing that the “the laws and ethics of conventional war did not apply” vis-á-vis Palestinians under zionist occupation.

Harvard Kennedy School also plays host to the Harvard Kennedy School Israel Caucus. The HKS Israel Caucus coordinates “heavily subsidized” trips to Israel for 50 HKS students annually. According to HKS Israel Caucus’s website, students who attend these trips “meet the leading decision makers and influencers in Israeli politics, regional security and intelligence, the Israeli-Palestinian conflict, [and] the next big Tech companies.” The HKS Israel Caucus also regularly hosts events which celebrate “Israel’s culture and history.” Like the trips to Israel they coordinate, HKS Israel Caucus events consistently whitewash over the reality of Israel’s colonial war against the Palestinian people through normalizing land theft, forced displacement, and resource theft.

Harvard Kennedy School also has numerous ties to local pro-Israel organizations: the ADL, the JCRC, and CJP.

The Harvard Kennedy School’s Support for Saudi Arabia

In 2017, Harvard Kennedy School’s Belfer Center announced the launch of “The Project on Saudi and Gulf Cooperation Council Security,” which Belfer stated was “made possible through a gift from HRH Prince Turki bin Abdullah bin Abdulaziz Al Saud of Saudi Arabia.” Through this project, Harvard Kennedy School and the HKS Belfer Center have hosted numerous events at HKS which have promoted Saudi Arabia as a liberalizing and positive force for security and stability in the region, whitewashing over the realities of the Saudi-led and U.S.-backed campaign of airstrikes and blockade against Yemen which has precipitated conditions of mass starvation and an epidemic of cholera amongst the Yemeni people.

The Belfer Center’s Project on Saudi and Gulf Cooperation Council Security further normalizes and whitewashes Saudi Arabia’s crimes through its “HKS Student Delegation to Saudi Arabia.” This delegation brings 11 Harvard Kennedy School students annually on two-week trips to Saudi Arabia, where students “exchange research, engage in cultural dialogue, and witness the changes going on in the Kingdom firsthand.” Not unlike the student trips to Israel Harvard Kennedy School’s Israel Caucus coordinates, these trips to Saudi Arabia present HKS students with a crassly propagandized impression of Saudi Arabia, shoring up support for the “Kingdom” amongst the future leaders of the U.S. security state which HKS seeks to nurture.

THE MAPPING PROJECT’S Mission

The vast network outlined above between the Harvard Kennedy School, the U.S. federal government, the U.S. Armed Forces, and the U.S. weapons industry constitutes only a small portion of what is known about HKS and its role in U.S. imperialism, but it is enough.

The Mapping Project demonstrates that the Harvard Kennedy School of Government is a nexus of U.S. imperialist planning and cooperation, with an address. The Mapping Project also links HKS to harms locally, including, but not limited to colonialism, violence against migrants, ethnic cleansing/displacement of Black and Brown Boston area residents from their communities (“gentrification”), health harm, policing, the prison-industrial complex, zionism, and surveillance. The Harvard Kennedy School’s super-oppressor status – the sheer number of separate communities feeling its global impact in their daily lives through these multiple and various mechanisms of oppression and harm – as it turns out, is its greatest weakness.

A movement that can identify super-oppressors like the Harvard Kennedy School of Government can use this information to identify strategic vulnerabilities of key hubs of power and effectively organize different communities towards common purpose. This is what the Mapping Project aims to do–to move away from traditionally siloed work towards coordination across communities and struggles in order to build strategic oppositional community power.

Appendix: The Death Toll of U.S. Imperialism Since World War 2

A critical disclaimer: Figures relating to the death toll of U.S. Imperialism are often grossly underestimated due to the U.S. government’s lack of transparency and often purposeful coverup and miscounts of death tolls. In some cases, this can lead to ranges of figures that include millions of human lives–as in the figure for Indonesia below with estimates of 500,000 to 3 million people. We have tried to provide the upward ranges in these cases since we suspect the upward ranges to be more accurate if not still significantly underestimated. These figures were obtained from multiple sources including but not limited to indigenous scholar Ward Churchill’s Pacifism as Pathology as well as Countercurrents’ article Deaths in Other Nations Since WWII Due to U.S. Interventions (please note that use of Countercurrents’ statistics isn’t an endorsement of the site’s politics).

  • Bosnia: 20,000 to 30,000 people

  • Bosnia and Krajina: 250,000 people

Sketching a Theory of Fossil Imperialism

This is a summary of the paper ‘State Power and Capital in the Climate Crisis: A Theory of Fossil Imperialism,’ presented by the authors during the “Confronting Climate Coloniality” - Paper Session at the American Association of Geographers (AAG) annual meeting on March 26th, 2023. It is also an overview of some of the main ideas that we hope to further develop this year. While the research behind the conference paper was carried out at Research Institute for Sustainability - Helmholtz Centre Potsdam (RIFS), the opinions and viewpoints expressed herein are our own and do not represent the standpoints of RIFS as a whole. In recent years, both activists and researchers have started to invoke the term fossil imperialism to highlight the ways in which imperialist politics are tied up with the logic of fossil capitalism. Under fossil capitalism, ceaseless accumulation of capital necessitates continued expansion of an energy base of coal, oil, and natural gas. Imperial states play a key role in the process, which has in turn enabled a remarkable concentration of imperial power and continues to do so in today’s world order. Understanding fossil imperialism, therefore, is necessary for devising effective strategies of resistance to a planet-wrecking capitalist status quo.

Our model of fossil imperialism attempts to sketch the general workings of this relationship between imperial states and fossil capital in its historical development over the past two centuries and in its different varieties. It is principally based on the two general modes of expansion and obstruction. On the one hand, the expansion and protection of new fossil fuel resources and infrastructure are crucial to keeping the engine rooms of fossil capital well-supplied. On the other hand, the obstruction or destruction of the infrastructure of rivaling capital factions and states in order to maintain control over pricing and distribution has been equally integral to the history of fossil imperialism. In this way, the workings of fossil imperialism reflect the more general nature of capitalism as a mode of production and destruction.

It is important to take into account the specific characteristics of the three dominant sources of fossil energy (coal, oil, gas) when analyzing concrete cases. While all three energy sources still hold a significant share of the global fossil economy, each also corresponds to a distinct historical phase in the development of fossil imperialism. Coal powered the rise of the British Empire, the switch to oil marked the ascent of American hegemony in the 20th century, and fossil gas is increasingly at the core of the United States’ attempt to continue projecting its supremacy well into the 21st century. While there is growing concern over new forms of "green imperialism", especially in relation to the extraction and distribution of the raw materials supposedly required to decarbonize the economies of the North, current fossil-fueled conflicts such as the Russian war in Ukraine or the Saudi war in Yemen show that the age of fossil imperialism is - unfortunately - far from over.

There are at least five ways in which imperial states facilitate the interests of fossil capital: through colonization, the projection of military power, the suppression of anti-extractivist movements, economic warfare, and the domination of global institutions. This scheme makes plain the crucial role of fossil fuels, functioning variously as a driver, as an enhancer or as an outcome of imperial states' actions. It disentangles the ways in which contemporary politics are significantly influenced by fossil fuels, which have played a defining role in shaping the structure of capitalist corporations, settler-imperial states, and earth-transforming technoscience. These arrangements have had profound consequences for ecological destruction and the implementation of ecological management strategies.

Colonization is a form of direct political domination and subjugation of one people by another. It was perhaps most evident during the “golden” age of coal, the fossil fuel that powered the rise of the British Empire — from Australia to India, from South Africa to Borneo. Because coal extraction requires a large amount of disciplined labor, arguably, it also necessitates more comprehensive forms of social and political control than oil and gas extraction. At the same time, the British — in many cases — obstructed the rapid expansion of foreign coal industries to protect their own domestic industry.  Even in the case of oil and gas, many of the major private companies like BP and Shell still operate in markets shaped by colonial legacies.

“Projection of military power” refers to different kinds of military interventions short of full-on colonization. Historically, states often deployed their own forces to protect fossil infrastructure abroad — a practice that continues today in various ways. Projection of military power also takes place through proxy armies, funded through a closed circuit of oil money and weapons contracts, as in the case of the Gulf monarchies. The 20th anniversary of the invasion of Iraq reminds us how current the role of military power remains. Twenty years after the regime-change military intervention, the United States still has 2500 troops stationed in the country. And, as has recently been revealed, BP and Shell, which had been barred from the country for decades, have extracted tens of billions of dollars in Iraqi oil post-invasion.

The pursuit of regional economic dominance on the part of fossil imperial states requires the suppression of anti-extractivist movements and other grassroots movements opposed to the social order. Interventionary military assistance was justified from the 1990s onwards on the basis of immigration enforcement, anti-narcotics control, and fighting against general criminality. For example, the role of the War on Drugs in continuing counterinsurgent practices against civilian population that were carried out until the late 1980s within a Cold War framework. However, according to Russell Crandall, professor at Davidson College in North Carolina and former Pentagon and National Security Council official under George W. Bush, the significant role in shaping outcomes is not primarily played by the U.S. military advisors, but rather by the "imperial diplomats" – the civilian officials within the U.S. foreign policy structure.

In his study of economic sanctions, Cornell historian Nicholas Mulder has demonstrated that modern-day sanctions developed out of mechanisms for energy control, blacklisting, import and export rationing, property seizures and asset freezes, trade prohibitions, and preclusive purchasing, as well as financial blockade — simply put, economic warfare. He shows that effectively isolating a whole nation from the intricate networks that support global trade requires the ability to gather information and generate knowledge. This involves mapping the intricate web of physical goods and resources that connect the specific country to the rest of the globe. Key factors in this process include having legal authority and access to more precise data and statistics. What makes it possible to impose this unilateral sanctions regime on the rest of the world is the domination of the global (financial and political) institutions that regulate the trade and distribution of fossil fuels. Both 19th-century British and 20th-century US-American dominance stemmed from their respective global leadership in corporate, regulatory, technological, and financial frameworks, which in turn was tightly linked to the pound sterling and later the US dollar being the chief reserve and trade currencies of their time.

In the age of American hegemony, the United Nations and other multilateral organizations — in particular, the Bretton Woods system (the International Monetary Fund and World Bank) — have become key means to maintain its armed primacy and fossil-based economic dominance. Significantly, the US-led bloc thwarted attempts by the newly decolonized countries in the postwar period to build a fairer world order by torpedoing the Third World agenda, the United Nations Conference on Trade and Development, the Non-Aligned Movement and the New International Economic Order.


Conclusion

It is impossible to understand imperialism without understanding the role of fossil fuels in its historical emergence and development. A climate movement that does not actively take into account the mechanisms of fossil imperialism risks being co-opted into imperialist false solutions to the climate crisis. Likewise, anti-imperial movements that fail to break definitively with the logic of fossil capitalism historically fall victim to various social and ecological contradictions. A case in point are the Pink Tide governments of the first decade of the 21st century. As University of Toronto political scientist Donald Kingsbury put it, when "faced with a choice between extraction and the local movements that made their governments possible,” these regimes “sided with extraction." A better understanding of the topic can therefore contribute to more effective climate justice activism, more strategic clarity and tactical innovation, and serve as a basis for more international solidarity.

Marx, Ecology, and Politics: An Interview with Dr. Derek Wall

This is the transcript of a recent email interview I did with Dr. Derek Wall where we discuss, in greater depth, his article entitled “Imperialism is the Arsonist: Marxism’s Contribution to Ecological Literatures and Struggles,” about Marx’s contribution to ecological thought, where current socialist governments are acting regarding the environment, and how EcoMarxists interact with electoral politics.

 

Devon: Where does this idea that Marx can be applied to the environment originate from? Kind of, if you can, give me sort of a history of Marxist thought being applied to the environment.

Derek: The ‘idea that Marx can be applied to the environment’ I think it comes from Marx and Engels. While both wrote a huge amount, within their vast output of they produced numerous statements of environmental concern. Engels, for example, wrote The Condition of the English Working Class in the 1840s. While this is near to the beginning of his writings it was already indicating that air and water pollution were an environmental threat. His notion of social murder encompassed hunger and poverty and such the effect of poisonous pollution, social murder is a concept that might cover the deaths from extreme weather we are already encountering from climate change.

In his ‘Letters from Wuppertal’ written back in 1839 Engels notes both air and water pollution as serious ills, ‘Work in low rooms where people breathe more coal fumes and dust than oxygen — and in the majority of cases beginning already at the age of six — is bound to deprive them of all strength and joy in life.’ He observed that red colour of the river was a product not of battle but industrial pollution, the result ‘simply and solely to the numerous dye-works using Turkey red.’

At various points in Capital Marx addresses problems that might be identified by environmentalists today such as food additives and deforestation. Capital provides perhaps the clearest application of Marxist thought to the environment, when Marx notes in volume three of our duty to future generations:

Even an entire society, a nation, or all simultaneously existing societies taken together, are not the owners of the earth. They are simply its possessors, its beneficiaries, and have to bequeath it in an improved state to succeeding generations as boni patres familias [good heads of the household].

In turn Engels, while not using the then newly coined term ‘ecology’, reveals his understanding of the science, based on relationships between species, that can lead to unexpected effects. This is from his text The Part played by Labour in the Transition from Ape to Man:

‘Let us not, however, flatter ourselves overmuch on account of our human victories over nature. For each such victory nature takes its revenge on us. Each victory, it is true, in the first place brings about the results we expected, but in the second and third places it has quite different, unforeseen effects which only too often cancel the first. The people who, in Mesopotamia, Greece, Asia Minor and elsewhere, destroyed the forests to obtain cultivable land, never dreamed that by removing along with the forests the collecting centres and reservoirs of moisture they were laying the basis for the present forlorn state of those countries.’

I guess an early application of this Marxist ecology can be found via William Morris, the British poet, artist and revolutionary. Concerned initially with church conservation, which is perhaps far from radical environmentalism, he read Marx as a defender of the environment against the ravages of capitalism. Morris was active in Britain’s first Marxist organisation the Social Democratic Federation.

Also in Britain, excuse my bias as I live here, the Sporting organisation associated with the Communist Party undertook the Kinder Scout trespass in the 1930s. This was to demand that workers have access to countryside moorland that was monopolised by large landowners. 

During the 1950s and 60s rising awareness of global environmental problems, staring with atmospheric nuclear testing, led to a growing environmental movement. Organisations like Friends of the Earth and Greenpeace originated in the late 1960s or early 1970s along with Ecology Parties in the same decade. A minority of writers made the connection between capitalism and environmental destruction. While an anarchist rather than a Marxist, New Yorker Murray Bookchin, writing under the pseudonym of Lewis Herber, drew upon a critique of capitalism to explain the origins of environmental problems, publishing Our Synthetic Environment in 1962, and other works in the 1970s and 80s. Anti-Marxist in his politics, Marxism did paradoxically inform his analysis of ecological problems.

The Frankfurt school of Western Marxists including Marcuse also began to consider ecological problems in this period. Erich Fromm, the psychoanalyst, associated with the Frankfurt school, argued for an ecological politics, which drew upon Marx’s early Paris Manuscripts, showing how work under capitalism alienated us from the rest of nature. This is explained most clearly in his book To Have or to Be?

There are many individuals who have made some kind of link between Marx and Engels work and environmental concerns, however perhaps the most significant intervention in the late 20th century came from Fidel Castro at the 1992 environmental Rio conference. Castro was the first leader of a socialist country to stress the importance of ecological matters, and wrote extensively on the climate crisis and similar threats.

 

You quote John Kovel who notes that socialism, due to its thought occurring during industrialization, focuses on "the technological optimism of the industrial world-view, and its associated logic of productivism." In what ways do socialist states still perpetuate this idea? Or have some come to include the environment as a meaningful part of political thought?

I feel there is room for cautious optimism. The Soviet Union throw everything into rapid industrial development, often with ecologically damaging effects, a logic that would have continued if Trotsky had replaced Stalin. Having said this, the logic of productivism did provide the Soviet Union the material and technological resources necessary to defeat Hitler. Nonetheless on the whole one gets the impression that a race to outdo the USA in terms of economic growth inspired much Soviet economic development with negative results in terms of pollution and loss of biodiversity.

China is advocating a policy of promoting ‘ecological civilisation’. Mao’s war on the sparrows sounds like a foolish aberration from a Communist sensitive to contradictions and well versed in philosophy! I have never visited China and I am loath to analyse a part of the world I am largely ignorant of. However, it is clear that the present Chinese government and Chinese people at all levels of society, like Engels, are aware that ecological problems can strike where they are least expected. It is good that China has agreed to stop funding foreign coal plants and huge efforts are going into expanding renewable energy. China is the world’s largest producer of solar panels too. Perhaps though this is a version of ecological modernism, expanding technological solutions, without working towards an economy that rejects ever increasing production. Electric cars, whose production and consumption, are rising faster in China than perhaps any other part of the world, are imperfect environmental solutions. Nonetheless environmental considerations are at the core of economic development plans in the country. The rapid expansion of high speed rail, shames countries like the US and the UK, where the dominance of cars is unquestioned.

Cuba is perhaps the country closest to managing to create ecologically sustainable development on our planet, and is worthy of close study. Much has been written on this. During the special period in the 1990s when the fall of the Soviet Union made it difficult for Cuban to get cheap oil, a crash programme that reduced dependence on fossil fuels was instigated, with much success. Cuba shows that socialist countries potentially can achieve far more than capitalist states, when it comes to serious action on climate change.

Recently Salvatore Engel-Di Mauro's book Socialist States and the Environment: Lessons for Ecosocialist Futures has reassessed thinking about the environmental record of socialist states, suggesting that their record was much better than once thought. In the shadow of Cold War propaganda, everything was distorted, despite some serious environmental damage in the Soviet Union, there was also a programme of nature conservation. Just this week I have seen an interesting discussion of how Soviet scientists and planners in the 1970s responded to the Limits to Growth report, produced by MIT “Limits to growth” in communism? - cibcom.

In summary, while capitalism is innately ecologically destructive, for much of the 20th century Socialist States also engaged in environmentally damaging practices, however learning has taken place since, while not unproblematic the practices in China are encouraging and those in Cuba lead the world when it comes to climate change action.

You write "Marx and Engels’ sustained meditations on the sciences including biology, brought them to consider environmental issues." Talk about Marx' and Engels' focus on the hard sciences. I find this interesting as they're oft portrayed as people focused on sociology and economics.

Yes it is easily forgotten that they were obsessive in their concern to keep up with the most important developments in the natural sciences in their day. John Bellamy Foster has explored this topic in exhaustive detail in his book Marx’s Ecology. For Foster, ecology (even the exact term was not coined until later), is at the heart of Marx’s materialism. You can’t separate the science from the philosophy, perhaps there is more to the term ‘scientific socialism’ that is often assumed?

 

Noting that the Germany Green Party has left its original, radical roots and moved broadly over the decades towards a more center right line and how with the Dutch Socialist Party, too, has become a run-of-the-mill Social Democrat party, do you think that EcoMarxists or those who hold such sympathies should become involved with electoral politics or just shun it all together? In what ways are EcoMarxists interacting with mainstream political parties and electoral politics more generally?

West European Green and Left parties have indeed had limited success and often moved to the centre or the right. The trajectory of both the German Greens and, as you note, the Dutch Socialist Party, is perhaps particularly sobering, organisations moving from Marxist-Leninist roots to the center ground today. It is a sad irony that the German Greens were born out of the peace movement but are advocates of war, and even promoting fossil fuel extraction, at least, in the short term, to deal with the energy crisis caused by the conflict in the Ukraine. In Britain, things are a little different, the Labour Party here, despite a short respite under Jeremy Corbyn’s leadership has never been a radical party. Labour supported Empire, in the 1930s embrace the economics of austerity and at present under Keir Starmer are competing with the Tory government to show they are a pro-business party. 

I don’t think it is adequate to say abandon all electoral politics. Alternative socialist strategies haven’t been effective either in Western Europe, the generation that produced the German Greens were the generation involved in the Bader-Meinhof gang, which can hardly been seen as successful intervention. In other parts of the world, particularly Latin America, the left have made some progress through the electoral route. While this has not been uniform and has led to compromises, the success of left parties in Ecuador, Bolivia, Venezuela and more recently Colombia is encouraging.

Rudi Dutschke the German socialist, argued that there should be ‘a long march through the institutions’, in practice the institutions have generally marched over the left, crushing hopes…sadly this is largely the lesson of the German Greens. I am most inspired by the base building approach of groups like Philly Socialists and near to where I live the Welsh Underground Network. Building community revolutionary capacity through practical action and solidarity. Capacity building is also a means of creating community self-defence in the face of rising environmental crisis and the growth of the far right.

Ecosocialist engagement with electoral politics, where it has occurred, is varied. In Australia the Socialist Alliance have elected local councillors. The example of Nick Origlass, in the 1980s, a pioneering ecosocialists who left the Australian Labor Party, over toxic waste plans, has been an inspiration to such Australian ecosocialists. He was eventually elected Mayor of Leichhardt, Sydney. He defeated motorway building plans through a working class community, created participatory council meetings and reclaimed land for community use. So may be some progress is possible with electoral work but yes more often than not electoral politics has institutionalised those on the left rather than allowing institutional transformation. Some ecosocialists are involved in Green or Social Democratic Parties. The HDP in Turkey is a good example of where more radical electoral politics has been linked to popular struggles, although this mainly Kurdish Party has been subject to much repression. The situation is different in different parts of the world.

 

What are some of the responses of EcoMarxists to climate change, especially given the fact that we have very possibly hit the point of no return regarding major environmental changes? (For example, we hit that point with ocean temperatures in 2014.)

When I first became interested in green politics in the 1980s climate change seem to be a distant problem, now it is an immediate threat. Every day apparently brings news of more extreme weather, in the summer here where I live in Southern England, I witnessed the highest temperatures of my life time. The future is now.

One response from ecosocialists has been to go back to Lenin, if capitalism is destroying the world, a more strategic approach is surely necessary. Andreas Malm, Kai Heron and Jodi Dean and others have been arguing that Lenin provides inspiration in an age of climate crisis. There is a good outline of the debates around Lenin, climate change and ecosocialism here.

Andreas Malm in his recent book How to Blow up a Pipeline argues that the desperation of the situation demands that we take direct action against oil extraction.

There is perhaps an increasing realisation that climate change rather than being an accidental consequence of business as usual which can be approached with technocratic solutions is part of a war. With oil and fossil fuel companies on one side of the conflict and the rest of humanity and nature on the other. So, while not specifically ecosocialists the approach of the British organisation Just Stop Oil, using direct action against oil companies is to be applaud.

Of course, workers plans to convert ecological damaging mining and manufacturing into alternative sources of production is another element of ecosocialist strategy. The Lucas Plan in Britain and the Green Ban trade union campaigns in Australia are examples.

John Bellamy Foster, while he doesn’t use the term ecosocialism, feeling socialist traditions at least from Marx are innately ecological, has produced numerous books, articles, podcasts, etc. MR Online which he works with is a very good source for numerous articles on ecosocialism. Green Left Weekly in Australia and Climate and Capitalism are also excellent. 

Of the numerous books on ecosocialism, I still think, Alan Roberts The Self-Managing Environment from 1979 is the best, although a bit difficult to track down. People might also be interested in my biography of the great Latin American ecosocialist Hugo Blanco published by Merlin Press.

Finally I must mention Max Ajl’s work, rooting ecological socialism in the struggles of the South, breaking the Eurocentric and North American bias of much of the left. Imperialism is the Arsonist: Marxism's Contribution to Ecological Literatures and Struggles

Marxism’s contributions to ecological literature and struggles is a rich and contradictory field of discussion. Marxism in diverse ways has fed into environmental struggles and broader ecological politics. Broadly, I would argue that there has been a deepening appreciation of the ecological themes in the work of Marx and Engels in recent decades. Most significantly, and recently, there has been a shift towards debates around Eco-Leninism, with several different attempts to read the climate crisis through the insights of Lenin. However, specifically Green Party politics, in some states, has seen a movement of former Marxist-Leninists towards a revisionist understanding of politics, with revolutionary objectives being discarded. The way that Marxism’s contribution to ecological literatures and struggles has played out is also internationally diverse, my understanding is strongest when it comes to West European examples but the growth of militant environmental movements across the globe must be acknowledged.

One starting point is the example of the German Green Party. I heard an interesting story; I cannot comment as to whether it is true! An intern worked for a prominent elected German Green Party politician, I forget whether the politician sat in the Bundestag, the European Parliament or a Lander (regional parliament). The intern had been asked to go to the politician’s home while he was away on political business. Watering the plants, the intern was surprised to find a huge, in fact life size, poster of the Great Helmsman himself Chairman Mao, on the wall.

This anecdote has a serious side and illustrates a number of ways in which Marxism has informed ecological literatures and struggles. Most empirically and least significantly the German Greens can be seen as partly a product of anti-revisionist politics. It is also interesting to note how ecological movements and struggles have acted as a movement from Red to Green, a movement from Marxist-Leninist commitment to centre-ground revisionist reform politics. It also reminds us to examine in an open way a range of key Marxists, including Mao, Lenin, Marx, Engels, Trotsky, and Luxemburg in terms of their attitudes to nature.

Marx’s Ecology

A variety of academics and green political writers argued bluntly that Marxism had little to contribute to ecological struggles. Marx and Engels were defined as Prometheans concerned to use nature as an instrument to promote human progress. Communism was based in Marx’s work on rapid industrialisation with little thought for the consequences for the environment. Thus green or ecological political ideology provided a break from existing ideologies. Jonathon Porritt, a leading member of the British Ecology Party made such claims in Seeing Green in the early 1980s, arguing bluntly that communism and capitalism were two facets of a wider anti-ecological ideology, 

dedicated to industrial growth, to the expansion of the means of production, to a materialist ethic as the best means of meeting people’s needs, and to unimpeded technological development. Both rely on increasing centralization and large-scale bureaucratic control and co-ordination. From a viewpoint of narrow scientific rationalism, both insist that the planet is there to be conquered, that big is self-evidently beautiful, and that what cannot be measured is of no importance.(Porritt, 1984: 44)

In turn the environmental record of socialist countries such the USSR was seen as both environmentally destructive and entirely consistent with such a Marxist anti-ecology based on the foundation of classic texts by Marx and Engels (Cole, 1993). 

An alternative approach from the editors the academic journal Capitalism Nature Socialism (CNS) was to emphasise that Marx’s work is vital to ecological politics. This was based on an understanding that capitalism drives environmental destruction and thus green political economy inevitably demanded an articulation with anti-capitalism, if it was to provide a realistic chance of overcoming ecological problems. James O’ Connor developed this approach with his description of the ecological contradictions of capitalism, arguing that capitalism tended to degrade its possibility of existence by destroying nature. Without nature, capitalism could not survive, but the continued drive for accumulation, exploitation and profit tended to destroy nature (O’Connor, 1988). In turn, Joel Kovel, also associated with CNS, argued that economic growth tended to degrade the environment and that economic growth is functional to capitalism. In his book title The Enemy of Nature, he found the answer in capitalism. Kovel noted the distinction between ‘use values’ and ‘exchange values’, discussed by Marx in the first chapter of the first volume of Capital, was essential to creating an ecologically sustainable society. Thus by making goods to last longer and providing communal products for use, human prosperity could grow without the waste of capitalism. However, like Porritt and other green critics of Marx, Kovel argued that while Marx provided a necessary analysis to capitalism, Marxism was resistant to ecological themes, 

Forged at the moment of industrialization, its [i.e. socialism’s] transformative impulse tended to remain within the terms of the industrialized domination of nature. Thus it continued to manifest the technological optimism of the industrial world-view, and its associated logic of productivism — all of which feed into the mania for growth. The belief in unlimited technical progress has been beaten back in certain quarters by a host of disasters, from nuclear waste to resistant bacteria, but these setbacks barely touch the core of socialist optimism, that its historical mission is to perfect the industrial system and not overcome it. The productivist logic is grounded in a view of nature that regards the natural world […] from the standpoint of its utility as a force of production. It is at that point that socialism all-too-often shares with capitalism a reduction of nature to resources — and, consequently, a sluggishness in recognizing ourselves in nature and nature in ourselves. (Kovel, 2007: 229)

Such perspectives from Kovel and O’Connor might be linked politically to the birth of popularisation of the term ecosocialism. Existing socialism and communism were anti-ecological, key texts might advocate a disregard for nature, so while socialism and/or communism were essential to ecological struggles, they need a prefix ‘eco’ to be distinguished from existing anti-ecological left alternatives.

I would argue that we have seen a sharp break from such perspectives, since the publication of US sociologist John Bellamy Foster’s book Marx’s Ecology. Foster argues, convincingly to my mind, that ecology is core to Marx and Engels’ project (Foster, 2000). Indeed an examination of Marx and Engels’ texts suggests an overwhelming concern with environmental issues. In turn their philosophy based on relationships derived from Hegel and perhaps Spinoza, is akin to ecology defined as a science of relationships. For example, in Capital vol 3 Marx notes,

Even an entire society, a nation, or all simultaneously existing societies taken together, are not the owners of the earth. They are simply its possessors, its beneficiaries, and have to bequeath it in an improved state to succeeding generations as boni patres familias [good heads of the household].” (Marx, 1959 [1894]: 530)

Discussion of such seemingly contemporary themes of deforestation, pollution and food additives can be found in Capital.

Engels also focussed on ecological questions,

“Let us not, however, flatter ourselves overmuch on account of our human conquest over nature. For each such conquest takes its revenge on us. Each of them, it is true, has in the first place the consequences on which we counted, but in the second and third places it has quite different, unforeseen effects which only too often cancel out the first. The people who, in Mesopotamia, Greece, Asia Minor, and elsewhere, destroyed the forests to obtain cultivable land, never dreamed that they were laying the basis for the present devastated condition of these countries, by removing along with the forests the collecting centres and reservoirs of moisture. […] Thus at every step we are reminded that we by no means rule over nature like a conqueror over a foreign people, like someone standing outside nature – but that we, with flesh, blood, and brain, belong to nature, and exist in its midst, and that all our mastery of it consists in the fact that we have the advantage over all other beings of being able to know and correctly apply its laws.” (Engels, 1972)

Marx and Engels’ sustained meditations on the sciences including biology, brought them to consider environmental issues. The exploitation of labour was to them also allied to environmental threats to health and safety. Engels’s Condition of the English Working Class looked at how a poor work place environment contributed to the degradation of workers.

John Bellamy Foster argues that ecological considerations were central to Marx’s construction of historical materialism. In turn, Marx’s notion of a metabolic rift between humanity and the rest of nature, has been used by Foster to conceptualise ecological crisis. Healing the rift is the answer to problems such as climate change, to the extent that humans master nature, we are mastering an element of ourselves rather than something alien. Thus while Marxists and other socialists might self-criticise their approach to ecological questions, the description of Marx and Engels as anti-environmental thinkers has been exposed as a myth. How, though, have Marxists engaged with green movements, and to what extent have Marx and Engels’ ecological assumptions informed practical struggles? Certainly since the 1970s Marxists have sometimes joined Green or Ecological political parties.

German Greens roots in Maoism

Specifically ecological political parties emerged in the 1970s. Broadly this was a result of the globalisation of environmental problems, reflected in scientific reports such as MIT’s Limits to Growth. The first Ecology Parties were found in the UK and New Zealand/ Aotearoa (Parkin, 1989). These to some extent were conservative institutions without a critique of capitalism or human exploitation. However, the emergence of broader and more radical social movements can be seen as leading a transformation from purely environmental parties to Green Parties. The anti-nuclear power and anti-nuclear weapons movements during the 1970s and 1980s helped create green political parties, the most significant being the German Green Party. The German Greens originated partly from the activism of anti-revisionists to seek a new source of intervention (Hülsberg, 1988: 51-53).

I am not sure if there was a distinct reason for anti-revisionists to get involved with the German Greens. It seems more that this was part of a general engagement of the German left. The story of the German Greens has been told many times: briefly, those on the left, involved in social movements, joined a platform to fight elections. Those who had been involved in the student movement, and some sympathetic to the Baader-Meinhof gang, joined environmentalists. At first the Greens were, in the words of an early leader figure Petra Kelly, ‘the anti-party party’ (Emerson, 2011: 55). Given the openness of the German electoral system, co-option was perhaps close to inevitable. Greens were elected on radical platforms but eventually joined coalition regional governments with the SPD, and the party over the decades has moved broadly to the centre right.

A number of prominent German Green politicians, for example, Ralf Fücks, a former mayor of Bremen; and Winfried Kretschmann, Minister-President Baden-Württemberg were originally active in Kommunistischer Bund West Deutschland. Perhaps the largest Maoist political party in what was at the time West Germany it took a decision to join the Greens en masse in 1982. Other anti-revisionists joined the Greens along with those closer to autonomist networks such as Joschka Fischer and Daniel Cohn-Bendit (Kühn, 2005).

The relationship of green parties and ecological movements to Marxism has demonstrated contradictory tendencies. One has been a move from a more conservative environmentalism to great radicalism and commitment. For example, the British Ecology Party was founded by members of the right wing Conservative Party, however while Marxism has never been strong in the organisation’s history, it has broadly moved to the left (Wall, 1994). Typically in one recent leadership contest hustings, all the candidates insisted that they opposed capitalism (Jarvis, 2021). On the other hand, in the words of the East German eco-Marxist Rudolf Bahro, there has been a shift From Red to Green (Bahro, 1984). The German Greens are perhaps the best known example, as briefly discussed, but there are many others. For example, the Green Left in Holland are now a standard European Green Party, like the Germans, in the political centre, but they were created originally out of the dissolution of four Dutch left wing political parties including the Communist Party (Voerman, 2006: 80). This trend isn’t of course restricted to Greens, one thinks of the movement of the Dutch Socialist Party from Marxism to fairly standard social democracy. And as we know from Lenin, most socialist parties of Europe at the start of the first world war including the SPD ditched communism and supported their contending nation states. Certainly the German members of anti-revisionist organisations who joined the Greens have generally moved dramatically from Mao and Hoxha to accommodation with the Christian Democrats.

At times these contradictory movements are reflected in the work of a single individual. André Gorz, the French ecological theorist, acted paradoxically to promote a movement from red to green, and conversely from environmentalism to anti-capitalist commitment. Best known for his book Farewell to the Working Class, the former Marxist argued that class conflict was largely redundant and new social movements, including environmentalists, represented a force for potential change (Gorz, 1987). Thus he can be seen as giving textual support to the movement from anti-revisionism into social movements, into Green Parties and within the Greens moving apparently ever to the political right. Conversely his text Ecology as Politics, identified the economic drive to accumulate as the key source of ecological risk. Prefiguring Joel Kovel’s arguments by two decades, he argued that capitalism is the cause of environmental destruction. ‘’This is the nature of consumption in affluent societies; it ensures the growth of capital without increasing either the general level of satisfaction or the number of genuinely useful goods (‘use values’) which people have at any given point in time.’ (Gorz, 1980: 23) Gorz thus, amongst other authors, helped promote an anti-capitalist critique amongst some greens, which pointed back to Marx’s broad analysis of capitalism in Capital vol one.

Green Trotskyism?

One approach has been to argue that while Marx was green, the failure of much 20th century socialism to promote environmentalism could be placed at the door of Stalin and Stalinism. This seems to my mind a superficial approach, blaming an individual rather than engaging in sustained analysis. Equally it is difficult to find an environmental core in the work of Trotsky, who might be seen as Stalin’s main critic. Trotsky typically argued that communism was a project of perhaps rather brutally and crudely mastering nature.

“Through the machine, man in Socialist society will command nature in its entirety, with its grouse and its sturgeons. He will point out places for mountains and for passes. He will change the course of the rivers, and he will lay down rules for the oceans. The idealist simpletons may say that this will be a bore, but that is why they are simpletons. Of course this does not mean that the entire globe will be marked off into boxes, that the forests will be turned into parks and gardens. Most likely, thickets and forests and grouse and tigers will remain, but only where man commands them to remain.” (Trotsky, 1941: 5)

Having said this Trotsky did argue that ‘man will do it so well that the tiger won’t even notice the machine, or feel the change, but will live as he lived in primeval times. The machine is not in opposition to the earth. In turn there have been some manifestations of environmentally aware Trotskyism. The present Fourth International, from Ernest Mandel’s line, is explicitly ecosocialist in nature. Its various national sections are highly engaged in ecological work. In Britain, Alan Thornett of Socialist Resistance, which is associated with this Fourth International, produced a detailed account of an ecosocialist approach to climate change (Thornett, 2019). Polemics from others in the Fourth International have explicitly criticised Trotsky for failing to address ecological issues, unlike Marx and Engels (Tanuro, 2015)

The existence of numerous Trotskyist internationals can be confusing, although of course this is a feature of other forms of Marxism. It is possible that the Mandelite Fourth International was influenced by Pabloite strands of thought. The Greek Trotskyist Michel Pablo split the Fourth International in the 1960s but his comrades re-joined in the 1990s (Coates, nd). During the 1970s they were strong advocates of what might be seen as an ecosocialist approach. Strongest perhaps in Australia, a leading Pabloite, the physicist Alan Roberts, published The Self-Managing Environment in 1979 (Roberts, 1979). Drawing on both Marx and Freud it criticised the kind of consumer capitalism theorised by Marcuse and other Western Marxists. Roberts’ argument was that a lack of democratic involvement including an absence of workers’ control, led to a frustrated demand for consumer goods. The less we participate and have the ability to shape our life experience, the more we compensate by consuming wasteful goods. The ecological crisis is seen as a product of capitalist growth, growth in consumer capitalism is environmentally destructive. A self-managed socialist society is thus an ecosocialist alternative. Roberts also produced a strong critique of neo-Malthusian environmentalists who blamed ecological problems on over population rather than capitalism. Other chapters in The Self-Managing Environment covered the so-called ‘tragedy of the commons’ arguing that rather than acting as a metaphor for environmental destruction as suggested by the right wing biologist Garrett Hardin, commons had been seized by force and enclosed.

Nick Origlass, a leading Pabloite, engaged in local government ecosocialism, creating his own independent Labour Party in Leichhardt Municipal Council in Sydney to win local power and challenge toxic waste dumping in his community (Greenland, 1988). Australia also saw the creation of the green ban movement, where trade unionists in the Building Workers Union refused to work on construction projects that damaged the environment (Koffman, 2021).

Another Trotskyist figure passionately involved with ecosocialist politics is the Peruvian revolutionary Hugo Blanco. While Blanco retains fraternal links with the Fourth International, his present politics is closer to that of the Mexican Zapatistas. He publishes the newspaper Lucha Indigena and is also an active support of the Rojava Revolution. Originally an agronomy student, he studied in Argentina, he led a peasant uprising in the early 1960s which successfully gained land reform. During his many decades of activism he has become increasingly engaged in ecological and indigenous struggles (Wall, 2018). As I write, he is in his 80s but remains a leading ecosocialist thinker and activist.

Green Cuba

While Socialist states have been criticised on their ecological policies during the 20th century, Cuba has proved a sharp exception. Since the early 1990s, Cuba has pursued policies to drastically reduced climate change emissions and to protect the environment in a variety of ways. The reason for Cuba’s overt and strong turn towards environmental protection is twofold. The collapse of the Soviet Union meant that Cuba was no longer supplied with cheap oil after 1990. This led to a severe crisis, in the context of a continuing US blockade, resulting in what has been termed the ‘Special Period’. Thus a sharp reduction in the consumption of oil was vital so as to ensure the survival of Cuban society (Plonska and Saramifar, 2019). In turn, and apparently irrespective of this necessity, Fidel Castro became deeply engaged in ecological concerns and debates. At the 1992 UN Rio conference on the international environment he made the case for green policies, noting:

“An important biological species – humankind – is at risk of disappearing due to the rapid and progressive elimination of its natural habitat. We are becoming aware of this problem when it is almost too late to prevent it. It must be said that consumer societies are chiefly responsible for this appalling environmental destruction. 

With only 20 percent of the world’s population, they consume two thirds of all metals and three fourths of the energy produced worldwide. They have poisoned the seas and the rivers. They have polluted the air. They have weakened and perforated the ozone layer. They have saturated the atmosphere with gases, altering climatic conditions with the catastrophic effects we are already beginning to suffer.” (Castro, 2016)

Cuba has been so successful at introducing environmentally friendly policies that it has regularly been cited as the world’s best example of sustainable development. Agriculture has been partially decarbonised, with a push to grow using organic farming. There has been significant investment in renewable energy including wind turbines. Buses have been promoted as a means of reducing dependence on oil to power cars. In 2019, Cuba topped the Sustainable development index promoting economic activity that was ecologically sustainable (Trinder, 2020).

Indeed the supposedly anti-ecological record of the Soviet Union and other socialist states has recently been challenged in a detailed comparative study (Engel-Di Mauro 2021). While Cuba’s environmental policies are increasingly well know, it is perhaps often forgotten that the Soviet Union in its earliest years was also lauded as an environmental model. Under Lenin, National parks were opened and animal conservation was promoted (Stahnke, 2021). In recent years the notion of eco Leninism has become noted by diverse writers. Andreas Malm the Swedish academic has argued that to overcome the climate crisis we need to return to Lenin. He has argued that the urgency of the climate crisis might mean embracing an approach similar to the war communism of the early years of the Soviet Union (Malm, 2020). 

Marxism as a guide to ecological alternatives

So how do we draw this all together, moving from cataloguing various manifestations of ecological Marxism to constructing a political alternative? I have briefly sketched some articulations of Marxism and ecological movements/literatures but this is a vast field and I have left much out. There are four themes I would like, in conclusion, to at least note 1) The commons 2) Working class productivity 3) Anti-imperialism, and finally 4) the role of Leninism in promoting transition. 

The commons, a notion of collective ownership, most extensively explored in recent years by the Nobel Prize winning political economist Elinor Ostrom is essential to tackling ecological problems (Ostrom 2019). It is also a recurring concept in the work of Marx and Engels. Capitalism is a driver of ecological destruction, the notion of collective ownership of resources in contrast creates the possibility of shared prosperity and sustainability. Marx’s observation that we are not the owners of the Earth and should leave it in a better state for future generations, noted above, is a useful starting point for a green political economy. The Marxist aspiration for a society based upon the ensemble, the collective and creative interaction of all of us, for example, promoted by the British musician and revolutionary Cornelius Cardew is pertinent (Norman, 2019). 

Climate change and other severe environmental problems demand working class solutions. The productivity and creativity of workers is vital to ecological alternatives. The often forgotten history of working class environmental politics demands study. I noted above the example of the Australian Green Ban movement in halting environmentally damaging building projects. Workers produce and can produce alternative sustainable futures, the concept of workers’ plans for ecological production is important (Hampton, 2015). 

Anti-imperialism is another important dimension. Thomas Sankara (2018) reminds us that imperialism is the arsonist that burns the forests .There are numerous movements that link anti-imperialism with ecological politics, stretching from indigenous social movements in Latin America to the Rojava Revolution. Another useful contribution from Andreas Malm is his insight into how fossil fuels were the historical product of colonial exploitation and capitalist accumulation (Malm, 2016). The Peruvian Marxist José Carlos Mariátegui argued that land was at the heart of struggles for autonomy in the face of colonial domination (1971). This is a theme taken up by Max Ajl who argues ‘Eco-socialists have to start from the basic demands of colonised peoples: namely national liberation. The Palestinian liberation struggle is one of the few, but not the only, remaining ‘classical’ national liberation struggles, which aims to break foreign settler control over the land.’ (Hancock, 2021).

In a wide ranging survey of ecology and Leninism, Lenin’s significance to ecological movement can be seen as ranging from an analysis of imperialism to an embrace of base building and dual power strategies (Woody, 2020). Lenin’s strategic analysis might be of value in theorising how to build political organisations that can overcome the ecological crisis (Wall, 2020). Leninism is, out of a number of important Marxist contributions to ecological debates, to my mind potentially the most important. Lenin’s contribution was to investigate how in a specific context we make revolution. There is a growing awareness that capitalism is the key driver of climate change and other ecological ills. Transforming society and transcending capitalism can be seen as essential to human survival, the critical investigation of how we do so can be advanced by an open reading of Lenin’s words and work. Lenin helped make history in a very different world to ours, so his insights cannot be crudely cut and pasted on to contemporary reality but re-reading his texts is vital. The French philosopher Alain Badiou notes that, ‘We must conceive of Marxism as the accumulated wisdom of popular revolutions, the reason they engender, and the fixation and precision of their target’ (Bostells, 2011: 280). We need precision in tackling an accelerating and many sided ecological crisis, Marxism, read with care and acted upon materially, will guide us.

"There is No Straight Line to a Just Food System": What We Do with Our Bodies Until Then

Two Kinds of Farming

The summer of 2012 was hot in the Midwest. By the fourth week of temperatures over ninety degrees Fahrenheit, and over two months without rain, the grass was brown and many of our crops in Northeastern Indiana were not faring much better.

I lived on a twenty-six acre farm, three acres of which my friends and I were homesteading and vegetable gardening. Our farm - "Bluefield Farm," named after the abundant chicory with its blue blossoms - was an oasis in the middle of an industrial agriculture desert. The surrounding landscape, on the other hand, was filled with acres of corn and soybean. Most of the farm lay pastured with organic hay, but we planted market gardens on about one and a half acres of the landscape.

The work was hard but rewarding. Gardens require thoughtful soil preparation--compost or manure ensure proper nutrition for the plants, and manual tillage loosens the soil so that roots can take hold and take up crucial minerals, but unlike plows, does so without killing beneficial worms and fungal threads. Hand tillage and planting of even two acres can be backbreaking, but shared labor lightened the work, and even made it enjoyable. Mentors helped us to know when to start seeds, how and when to transplant, and offered tips and strategies for dealing with insects and weeds without utilizing chemicals. Late night research provided information on companion and succession planting, to negotiate plant tolerance and space. And always, the gardens humbled us with our amateur knowledge of how to grow enough to feed ourselves with a margin of extra.

The contrast between our farm and the surrounding agricultural practices was evident on a daily basis. Our small-scale gardens were planted with seedlings before the surrounding fields were dry enough for the tractors to till. Even in the heat and drought of 2012, we had some crops that survived. The diversity of our planting plan meant that although some of our vegetables did not tolerate the hot, dry weather, some did. Surrounding us though, were thousands of acres of soybeans and corn that desiccated into brown stalks without the water they needed. The large scale of those farms of hundreds or even thousands of acres was brittle and fragile.

But it was an event that summer - a disaster - that truly marked the difference between industrial food production and the small scale agroecology we practiced on Bluefield farm. Up the road just a quarter mile was another kind of farm. A chicken farm, but more properly just a collection of large industrial buildings. This was an egg production facility, alleged to provide all the eggs for all the Kroger grocery stores east of the Mississippi. I believed this to be true, because it consisted of four buildings, each a quarter mile long and one hundred yards wide. The factory boasted of two million hens, each housed in a cage constructed such that the daily egg born of their bodies was moved on a conveyor belt to be collected, cleaned, bleached, and packaged. Production was mechanized to facilitate as little human intervention as possible, but workers were still needed for various tasks - one of the inauspicious duties was the daily chore of collecting birds dead in their cages and throwing them out.

I was in town one scorching day when I heard the news from one of the locals - the giant fans, big as airplane engines, just couldn't keep up with the heat. Those big buildings became giant ovens, and three hundred thousand chickens died from hyperthermia.

When I got home from town, I rushed over to our small chicken coop, constructed of leftover odds and ends of wood and tin nailed onto a frame of two by fours. Our ten hens were fine, pecking away at the occasional insect, and fussing about as they generally did under the shade of a tree. For the rest of the day, though, I could hear the commotion of large machinery in the distance. I was told that they buried the dead chickens--all three hundred thousand--in a massive heap of feathers, flesh, and bones.


Three Pillars of White Heteropatriarchy

Scholar of Indigenous Studies, Andrea Smith, wrote a short but incisive analysis of the interconnected nature of racism in the United States. Her thesis was that while various racialized groups experience racism in different ways, their struggles for liberation are connected as each form of racism is a pillar in white supremacy.

The first pillar is the logic of slaveability/capitalism. The logic of slavery anchors capitalism and at its worst renders black bodies as nothing more than property to be used in the cotton fields, or, after the 13th amendment, to be put to work via Jim Crow laws. Despite eventual abolishment of Jim Crow laws, mass incarceration of black persons today continues the logic of slavery by corporate prisons and prison work for low wages.

The second pillar of white supremacy, according to Smith, is the logic of genocide/colonialism. This logic holds that native people must constantly be disappearing. The myth of the Americas as open landscape for the taking necessitated the genocide of indigenous peoples who had lived in relationship to the land for thousands of years. Religious rhetoric fomented this genocide, calling the "New world" a "new Israel," which of course meant that the colonizers had the right to murder the indigenous inhabitants of the land. The logic of genocide perpetrated the forced displacement of native nations onto reservations and continues today in the myth of the disappeared Indians, spoken of as the original inhabitants who are now vanished.

The third pillar of white supremacy is the logic of orientalism/war. This logic sees Oriental nations (inclusive of the Middle East) as perpetual threats to the superior civilizations of the West. While these exotic foreigners are not disappeared or owned, they loom on the horizon as a source of fear, and thus represent the reason for the creation of the military complex that takes over the national budget of the United States and perpetuates the control of the globe by Western nations. The "War on Terror" that allows everything from drone strikes to water-boarding and indefinite detention of brown bodies continues due to this logic of the foreign threat which justifies perpetual war.

Why discuss racism and white supremacy in an essay about agriculture? Food justice advocates already argue that the food system is inherently inequitable. Class and race have too much impact upon access to healthy foods. Fresh vegetables and less processed foods cost more, and food deserts exist in many urban neighborhoods dominated by people of color.

But analysis of food injustice often misses the explicit links between racial injustice and the manner in which white supremacist logic has affected the land itself. The heart of industrial agriculture extends the three-fold logic of white supremacy against nature itself: just as capitalism commoditized Africans into slaves, so too does profit enslave the soil to constantly produce; along with genocidal policies toward Native Americans came ecocidal land management that disappeared mature ecosystems; finally, the perpetual war against the foreign threat was directed toward pests and weeds. In what follows, I look more deeply into each of these pillars of white heteropatriarchy and how they affect the land community.


Slavery

Just a short walk down the road from Bluefield farm was an old graveyard, with some markers dating to the mid-1800's. Scattered elms and oaks shaded the cemetery, and it offered a quiet place to think. I went there often, sometimes in the heat of the day for a break from weeding, and other times at night to sit pensively under the moonlight. The last part of the ten-minute walk from the farm required a walk up the knoll atop of which lay the gravestones. I did not think much of this rise in the landscape until I heard a story regarding this phenomenon. As it turns out, old cemeteries like the one I frequented often sit higher on the landscape for a reason. These cemeteries were established in the early days of settlement by Americans in the Midwest. As farmers cleared land and farmed for over one hundred and fifty years, poor land husbandry led to significant soil erosion across the landscape. Areas immune to this loss were areas that had never been cleared and farmed--places like graveyards.

Slavery, the fundamental capitalist logic behind white supremacy that allows bodies to be monetized, extends in industrial agriculture against the soil itself. This story of slavery, mineral depletion, and soil erosion goes back to the heart of the European settlement of the Americas, to the earliest of colonies.

In 1606, a shipment of colonists funded by the Virginia Company, a group of wealthy London investors, landed in eastern Virginia. They founded the colony of Jamestown, but struggled to survive, much less to turn a profit for the Virginia Company. But soon the colonists discovered that tobacco grew well in the climate and began producing thousands of pounds to ship back to England. The crop was so profitable that farmers grew only the little food they needed to feed their families and utilized the rest of the land to grow tobacco. By 1617, the colonists were able to send twenty thousand pounds of tobacco in one year across the Atlantic.

But the crop depleted soil fertility at an unsustainable rate. A tobacco plant requires ten times the nitrogen and thirty times the phosphorus that most food crops need. This meant that soon tilled for tobacco soon had to be abandoned, and more land cleared for the crop. After a decade of exporting tobacco, Jamestown colonists petitioned for new land due to soil exhaustion. In addition to the problem of depletion, tobacco farming caused severe erosion. Farmers piled up soil in mounds by hand or with a plow around each plant and left bare. Rains of any significant amount thus washed much of that bare soil away.

The work of tilling and harvesting tobacco was hard, and land clearance was even harder. Land-owning colonists soon capitalized on black and white indentured servants to help with this difficult work, but by the mid-17th century, African slaves with no prospect of freedom were brought in for the task. Within a century, there were over a hundred thousand slaves in the Chesapeake Bay region.

Cash crop agriculture soon led to the rise of class in this New World for the colonists. Wealthy landowners who could afford slaves cleared new land, farmed it for tobacco or cotton until the land was depleted, and then sold the land to poorer farmers who could not afford to buy and clear new land. Once all the land had been settled, plantation owners continued to farm the same soil even with increasingly marginal returns so that they could keep their slaves occupied.

The devaluation of land meant that farmers with wealth did not need to properly tend the soil or care for the land. As soil health declined, the productivity gap was filled by the labor of enslaved black bodies. Because white supremacy deprecated the lives of Africans, the importance of healthy soil itself could be trivialized under slavery.

Although slavery was outlawed (but still exists in the form of prison labor), this same devaluation of soil persists in industrial agriculture. Healthy soil is a rich community itself, consisting of millions of microbes, mycelium, and insects that keep organic and mineral nutrients cycling in a way that benefits not only themselves, but plants as well. But constant tillage and application of fertilizers destroys the soil community and leads to erosive soil loss and the destruction of the microbial and insect community that creates healthy soil. Under slavery, the steady loss of soil productivity was made up for with slave labor that continued to eek out marginal returns. Today, the erosion of soil and fertility is replaced by large machinery powered by fossil fuels and chemical fertilizers that make up for loss of nitrogen, phosphorus, and potassium due to deprivation and depletion.


Ecocide

On Nov 13, 1838, Father Joseph Petit wrote the following description of the Potawatomi Trail of Death to Bishop Bruté:

"The order of the march was as follows: the United States flag, carried by a dragoon (soldier); then one of the principal officers, next the staff baggage carts, then the carriage, which during the whole trip was kept for the use of the Indian chiefs; then one or two chiefs on horseback led a line of 250 or 300 horses ridden by men, women, children in single file, after the manner of savages. On the flanks of the line at equal distance from each other were the dragoons and volunteers, hastening the stragglers, often with severe gestures and bitter words. After this cavalry came a file of 40 baggage wagons filled with luggage and Indians. The sick were lying in them, rudely jolted, under a canvas which, far from protecting them from the dust and heat, only deprived them of air, for they were as if buried under this burning canopy - several died thus."

For the year prior, Petit had been a missionary to the Potawatomi band near Fort Wayne, Indiana. He had been away from Twin Lakes, Indiana, when the Potawatomi Trail of Death began, but had petitioned his superior so that he could join the villagers with whom he had become acquainted. By the time he was able to join the forcibly displaced Potawatomi, many had already fallen ill.

Colonialism is the logic behind indigenous genocide; this same logic conflated indigenous people with their indigenous ecosystems. What were seen as unproductive, pristine forests, were actually tended landscapes that provided for Native American life. Nut-bearing trees provided staple calories. Open meadows provided browse for deer and other game animals. A wide range of encouraged herbs and woody perennials provided for basketry, medicine, and other crafts. Even tribes that were primarily farmers were not recognized as such, since their farms did not look like those of the European settlers. Because of this, Native Americans were displaced, killed, or otherwise marginalized, and at the same time, their native ecosystems deforested and cleared for European style farms. Thus, indigenous genocide and ecocide went hand in hand.

The United States government had made multiple attempts to assimilate the Potawotamis. President Jefferson, ever the champion of the farm, expressed his hope to integrate the tribe into European ways of farming. In a letter to Chiefs Little Turtle and Five Medals, he relayed the following: "We shall with pleasure see your people become disposed to cultivate the earth, to raise heards [sic] of useful animals, and to spin and weave for their food and clothing." (Edmunds, 160).

A few Chiefs had expressed interest in learning settler agriculture, but the overwhelming majority of Potawotami had no interest in the hard lifestyle. Attempts by Quakers to create a model farm to teach the Potawotami failed; the few men who started to assist with farm work soon lost interest, and the leader of the effort, a man by the name of Phillip Dennis, soon gave up.

While the Potawatomi did assimilate somewhat by adopting some of the textiles and goods that Americans sold, they maintained their own traditional lifeways. They continued to live in the wigwam-style house common to the region, and planted small gardens of corn, beans, and squash in the summer, supplementing their diet with hunting in the winter. Officials and missionaries agreed that the tribe had not made strides toward "white civilization." They "adhered with tenacity to the manners of their forefathers while everything around them has changed," according to one report (Edmunds, 227).

Potawotami lands were ceded piecemeal over a quarter century, starting in 1816. This process was complicated by the multiple Potawatomi chiefs involved, as well as the many federal agencies and agents. Population pressure from setters arriving from the east caused problems for the Potawatomi traditional lifestyle. Over hunting and trapping by fur traders and settlers had reduced the deer-herds and small game which the natives depended upon for winter food. Settlers were happy to hunt in Potawatomi lands, but were angered when the Indians encroached upon their farms and settlements.

A conflict in LaSalle county, Illinois, was paradigmatic of settler-indigenous relations in the area. A man named William Davis set up a mill and a blacksmith shop on Indian Creek. He dammed the creek to power the mill, which prevented fish from swimming upstream where a village of Potawatomis lived. This disregard of their food supply angered the villagers, and tensions grew. Davis refused to give in despite being warned by other Potawatomi chiefs who attempted to intervene, and he gathered more settler families around his homestead in an effort to dig in. Eventually, a group of forty Potawatomi attacked the settlement, killing Davis and other men and capturing some women and children.

American settlers continued to pour into the region. Even where Potawatomi had agreed to cede land or allow settlement, land was occupied and cleared for farming so quickly that Chief Metea complained, "the plowshare is driven through our tents before we have time to carry out our goods and seek another habitation" (Edmunds, 220). When new lands were opened for settlement after sale or treaty, often the land-hungry farmers would take up residence before surveyors had properly demarcated the sections belonging to Potawatomi and those open for settlers, creating tension and confusion.

Growing tensions and rising populations of settlers added to the "Indian problem." By the time President Jackson had signed the Indian Removal Act in 1830, the Potawatomi had already sold much of their land, and lost much of the land community that gave them food, medicine, and shelter due to the continual encroachment of white settler farms. Stipulations in the Indian Removal Act were that the relocation of tribes would be voluntary and would move them to land west of the Mississippi.

In 1836, Abel Pepper, commissioned to attempt to purchase the remaining reservation lands in Indiana, compiled a group of dubious Potawatomi leaders he called "the Chiefs warriors, and headmen of the Patawattamies of the Wabash." Although this group had little claim over the land or recognition from the villagers, the Senate recognized the treaty as valid and ratified it. Chief Menominee, one of the leaders who refused to sign or acknowledge the treaty, gave the following charge, worth quoting in full:

"The president does not know the truth. He, like me, has been imposed upon. He does not know that you made my young chiefs drunk and got their consent and pretended to get mine...He would not drive me from my home and the graves of my tribe, and my children, who have gone to the Great Spirit, nor allow you to tell me that your braves will take me, tied like a dog....the President is just, but he listens to the words of young chiefs who have lied; and when he knows the truth, he will leave me to my own. I have not sold my lands. I will not sell them. I have not signed any treaty, and will not sign any. I am not going to leave my lands." (Edmunds, 267)

But the President was not just. White settlers had already been promised the lands around Twin Lakes, Indiana, that Menominee refused to cede. Squatters came, intent on taking the best land before the crowds, and a Potawatomi party burned a squatter's hut, leading to retaliation from settlers, who then burned down a dozen Indian homes.

Pepper requested military assistance, and Senator John Tipton gathered one hundred volunteers for a militia to remove the remaining Potawatomi to land in Kansas. On August 30, 1838, Tipton had the remaining villagers gather, and his militia surrounded the villagers and at forced them to enroll for removal, giving them five days to gather their things. Five days later, the march began. Still, Menominee would not leave the village, and so was forced at gunpoint to go, and placed under arrest with two other chiefs who also resisted.

The march began on September 4, 1838 and concluded sixty-one days later after traveling over six hundred miles to the Osage river in Kansas. Of the forty-two people who died during the march, twenty-eight were children. Petit survived the march and much of what we know is recorded in his journal.

With the Potawatomie and other indigenous tribes largely displaced from their ancestral lands, American settlers were free to turn the landscape into the acres of corn and soybean so quintessential to the modern Midwest. Of the roughly twenty million acres of old growth forest that once covered the state, about two thousand acres remain. Settlers cleared the land for farms, and harvested timber for building, fuelwood, and railroad ties.

Indigenous removal leads to ecocide. Contemporary indigenous groups vocalize this in their advocacy for themselves and for the ecosystems with which they are in relation. The Baiga, who inhabit an area of jungle in India, declare, "the jungle is only here because of us." Similarly, a statement by indigenous peoples from the Amazon articulates their understanding of the deep interrelationship:

"We have used and cared for the resources of that biosphere with a great deal of respect, because it is our home, and because we know that our survival and that of our future generations depends on it. Our accumulated knowledge about the ecology of our home, our models for living with the peculiarities of the Amazon Biosphere, our reverence and respect for the tropical forest and its inhabitants, both plant and animal, are the keys to guaranteeing the future of the Amazon Basin, not only for our people, but also for all humanity."


War

Once the snow melted on the Indiana roads, I would often ride my bike from our farm to town. I learned quickly, however, that early summer was the spraying time. I pedaled past acres of corn and soybean down the straight county roads. When the tractors were out, pulling large tanks labeled "anhydrous ammonia," I had to hope the wind was blowing the fumes away from the road. When the breeze was not in my favor, I did my best to pedal furiously, holding my breath and hoping I could pass the cloud without inhaling too much of it. At other times, the chemical applicants were not labeled, or were dropped by prop plane, and so I could not know what noxious admixtures made it into my lungs. These various chemicals - fertilizers, herbicides, and pesticides - so crucial to industrial agriculture, were at the same time devastating to the community of creatures that tried to inhabit the same space as this technological system.

Summer evenings highlighted this. My friends and I could climb the roof of our barn and see our pastures and the night air above them glowing with the mating rituals of fireflies populating our land; in contrast, the farm fields around us were dark, bleak, and barren. This nightly event was a reminder that our insistence on working with spade and hand rather than by chemical mattered a great deal to the other creatures - insects, birds, and small mammals - who shared the land with us and whose interconnected lives led to a healthy ecology on our small farm. What Smith names as the third pillar of white supremacy, the logic of perpetual war, manifests itself in the war against pests and weeds.

The connection between war and agrochemical has been solid since at least World War I. Fritz Haber, a German chemist, revolutionized agriculture by finding a cheap way to convert inaccessible atmospheric nitrogen to ammonia, a form of nitrogen that could then be converted to explosives or to agricultural fertilizer. This discovery allowed Germany to continue producing both munitions and food despite trade blockage of traditional sources of nitrogen. In addition to his creation of the nitrogen fixation process, Haber became infamous by using his chemistry genius to invent weaponized chlorine gas.

Haber devised a system of pressurized canisters of chlorine which would release mist from the German trenches, needing only a steady but not too strong wind to blow the chemical fog toward Allied forces. On April 22nd, 1915, the German front in France had such favorable winds. After the release of the canister valves, a greenish-yellow cloud moved slowly toward the British and French forces in their trenches. British field marshal John French described the effect of the gas on soldiers: "smoke and fumes hid everything from sight, and hundreds of men were thrown into a comatose or dying condition." But what was for Allied forces a death cloud was to the German army a sight of beauty.

From the journal of German Lieutenant Becker:

"As the cloud rolled forward, it was yellowish-green, a hellish, sulphurous haze. As the sun broke from behind a cloud this new and monstrously beautiful image was lit up before us."

Wrote German Lieutenant Drachner:

"A poisonous green smoke drifted out of the fire trenches as far as the eye could see. One could see the landscape bathed in the most beautiful sunshine as though through a fine veil. It looked like the scene from a fairy tale."

In 1925, the Geneva convention banned the use of chemical weapons in warfare. However, chemicals were still used in creative ways in warfare activity. One of the most widely known of the herbicides used against enemies is Agent Orange. American forces employed this herbicide in Vietnam for a two-fold purpose: first, to defoliate jungle areas where Viet Cong hid, and second, to obliterate crops that could feed the Viet Cong. Over the course of nine years, the United States military sprayed almost twenty million gallons of the chemical over South Vietnam, Laos, and Cambodia. The defoliant did its job and destroyed over five million acres of forest and crop land. "Only you can prevent a forest," joked American soldiers while deploying Agent Orange, in a sardonic nod to Smokey the Bear ads. In addition to wiping out the food systems of many peasant farmers, pollutants from Agent Orange persisted in the environment and continue to wreak devastating effects on the land and Vietnamese.

Insecticides have not been used explicitly in war but represent war against nonhuman life. The best-known synthetic pesticide, DDT, led to a Nobel Prize for its manufacturer, Paul Müller. Its toxicity for non-target species was detrimental and came under fire in the wake of Rachel Carson's Silent Spring. DDT is a persistent organic pollutant which can linger in soils for up to thirty years. The chemical is fat soluble, and thus accumulates up the food chain, especially in birds that depend on insects in their diet. In addition to its toxicity to aquatic and avian life, it has been associated with human cancers, and is known to disrupt hormones.

More recently, neonicotinoids have been used as pest control. However, this class of chemicals has been linked to loss of bees, in which it has been shown to impact foraging and navigation, reduce lifespans, and decrease reproduction in queens. Bees are responsible for the pollination of seventy percent of all flowering plants. It is from these bee-pollinated plants that humans get more than thirty percent of our food.

A case study of the Sichuan province in China heralds the problem. Pomme fruits - that is, apples and pears - are the primary crop of the mountainous Sichuan region, where the flowering trees must be pollinated within five days for the trees to fruit. Use of chemical pesticides grew rapidly with their introduction to the region.

By 1990, a fifty percent decline in the production of the orchards was noticed, a trend corresponding to the rise of pesticide use beginning in the 1970's and subsequent decline of native bees and other pollinators. Even commercial bees introduced later to the orchards died as a result of the pesticides. Now, every year during orchard bloom, people are hired by the thousands to hand pollinate around two hundred thousand trees within the five-day window.


An Apocalyptic Aside

In 1891, Oscar Wilde wrote a play elaborating on the story of John the baptist. The biblical account simply notes a dancer, the daughter of Herodias, who danced before King Herod and his friends. The dance was so remarkable that Herod promised her anything she wanted, up to half his kingdom, yet, what she requested--after consulting her mother--was the head of John the baptist on a platter. Her mother had her own grudge against the prophet John, who had criticized her for marital machinations. Salome, unnamed in the biblical account but known by historical sources, danced her way into the center of a conflict between prophet and power.

This short story inspired Wilde's play, "Salome and the Seven Veils." Wilde deepened the story, however, by adding the motif of the seven veils. The seven veils represent a departure from the biblical story but allude to the myth of the descent of Inanna. In the story of her journey into the underworld of the dead, Inanna encounters seven gates, and at each must remove a garment, until she stands naked at the throne of the goddess of the underworld, her sister Ereshkigal. For Wilde, the veils of Salome symbolize this movement toward the deathly realm. With the removal of each veil, death dances closer.

French artist Alphonse Allais took the story even further in its allegory of death. In his rendering, Salome removes the veils accompanied by the lusty cries of Herod. "Go on, go on," he says. Yet when the last veil falls, he continues to shout for more. Salome complies by ripping the skin from her body. And still, Herod says "go on," so she continues to flay fascia with her fingernails, layer by visceral layer, until nothing is left but bone.

Apocalypse means unveiling. Originally the word referred to the lifting of a bride's veil at a wedding but has since taken on symbolic meaning. In apocalypse, everything hidden will be revealed. But the face underneath the veil is not always good. Sometimes apocalypse is the lover who tells you they are leaving. Sometimes it is the cold calm of a doctor relaying a cancer diagnosis. Occasionally it is the brief moment before dusk when the light slants through the pines and the woods reveal a momentary beauty previously unknown. But mostly, apocalypse pulls back the fabric of cloth and skin to show the bone underneath.

For writers in the ancient genre called apocalyptic, the revealing is about power, history, and hope. Their prophetic imaginations pull back the veil on empires like Babylon and Rome to expose a view from the underbelly. This kind of apocalypse is not personal. It is as big as the arc of history. The subject is not people but powers. Kings become beasts, militaries their horns. Politics play out in the imaginal realm as the beasts vie for control. Within this imaginal realm, apocalyptic writing discloses the dreams of the disempowered. An end to oppression approaches. So many heads of so many beasts become decapitated. Magical scrolls foretell future vindication. Trumpets blast sounds of triumph. Lakes of fire and glittering cities signify the fate, respectively, of the damned and the delivered.

Just because apocalypse has creative imagery does not mean that it is fanciful. Apocalypse is an exercise of what anthropologist David Graeber calls "imaginative counterpower," which is to say, it helps the oppressed name the various powers that seem to control their lives, as well as to imagine an end to these powers. As oral stories, they inspire the hearer. As texts, they show the reader a view from the belly of history, from the people with a knife to their throats as the military raids the coffers and the granaries.

And always, apocalypse shows the skeletons. In the midst of kings shouting with lust, "go on" - more power, more money, ever more consolidation of resources - apocalypse pulls back the flesh and fascia to show the bone-dead trajectory of their desire.

The book of Daniel is one such apocalyptic text, written during the Antiochean rule of Palestine to aid the imagination of an occupied people. It reflects the memory of Hebrew people exiled and taken to Babylon, and thus operates in code--"we have been under the thumb of other rulers," the story seems to say, "and managed to find a way then, so we can do so now."

In the first chapter, the author sets the tone for the book in portraying Daniel and his friends as ones who-despite being captive to empire-attempt to live faithfully to their indigenous ways within it. The story introduces Daniel and friends as intelligent members of Jerusalem's elite taken into service for the king. This assimilation of members of the elite is an important imperial strategy: in the same way that if the urban grid represents a control measure for civilians, putting the social elite at the king's table essentially puts them under his thumb.

The renaming of Daniel and his friends reveals how their lives were meant to be reshaped according to the priorities of Babylon. Just as later nation-states developed surnames in order to track, and tax populations, so the renaming of newly acquired servants is a measure of the degree to which Babylon claimed authority over the lives of the political prisoners.

Daniel's refusal of the king's food constitutes the crux of the story. Patbag, the word at issue here, is the allotted meal taken from the royal coffers to meet the needs of his courtiers. Most interpreters take this refusal to be a religious one-Jews in antiquity often maintained their ethnic and religious distinction vis-a- vis food purity by observing dietary rules. In diasporic communities, food connects people to their culture. Even modern food sovereignty movements advocate for culturally appropriate food. An overlooked area of this issue, however, is that the royal court system depended upon an empire that extracted goods from the margins of empire to benefit the center. As scholar of the Ancient Near East, David Vanderhooft, notes, wresting resources from conquered periphery to the king's palace was commonplace:

"The procedure of funneling resources from the subject populations to the heartland through seizure and exaction was no less important to the Babylonians as it had been to the Assyrians…Nebuchadnezzar campaigned almost yearly in the west, in part to insure order, but also to fill the royal coffers."

The king's table would certainly be maintained by such imperial campaigns; meat and wine would be sourced from tribute from conquered nations, meat being transportable as livestock, and wine as an imperishable good which could travel distance without spoiling. Meanwhile, For the average urban dweller in Babylon, whose had a diet that was more likely grain-based, dependent on grain was transported from the surrounding countryside. Babylon's foodprint, according to one catalogue of grain imports, consisted of an area extending from the Sippa in the north to Sealand in the south, a length of 186 miles of irrigated land. In contrast, vegetables do not travel well, so must be grown nearby.

Daniel's requested diet of vegetables and water represents an alternative to the extractive economy of empire in favor of local fare that could not be stolen from distant places. The refusal of the king's table food, therefore, can be read not just a dietary preference but rather as an act of defiance. If acceptance of the king's food symbolized political allegiance, the alternative diet was an implicit rejection of the king. The four friends might have to live in the king's court, but they would find ways to resist the politics of plunder epitomized by the patbag.


What We Do With Our Bodies

Bodies lie at the heart of the food system. This system is built upon a long history of enslaved bodies, displaced bodies, and bodies maimed or killed by war. Bodies still labor in the sunny fields of California harvesting vegetables. Food goes into our bodies, and builds our bodies. Poisoned food corrupts our bodies with cancer. The very soil into which we plant and harvest is itself full of the composted bodies of so many plants, insects, and animals. That very soil is understood by many to be the outermost skin of the body of the earth. So, when we talk about food, we are really talking about what we do with our bodies, with the bodies of so many racialized people, and with the body of the earth.

The food system is swallowed up in white supremacy. A commonly advocated solution to the ills of the industrial agriculture complex is to "vote with your fork," but such logic will not undo the centuries of colonization, slavery, and war that leave their mark on the landscape of food. In this context of historic and ongoing white supremacy, we must rethink our actions against the food system. "Eating locally," does not mean we have completely removed ourselves from the industrial complex. Your local food is still grown on native lands. At its best, nearly all foods depend somewhere down the chain upon petrochemicals. Too often, even when we buy organic foods, much of the labor to harvest the produce has come from undocumented workers--the very cheapness of our foods relies upon the precarious status of the brown bodies of latinx workers in the fields. And even when we do have access to locally grown and fairly traded foods, we are still in other ways participating in a system in which gentrification and redlining drive black folk into ghettos that are at the same time food deserts. In prisons, where inmates earn between twenty-five cents and one dollar and fifteen cents per hour, companies make a windfall profit off of labor, and the food system benefits as well. For instance, the grocery store Whole Foods, so prized for its conscious consumption, sells artisanal cheese and fish sourced from companies that use prison labor.

When we eat, we must do so knowing that our food has been held up by the system of white supremacy. And because our bodies are made of the stuff we eat, our flesh, too, is maintained by a racist food system. So we come to our gardens and dig in our soil with humility. Because as much as we want to be, we are not free of the complex and all-consuming system of oppression that bell hooks calls white-supremacist-capitalist-patriarchy. But eat we must, so let our eating be an act of discipline and hope. The discipline lies in learning, step by step, seed by seed, carrot by cabbage, how to feed ourselves. Because we cannot be free if we cannot eat, thus we cannot liberate ourselves without taking care of our basic need for nutrition. The hope resides in imagining with each bite the day when people live on lands their ancestors called home, and know that when they take food from the soil they stand upon lands known and tended for millennia by indigenous people.

There is no straight line to a just food system. But by learning from the history of white supremacy in the food system, we can begin to imagine new ways of taking care of our bodies. That will have to include allying with native people who are advocating for land. It will involve rejecting a logic of war against bodies of people, against pests, against the earth herself. It will mean moving beyond a capitalist logic of profit that requires productivity at the cost of the depleted bodies of workers, at the annual loss of billions of tons of soil. This will require work at the level of the body politic. Those who want to change the food system, it seems, must work at once on an individual basis as well as on the larger forces that shape the system.

An ecological metaphor is helpful here. Most plants have what scientists call a root-shoot ratio. This is the ratio of roots and leaves needed respectively, to harvest nutrients from the soil and to harvest energy from the sun. The plant requires both of these sources for life, growth, and reproduction. This root-shoot ratio changes over the lifetime of the plant as it grows and puts energy towards making pollen or seeds. But despite the change, the plant still has ultimate need for both the damp minerals belowground and the sunny energy aboveground. While sunlight capture is largely an individualistic and sometimes competitive endeavor amongst plants, the underground scene is quite opposite. Most plants have a high degree of interaction with the soil community - indeed, most depend upon a variety of soil microbes and fungi to survive. In addition, many species, especially trees, connect to each other by mycelium that penetrate the roots of many individuals, linking them in an underground network of shared nutrients and information. Examples abound. Forester Peter Wohlleben found that an ancient beech tree, long past having leaves to supply its own energy, was fed via its connect to other beeches by its root system.

In the same way, food justice proponents will have to establish their own ratio of working for system change at a large scale and smaller scale, more personal food practices to support their own bodies. Like plants, we must grow in our ability to nourish ourselves. Where plants increase their leaf mass in order to eat the sun, for us this means supporting local food sources, growing our own foods, and learning sustainable wild harvesting techniques. And yet, that is only half the work. We must also go deep, like plants, networking ensures that the larger food system, like a forest ecosystem, is healthy and promotes systemic wellbeing. This may seem daunting, as if I am advocating for a back and forth pendulum of energy. But rather than a frenetic pendulum, let this be like the root-shoot growth of a plant--sometimes expending more energy in one direction, but always sustaining the growth that has occurred opposite. Let our hands stay soil-tarnished from the garden while our feet yet remain strong from the march of all our bodies together toward a system that tends more deeply to all of us. Grow together, grow alone. Feed your body, yes, but also feed the bodies of others, and feed the land that sustains you. This is what it means to be human and to live on the body of the earth. This is what we do with our bodies.
