Art and Artificial Intelligence: A Pivotal Moment for Unions

Last summer, the premiere episode of Marvel's Secret Invasion featured opening credits crafted by artificial intelligence. While reviews were mixed, the credits were objectively effective for exploring AI’s potential as a storytelling tool. Perhaps more importantly from the studio’s perspective, the production costs were likely much less than an agency like The Mill or an artist like Daniel Kleinman would demand.

It’s no coincidence that Marvel’s use of AI occurred amid union-led strikes by Hollywood’s writers and directors. And as studios were negotiating with creative unions, they were simultaneously rolling out the tools that might eventually replace many of those creatives. At the time of the negotiations, it was unclear what impact AI would have on the entertainment industry. But the prevailing wisdom seemed to support the general anxiety among insiders that an industry-wide shift was coming.

By November 2023, Dreamworks co-founder Jeffrey Katzenberg predicted that AI will replace 90% of artists on animated films within three years. It may even be sooner. In December, Google released Gemini, its most advanced AI tool to date. One of Gemini’s advancements is the ability to process up to an hour of video and 11 hours of audio in mere minutes. Although Google warns that processing times vary, their demonstration of long-context understanding analyzes a 44-minute video in under one minute. Earlier this month, OpenAI released Sora, a powerful new tool that generates one-minute video clips based on text prompts. Sora is what is known as a diffusion model. It converts text to videos that resemble static noise, and then removes the noise over several passes. While these emerging AI video tools are not perfect, they are compelling enough in their first-generation iterations to provoke meaningful questions about the future of all creative industries.

It was less than a year ago that we began speculating whether AI visualization tools would disrupt the artistic foundation of Hollywood. Now, it appears the event horizon is upon us.

Last year’s strikes were a watershed moment for unions who were forced to acknowledge the wide uncertainty that the looming threat of AI has introduced into Hollywood. The Association of Motion Picture and Television Producers’ (AMPTP) agreement with the the Director’s Guild of America (DGA) defines AI as “not a person” and clarifies that it will not replace the role of any DGA member. However, it allows studios to use AI as long as a “consultation” takes place with the director, which has stirred debate around the validity and integrity of the agreement.

The Writer’s Guild (WGA) similarly resolved their dispute with new guidelines prohibiting the use of AI in creating written source material such as scripts for films or TV shows.

No other artistic guild or technical union has yet defined how AI will be regulated within their respective domain. The Art Director’s Guild (ADG), which represents title and graphic artists, one of hundreds of International Association of Theatrical and Stage Employees (IATSE) chapters nationwide that could potentially be impacted by AI, released a statement expressing concern over AI video generators, but the path forward remains unclear. While animation industry professionals are unionizing at a record rate, IATSE Local 839 — the Animation Guild — still has fewer than 10,000 members, meaning that the vast majority of the animation industry’s workforce of more than 200,000 artists, assistants, coordinators, and managers are not unionized.

As more major studios utilize AI, the inevitable result will be a wave of disenfranchised and marginalized artists. This industry shift will produce a flood of new independent content as those artists attempt to find their own audiences. While studios like Dreamworks and Pixar are cutting costs in the short term by exploring the benefits of AI, they are also creating a new generation of pissed-off indie competitors.

It feels nefarious of Disney, which owns Pixar, to use the stories most beloved by audiences to sideline workers. The most popular tentpole story franchises like Marvel and Star Wars likely won't be impacted too seriously by viewer backlash. Diehard fans love those stories and they pass that love through generations. So audiences will continue to watch those films and TV series even if they incorporate AI. Disney is surely hoping so. And they probably don't consider those disenfranchised artists, taken independently or collectively, to pose any kind of real economic threat to their business model.

Can human artists use AI to produce their own creative work? Sure. But they can't sell it in the same way. The independent market is nothing like a studio job, which typically offers long-term stability, training, networking and advancement opportunities, health and retirement benefits, and — most importantly — an audience. Copyright laws prevent indie artists from accessing the most desirable story franchises without the impending doom of litigation, and the privatization and monopolization of distribution outlets prevent all artists, disenfranchised or not, from ever being compensated equivalent to the true value of their labor. 

The next three years will be pivotal for the entertainment industry and will test the power of America’s labor unions. Will Disney’s move toward AI produce a greater awareness of, if not a fully-fledged social movement against, these AI tools exactly because of the threat that they pose to human labor? Right now, there is little stopping major studios like Disney from engaging AI across the range of artistic disciplines involved in media production — titles, graphics, story generation, script writing, character design, 3D modeling, environment design and lighting design, editing, visual effects, sound design, music composition — potentially impacting hundreds of thousands of people around the globe.

Disney’s strategy is nothing new. Corporations have always primed consumers to accept socially deleterious but profitable change. During the Industrial Revolution, automobile manufacturers sold individuals on independence and freedom, and gave them an entire infrastructure built around private individual transportation with little regulation resulting in disconnected, unwalkable, traffic-plagued communities. At the dawn of the information age, technology companies promised us enhanced efficiency, connectedness, and socialization. Now it’s apparent how modern electronics and software invade our privacy, harvest and sell our personal information, micromanage our productivity, and erode democracy. The proliferation of AI into mainstream life — even through such an innocuous injection point as entertainment — has the potential for much more destructive erosion of our personal freedoms. Will society nonetheless embrace it, only to later realize the damage done? Or is Disney betting that, as in the past, we will grow to love the chains that bind us?

Make no mistake: once major corporations establish a model for displacing human labor with AI, it will be a global phenomenon. Workforce reduction will occur in every industry to satisfy capitalism’s demand for infinite growth. The Big Four consulting firms will justify it and The Wall Street Journal will report that it was great for the economy while thousands of Americans find themselves unemployed. As they have throughout history, the powers that be are reforming the economy to their own benefit. The rest of us will be left to deal with the consequences.

Multinational corporate monopolies determined to undermine workers’ and human rights in the name of profit must be met with equivalent, equally resolved multinational resistance. Indie artists should leverage as much power as possible and cooperate with unions across the globe to foster government support against the ongoing exploitation and oppression of the working class. Society’s hope may be that in the face of continued oppression, America is able to form a new political party that represents and protects workers, and promises them an equal share of a company’s revenue as if they were shareholders.

We must fight for a world in which technology, including AI, is liberatory — socially and economically — and not corrosive. AI must be a tool for the greater good, not for the profit of the few at the expense of the many.

For an industry that markets and congratulates itself for telling authentic human stories, the result of film’s shift to AI will ironically be narratives about humanity produced with minimal human input through a process that economically disenfranchised as many humans as possible for the sake of profit. This cataclysm will force us to question not just the impact of late-stage capitalism on human creativity but whether creation is a uniquely human trait at all.

Soon, audiences will pack theaters to watch a film produced exclusively by AI. On the screen, a long-deceased Harrison Ford will star as a young Indiana Jones. As he holds up a copy of the original Raiders of the Lost Ark, written by a human and produced with practical effects, the AI Indy flashes a sardonic smile and says, “This belongs in a museum.”

Unions Fight Back: The Transformation of Labor Law in the United States and its Impact on Union Organizing Strategy

The state of union organizing in America is intimately tied to the legal structures governing labor. Court rulings during the late-19th and early-20th century, for example, created a semi-outlaw status for unions and their activities. Nearly every time unions tried to get the political system to pass pro-labor legislation, their efforts were overturned by a reactionary Supreme Court that had the final say over labor law. A prime example of this was Lochner v. New York (1905).

In the case, the Supreme Court overturned a New York law that prevented bakers from working more than 10 hours per day, citing liberty of contract guaranteed by the 14th Amendment. Unions had fought hard to pass this and other protections for workers in the New York legislature. But, despite the public’s mandate via their elected representatives, the Supreme Court overruled them in favor of private property rights.

Cases like Lochmer were common in postbellum labor relations. The outsized influence of the judiciary left elected legislatures with little say over American labor law. Many unions consequently lost faith in the potential for winning reforms through the ballot box and adopted an anti-statist approach to labor organizing. These unions had never experienced a state that worked on behalf of the working class, so it was hard for them to envision one.

This disillusionment gave rise to the anarcho-syndicalist Industrial Workers of the World (IWW) and voluntarist American Federation of Labor (AFL). Both prioritized grassroots labor action over state intervention. But, despite this commonality, the two unions practiced very different kinds of anti-statism.

The AFL focused on upholding liberty of contract by fighting to remove the government from labor relations entirely. When the AFL participated in elections and legislative advocacy, it was typically to preempt judicial intervention in labor disputes. Meanwhile, the IWW sought to unite laborers across race and gender lines to overthrow capitalism. In their organizing, the IWW gained significant traction — especially among unskilled workers, immigrants, people of color, and women. Unlike the AFL, which organized along craft lines, the IWW ran industrial unions that united all workers in a given shop.

Despite early momentum, however, many judicial rulings stifled the IWW’s ability to organize across racial lines. In Hodges v. United States (1906), for example, the Supreme Court officially stripped black workers of equal labor rights. This — in tandem with other hostile decisions — divided the American working class, thereby frustrating the IWW’s universalist strategy.

The environment for labor improved significantly following the passage of the National Labor Relations Act (NLRA), which guaranteed many American workers the right to organize unions, engage in collective bargaining, and partake in concerted union activity such as strikes. The NLRA did this by expanding executive power over the judiciary, transferring power from courts in labor law cases to the National Labor Relations Board. This paved the way for much of the pro-labor legislation in the New Deal, which the Supreme Court almost certainly would’ve struck down had it been able. The NLRA thus redefined what was politically possible for unions. Now, they could plausibly build worker power through the organs of the state.

Nevertheless, the NLRA had its flaws. Following the precedent set by Hodges and other discriminatory cases, the bill excluded domestic, agricultural, incarcerated, and sex workers from its labor protections. This would be hard to reconcile if we interpret the NLRA as something intended to advance working-class liberation. But that arguably wasn’t its intention at all.

Indeed, the NLRA’s legality was based on the federal government’s right to regulate interstate commerce. The bill provided concessions to labor in order to achieve “labor peace” and ensure the stability of the capitalist economy. Nevertheless, the NLRA — coupled with other pieces of legislation like the Norris-La Guardia Act — was undoubtedly beneficial to workers. By shifting power over labor relations from courts to the administrative state, the NLRA opened new opportunities for radical pro-union reforms.

Despite gains in the previous century, however, we still find ourselves in an era where the federal government and judiciary are aligned with the interests of capital. As both continue to chip away at the progress made by the NLRA, organized labor in the United States needs to develop new strategies for our current context. That includes finding ways to work around — or, preferably, reverse — legal restrictions on union activities as enshrined by, for example, the Taft-Hartley Act and infamous Janus vs. AFSCME (2018) Supreme Court decision. Just as union leaders in the past had to adapt to rapidly changing rules governing labor, leaders today must strategize to meet the moment and revitalize class struggle in America.

One way to do this would be through rekindling the socialist labor movement in the United States. Organizations like the Democratic Socialists of America have already begun doing so by raising over $100,000 for strike funds, engaging in solidarity actions, and directly organizing workers into unions across the country. Labor is at its strongest when grassroots, militant, rank-and-file-led unions organize to radically change society. Part of this strategy should include capturing state power and wielding it to redefine labor law, empowering workers in their fight against the owning class.

If Unions Had Organized the South, Could Trump Have Been Avoided?

At a time when activists and commentators are puzzling over the United States’ enduring conservatism, Michael Goldfield’s new book The Southern Key: Class, Race, and Radicalism in the 1930s and 1940s (Oxford University Press, 2020) provides some perspective. Goldfield argues that the old question “Why no socialism in the U.S.?” reduces to “Why no liberalism in the South?”, which itself is answered, in large part, by unions’ failure to organize the region in the early and middle twentieth century. The book consists of case-studies defending this thesis and exploring what went wrong and how things might have turned out differently. Chris Wright interviewed Goldfield in early November about his arguments and his thoughts on the labor movement today.

 

One of the major theses of your book is that the failure of the CIO in the 1930s and 1940s to organize certain key industries in the South, such as woodworkers and textile workers, has shaped U.S. politics and society up to the present. For example, the “liberal”—as opposed to laborite—character of the civil rights movement, Republicans’ racist “Southern Strategy” (influenced by George Wallace’s presidential campaigns in 1964 and 1968), businesses’ relocation to the South in the postwar and neoliberal periods, and in general the conservative ascendancy of the last fifty years were all made possible by the CIO’s earlier missteps. How did these failures to organize a few industries have such far-reaching effects?

Underlying my argument is the unique ability of workers organized at the workplace to engage in what I call civil rights unionism, including demands inside the workplace for more hiring and upgrading of non-whites, especially women, desegregation of facilities, etc. Secondly, this involves broader struggles for desegregation, access, and other issues, in the community at large. Of special importance here is the ability of workers at the workplace to resist and successfully fight against right-wing, racist repression, something that was so successful in silencing and destroying individual white liberals in the South. I discuss a number of such examples in the book, including the Farm Equipment Workers (FE) at International Harvester in Louisville and Local 10 of the ILWU in San Francisco. These instances, though vitally important in their limited impact and providing clear templates for future struggles, were too isolated to affect the general course of events.

There is a clear contrast here with the UAW and the NAACP, the liberal civil rights organization. By 1945-46, the autoworkers union with Walter Reuther at the head had become very bureaucratic. They were on record as supporting civil rights, and Reuther was allied with the NAACP. But what did they actually do? In Detroit, for instance, there were restaurants and bars around auto plants that were segregated, not allowing Blacks in. Reuther and the NAACP sent letters to all the bars and restaurants saying that they should integrate—and of course nobody did anything. At left-wing locals, on the other hand, workers organized. Interracial picket lines went up around the restaurants and bars; the workers told the owners that if they didn’t allow Blacks in, they would have no business from anybody in the union. Instantly, owners changed their policy—thus demonstrating the effectiveness of civil rights unionism.

I can give you an example from my own experience, when I worked at an International Harvester plant outside Chicago. We had a Black worker in our plant who bought a house in a racist all-white community; his house was firebombed twice. Our group controlled the Fair Practices Committee, and we got the union local to vote to support a round-the-clock picket line at the house. Immediately, all the violence stopped. Our plant was about a third African-American, and there were probably quite a few workers who were not sympathetic to what we were doing. But if any of us had been attacked, the whole local would have gone berserk. That type of strength that unions had when they were fighting for civil rights was different from most of what existed across the South.

The organizing, then, of over 300,000 woodworkers (an industry that existed across the deep South, 50% of whose workers were African-American) had the potential to make a tremendous difference. And if the USWA and other unions had maintained their civil rights focus, the course of the civil rights struggle and of history might have been altered.

 

You’re very critical of the leadership of both the CIO and the Communist Party in the 1930s–40s. Briefly, what mistakes did they make? Why did organizations that, for a time, showed such militancy and effectiveness in organizing particular industries (such as steel, automobiles, and meatpacking, among many others) fail so dismally to organize large swathes of the South?

This is discussed extensively in the book. I analyze in detail how the Stalinization of the Comintern and the U.S. Communist Party undermined many of their laudatory efforts. I also agree with Nick Fischer’s argument in Spider Web, that liberal anti-communism, as practiced by the UAW under Reuther and the USWA under Philip Murray, aligned itself with racists and fascists. In order to defeat the CP leadership of the Mine, Mill and Smelter Workers, Murray and the USWA allied themselves de facto with the KKK in Birmingham, destroying a progressive civil rights unionism (or at least weakening and limiting its influence) in Alabama. The CIO did the same in destroying the Winston-Salem Food, Tobacco, Agricultural and Allied Workers local. The United Packinghouse Workers did not do this and continued to be a civil rights union. Auto, steel, and meatpacking actually were organized in the South. As Matt Nichter’s forthcoming article in Labor shows (entitled “Did Emmett Till Die in Vain? Organized Labor Says No!”), the UAW and USWA had no rank-and-file civil rights presence, while the UPWA sent an interracial male and female southern delegation to the Emmitt Till trial in Mississippi.

Broadly speaking, the failure of interracial unionism in the South is attributable to three primary causes. First, the right-wing leadership of the CIO—the forefathers of the leadership of the contemporary labor movement—refused to seriously confront white supremacy in the South, squandering golden opportunities to organize Black workers in a number of large southern industries. Second, the left-wing of the labor movement—which had been the major goad behind interracial class unity in the first place—liquidated itself at the behest of the Soviet Union, which demanded labor peace during WWII, then limited their civil rights activity during the Cold War. Third, the postwar red scare—including the 1947 Taft-Hartley Act—dealt a crippling blow.

 

You argue that in order for workforces to successfully organize, they generally need either “structural power” or “associative power” (or both). For instance, coal miners during the period you write about had immense structural power and therefore tended to serve as a “vanguard” of the labor movement. Textile workers, by contrast, lacked structural power, so they had to rely—or should have relied more than they did—on associative power, making alliances with other organizations and social forces. Today, do you see any industries that have notable structural power and should be a prime target for organizers? Or do you think most workers now are compelled to rely primarily on associative power, on making connections with other groups and social movements?

Miners had structural power in part because they were providing the main fuel to the economy, which they don’t anymore. There are hardly any coal miners left in the United States, despite all the rhetoric. But other people have the power to bring the economy to a halt, like truck drivers and others in the transportation industry. Airline workers could potentially—they could have done it during the air traffic controllers’ strike, but of course the unions wouldn’t have considered that.  It’s interesting that workers in the food production industry and the warehouse and logistics industries are suddenly realizing how important they are, given the pandemic, and are mobilizing around their terrible treatment. There have been 44,000 cases of Covid-19 in the hundred-plus meat processing plants and over two hundred deaths. People are not happy about this. In Detroit, where I am, bus drivers have struck over the lack of safety. It seems to be a generalized phenomenon that’s taking place, but I don’t know how to gauge it. I read Labor Notes and I subscribe to it, but its reporters are always seeing a new upsurge taking place. The United States is a big country and there are always strikes happening somewhere, but it doesn’t necessarily mean that a large movement is in the offing.

Still, we’re seeing people in places that were historically difficult to organize getting more upset and taking action. Many of the logistics hubs, for instance, are in the South. One of the biggest in the country is in Memphis, there’s a big one in Louisville, etc. These are urban, interracial workforces. The South, of course, is very different now than it was in the 1930s and 1940s: it has much more economic dynamism, including a significant percentage of the auto industry, particularly transplants (foreign plants that have their production facility in the U.S.). While Detroit still has more auto production and more parts, there are huge parts corridors in states across the South.

Public service workers, too, are getting screwed really badly. The reason we had so many teachers’ strikes in so-called red states is that the budget cuts were much more severe there. When these people struck, they had broad associative power and huge amounts of public sympathy. The Chicago Teachers Union organized parents and others in the community to support them, which hadn’t previously been done as much by teachers’ unions. In West Virginia, a state that overwhelmingly voted both in 2016 and 2020 for Trump, schoolteachers were militant and had broad support throughout the state. The same was true in Oklahoma, and some of these same things happened in Mississippi. So I think that the possibilities for a Southern upsurge, as well as in the country as a whole, are real. On the other hand, there isn’t the same insurgent, radical leadership that there was in the 1930s.

 

It’s obviously hard to generalize over the labor movement, but are you concerned that unions today too often adhere to the same earlier, self-defeating trends of centrism and collaborationism? Or do you see cause for hope that the kinds of errors the CIO made in its Southern campaigns—and that the AFL-CIO continued to make for decades thereafter—are finally being overcome? Do you think organized labor is starting to turn the corner?

No. While there are insurgent parts of the organized labor movement, including those who had threatened a general strike if Trump tried to steal the election, the AFL-CIO and its major unions, short of insurgencies and new leadership, are too sclerotic to lead the next wave of struggle.

 

Racism and white supremacy are central to your analysis. The CIO’s inability to organize the South made possible the extremes of white supremacy we saw in the postwar era and we’re seeing today, which have catastrophically undermined class solidarity. What do you think of the current Black Lives Matter movement? Is it wise to place the dominant emphasis on police brutality and defunding the police, or are there more effective ways to challenge white supremacy? Should activists organize around shared class interests with allegedly racist whites rather than the divisive issue of abolition of the police?

The police were established to play the role of repressing labor and communities, as much recent literature documents. This is central to capitalist rule and its function should be abolished. As such, police unions are not unions and do not belong in the labor movement. On the other hand, the demand to abolish the police needs to be sharpened. As many have noted, lots of things the police do, including responding to disturbed people, should be delegated to others, and removed from policing. On the other hand, there are certain types of protective services for which there should be an organization that serves. What to do about rape and violence against women? Who do you go to when your car is stolen? This whole range of concerns and demands needs to be delineated clearly so that people can be sure that we get rid of the police in their anti-labor, racist functioning, but still have necessary services so that we do not merely exist in an anarchic state of chaos, which is the impression that opponents of our demands give.

Many left-wing unions and some others as well combined broad class issues, interracial solidarity, with racial egalitarian demands (I discuss these questions also in The Color of Politics). The examples I give of certain civil rights-oriented unions (such as FE and ILWU Local 10) were successful at doing this, too.

 

Revolution in the Twenty-First Century: A Reconsideration of Marxism

In the age of COVID-19, it’s even more obvious than it’s been for at least ten or twenty years that capitalism is entering a long, drawn-out period of unprecedented global crisis. The Great Depression and World War II will likely, in retrospect, seem rather minor—and temporally condensed—compared to the many decades of ecological, economic, social, and political crises humanity is embarking on now. In fact, it’s probable that we’re in the early stages of the protracted collapse of a civilization, which is to say of a particular set of economic relations underpinning certain social, political, and cultural relations. One can predict that the mass popular resistance, worldwide, engendered by cascading crises will gradually transform a decrepit ancien régime, although in what direction it is too early to tell. But left-wing resistance is already spreading and even gaining the glimmers of momentum in certain regions of the world, including—despite the ending of Bernie Sanders’ presidential campaign—the reactionary United States. Over decades, the international left will grow in strength, even as the right, in all likelihood, does as well.

Activism of various practical and ideological orientations is increasingly in a state of ferment—and yet, compared to the scale it will surely attain in a couple of decades, it is still in its infancy. In the U.S., for example, “democratic socialism” has many adherents, notably in the DSA and in the circles around Jacobin magazine. There are also organizations, and networks of organizations, that consciously repudiate the “reformism” of social democracy, such as the Marxist Center, which disavows the strategy of electing progressive Democratic politicians as abject “class collaboration.” Actually, many democratic socialists would agree that it’s necessary, sooner or later, to construct a workers’ party, that the Democratic Party is ineluctably and permanently fused with the capitalist class. But the Marxist Center rejects the very idea of prioritizing electoral work, emphasizing instead “base-building” and other modes of non-electoral activism.

Meanwhile, there are activists in the solidarity economy, who are convinced it’s necessary to plant the institutional seeds of the new world in the fertile soil of the old, as the old slowly decays and collapses. These activists take their inspiration from the recognition, as Rudolf Rocker put it in his classic Anarcho-Syndicalism, that “every new social structure makes organs for itself in the body of the old organism. Without this preliminary any social evolution is unthinkable. Even revolutions can only develop and mature the germs which already exist and have made their way into the consciousness of men; they cannot themselves create these germs or generate new worlds out of nothing.” The Libertarian Socialist Caucus of the DSA is one group that identifies with this type of thinking, but there are many others, including the Democracy Collaborative, the Democracy at Work Institute (also this one), Shareable, and more broadly the New Economy Coalition. Cooperation Jackson has had some success building a solidarity economy in Jackson, Mississippi.

The numbers and varieties of activists struggling to build a new society are uncountable, from Leninists to anarchists to left-liberals and organizers not committed to ideological labels. Amidst all this ferment, however, one thing seems lacking: a compelling theoretical framework to explain how corporate capitalism can possibly give way to an economically democratic, ecologically sustainable society. How, precisely, is that supposed to happen? Which strategies are better and which worse for achieving this end—an end that may well, indeed, seem utopian, given the miserable state of the world? What role, for instance, does the venerable tradition of Marxism play in understanding how we might realize our goals? Marx, after all, had a conception of revolution, which he bequeathed to subsequent generations. Should it be embraced, rejected, or modified?

Where, in short, can we look for some strategic and theoretical guidance?

In this article I’ll address these questions, drawing on some of the arguments in my book Worker Cooperatives and Revolution: History and Possibilities in the United States (specifically chapters 4 and 6).[1] As I’ve argued elsewhere, historical materialism is an essential tool to understand society and how a transition to some sort of post-capitalism may occur. Social relations are grounded in production relations, and so to make a revolution it is production relations that have to be transformed. But the way to do so isn’t the way proposed by Marx in the Communist Manifesto, or by Engels and Lenin and innumerable other Marxists later: that, to quote Engels’ Anti-Dühring, “The proletariat seizes state power, and then transforms the means of production into state property.” Or, as the Manifesto states, “The proletariat will use its political supremacy to wrest, by degree, all capital from the bourgeoisie, to centralize all instruments of production in the hands of the State, i.e., of the proletariat organized as the ruling class.”

Instead, the revolution has to be a gradual and partially “unconscious” process, as social contradictions are tortuously resolved “dialectically,” not through a unitary political will that seizes the state (every state!) and then consciously, semi-omnisciently reconstructs the economy from the top down, magically transforming authoritarian relations into democratic ones through the exercise of state bureaucracy. In retrospect, this idea that a “dictatorship of the proletariat” will plan and direct the social revolution, and that the latter will, in effect, happen after the political revolution, seems incredibly idealistic, unrealistic, and thus un-Marxist.

I can’t rehearse here all the arguments in my book, but I’ve sketched some of them in this article. In the following I’ll briefly restate a few of the main points, after which I’ll argue that on the basis of my revision of Marxism we can see there is value in all the varieties of activism leftists are currently pursuing. No school of thought has a monopoly on the truth, and all have limitations. Leftists must tolerate disagreements and work together—must even work with left-liberals—because a worldwide transition between modes of production takes an inordinately long time and takes place on many different levels.

I’ll also offer some criticisms of each of the three broad “schools of thought” I mentioned above, namely the Jacobin social democratic one, the more self-consciously far-left one that rejects every hint of “reformism,” and the anarchistic one that places its faith in things like cooperatives, community land trusts, mutual aid, “libertarian municipalism,” all sorts of decentralized participatory democracy. At the end I’ll briefly consider the overwhelming challenge of ecological collapse, which is so urgent it would seem to render absurd, or utterly defeatist, my insistence that “the revolution” will take at least a hundred years to wend its way across the globe and unseat all the old social relations.

Correcting Marx

Karl Marx was a genius, but even geniuses are products of their environment and are fallible. We can hardly expect Marx to have gotten absolutely everything right. He couldn’t foresee the welfare state or Keynesian stimulation of demand, which is to say he got the timeline for revolution wrong. One might even say he mistook the birth pangs of industrial capitalism for its death throes: a global transition to socialism never could have happened in the nineteenth century, nor even in the twentieth, which was the era of “monopoly capitalism,” state capitalism, entrenched imperialism, the mature capitalist nation-state. It wasn’t even until the last thirty years that capitalist relations of production fully conquered vast swathes of the world, including the so-called Communist bloc and much of the Global South. And Marx argued, at least in the Manifesto, that capitalist globalization was a prerequisite to socialism (or communism).

All of which is to say that only now are we finally entering the era when socialist revolution is possible. The earlier victories, in 1917, 1949, 1959, and so on, did not achieve socialism—workers’ democratic control of the economy—and, in the long run, could not have. They occurred in a predominantly capitalist world—capitalism was in the ascendancy—and were constrained by the limits of that world, the restricted range of possibilities. Which is doubtless why all those popular victories ended up in one or another form of oppressive statism (or else were soon crushed by imperialist powers).

If Marx was wrong about the timeline, he was also wrong about his abstract conceptualization of how the socialist revolution would transpire. As he put it in the Preface to A Contribution to the Critique of Political Economy, “At a certain stage of development, the material productive forces of society come into conflict with the existing relations of production… From forms of development of the productive forces these relations turn into their fetters. Then begins an era of social revolution.” The notion of fettering, despite its criticism by exponents of Analytical Marxism, is useful, but not in the form it’s presented here. For to say that relations of production fetter productive forces (or, more precisely, fetter their socially rational use and development) is not to say very much. How much fettering is required for a revolution to happen? Surely capitalism has placed substantial fetters on the productive forces for a long time—and yet here we all are, still stuck in this old, fettered world.

To salvage Marx’s intuition, and in fact to make it quite useful, it’s necessary to tweak his formulation. Rather than some sort of “absolute” fettering of productive forces by capitalist relations, there is a relative fettering—relative to an emergent mode of production, a more democratic and socialized mode, that is producing and distributing resources more equitably and rationally than the capitalist.

A parallel (albeit an imperfect one) is the transition from feudalism to capitalism. Feudal relations certainly obstructed economic growth, but it wasn’t until a “competing” economy—of commercial, financial, agrarian, and finally industrial capitalism—had made great progress in Western Europe that the classical epoch of revolution between the seventeenth and nineteenth centuries burst onto the scene. Relative to capitalism, feudalism was hopelessly stagnant, and therefore, once capitalism had reached a certain level of development, doomed.

Crucially, the bourgeoisie’s conquest of political power wasn’t possible until capitalist economic relations had already, over centuries, spread across much of Europe. There had to be a material foundation for the capitalist class’s ultimate political victories: without economic power—the accumulation of material resources through institutions they controlled—capitalists could never have achieved political power. That is to say, much of the enormously protracted social revolution occurred before the final “seizure of the state.”

If historical materialism is right, as it surely is, the same paradigm must apply to the transition from capitalism to socialism. The working class can never complete its conquest of the state until it commands considerable economic power—not only the power to go on strike and shut down the economy but actual command over resources, resources sufficient to compete with the ruling class. The power to strike, while an important tool, is not enough. Nor are mere numbers, however many millions, enough, as history has shown. The working class needs its own institutional bases from which to wage a very prolonged struggle, and these institutions have to be directly involved in the production and accumulation of resources. Only after some such “alternative economy,” or socialized economy, has emerged throughout much of the world alongside the rotting capitalist economy will the popular classes be in a position to finally complete their takeover of states. For they will have the resources to politically defeat the—by then—weak, attenuated remnants of the capitalist class.

Marx, in short, was wrong to think there would be a radical disanalogy between the transition to capitalism and the transition to socialism. Doubtless the latter process (if it happens) will take far less time than the earlier did, and will be significantly different in many other respects. But social revolutions on the scale we’re discussing—between vastly different modes of production—are always very gradual, never a product of a single great moment (or several moments) of historical “rupture” but rather of many decades of continual ruptures.[2] Why? Simply because ruling classes are incredibly tenacious, they have incredible powers of repression, and it requires colossal material resources to defeat them—especially in the age of globalized capitalism.

Building a new mode of production

What we must do, then, is to laboriously construct new relations of production as the old capitalist relations fall victim to their contradictions. But how is this to be done? At this early date, it is, admittedly, hard to imagine how it can be accomplished. Famously, it’s easier to imagine the end of the world than the end of capitalism.

But two things are clear. First, a significant amount of grassroots initiative is necessary. The long transition will not take place only on one plane, the plane of the state; there will be a tumult of creative energy on sub-state levels, as there was during Europe’s transition into capitalism. (Of course, in the latter case it was typically to establish predatory and exploitative relations, not democratic or communal ones, but the point holds.) The many forms of such energy can hardly be anticipated, but they will certainly involve practices that have come to be called the “solidarity economy,” including the formation of cooperatives of all types, public banks, municipal enterprises, participatory budgeting, mutual aid networks, and so on. In a capitalist context it is inconceivable that states will respond to crisis by dramatically improving the circumstances of entire populations; as a result, large numbers of people will be compelled to build new institutions to survive and to share and accumulate resources. Again, this process, which will occur all over the world and to some degree will be organized and coordinated internationally, will play out over generations, not just two or three decades.

In the long run, moreover, this solidarity economy will not prove to be some sort of innocuous, apolitical, compatible-with-capitalism development; it will foster anti-capitalist ways of thinking and acting, anti-capitalist institutions, and anti-capitalist resistance. It will facilitate the accumulation of resources among organizations committed to cooperative, democratic, socialized production and distribution, a rebuilding of “the commons,” a democratization of the state. It will amount to an entire sphere of what has been called “dual power” opposed to a still-capitalist state, a working-class base of power to complement the power of workers and unions to strike.

The second point is that, contrary to anarchism, it will be necessary to use the state to help construct a new mode of production. Governments are instruments of massive social power and they cannot simply be ignored or overthrown in a general strike. However unpleasant or morally odious it may be to participate in hierarchical structures of political power, it has to be a part of any strategy to combat the ruling class.

Activists and organizations will pressure the state at all levels, from municipal to national, to increase funding for the solidarity economy. In fact, they already are, and have had success in many countries and municipalities, including in the U.S. The election of more socialists to office will encourage these trends and ensure greater successes. Pressure will also build to fund larger worker cooperatives, to convert corporations to worker-owned businesses, and to nationalize sectors of the economy. And sooner or later, many states will start to give in.

Why? One possible state response to crisis, after all, is fascism. And fascism of some form or other is indeed being pursued by many countries right now, from Brazil to Hungary to India to the U.S. But there’s a problem with fascism: by its murderous and ultra-nationalistic nature, it can be neither permanent nor continuously enforced worldwide. Even just in the United States, the governmental structure is too vast and federated, there are too many thousands of relatively independent political jurisdictions, for a fascist regime to be consolidated in every region of the country. Fascism is only a temporary and partial solution for the ruling class. It doesn’t last.

The other solution, which doubtless will always be accompanied by repression, is to grant concessions to the masses. Here, it’s necessary to observe that the state isn’t monolithically an instrument of capital. While capital dominates it, it is a terrain of struggle, “contestations,” “negotiations,” of different groups—classes, class subgroups, interest groups, even individual entities—advocating for their interests. Marxists from Engels, Kautsky, and Lenin to Miliband and Poulantzas to more recent writers have felled forests writing about the nature of the capitalist state, but for the purposes of revolutionary strategy all you need is some critical common sense (as Noam Chomsky, dismissive of self-indulgent “theorizing,” likes to point out). It is possible for popular movements to exert such pressure on the state that they slowly change its character, thereby helping to change the character of capitalist society.

In particular, popular organizations and activists can take advantage of splits within the ruling class to push agendas that benefit the populace. The political scientist Thomas Ferguson, among others, has shown how the New Deal, including the epoch-making Wagner Act and Social Security Act, was made possible by just such divisions in the ranks of business. On a grander scale, Western Europe’s long transition from feudalism to capitalism was accompanied by divisions within the ruling class, between more forward-thinking and more hidebound elements. (As is well known, a number of landed aristocrats and clergymen even supported the French Revolution, at least in its early phases.) Marx was therefore wrong to imply that it’s the working class vs. the capitalist class, monolithically. This totally Manichean thinking suggested that the only way to make a revolution is for the proletariat to overthrow the ruling class in one blow, so to speak, to smash a united reactionary opposition that, moreover, is in complete control of the state (so the state has to be seized all at once).

On the contrary, we can expect the past to repeat itself: as crises intensify and popular resistance escalates, liberal factions of the ruling class will split off from the more reactionary elements in order to grant concessions. In our epoch of growing social fragmentation, environmental crisis, and an increasingly dysfunctional nation-state, many of these concessions will have the character not of resurrecting the centralized welfare state but of encouraging phenomena that seem rather “interstitial” and less challenging to capitalist power than full-fledged social democracy is. But, however innocent it might seem to support new “decentralized” solutions to problems of unemployment, housing, consumption, and general economic dysfunction, in the long run, as I’ve said, these sorts of reforms will facilitate the rise of a more democratic and socialized political economy within the shell of the decadent capitalist one.

At the same time, to tackle the immense crises of ecological destruction and economic dysfunction, more dramatic and visible state interventions will be necessary. They may involve nationalizations of the fossil fuel industry, enforced changes to the polluting practices of many industries, partial reintroductions of social-democratic policies, pro-worker reforms of the sort that Bernie Sanders’ campaign categorized under “workplace democracy,” etc. Pure, unending repression will simply not be sustainable. These more “centralized,” “statist” reforms, just like the promotion of the solidarity economy, will in the long run only add to the momentum for continued change, because the political, economic, and ecological context will remain that of severe worldwide crisis.

Much of the ruling class will of course oppose and undermine progressive policies—especially of the more statist variety—every step of the way, thus deepening the crisis and doing its own part to accelerate the momentum for change. But by the time it becomes clear to even the liberal sectors of the business class that its reforms are undermining the long-term viability and hegemony of capitalism, it will be too late. They won’t be able to turn back the clock: there will be too many worker-owned businesses, too many public banks, too many state-subsidized networks of mutual aid, altogether too many reforms to the old type of neoliberal capitalism (reforms that will have been granted, as always, for the sake of maintaining social order). The slow-moving revolution will feed on itself and will prove unstoppable, however much the more reactionary states try to clamp down, murder dissidents, prohibit protests, and bust unions. Besides, as Marx predicted, the revolutionary project will be facilitated by the thinning of the ranks of the capitalist elite due to repeated economic collapses and the consequent destruction of wealth.

Just as the European absolutist state of the sixteenth to nineteenth centuries was compelled to empower—for the sake of accumulating wealth—the capitalist classes that created the conditions of its demise, so the late-capitalist state will be compelled, for the purposes of internal order, to acquiesce in the construction of non-capitalist institutions that correct some of the “market failures” of the capitalist mode of production. The capitalist state will, of necessity, be a participant in its own demise. Its highly reluctant sponsorship of new practices of production, distribution, and social life as a whole—many of them “interstitial” at first—will be undertaken on the belief that it’s the lesser of two evils, the greater evil being the complete dissolution of capitalist power resulting from the dissolution of society.

It is impossible to predict this long process in detail, or to say how and when the working class’s gradual takeover of the state (through socialist representatives and the construction of new institutions on local and eventually national levels) will be consummated. Nor can we predict what the nation-state itself will look like then, what political forms it will have, how many of its powers will have devolved to municipal and regional levels and how many will have been lost to supra-national bodies of world governance. Needless to say, it is also hopeless to speculate on the future of the market, or whether various kinds of economic planning will, after generations, mostly take the place of the market.

As for “the dictatorship of the proletariat,” this entity, like the previous “dictatorship of the bourgeoisie,” won’t exist until the end of the long process of transformation. Marxists, victims of impatience as well as the statist precedents of twentieth-century “Communist” countries, have traditionally gotten the order wrong, forgetting the lesson of Marxism itself that the state is a function of existing social relations and can’t simply be taken over by workers in the context of a still-wholly-capitalist economy. Nor is it at all “dialectical” to think that a group of workers’ representatives can will a new economy into existence, overcoming the authoritarian, bureaucratic, inefficient, exploitative institutional legacies of capitalism by a few acts of statist will. Historical materialism makes clear the state isn’t so radically socially creative![3]

Instead, the contrast that will appear between the stagnant, “fettering” old forms of capitalism and the more rational and democratic forms of the emergent economy is what will guarantee, in the end, the victory of the latter.

An ecumenical activism

In a necessarily speculative and highly abstract way I’ve tried to sketch the logic of how a new economy might emerge from the wreckage of capitalism, and how activists with an eye toward the distant future might orient their thinking. It should be evident from what I’ve said that there isn’t only one way to make a revolution; rather, in a time of world-historic crisis, simply fighting to humanize society will generate anti-capitalist momentum. And there are many ways to make society more humane.

Consider the social democratic path, the path of electing socialists and pressuring government to expand “welfare state” measures. Far-leftists often deride this approach as merely reformist; in the U.S., it’s also common to dismiss the idea of electing progressive Democrats such as Alexandria Ocasio-Cortez because supposedly the Democratic Party is hopelessly capitalist and corrupt. It can’t be moved left, and it will certainly never be a socialist party.

According to Regeneration Magazine, for instance, a voice of the Marxist Center network, “Reformism accepts as a given the necessity of class collaboration, and attempts to spin class compromise as a necessary good. One of the more popular strategic proposals of the reformist camp is the promotion of candidates for elected office running in a capitalist party; a clear instance of encouraging class collaboration.”

There are a number of possible responses to such objections. One might observe that if the left insists on absolute purity and refuses to work with anyone who can be seen as somehow “compromised,” it’s doomed to irrelevance—or, worse, it ends up fracturing the forces of opposition and thus benefits the reactionaries. It is a commonplace of historiography on fascism that the refusal of Communist parties in the early 1930s to cooperate with socialists and social democrats only empowered the Nazis and other such elements—which is why the Stalinist line changed in 1934, when the period of the Popular Front began. Then, in the U.S., began Communist efforts to build the Democrat-supported CIO (among other instances of “collaboration” with Democrats), which was highly beneficial to the working class. Leftists, more than anyone else, should be willing and able to learn from history.

Or one might state the truism that social democracy helps people, and so if you care about helping people, you shouldn’t be opposed to social democracy. It may be true that the Democratic Party is irredeemably corrupt and capitalist, but the more left-wing policymakers we have, the better. Democrats have moved to the left in the past, e.g. during the New Deal and the Great Society, and they may be able to move to the left in the future. One of the goals of socialists should be to fracture the ruling class, to provoke splits that provide opportunities for socialist organizing and policymaking.

At the same time, the strategy of electing left-wing Democrats or “reformists” should be complemented by an effort to build a working-class party, not only for the sake of having such a party but also to put pressure on the mainstream “left.” Anyway, the broader point is just that the state is an essential terrain of struggle, and all ways of getting leftists elected have to be pursued.

Personally, I’m skeptical that full-fledged social democracy, including an expansion of it compared to its traditional form, is possible any longer, least of all on an international or global scale. Thus, I don’t have much hope for a realization of the Jacobin vision, that societies can pass straight into socialism by resurrecting and continuously broadening and deepening social democracy. Surely Marxism teaches us that we can’t resuscitate previous social formations after they have passed from the scene, particularly not institutional forms that have succumbed (or are in the process of succumbing) to the atomizing, disintegrating logic of capital. The expansive welfare state was appropriate to an age of industrial unionism and limited mobility of capital. Given the monumental crises that will afflict civilization in the near future, the social stability and coherence required to sustain genuine social democracy will not exist.

But that doesn’t mean limited social-democratic victories aren’t still possible. They certainly are. And in the long run, they may facilitate the emergence of new democratic, cooperative, ecologically viable modes of production, insofar as they empower the left. Even something like a Green New Deal, or at least a partial realization of it, isn’t out of the question.

On the other hand, while mass politics is necessary, that doesn’t mean we should completely reject non-electoral “movementism.” As I’ve argued, the project of building a new society doesn’t happen only on the level of the state; it also involves other types of popular organizing and mobilizing, including in the solidarity economy. The latter will likely, indeed, be a necessity for people’s survival in the coming era of state incapacity to deal with catastrophe.

Not all types of anarchist activism are fruitful or even truly leftist, but the anarchist intuition to organize at the grassroots and create horizontal networks of popular power is sound. Even in the ultra-left contempt for reformism there is the sound intuition that reforms are not enough, and we must always press forward towards greater radicalism and revolution.

An ecological apocalypse?

An obvious objection to the conception and timeframe of revolution I’ve proposed is that it disregards the distinct possibility that civilization will have disappeared a hundred years from now if we don’t take decisive action immediately. For one thing, nuclear war remains a dire threat. But even more ominously, capitalism is turbocharged to destroy the natural bases of human life.

There’s no need to run through the litany of crimes capitalism is committing against nature. Humanity is obviously teetering on the edge of a precipice, peering down into a black hole below. Our most urgent task is to, at the very least, take a few steps back from the precipice.

The unfortunate fact, however, is that global capitalism will not be overcome within the next few decades. It isn’t “defeatist” to say this; it’s realistic. The inveterate over-optimism of many leftists, even in the face of a dismal history, is quite remarkable. Transitions between modes of production aren’t accomplished in a couple of decades: they take generations, and involve many setbacks, then further victories, then more defeats, etc. The long march of reactionaries to their current power in the U.S. took fifty years, and they existed in a sympathetic political economy and had enormous resources. It’s hard to believe socialists will be able to revolutionize the West and even the entire world in less time.

Fortunately, it is possible to combat ecological collapse even in the framework of capitalism. One way to do so, which, sadly, is deeply unpopular on the left, is for governments to subsidize the massive expansion of nuclear power, a very clean and effective source of energy despite the conventional wisdom. The rollout of renewable energy is important too, despite its many costs. Meanwhile, it is far from hopeless to try to force governments to impose burdensome regulations and taxes on polluting industries or even, ideally, to shut down the fossil fuel industry altogether. Capitalism itself is indeed, ultimately, the culprit, but reforms can have a major effect, at the very least buying us some time.

Climate change and other environmental disasters may, nevertheless, prove to be the undoing of civilization, in which case the social logic of a post-capitalist revolution that I’ve outlined here won’t have time to unfold. Nothing certain can be said at this point—except that the left has to stop squabbling and get its act together. And it has to be prepared for things to get worse before they get better. As Marx understood, that’s how systemic change tends to work: the worse things get—the more unstable the system becomes—the more people organize to demand change, and in the end the likelier it is that such change will happen.

The old apothegm “socialism or barbarism” has to be updated: it’s now socialism or apocalypse.

But the strategic lesson of the “purifications” I’ve suggested of Marxist theory remains: the path to socialism is not doctrinaire, not sectarian, not wedded to a single narrow ideological strain; it is catholic, inclusive, open-ended—both “reformist” and non-reformist, statist and non-statist, Marxist and anarchist, Democrat-cooperating and -non-cooperating. Loath as we might be to admit it, it is even important that we support lesser-evil voting, for instance electing Biden rather than Trump. Not only does it change people’s lives to have a centrist instead of a fascist in power; it also gives the left more room to operate, to influence policy, to advocate “radical reforms” that help lay the groundwork for new economic relations.

It’s time for creative and flexible thinking. The urgency of our situation demands it.

[2] If someone will counterpose here the example of Russia, which didn’t require “many decades” to go from capitalism and late-feudalism to a “Stalinist mode of production,” I’d reply that the latter was in fact like a kind of state capitalism, and therefore wasn’t so very different after all from the authoritarian, exploitative, surplus-extracting, capital-accumulating economy that dominated in the West.

[3] This is why I claim in the above-linked book that my “revisions” of Marxism are really purifications of it, eliminations of mistakes that finally make the properly understood Marxist conception of revolution consistent with the premises of historical materialism.

The Future of Unions During COVID-19

When the pressure of the moment becomes untenable, it is the working class that has continued to muster the strength to hold the business class accountable. Strength in numbers alongside the panic of immediate loss of income and employment are an organizer’s best weapons. However, meeting the challenge of the present means that we must be strategic about what type of world we want to see once COVID-19 is over.

One hundred and one years ago, as American soldiers returned to the US following the end of the Great War, the pandemic of the H1N1 strain of influenza, known as “Spanish Flu” at the time, began ravaging the world. Between 1918 and 1920, it is estimated that around 17 to 50 million people died from this pandemic.

At the same time that millions were dying, workers began striking across major industries. The 1919 Steel Strike was one of the first attempts to organize basic industry by the mainstream labor movement, with the assistance of radicals like William Z. Foster and Mother Jones. In Seattle, WA, “nothing moved but the tide” as workers took over the city for a week. Coal miners struck and won a 14% wage increase.  In all, 1919 saw 4 million workers - 1/5 of the workforce - walk off the job in the US. But it did not end there; Winnipeg, Canada saw a massive General Strike, and in Italy and Germany, workers struck in the industrial centers of their nations, seized factories, and declared socialist republics.

At times of economic and social crisis, mass labor actions are not uncommon. Workers demand immediate changes to their living conditions when those conditions become unstable. Already in 2020, we’ve seen wildcat strikes shut down the Big 3 automakers, longshore workers threaten a walk out in Bay Area ports unless there is proper sanitary conditions in the port, grocery workers demand and win hazard pay in the Puget Sound area, Pittsburgh area sanitation workers refusing unsafe working conditions until they have proper protective gear, and tenants in Chicago’s Hyde Park neighborhood threaten a rent strike.

It’s impossible to say how long or the effects to which COVID-19 will have on the US economy, but here’s what we know so far:

  • On March 17th, White House officials briefed Senate Republicans that the unemployment rate could reach 20 percent. For context, at the height of the Great Depression, the unemployment rate was around 25%.

  • Two weeks ago, the Imperial College of London released their model for how to combat the spread of COVID-19. Without severe disruptions to our daily routines, and the possibility of long-term, periodic quarantines, COVID-19 could return, killing an estimated 2.2 million people in the US alone.

  • The Dow Jones dropped almost 10,000 points in the span of a month, from a high of 28,992 on February 21 to 19,173 on March 20. The percentage of the drop on March 16th is on par with that of the infamous Black Thursday of 1929.

The likelihood of COVID-19 disrupting the everyday living habits of Americans, not to mention the profound and unexpected impact it has had on everyday workers, would have been impossible only a month ago. Now, it is all but certain to have unforeseen, devastating impacts on everything it touches.

At times like these, we often remark with platitudes such as, “If only there was something we could’ve done.” It is clear at this point that President Trump’s handling of the situation has been abysmal. Every morning briefings are given downplaying the impact of this crisis, as though you can cover your eyes and ears and see no evil, hear no evil. The two capitalist parties in government haggle over relief efforts, each trying to outflank the other for electoral gains in the upcoming general election. Meanwhile, the Federal Reserve doles out trillions of dollars to attempt to keep the economy afloat. It all amounts to covering up the reality that the economy is simply a juggernaut of immiseration for the working class. Keeping this juggernaut from sinking is the primary objective of the capitalist elites, which is obvious from the framing of the debate around what to do: keep the economy going -- but human needs and comfort are complete outside the scope of understanding for those in control of society. We need a cooperative commonwealth governed by the principle, “from each according to their ability, to each according to their needs.”

While political pundits are seeking to negotiate policy proposals to mitigate this disaster, unions are organizing workers in the here and now. Take, for example, some of the recent actions by members of the Industrial Workers of the World (IWW). Just last week, IWW members in Portland, Madison, and Milwaukee took direct action against their bosses to demand specific changes in their workplace conditions. In Madison and Milwaukee, union members at CapTel Industries engaged in a one-day sickout over pay. Although these workers are classified by the state of Wisconsin as Telecommunications Service Priority Level 3, the same level designated for state and local first responders, their pay is far below those of other essential personnel. In Portland, when workers at the historic Crush Bar were told they would be laid off during the city’s lockdown, members of the Crush Bar Worker’s Collective marched on their boss, demanding they be paid their sick time and provide half-pay for their scheduled shifts. Instead of meeting their demands, management called the Portland Police Department on their former employees, despite the order from PPD that they would not respond to calls unless for severe, life-threatening emergencies. Following this action in the city, Wobblies at Voodoo Doughnuts, a popular tourist attraction, formally announced their plans to unionize. This coincided with management’s recent decision to temporarily lay off over a dozen employees. According to one member, management at Voodoo doughnuts is not paying out accrued paid time off in accordance with their store’s own policy.

In each of these cases, workers won some or all of their demands.

CapTel workers won a ninety percent adherence at work, meaning they have less time they need to be on call at their desks. Crush Bar workers won their accrued sick time after the bar closed. Voodoo Doughnuts workers are pushing for, and winning the fight on, union recognition, despite Trump’s NLRB suspending union elections.

Now, workers in several other industries are calling for actions to shut down their workplaces, too.

Whole Worker, a grassroots movement seeking to unionize Whole Foods stores across the country, are calling for a mass sick out on March 31st to protest lack of protection for workers and consumers.

On March 23rd, workers with the Starbucks Solidarity Movement called a nationwide sick out to protest corporate’s desire to keep stores open despite being deemed “non-essential personnel.”

First, these actions signify a shift in the thinking of many low-income workers. For workers in low-wage industries like food and beverage production or distribution, a missed paycheck can mean the difference between making end’s meet and skipping bills. Fast food and distribution workplaces are notoriously difficult to unionize. Few workers in these settings have connections to unions, and fewer attempt to help organize them. The mass surge in workplace actions in these industries shows that workers are beginning to understand the motto that, “Direct action gets the goods.”

Second, building unions that can continue organizing after a major crisis, continue to win demands, and continue to accelerate class consciousness need a legal framework from which to win. Many unions are bogged down by “no strike” clauses in their contract. A “no strike” clause means that during the duration of the contract, no union member is allowed to engage in a strike or sympathy strike against the employer. If they fail to abide by that, the union is legally required to denounce the action or face stiff fines and penalties. This can quickly drain union coffers, making union leaders more like business bureaucrats negotiating with management rather than with membership. Yet, these actions are often done without the use of these union contracts, and are therefore not subject to the same rules. Strikes and slowdowns can be called almost immediately, leaving management in a more vulnerable position.

Lastly, working people need institutions that can provide organizing capabilities in the most hard-to-organize industries. Around 36% (57 million)  Americans participate in the “gig economy” in some way, and around 10% of them work full time in this sector. A decade ago, the AFL-CIO dedicated almost thirty percent of its budget to organizing. In its internal budget for 2018-2019, however, the AFL-CIO dedicated less than ten percent of its budget to organizing. Its largest budget by-line is for political activities, which account for more than 35 percent of the budget. The #RedForEd movement that saw impressive statewide and citywide strikes across more than five states and multiple cities, winning millions of dollars from intransigent, conservative legislators and boards of education is a stark reminder that direct action gets the goods, while political lobbying is an expensive and distant form of organizing.

Too few workers are in formal unions at the moment. Only about ten percent of the overall workforce in the US is currently a dues-paying member of a union. Of this, over one in three public employees are in a union, but only around six percent of private sector employees are unionized. As COVID-19’s outbreak has shown, low-income private sector workers are the most at-risk for any financial or biological crisis that can strike at a moment’s notice, yet are also the most underrepresented unionized workforce.

A massive revival of the US labor movement is needed to circumvent the impending crisis we’re facing. An astounding three million Americans submitted unemployment applications in just the first week of major federal, state, and municipal actions designed to flatten the curve. If the trajectory of the COVID-19 pandemic continues as it has, we can expect even starker unemployment numbers to rise. As this happens, the strain placed on those deemed “essential” will continue. The federal government could, in all likelihood, place a federal restriction on strike actions in those industries deemed essential for the continued health of the country, as happened during WWII. Should this take place, these workers could be placed in greater risk of contamination, placing their well-being at risk for the sake of company profits.

We must be prepared for the coming crisis. We must be building for something better in the here and now. The working class is already showing how to do that. C.L.R. James wrote in his classic book Facing Reality that it was the duty of radicals to “observe and record” the actions by the working class. Given the stark reality we are facing, we can observe, record, and now take action. Here is what you can do:

  1. Find out what your coworkers issues are concerned about. Meet together (perhaps a phone or video conference to be safe) and make a plan with them to get concessions from our boss. Get in the habit of practicing democracy with your coworkers.

  2. Do a petition, or get a group of coworkers together and confront your boss as a group.

  3. Walk off the job as a group, but state clearly you are not quitting, but you are refusing unsafe working conditions under section 502 of the National Labor Relations Act.

  4. Contact the local IWW branch in your area, or our Organizing Department. Organizers from the union are ready to walk you through the steps of organizing something immediate, but also for the long haul. After the Coronavirus pandemic settles the crisis of unfair treatment, low wages, understaffing, and more remain. Organizing your coworkers into a militant, independent  collective action based union is the best chance to have power over your life at work and beyond.

Zimbabwe's Political, Social, and Economic Prospects: 2019 in Review

Political landscape

After the 2018 harmonized elections which gave the ZANU PF party the mandate to rule, President Emmerson Mnangagwa appealed to all political party Presidents who contested in the elections to come together in a national dialogue and find a way to stop the toxic political polarization which continues to divide the Zimbabwean nation. Another reason for the national dialogue was to provide a viable platform for contributing towards lasting solutions to the challenges that confront the country. All the 19 political parties accepted the President’s invitation to Political Actors Dialogue (POLAD) and the main opposition Movement for Democratic Change (MDC) refused on the basis that they don’t recognize the Presidency of Emmerson Mnangagwa.

They claim that Mnangagwa is an outcome of a rigged election despite the fact that they were deemed free and fair by many international observers and also by the Constitutional Court of Zimbabwe. A southern Africa bloc, Southern Africa Development Commission (SADC) is in support of the POLAD platform created by the government of Zimbabwe and support a full inclusive dialogue. Former South African President Thabo Mbeki who brokered the Global Political Agreement (2008) before was in the country towards year end to bring all stakeholders to the table and consult. President Thabo Mbeki is pushing for talks to end economic crisis. Mbeki held marathon meetings with the protagonists in Harare as well as other political, civic society, and church leaders. The opposition MDC says it is committed to “real dialogue” to solve the political and economic morass in the country and will not be part of President’s Mnangagwa’s POLAD platform.

The opposition, in cahoots with their international allies through foreign embassies and civil society groups, are escalating their efforts to topple the government of Emmerson Mnangagwa. These organizations are fighting in the opposition corner by supporting and funding the MDC destabilization agenda. The same organizations have been urging USA and EU to maintain the illegal economic sanctions on Zimbabwe, citing alleged human rights violations by the government and security services. The MDC opposition leadership has been on the whirlwind tour in western capitals asking for more sanctions to put pressure on the Zimbabwean government.

Economic Situation

Zimbabwe is in the throes of its economic decay in a decade characterized by acute shortages of cash, medicine, fuel and rolling power cuts of up to 20 hours a day. Inflation skyrocketed to 481.5% in November 2019, in the process eroding salaries and decimating pensions. Zimbabwe is also grappling with price increases which are changing every day. In the interim, salaries have remained depressed, with consumer spending severely curtailed. Zimbabwe economic morass constitutes one of the biggest threats to ZANU PF's continued hold on power. United Nations expert Hilal Elver, the UN special rapporteur on the right to food, noted that Zimbabwe is on the brink of starvation, a crisis that has been compounded by hyperinflation, poverty, natural disasters and economic sanctions. The ZANU PF Central Committee report of 2019 noted that the most latent security threat that has great consequences is the unstable economy, which is largely propelled by the parallel market (black market). Formal trading prices are determined by the parallel market exchange rate, which has been sharply rising on a daily basis. Prices of all commodities and services have followed suit to unsustainable levels.

The report admitted that most people are failing to make ends meet, so poverty levels are rising very much throughout the year. As a result anger is brewing among the citizens while there is loss of confidence on the direction the economy is taking. In January a steep hike in fuel prices led to violent demonstrations across the country which the army and police ruthlessly put down. The human rights groups estimated that about 17 people were shot down with live ammunition by the security forces during the three days protests.

Zimbabwe is suffering from massive power cuts which has brought a number of businesses to a standstill. The power utility in 2019 went on to increase tariffs by 320%. The increase in tariffs was meant to solve the power crisis in the country but failed dismally with some businesses bearing the brunt as they lost productive hours.

Economic Sanctions and the Regime change agenda

This is a sad chapter in Zimbabwe's recent history which marked the beginning of a well-organized, meticulously coordinated and generously funded campaign of economic sabotage and misinformation designed to mislead both the Zimbabwean population as well as the international community with the ultimate aim of overthrowing the elected government. Activists are being trained in foreign lands by intelligence forces on how to organize and apply strategies to undermine the government and its economic policies. This is meant to render the country ungovernable and incite the population to revolt and overthrow a legitimate government.

October 25, 2019 was declared a national holiday in Zimbabwe for people to march against western sanctions. Sanctions are causing more harm as they have affected people, companies, and schools. Zimbabwe has for the past two decades failed to access lines of credit from IMF and the World Bank. Some banks in the country are restricted from trading with international financial institutions. Under the USA Zimbabwe Democracy and Economic Recovery Act, American companies are not allowed to deal with Zimbabwe entities on the sanctions list. Some companies associated with the state have had their money intercepted and blocked when they attempt to do business with international institutions. Companies are finding it difficult to move money into the country because banks can be fined for dealing with sanctioned countries.

In April 2019, the USA fined the Standard Chartered Bank US$18 million for dealing with a sanctioned country. Many companies have been forced to close shop or to scale down their operations. This has led to a loss of jobs. Many international investors are shying away from investing in the country.

In the past two decades, various opposition leaders from the MDC party have been consistently calling for and instating on the maintenance of the illegal economic sanctions with the aim of regime change. SADC set October 25, 2019, as the SADC day against Zimbabwe sanctions which marks the start of a sustained call for the unconditional lifting of sanctions against Zimbabwe through various activities.

There is an organization based in Belgrade called Centre for Applied Non Violent Action and Strategies (CANVAS) which is clandestinely training antigovernment activists with strong umbilical links to the Zimbabwean main opposition MDC. Its mission is to layout the groundwork for civil unrest. Srdja Popovic is the founder and executive director of this organization. He is based in Belgrade, Serbia and his job is to foment revolutions in countries such as Sudan, Swaziland (Eswathini), Venezuela, Libya, Egypt, Tunisia, Burma, Vietnam, Belarus, Syria, Somalia, and Zimbabwe. Most of the activists which were arrested in Zimbabwe in the aftermath of the January 14 and 16, 2019 violent protests and charged with treason and subversion received their training in Czech Republic and the Maldives. Their training involves organizing mass protests, the use of small arms, and counter intelligence. Most of the organizations which are engaged in these nefarious and subversive activities to topple the government of Zimbabwe are also funded by the National Endowment for Democracy (NED), an American private and nonprofit organization which focuses on “strengthening democratic institutions.”

CANVAS was founded in 2003 by Srdja Popovic and Ivan Marovic and ever since it has been training antigovernment activists in Azerbaijan, Belarus, Georgia, Iran, Lebanon, Tibet, Ukraine, and Venezuela. Srdja Popovic was one of the key founders and organisers of the Serbian nonviolence revolution group called Otpor! Otpor! Campaign which toppled the Serbian President Slobodan Milosovic in October 2000. CANVAS has been successful in most countries mentioned in fomenting uprisings save for Swaziland, Belarus, and Zimbabwe, which are still enjoying some peace. Foreign organizations are coordinating workshops and trainings in the country, the region, and overseas to topple the Zimbabwe government.

Austerity and the International Monetary Fund

Zimbabwe launched its austerity measures under the Transitional Stabilization Programme (TSP) in October 2018 when it was presenting the 2019 national budget. The time frame of the programme is scheduled to run from October 2018 to December 2020. The purpose of the austerity measures are meant to implement cost cutting measures, and to reduce the public sector wage bill. In addition to that, austerity reforms are aimed at increasing tax revenues by introducing the unpopular 2 % Intermediated Monetary Transfer (IMT) tax, restructuring the civil service and the privatization of ailing state enterprises and parastatals. These reforms are meant to bring about fiscal balances in the public sector. These reforms are meant to reduce government spending, increase tax revenues or to achieve both. The International Monetary Fund is keeping an eye on these reforms through a Staff Monitored Programme which covers a period from May 2019 to March 2020. These measures are very unpopular with the masses as they have proved to be anti-developmental, self-defeating, and have an adverse effects on the toiling working class.

The civil service has been affected by the austerity measures in terms of salaries which are now pegged at less than US$30 a month. Persistent threats of strikes and demonstrations have crippled important sectors such as health, education and even provision of documents such as passports. These austerity reforms shrink economic growth and cripple public service delivery. From past experiences IMF is unlikely to offer any bailout to the Zimbabwe economy, which means the country will have to lift itself out of any economic slowdown caused by the austerity measures. Critics of austerity measures fear that the reforms are acting as a double edged knife that leads to economic recession, job cuts, and company closures whilst failing to tackle runaway government expenditure. Its most likely that history is going to repeat itself, cognizant of the 1990 Economic Structural Adjustment Programme (ESAP) which left the economy worse off, further marginalizing the poor and vulnerable groups.

The impact of austerity measures are likely to widen the already high income inequality gap in Zimbabwe. Zimbabwe is worsening social suffering as the government cuts social spending by 62%. Low income households are the most affected through expenditure cuts on social protection programmes which are mend for the children, elderly and the disabled and beneficiaries of Basic Education Assistance Programme (BEAM) and health facilities. In the current budget the government prioritized Defense and Home Affairs. The impact of taxation policy on distribution and equality is so glaring. Big companies are being offered several investment incentives under the 2019 national budget, the citizens under distress of the additional 7c and 6.5c per litre of diesel, petrol and paraffin. Implications of the 2c on Intermediated Money Transfer above Zimbabwe $10 are similar. This shows the repressiveness of the Zimbabwe tax system, where the poor contribute more than the rich.

By experimenting with TPS the government is repeating the mistakes of 1990 under ESAP and it’s expecting different outcomes. The commercialization and privatization policy is being smuggled into the fiscal policy under the government mantra of “Zimbabwe is open for business.” The Transitional Stabilization Programme, just like the previous Economic Structural Adjustment Programme, is affecting the economic opportunities for the urban middle income and the working class while marginalizing the poor further, especially women and children. The combination of privatization with the proposed labour market reforms under the Special Economic Zones, further exposes labour to exploitation. The Public Private Partnerships model in public hospitals has led to segregation and deepening inequality between the haves and have nots.

The austerity measures have failed to stabilize the economic situation as the cost of living has increased to extreme levels. The ever increasing prices of basic commodities has become a breeding ground for more poverty and vulnerability amongst the masses. The persistent hard economic situation is reversing and derailing some of the progressive plans the government has put in place to attain the UN sustainable development goals. The Zimbabwean government is a signatory to the United Nations Sustainable Development Goals and the 2020 Agenda and it is committed to ensure that no poverty or hunger exists by 2030. It looks like there is no reprieve for the masses as fuel prices are continuing to rise due to the weakness of the Zimbabwean dollar against the US dollar and other foreign currencies.

The Zimbabwe government must come up with socialist policies that ensure that all citizens afford to live a dignified lifestyle. The economic hardship are causing moral decadence and erosion of social norms and values. The urban areas are becoming dangerous as incidents of robberies and prostitution are on the increase as well as reports of drug abuse amongst the youths. By intruding the TPS government is trying to please the IMF because since 2016 the government has been implementing the IMF staff monitored programmes.

Social services

Upon attainment of independence in 1980, Zimbabwe experimented with Socialism as it pursued a free primary school education and primary health care policies. This contributed to the high literacy levels which the country boasts as the highest in Africa, but the withdrawal of government support as recommended by ESAP climaxed in the introduction of school fees and user fess even in government hospitals. This had serious repercussions on women and children, as this contributed to gender inequality as parents were forced to prioritize educating the boy child at the expense of a girl child. Child mortality heightened as expecting mothers could not afford the hospital fees. These reforms mainly target social services, and even now in Zimbabwe it is the social services that are bearing the brunt of the austerity measures. Under the TPS, the government has removed fuel and electricity subsidies and this has caused the skyrocketing of prices of basic commodities and services.

The removal of subsidies are greatly affecting the companies on production as many companies are closing shop because it’s now difficult to sustain operations using diesel and petrol power generation. Inflation is rising at an alarming speed and the living standards, life expectancy, and economic production are plummeting. These hardships are causing increase in inequality, disaffection and exclusion. Opposition to the ruling class is deepening each day. The government economic crisis is becoming more pronounced, with a mounting foreign debt, declining experts and urban strife due to increased food prices, unemployment, the rising cost of living and brain drain. Many educated Zimbabweans are leaving the country for the foreign countries where they are being subjected to xenophobic attacks and precarious labour and exploitation.

The government under the direction of TPS intends to privatize some parastatals. With the high levels of corruption in Zimbabwe it is likely that these companies will be sold to acolytes, fronts and elites. This could be reminiscent of what happened in Russia in the 1990s, a period that gave rise to the oligarchs who stripped Russia of its gas and oil resources leading to the emergency of overnight billionaires. The Russian ultra-rich, such as Chelsea Soccer Club owner Roman Abramovich, amassed wealth during the economic and social turmoil that followed the collapse of the Soviet Union and the introduction of the free market economy. Oligarchs are monopolistic by nature. These are the pitfalls of privatization.

Greece is a good example of a country which experimented with austerity measures. In 2010, Athens imploded after its Parliament voted and approved the draconic austerity measures which they thought would unlock 120 billon Euros of emergency loans for the debt stricken country to avoid insolvency. Up to this day Greece is feeling the negative effects of austerity measures nine years later. The Greece story is a good example of how negative and cruel the austerity measures could be. The experimenting with TSP will leave most of the Zimbabwean population in dire straits. The public expenditure cuts, linked with this year’s drought and the effects of Cyclone Idai, will leave many people destitute. Pro-poor and socialist policies are the only way that is going to redeem the toiling masses and bring social development. The government vision of an upper middle class by 2030 under its slogan Vision 2020 remains a pie in the sky, influenced by western imperialist privatization efforts. The reality for most Zimbabweans is an economy that is regressing at an unprecedented rate.

Drought and Climate Change

Zimbabwe is grappling with a nationwide drought that has depleted dams, cutting output by hydro power generation at Kariba dam. The has caused harvests to fail as most crops are wilting and this has prompted the government to appeal for US$464 million in aid to stave off famine. These prolonged droughts, dry spells, and heat waves are a result of climate change. Most major cities in Zimbabwe are rationing water in an effort to stretch the water supplies. The world over more than 2 billion people live in countries experiencing high water stress and the UN has warned that the problem is set to worsen with demand expected to grow as much as 30% by 2050. A combination of drought and economic meltdown are pushing Zimbabwe to the brink of humanitarian catastrophe. In the rural areas, 5.5 million farmers are struggling to find food. In urban areas, the inflation rate of 480% is forcing the poor families to survive on just one meal a day. The crisis is being made worse by a formal unemployment rate of 90% and also by an indebted government that is struggling to provide basic services, perennial shortages of fuel and foreign currency, and regular 20-hours daily power cuts.

Zimbabwe is marching towards unprecedented food insecurity levels in its history, the 2018/19 was the driest season in 40 years and these are the signs of climate change. Approximately 8 million Zimbabweans are now dependent on food from the World Food Programme and other donor agencies from western countries. Water and electricity are in short supply and basic health services close to collapse. The rising inflation has made the imported food in the shops unaffordable to many.

Zimbabwe was also ravaged by Cyclone Idai which devastated the eastern parts of the country leaving 259 people dead and thousands displaced. The storm caused destructive winds and heavy precipitation causing riverine and flash floods, deaths, and destruction of property and infrastructure. According to official figures, 250,000 people were affected by the cyclone. The forecast was done two months before the cyclone struck but authorities were “caught off guard.”

Trade Unionism, Picketing and Demonstrations

As the nation is falling in a deeper economic abyss, trade unions have come under spotlight and clashes with the government and business over the working conditions are increasing. The Zimbabwean working class is dwindling with 10% employment rate. The working class in Zimbabwe is starving, failing to pay rent, and has no access to health care. The purpose of trade unions among other things are to negotiate for living wages and better working conditions, regulating relations between workers and the employer, taking collective action to enforce the terms of collective bargain, raising new demands on behalf of its members, and helping to settle grievances.

Trade unionism in Zimbabwe has been hijacked by politicians and no longer serves the interests of the working class. The Zimbabwe Congress of Trade Unions (ZCTU) came into existence on 28 February 1981, after joining of six unions, namely African Trade Union Congress (ACTU), the National African Trade Union Congress (NACTU), Trade Union Congress of Zimbabwe (TUCZ), United Trade Unions of Zimbabwe (UTUZ), Zimbabwe Federation of Labour (ZFL) and the Zimbabwe Trade Union Congress (ZTUC). These unions came together to form the now Zimbabwe Congress of Trade Unions. The ZCTU is now being used by the western governments as a tool for the regime change agenda which saw it becoming a bedrock of the opposition party, the Movement of Democratic Change (MDC) which was formed and launched in September 1999.

The birth of the Movement of Democratic Change (MDC) on September 12, 1999 was the genesis of the ZCTU participation in politics. This unwarranted meddling in politics has left the working class poorer. Trade unionism in Zimbabwe has become a stepping stone for individuals to gain political power at the expense of the poor working class whom they claim to represent. The unions are failing to address the working class needs yet they must be the voice of the working class. Majority of the working class in Zimbabwe are being subjected to exploitation, unions must negotiate for higher living salaries, and jobs must be dignified and productive with adequate social protection. The unions have been captured by western government forces seeking to topple the government so that they can exploit the natural resources freely. Currently, Zimbabwe is reeling from the economic sanctions wrought by illegal economic sanctions imposed by USA and EU. The ZCTU must join calls and demand the lifting of the sanctions that are severely affecting its membership. The current crisis in Zimbabwe is exacerbated by the disputed 30 July 2018 elections, economic collapse, high prices and cash shortages, high unemployment, and public health crisis. The local authorities in major cities are failing to provide adequate clean water to residents and even basics such as regular garbage collections have been delayed.

Company closure and the slowing down of production in most sectors of the economy has led to a decline of trade union membership, and those that are still working are earning very low wages. Most workers are now in the informal sectors such as vending. Factory shells in the light and heavy industrial sites in major cities are deserted. Manufacturing and industrialization has stagnated and been replaced by importation of finished goods from neighboring countries.

Zimbabwe currency collapsed in 2009 which led to the adoption of the US dollar as legal tender but the Reserve Bank of Zimbabwe lacked the foreign currency reserves to meet this obligation. Prices of basic commodities have risen dramatically and the purchasing power has been eroded. In January 2019, the country’s 305,000 civil servants gave notice to strike after they were paid in the local currency which is called the bond note instead of the US dollars. During that same period the government raised fuel prices by over 200%, which made Zimbabwe fuel to be the most expensive in the world. The following day, the ZCTU called a three-day general strike, which was supported by many civil society organizations. Many people joined this nationwide strike because of widespread anger over economic decay but there was massive looting and property destruction. This provoked a brutal crackdown by the security forces, and the government shut down the internet to prevent social media coordination of the demonstrators.

Between the period of 1996 and 1999, George Linke of the Danish Trade Union Council came to Zimbabwe with an agenda to transform the ZCTU into a political party. Part of his mission was to identify other groups in the country which were to join the proposed new political formation. This party was to spearhead the regime-change agenda. The transformation of the ZCTU as a political formation brought together employers, workers, students, and former white farmers. This new party was also formed as a response to a government resolution to designated 1,500 white-owned farms for expropriation and the increased emphasis on black empowerment and the draft constitution which would enable the government to acquire white-owned farms compulsorily without compensation. The ZCTU allowed itself to be transformed into a political party so that it can serve the interests of the former white farmers and western capital. Labour unions are being funded by the arms of the US government through conduits such as the National Endowment for Democracy, International Republican Institute, and National Democratic Institute, which have nothing to do with strengthening workers’ rights and everything to do with toppling governments.

In September 2019 the Zimbabwe health care system became shambolic, characterized by an acute shortage of drugs and an indefinite industrial action by doctors over salaries. The country’s public hospitals, already beset by a myriad of challenges, degenerated into death traps after doctors embarked on a strike that is still ongoing. In response, the government dismissed 448 doctors while it pursued disciplinary action against 1,000 others.

Also in August, Zimbabwe was hit by another wave of protests, which saw the security forces brutally squashing the demonstrations. The ZANU PF ruling party and the main opposition party MDC both feel the way forward and out of this economic crisis is to impose neoliberal austerity measures against the working class and the poor. The right-wing organizations that are currently pushing for social dialogue are fronts of the imperialist countries and are funded by them.

Demands

The Zimbabwe working class are demanding a living wage and pensions.

Workers are demanding that never again should they allow the workers’ struggle and trade unions to be hijacked by politicians.

Workers demand the immediate stoppage of harassment of street vendors who are trying to make a living to support their families.

Workers stand against the government mantra of “Zimbabwe Is Open for Business” as this is tantamount to selling the country to imperialist investors.

No to privatization of government companies, as this will benefit the elite connected to the government who will buy the company for a song.

The rich, which include huge mining companies, multinational corporations and foreign investors, must be taxed more to finance developmental interests of the poor

The only way forward is to smash the system of capitalism which breeds wars, poverty, and misery and replace it with Socialism. This can only be achieved by building an International Workers Socialist Revolutionary Party. This is the time as capitalism is in deep crisis globally.

When and Why Did Unions Start Signing Contracts?

In 1911 Bill Haywood complained that

the A. F. of L. couldn't have a general strike if they wanted to. … They have 271,000 different agreements that expire 27,000 different minutes of the year. They will either have to break all of those sacred contracts or there is no such thing as a general strike in that so-called 'labor organization.'

Today labor relations professionals take it for granted that unions seek to sign contracts with employers, but in Haywood's day this was a relatively new and controversial practice, one that started when he was a teenager. Contracts were originally invented by labor unions that believed they needed to give national leaders authority to restrain strikes and militancy, which could bankrupt the union or subject it to state violence. As labor unrest increased, employers looked for new methods to control their workforce and undermine strikes, eventually choosing to work with and co-opt moderate labor leaders and use their authority over union members to discipline the workforce. Over several decades, employers and union leaders experimented with a series of contracts, gradually developing a workplace contractualism that served both groups.


Labor relations before contracts

Prior to the rise of contracts, unions practiced a variety of other methods to interact with management. During the Lowell textile strikes of 1834 and 1836, among the first factory strikes in the United States, the workers made no attempt to get management to sign a collective bargaining agreement. The strikes were waged in response to a wage cut in 1834 and an increase in the price of room and board in company boardinghouses in 1836. In 1834, the workers, nearly all of whom were young women, organized mass meetings and signed petitions against the cuts, pledging to refuse to work if they were not rescinded, and imposing penalties on any worker who broke her pledge. Although the 1834 strike was defeated, the 1836 strike was better organized and succeeded in reversing the price increase - without signing a contract and with little in the way of labor-management meetings and negotiation.

Nineteenth-century craft unions , with a mostly male membership, often attempted to unilaterally impose their preferred wages and working conditions on employers without signing a written agreement, or even negotiating. Typically, union members would meet and vote on what they called "legislation" (i.e. union work rules). This legislation set wages, working hours, break times, days off, terms of apprenticeship, and specifics of how work was to be done (such as the size of work crews, how many machines could be run at once, and how many products would be produced per hour). Union members were obliged to refuse any order which conflicted with this legislation, and refuse to work at any company that did not abide by it. These craft unions organized skilled occupations that required extensive training - making it difficult for management to replace any worker. If a sufficient portion of the limited pool of skilled workers refused to work for any employer that did not abide by union legislation, they could compel employers to abide by the union's terms. For this strategy to work, the union had to ensure that the number of workers who were trained in their craft remained limited, and many craft unions attempted to do this by restricting the number of new apprentices taken on, and by keeping women, people of color, immigrants, and/or the Irish out of their trade.

Another common practice among nineteenth-century workers was to issue a "bill of prices" or "wage scale" - a written list of occupations in the workplace and the pay rate the union demanded for each one - and go on strike. In some cases, workers were able to compel management, via this direct action, to sign these bills of prices. In other cases, management met with a committee of strike leaders and negotiated a compromise bill. Perhaps the most common result, when management did not defeat the strike outright, was to raise pay rates - but not raise them as high as the union wanted - without signing anything. For example, during the New England shoe worker strike of 1860 , a few employers agreed to a bill of prices with the union, but most raised pay by a moderate amount without formally signing an agreement. The strike gradually petered out as management gave workers much of what they wanted; in some cases, the union unilaterally called off the strike after management made sufficient concessions.

If you equate any written agreement between labor unions and management with a union contract (an overly broad conception of contracts), then these bills of prices would be the first union contracts. However, they differed from modern union contracts in that they did not have expiration dates and normally only set the pay rate. None of the other normal components of modern union contracts - management rights clauses, grievance/arbitration procedures, no strike pledges, language on hours and working conditions, dues checkoff, etc. - were present.

In the latter part of the Civil War and after, American workers began organizing trade unions on an unprecedented scale. Prior to the Civil War, labor unions had primarily been local or regional bodies with little in the way of a national or international structure to coordinate local activity. Unionists now established labor organizations that spanned coast to coast, with national conventions, elected national leaders, and a nationwide strike fund for each trade. They formed the National Labor Union as an umbrella federation (and, after a split, the Colored National Labor Union).

Samuel Gompers, who would later become President of the American Federation of Labor (AFL) and an advocate of contracts, first joined a union as a young man during this time period. In his memoirs he wrote:

There was a vast difference between those early unions and the unions of today. Then there was no law or order. A union was a more or less definite group of people employed in the same trade who might help each other out in special difficulties with the employer. There was no sustained effort to secure fair wages through collective bargaining. The employer fixed wages until he shoved them down to a point where human endurance revolted. Often the revolt started by an individual whose personal grievance was sore, who rose and declared: "I am going on strike. All who remain at work are scabs." Usually the workers went out with him.

Thus, even after the Civil War and the rise of a truly national labor movement, contracts between employers and labor unions were still unheard of.


The Knights of Labor and the attempt to abolish strikes

Most national trade unions collapsed in the 1870s in part due to a severe depression. High unemployment made it easy for employers to replace union members, and insured a large supply of scabs in the event of a strike. Trade union after trade union went bankrupt funding failed strikes.

When the labor movement revived at the end of the 1870s, the new unions, both the Order of the Knights of Labor (KoL) and the new trade unions that would later found the AFL, were determined to avoid what they thought were the mistakes of previous trade unions. They required all locals seek permission from the national leadership before launching any strike. Any strike not authorized by national leaders would not receive any support from the national organization.

For example, the KoL's regulations stated,

Strikes … are, as a rule, productive of more injury than benefit to working people, consequently all attempts to foment strikes will be discouraged. … No strike undertaken without the sanction and orders of G.A. officers … shall be supported from the Strike Fund.

The KoL's Grand Master Workman (president) Terence Powderly explained ,

Strikes are a failure. Ask any old veteran in the labor movement and he say will the same. … An association well organized need never strike. It is only half organized unions that do so.

In response to the idea that the Order "protect and foster strikes" he satirically proposed that the union also "purchase a rifle and bayonet; also one hundred and fifty rounds of ammunition for each member" and acquire "the latest improved style of Gatling gun." He elaborated that men in office had "enacted laws which make it impossible for you to strike without the troops [being] called out" and that consequently encouraging strikes would bring severe repression upon the Order. Powderly further argued :

There are times when, under certain indignities and tyrannies, a refusal to strike amounts to downright cowardice; but these circumstances seldom arise. The average strike is brought about by the inflammatory speeches of some firebrand. … A strike seldom fails of one result, that is, to create confusion and distrust, and finally break the Union up. Whether the strike was successful, or not, it generally breaks up the branch engaged in it. One reason is, men expect that, as soon as they strike, they ought to walk up to the treasurer and draw five dollars a week, even though they have not paid in five cents.

Like the trade unions, the Knights felt that national union leadership needed to have a degree of authority over the membership to ensure members did not engage in strikes that would deplete their funds and/or provoke severe state repression. However, the Knights had a more ambitious approach to strikes than the trade unions - they wanted to abolish them. In the long run, the Knights intended to abolish strikes by abolishing capitalism, thereby making them unnecessary. In the medium term, they wanted the state to pass laws providing for the compulsory arbitration of all labor disputes. That objective was never achieved in the United States, although laws for voluntary arbitration were passed, and the Knights of Labor in New Zealand did get parliament to pass compulsory arbitration legislation during the 1890s (which the New Zealand IWW would later campaign against).

In the short-term, the Knights arranged for private arbitration with employers, instead of resorting to strikes, whenever possible, reserving direct action as a last resort. This private arbitration took several forms. KoL leaders were empowered to arbitrate disputes between their members and employers; they could order their members to accept a settlement they did not agree with. If the employer agreed, disputes could be submitted to a neutral third-party for arbitration.

In areas where the Knights of Labor were strongest they sometimes signed a written list of "rules and regulations" with an employers' association, laying out a process to use arbitration to resolve all conflicts. Usually one or two pages long, the rules forbade all strikes and lockouts and established a joint board of arbitration to resolve all disputes. These boards were composed of an equal number of representatives from the union and the employers' association, and had the authority to settle any dispute between workers and their employer in the factories covered by the agreement. In the event of a tie vote, each side was to select a disinterested person, those two would select a third person, and then the three of them would decide the matter at hand. Typically, they also provided for grievance committees and established a closed shop (or, as a compromise, permitted members to refuse to work with non-union co-workers).

These rules and regulations signed by the Knights of Labor have a great deal in common with twentieth-century union contracts, but there are some important differences. Perhaps most importantly, they had no expiration date - they were intended to last forever, to permanently end strikes and lockouts. They were much briefer and left most things specified in modern union contracts (including pay rates and working conditions) up to arbitration. There was no seniority and no dues checkoff. The Knights also had difficultly compelling their own members to abide by these terms. In 1886, in response to the failure of the Knights to suppress a wildcat shoe worker strike in Philadelphia , local shoe manufacturers locked out all of their employees for several weeks and then decided to arbitrate with a company union, on an open shop basis, rather than with the Knights - destroying the shoe workers' union in the city.

Initially, the Knights of Labor were larger than the trade unions and they grew rapidly until 1886, becoming larger than any previous labor union in North America. From 1886-1890, employers founded a series of employer associations that led a counter-offensive against the Knights which managed to destroy the union with a series of lockouts, aided by state violence and the backlash against organized labor after the Haymarket affair . The newly founded, and more conservative, American Federation of Labor then took the Knights' place as the largest labor union in the country. The reluctance of the Order's national leadership to authorize strikes did not save the union from being targeted and destroyed by employers.


The early twentieth century: progressive employers embrace contracts

Unlike the Knights, the AFL did not harbor grandiose plans of abolishing strikes or ending capitalism. They viewed strikes as labor's most powerful weapon, but one that should be used sparingly. The AFL compared going on strike to going to war - it was a powerful act, but one that was risky and dangerous, and which should only be undertaken when attacked or in extreme circumstances. They were willing to sign a peace treaty, but unlike the Knights were not willing to give up the right to strike permanently. So their agreements with employers only lasted for a fixed amount of time, after which they were free to strike again. Initially these agreements were called "trade agreements" but by the twentieth century the terms "contract" or "time contract" were used as synonyms. It was these AFL trade agreements that the early IWW denounced when it rejected contracts .

When the AFL began to grow steadily in the late 1890s and early 1900s, it found a section of the employing class (mainly the wealthier section) was now open to compromising with unions - something they were largely unwilling to do with previous labor organizations. This shift occurred for several reasons. Some larger employers believed they could use unions to undercut their smaller competitors . The general trend over the preceding forty years had been for labor unrest to increase, and the growing cost of suppressing it led some employers to start searching for a more cost-effective means of retaining control over their workforce. In addition, some employers were concerned that the suppression of organized labor encouraged the growth of socialist, anarchist, and other radical movements. They worried that the growth of radicalism, combined with the tendency for labor unrest to increase over time, could, in the long-run, result in revolution if left unchecked.

In 1900 these progressive employers, with the participation of AFL leaders, founded the National Civic Federation to advocate for reforms meant to stabilize capitalism. The NCF lobbied for progressive legislation, mediated between employers and unions in labor disputes, and encouraged employers to sign contracts with trade unions. The year it was founded it passed a resolution declaring "trade agreements between employers and workmen where established for a definite term of years have so fully demonstrated their value in maintaining industrial peace that they should be generally adopted." They told their fellow employers that "the practical operations of the trade agreement systems disprove the criticism that they mean a surrender to unjust or uneconomic demands of labor." An article in their newspaper , seeking to persuade their fellow capitalists to sign contracts, argued:

One of the permanent advantages of the trade agreement system is the influence which organized employers have in improving the organization of the workers. As long as employers are hostile, or as long as an association of employers exists solely to fight the lion, the latter is forced to put forward its fighting men. But when employers organize for conference and agreement, and are able to remove the long standing suspicions of the workmen, a change comes in union leadership. The officers become negotiators and bargainers-business men, like their employers.

The reformist wing of the employing class consciously set out to corrupt and co-opt union leaders by signing contracts with labor unions.

The NCF contended that unions would generally abide by the terms of their contracts and that union leaders could be relied upon to suppress strikes by their own members. Their newspaper argued that:

An agreement between an organization of employers and an organization of workmen is backed by the machinery and the power to enforce observance. In the thirteen years of the Iron Molders' and Stove Founders' agreements there has not been a contract violation nor a strike or lockout, except occasionally in a single shop, soon settled by the national officers of the two organizations. … These officers, as in all labor unions, have power to fine and expel members and to revoke the charters of local bodies that interfere with the enforcement of trade contracts.

The longshoremen's organization in their contracts with the dock managers on the Great Lakes have occasionally been called upon to discipline their members for violations, and in the case of the Buffalo strike in 1900 the International President, after revoking the charter of the local union and supplying the places of a majority of the strikers with union men from other locals, filled the remaining places with non-union men. Mr. Samuel Mather, of the Dock Managers' Association, … says regarding their agreements with the Longshoremen's Union, "I am very happy to be able to testify that since that continuous arrangement was inaugurated, about three years ago, our business has been conducted with great advantage compared with what prevailed before. … If any occasion of dispute arises, it has not caused the work to terminate"

By signing contracts with labor unions, employers could convert them from organizations that incited strikes into organizations that broke strikes. In the eyes of the NCF, this was a more effective and cost-effective means of controlling their workforce than their previous reliance on violence and repression.

The NCF also praised a contract signed by the United Mine Workers of America (UMWA), which established a cartel in bituminous coal mining . As settlement of a nation-wide strike in 1897, the union and coal operators signed a national contract, and a series of district contracts, that not only covered wages, hours, etc., but also specified the minimum price coal could be sold at and the amount each operator was to sell. Prior to this contract competing firms often undercut each other by increasing the amount of coal they sold, flooding the market and causing the price to plummet. This contract allowed them to sell less coal at a higher price, increasing their profits. The UMWA acted as the cartel's enforcer by striking any firm that would not sign the contract and abide by its price fixing. The UMWA also insured that a portion of the operators' increased profits went to its members in the form of higher wages. This early contract is one of the more flagrant cases of larger employers using union contracts to undermine their smaller rivals and deter competition. Higher wages undercut smaller firms because their lower profit margins made it more difficult to afford them. Higher wages also buttressed the cartel's position by acting as a barrier to entry, discouraging the founding of new companies in the industry and protecting operators from increased competition.

A more important contract from this time period was the Protocols of Peace , negotiated between the International Ladies Garment Workers Union (a predecessor to UNITE-HERE) and the Cloak, Suit, and Skirt Protective Association (an employers' association), as settlement of the cloak makers' "great revolt" (strike) of 1910 in New York City. The Protocols established a modern system of grievance machinery to settle disputes and enforce the contract. Its grievance procedures were foreshadowed by the Knights of Labor's arbitration system, but the Protocols was more elaborate, with added layers of bureaucracy, and focused more on enforcement of the contract's terms. Earlier trade agreements, too, had provisions for labor-management meetings to resolve disputes but did not have a true grievance system with numerous steps and arbitration involving outsiders. The Protocols not only allowed union members to file against their employers, but permitted employers to file grievances against the union, usually for wildcat strikes. In order to suppress wildcat strikes and uphold its part of the bargain, the ILGWU put locals into receivership when they defied the no-strike pledge, and recruited unionized scabs to undermine wildcat strikes.

The ILGWU succeeded in signing similar Protocol-like contracts with employer associations in other parts of their industry and in other cities, and it influenced the content of other unions' contracts. Larger employers signed not only to deter strikes and regain control over their workforce, but in hopes of undercutting their smaller competitors (who had smaller profit margins and would have greater difficulty paying union wages). In some cases they secretly agreed to sign a Protocols-like contract with the ILGWU before a strike even began, provided the union was able to compel smaller companies to join the employers' association and sign the same agreement.

After the First World War and the Red Scare, employers largely abandoned their interest in signing contracts with the ILGWU or other unions and attempted to go union-free. Some returned to the use of violence and repression to suppress labor unrest (others had never abandoned violence and repression). Some experimented with what historians call "welfare capitalism" - giving workers relatively generous benefits to reduce turnover and prevent unionization. Some established "employee representation programs" (company unions).


1940s-1970s: Heyday of the union contract

After the great depression began, labor unrest and left-wing radicalism revived, prompting employers and the state to institute many of the reforms they had first experimented with in the early twentieth century. In response to the strike wave of 1934, Congress passed the National Labor Relations Act (NLRA) of 1935, in an effort to protect commerce and prevent future strikes by encouraging employers to sign contracts with labor unions. The author of the act, Senator Robert F. Wagner, had been a member of the New York State legislature when the Protocols of Peace was signed, which he supported. The architect of the Protocols of Peace, Louis Brandeis, was appointed to the Supreme Court several years after mediating between the ILGWU and CSSPA during the cloak makers' great revolt, leaving his position on the board of arbitration (the final step in the Protocols' grievance process). He was still on the Supreme Court in 1937, where he voted in favor of the constitutionality of the NLRA.

Force of law alone was never sufficient to compel most employers to abide by the NLRA or sign contracts with business unions. A version of the rights in the NLRA were originally included in the National Industrial Recovery Act of 1933, but they were ignored by employers and the law was later struck down as unconstitutional. When the NLRA was passed in 1935 it established a government agency to enforce those rights, but because there were no punitive damages for violating it most employers simply did not obey the law. It was the wave of sit-down strikes at the start of 1937 that convinced many employers of the need to sign contracts, or at least keep their anti-union activity legal. Most famously, the notoriously anti-union U.S. Steel (which controlled the majority of steel production in the U.S.) chose to sign a contract with the CIO's Steel Workers Organizing Committee to prevent a sit-down strike at its plants and regain control over its workforce. Most unionists expected that unionizing U.S. Steel would require an enormous battle, but they signed a contract without a fight.

A minority of employers continued to violently oppose unionization even after the sit-down strikes. Perhaps the best known was Republic Steel, which committed the Memorial Day Massacre along with the Chicago police. These employers were finally brought into line during the Second World War. In exchange for a no-strike pledge, the federal government denied any contract for war supplies to any company that violated the NLRA, giving the law some teeth and bringing an end to corporate America's long tradition of murdering union organizers.

Although the NLRA did a great deal to institutionalize workplace contractualism, dues checkoff did not become a near-universal part of union contracts until the Second World War . During the war, union dissidents would sometimes withhold dues as a way of pressuring union leaders, which could encourage them to violate the no-strike pledge. Union leaders and the state insisted that employers directly deduct dues from employees' pay to remove this source of rank-and-file leverage. There were unions as early as the late nineteenth century that had dues checkoff, but it was not until the war that nearly all union contracts had it.

For the next thirty years, it was a social norm for employers to abide by the NLRA. Although most employers remained non-union, they largely kept their union-busting activities legal until the 1970s . To control their workforce, employers treated their employees relatively well (this was the low point of income inequality) and, when that failed, signed contracts with unions, relying on union leaders to keep workers in line. Flagrantly violating the NLRA was stigmatized.

Beginning in the late 1970s, employers began looking for alternative means of disciplining their workforce, which they eventually found in the form of higher unemployment and permanent replacement scabs. In the 1980s, they used these tools to destroy the labor movement and de-unionize much of the workforce, inaugurating the current era of low union density and low strike rates. They have spent much of the past thirty years gradually dismantling the remains of contract-based unionism.


Workplace contractualism and the Industrial Workers of the World (IWW)

Workplace contractualism developed in fits and starts, with different components added in at different times. What we think of as a standard union contract was really only commonplace for roughly forty years (1940-1980). The previous period of experimentation with different forms of contracts (1880-1940) lasted longer. The later period (1980-present), of tiny, weak unions and very few strikes, has now lasted almost as long as the heyday of the union contract. The exact point when the labor movement started signing contracts depends on how you define contracts. There is no hard and fast point at which the movement passed from non-contracts to contracts, and even agreements that clearly count as contracts took on different forms at different times. One way to approach the issue is to look at how the early IWW viewed contracts, and then find the point in history in which an agreement matching that conception was first signed.

Historians generally write that the early IWW refused to sign contracts, and the IWW of that time repeatedly issued pamphlets and public proclamations denouncing contracts. A 1913 pamphlet written by IWW General Executive Board member Joseph Ettor and published by the IWW stated:

Industrial Unionists disdain to lower the history and ideals of the working class by entering into contracts or agreements with employers … Contracts and agreements tend to foist a false feeling of security on the worker.

In the pamphlet The IWW - its History, Structure, and Methods , Vincent St. John (the second General Secretary-Treasurer) wrote, "No part of the organization is allowed to enter into time contracts with the employers." In her old age, Elizabeth Gurley Flynn recalled that the IWW

did not believe in making any contracts. They believed that as long as you were organized, you could hold the office to what it said it was going to do. But a contract, a piece of paper held you and so they didn't make any contracts.

Bill Haywood told Congress

We say that no union has a right to enter into an agreement with the employers because they are members of the working class; and finally we say that the working class has no right to enter into an agreement because it is the inherent mission of the working class to overthrow capitalism and establish itself in its place.

However, despite this rhetoric, the early IWW actually did make agreements with employers. On Philadelphia's waterfront , the IWW made several verbal agreements with employers to terminate large strikes in exchange for a number of concessions, including a closed shop and partial control over hiring and firing. In the 1912 Lawrence textile strike it drew up a "list of grievances" similar to the "bill of prices" used by unionists in the mid-nineteenth century, negotiated with management, and agreed to call off the strike after management granted most of their demands. If we look at the early IWW's constitution, we find it didn't explicitly ban contracts by name. What it said was:

Any agreement entered into between the members of any Union, or organization, and their employers, as a final settlement of any difficulty or trouble which may occur between them, shall not be considered valid or binding until the same shall have the approval of the General Executive Board of the Industrial Workers of the World.

No Union of the General Organization, Industrial Department, or Industrial Union of the I. W. W. shall enter into any contract with an individual or corporation of employers binding the members to any of the following conditions:

(a) Any agreement wherein any specified length of time is mentioned for the continuance of the said agreement.

(b) Any agreement wherein the membership is bound to give notice before making demands affecting hours, wages or shop conditions.

(c) Any agreement wherein it is specified that the members shall work only for employers who belong to an association of the employers.

(d) Any agreement that proposes to regulate the selling price of the product they are employed in making.

(e) No Industrial Union or any part of the Industrial Workers of the World shall enter into any agreement with any Labor Organization.

This section was removed in the late 1930s, except for the requirement for GEB approval, which was not removed until the 1940s. Histories of the IWW generally label this removal as the IWW signing contracts for the first time. It appears that by "contract" Bill Haywood and others who claimed that the IWW did not sign contracts meant an agreement that violated any of these five conditions, not any agreement in the broadest sense of that term.

The Knights of Labor's arbitration agreements would have been contracts in this sense because they violated part (b) by permanently forbidding strikes, although they did not violate part (a). The AFL's trade agreements violated both (a) and (b), and in some cases other clauses. The UMWA's contracts establishing a coal cartel additionally violated part (d); those contracts may be why early Wobblies included part (d). If merely getting things in writing counts as a union contract, the earlier "bill of prices" used by some unions before the Civil War would count as the first contracts. However, they were not contracts in the sense that the IWW opposed because they did not violate any of these stipulations, and because the early IWW itself issued similar documents. Therefore the first contracts, in the sense of contracts that the early IWW opposed, were invented by the Knights of Labor in order to abolish strikes.

Over the course of the twentieth-century, employers and/or the state in most countries eventually adopted measures designed to co-opt and control labor unions, abandoning older, more violent strategies designed to suppress unions. They used co-opted unions to maintain control over their workforce, and sought to marginalize radical unions that refused to cooperate in this process. In some countries this took the form of works councils or state subsidies for labor unions, but in the United States it took the form of workplace contractualism, because that was the form moderate labor unions invented and preferred. The process of co-opting unions was not entirely one-sided; employers had to make significant concessions to moderate union leaders to get them to cooperate and those concessions affected the structure of labor relations. Since the rise of neoliberalism forty years ago, employers have abandoned this strategy in most of the world, adopting alternative methods to discipline their workforce. The paucity of labor unrest has made working with moderate labor unions no longer an attractive option for most of the employing class. The origins of union contracts in restraining strikes, and the extensive history of employers using contracts to control workers, should make those of us who would like to revive labor unrest cautious about reviving contracts - or oppose it altogether.
