A Feature, Not a Bug: How Henry Kissinger is a Symbol of a Broader American Imperial Rot

As legendary English metal band Iron Maiden sang in a 1988 track, “Only the good die young. All the evil seem to live forever.” Enter Henry Kissinger.

On May 27th, 2023, the former Secretary of State and National Security Advisor turned 100 years old. As Kissinger begins his second century on this planet, he remains a beloved figure within America’s political class. His multiple birthday parties were attended by many A-listers including Democrats John Kerry and Michael Bloomberg, and Republican James Baker. Yes, the elite outpouring for Dr. K — as Kissinger is affectionately known in establishment circles — is a bipartisan affair. But the exploited and colonized masses hold a much different view of the so-called diplomat.

Across the Third World, Kissinger’s legacy is that of a heartless war criminal. In the Nixon administration, Kissinger supported some of the world’s most brutal right-wing regimes in places like Argentina and Chile. He also greenlighted mass slaughters of Bangladeshis and the Timorese.

In a groundbreaking piece for The Intercept, Nick Turse analyzes formerly classified documents to uncover mass killings of Cambodian civilians during the Nixon era. Transcripts of calls unearthed by Turse prove Kissinger’s direct role in these massacres. In one particularly ominous phone conversation, Kissinger ordered a general to kill “anything that moves” with “anything that flies.”

This savage commitment to expanding American hegemony at all costs has left an indelible mark. Kissinger’s ideology is now a feature — not a bug — of the United States foreign policy establishment. So much so, in fact, that many of his diplomatic successors are even more extreme than him.


Revitalizing Empire

Henry Kissinger emerged at a time of mounting skepticisim toward American empire and the institutions that uphold it. In 1975, the Senate almost unanimously approved the creation of the bipartisan Church Committee — a body investigating security state abuses. At the same time, the Republican Party was home to the late Representative Paul Findley. The congressman from Illinois was fiercely pro-Palestine and anti-war. Findley couldn’t exist in today’s radicalized GOP, where support for Israeli apartheid and the war machine are prerequisites for membership.

Kissinger, alongside other odious characters like the Dulles brothers, represented a backlash to these currents. Dr. K was a staunch cold warrior. He believed strongly in using American military might to eliminate communism and defend corporate profitability at all costs.

And he found ideological allies in the Central Intelligence Agency (CIA). The agency’s upper echelons were full of anti-communist stalwarts and other extremist elements. As Stephen Kinzer writes in Overthrow, leaders of the CIA outright dismissed anything that might interfere with the aims of American multinationals.

While occupying America’s most powerful diplomatic posts, Kissinger was a steward of this tendency. In fact, he accelerated and intensified some of the worst pattens already bubbling within the security state. While preaching diplomacy publicly, Kissinger showed an unnerving stomach for bombings and the so-called collateral damage they caused. This earned him favor among the morally bankrupt conservative and liberal elite. In 1973, they awarded Kissinger the Nobel Peace Prize despite him never meeting a war he did not like.

This underscores a reality that is fundamental to understanding Kissinger’s place in history. While Dr. K was a reaction to some currents within the American foreign policy scene, he was an intensification of others. In this sense, Kissinger was no anomaly. So much of the political establishment agreed with his ideas and participated in their implementation.


American Imperialism As a Bipartisan Project

After Nixon resigned in disgrace, and Gerald Ford lost the 1976 election, it became clear Kissinger had made an impression. On January 1st, 1977, Democratic President Jimmy Carter took office. Despite not occupying a spot in the opposition party’s new administration, Kissinger’s foreign policy proceeded apace. Carter even appointed Zbigniew Brzezinski — a sort of Democratic Kissinger — to be his Secretary of Defense.

Together, Carter and Brzezinski instituted policies Kissinger would have been proud of — and probably was. The duo funded the Mujahideen — and, by extension, Osama bin Laden — to fight the Soviets in Afghanistan. Anti-communism was the overriding imperative, even if it involved supporting theocratic armies who threw acid on women learning to read.

But the Carter administration was short-lived. The Georgia native lost the 1980 election to Ronald Reagan. But, while Carter and Brzezinski left office, Kissinger’s legacy most certainly did not.
The hard-right Reagan personified authoritarianism, neoliberalism, and American exceptionalism on steroids. While he claimed to want dialogue with the Soviets, Reagan funded extreme anti-communist groups throughout Central America. He also invaded Grenada and toppled its government following the country’s socialist revolution.

Kissinger’s imperial fervor continued into the Clinton years. The Democratic administration of the 1990s subjected Iraq to a brutal sanctions regime, killing thousands of Iraqis through deprivation. Clinton also opted to continue the Cuban embargo, which remains in place to this day.

After Clinton came George W. Bush, whose War on Terror exemplified the Kissinger protocol: non-stop intervention and destabilization with overtures to diplomacy and the proliferation of rights and freedom. Obama then advanced this protocol further still, albeit less intensely, but was nonetheless very much beholden to military intervention. He punished the Middle East in particular with drone strikes, sanctions, and alliances with Islamic militants and the Israeli state. Not to mention that fact that Obama turned a blind eye to Saudi war crimes against innocent Yemeni civilians.

Essentially, Kissinger’s views carried forth in spirit with every subsequent administration. Ironically, too, the “Kissinger effect” has led to elements within the foreign policy establishment becoming even more radicalized than him. Contemporary US-China relations provides seemingly endless examples of this.

Both Biden and Trump officials often signal their willingness to rachet tensions with China. Mike Pompeo, who Trump appointed to head the CIA and State Department, claims Xi Jinping seeks world domination. The current Secretary of State Antony Blinken has voiced similar sentiments. During his confirmation hearing, Blinken told the Senate that “China posed the most significant challenge… of any nation.” He has also accused the country of “crimes against humanity,” “genocide,” “repression,” and “crackdown[s] of basic rights.”

Kissinger sounds dovish by comparison. In a recent interview with The Economist, he stressed the importance of maintaining friendly US-China relations. Kissinger also poured cold water on some of the more gauche sinophobic hysterics. He insists Xi Jinping is not the next Hitler and that China has no plans of world domination. According to Kissinger, the Asian powerhouse does not even seek to impose its culture abroad.

In the end, Henry Kissinger must face justice. But we should aso view him as part of a broader network of war criminals. And that network is both continually expanding and a revolving door. Recently, President Joe Biden nominated Elliot Abrams — a man notorious for atrocities in Central America — to a federal diplomacy commission. Biden’s predecessor Donald Trump had made Abrams his Special Representative for Iran and Venezuela.

Those serious about overturning American imperium must address Kissinger and the forces beyond him — many of which he has inspired. True justice for the victims of United States foreign policy means nothing short of wholesale change to the entire apparatus. It is not just about punishing Kissinger but also stopping future Kissingers from ascending to power and harming more innocents.

This is a daunting task. United States progressives are already struggling to confront domestic issues, let alone global ones. Still, the task remains. To create a free and friendly world for the working class and the oppressed globally, the American empire must crumble. Its Kissingers must fall. While Dr. K may celebrate another birthday soon enough, it’s our responsibility to create a landscape that celebrates humanity instead.

Why Is Lula’s Government Environmentally Ambiguous?

On January 1st, 2023, when Luiz Inácio Lula da Silva walked up the ramp of the presidential palace to begin his third term as President of Brazil, he was accompanied by eight people who represented the diversity of the country's population. Among them was Raoni Metuktire, chief and spokesperson of the Mẽbêngôkre people of Northern Brazil (popularly known as “Kayapó”), who achieved international fame in 1989, when rockstar Sting took him on a world tour in defense of the Amazon rainforest.

The display of diversity was a response to four years of a far-right, nationalist government that trampled over the rights of women, the LGBTQIA+ community, and indigenous peoples especially. The new government began in a context of shock, in the country and abroad, over former president Jair Bolsonaro's open support of illegal miners who invaded the lands of the Yanomami people in the Amazon, poisoned their streams with mercury, and suppressed any attempt at resistance. The federal government knew about the spread of famine and diseases among the Yanomami and openly chose not to act.

For many on the Left, seeing Lula and Raoni hold hands brought hope. First and foremost, it felt like a whiff of reconciliation, after approximately ten years of estrangement. Like other social movements, indigenous rights activists felt that the Brazilian Left had betrayed them and given its support to the old hegemonic project of occupying the Amazon through cattle rearing, mining, and building inefficient and expensive hydroelectric power plants. On the other hand, Lula's first stint as President (2003-2010) was successful in reducing Amazon deforestation, especially after worrisome data presented in 2002 revealed that deforestation had cleared over 28,000 square kilometers.

Largely due to the efforts of the Minister of Environment, activist Marina Silva, deforestation fell continuously until 2011 — three years after she left her post. The government also, in accordance with the 1988 Constitution, helped restore the rights of indigenous Brazilians over their historical lands. The military reacted grudgingly, alleging that this would undermine national sovereignty. The agribusiness sector, who had their eyes on large tracts of land in the region, in turn responded by creating a "milestone thesis," according to which only the lands indeed occupied by indigenous groups in 1988 should be recognized. The Supreme Court is yet to judge the validity of this thesis.

The same period was nonetheless a time when a series of ambitious engineering projects in the Amazon, first developed as part of a national-developmentalist ideology held by the military dictatorship in the 1970s, were put forward, so as to favor a handful of monopolistic companies and the advance of agribusiness. Among these projects, the Belo Monte dam, built between 2010 and 2016 at an estimated cost of 40 billion Brazilian reals (roughly $8 billion), is probably the most well-known and also the most deleterious. Against continuous and vocal opposition from environmentalists and indigenous activists, these projects were accelerated under Lula's successor, Dilma Rousseff (2011-2016), also from the Workers' Party. Around 2012 or 2013, the president of the Workers' Party, Gleisi Hoffman, who still occupies that post today, referred to the indigenous and environmental activists who were fighting against Belo Monte as “minorities with unrealistic ideological projects.”

Representatives of agribusiness progressively assumed key positions in Rousseff's government. This culminated in the appointment of a landowner, Senator Kátia Abreu, as Minister of Agriculture in 2015. Abreu, who owns multiple large farms in the central plains of Brazil, was by then already known to her critics as "Miss Deforestation," with Greenpeace and other NGOs awarding her a satirical golden chainsaw trophy in 2009. In 2013, during a cattle auction aimed at raising funds for the expansion of what was dubbed “private security” for farmers, meaning armed groups historically known for massacres of the local indigenous and landless peoples, she echoed the Wannsee Conference by promising to find a solution to “the indigenous question.” The episode is portrayed in detail in the film Martírio, directed by Vincent Carelli.

Unsurprisingly, soy producers interpreted Abreu’s appointment as free rein to invade Guarani-Kaiowá lands in the Center-Western state of Mato Grosso do Sul. They proceeded accordingly, engaging in their usual displays of gun violence and neglect of indigenous health tantamount to biological warfare. It is remarkable how these tactics mirror those of the colonizers from centuries past. Since the 16th century, land grabbers eliminated indigenous settlements by distributing clothes and toys infected with smallpox and other diseases.

The anti-environmental policies culminating in the construction of Belo Monte distanced much of the Left from what was still, by far, Brazil’s leading popular party. Marina Silva, who quit as Minister of the Environment in 2008, ran for president against Rousseff in 2010 and 2014. In the latter occasion, she nearly made it to the runoff election, but was held back to a large extent by a smear campaign conducted by her former party companions. She reacted by announcing her support for the right-wing candidate, Aécio Neves, in a move that might have cost her most of her political capital.

And yet, after the traumatic experience of the far Right in office, Silva and Lula were reunited. That was not all. Raoni's presence in Brasília, the capital, expressed the new government's commitment to advance indigenous leadership. The administration also created a new ministry specifically designed to advance indigenous land claims, directed by activist Sonia Guajajara. The Federal Police, for years complicit in the crimes of landowners and illegal miners, resumed their operations, destroying equipment and removing invaders, aided by the national Institute of Environment and Renewable Natural Resources (Ibama).

One might expect Lula’s administration to further reconcile with the indigenous community by abandoning big engineering projects and fighting agribusiness. They appeared to be starting these efforts in November, when President Lula attended the COP27 meeting in Egypt and declared that “Brazil is back.” He also brokered the return of German, Norwegian, British, and American investment in the Amazon Fund, which was created in 2008 under the management of the Brazilian National Development Bank (BNDES) to prevent deforestation and foster sustainable economic activities. The government's stated environmental goals involve reducing deforestation in the Amazon to zero, eliminating land conflicts, and rewriting the tax code to favor sustainable development.

This is where the picture begins to blur. The powerful landowners of the soy-exporting Central-West region have long pushed for the construction of a 580-mile long railway named “Ferrogrão,” which loosely translates to “grain rail.” It would cut through the Amazon rainforest, including protected areas like the Jamanxim National Park, slashing the cost and time of transporting the soybeans to the northern port of Belém. Another controversial project would allow for oil extraction in the “Equatorial Margin,” in deep waters near the estuary of the Amazonas river.

In March, President Lula's transportation minister, Renan Filho, expressed support for Ferrogrão, arguing that it reduces carbon emissions relative to the current use of trucks. Also in March, the president of Petrobras, Brazil’s enormous state-owned oil company, told investors that the Equatorial Margin project is a priority, though still in an early stage. The company expects $3 billion in investment. Other projects, such as a high-speed passenger rail line in the Northeast region, put to the test a passage of Lula's victory speech from October 13th of last year:

“We will show that it is possible to generate wealth without destroying nature”.

It is not entirely unsurprising that Lula's government is sending contradictory signals, trying to balance the demands of traditional, conservative pressure groups with the aspirations of social movements. There are both objective and subjective reasons for the mixed message. Firstly, it is hard to overstate the political power of agribusiness in Brazil. While the country has undergone a violent process of deindustrialization since the 1980s, agricultural and mining exports have become a financial lifeline for national accounts. As the influence of the manufacturing sector waned, that of landowners expanded. Productivity gains owed to the national research agency Embrapa’s development of a resilient soybean variant adapted to the tropics has turned vast zones of the previously untouched West into a powerhouse of soy and cattle.

Secondly, oil drilling is one of the few remaining areas where Brazil still invests in cutting-edge industrial technology. Sidelining the oil sector might prove suicidal for a government that draws much of its support from trade unions, as the fossil fuel sector is a stronghold of unionization in a deindustrializing country. The government also envisages oil production as a guarantor of energy security, until renewables become the main source of energy — most notably, biofuels and wind power in the Northeast.

Keep in mind that Lula's political profile has always been far from the radical leftist that both his conservative detractors and many of his left-wing supporters, in Brazil and abroad, tend to see. It would be kitsch, but not amiss, to describe him as a master of conciliation. As a union leader in the late 1970s, he excelled at negotiating deals between workers and employers. This shaped his politics for years to come.

At the negotiating table, Lula’s ultimate goal is always to reach a stable agreement. He has never been confrontational and is certainly not a revolutionary. While this attitude can certainly be criticized and faces the obvious limitation of objective conditions, recall that his much more confrontational successor, Dilma Rousseff, was sacked. This contrast should be read as an indication of what Lula's political ability, as one of the most important left-wing leaders alive, actually consists of. With his grasp of the stakes and possibilities of Brazilian politics, he acts as a manager of conflicts, identifying where advancement is and isn’t possible — frustrating as this might be for his grassroots diehards.

Beyond the individual figure of Lula, the ambiguity of the Workers' Party's record on indigenous rights and environmental policy offers a glimpse of the high political stakes in Brazil, a continent-sized country that houses half of the largest rainforest in the world and — at the same time — is one of the widest frontiers of agricultural expansion today. The interplay of political pressure and economic power from both sides of the dispute exposes the aporias and contradictions of 21st-century capitalism with unusual clarity.

To understand how the conflict plays out in Brazil today, look to the government. One expression of Lula's notorious ability for compromise and conciliation is his capacity to translate social conflicts into internal disputes between his ministers. This was the case between 2003 and 2010, and is now happening again. But is it possible to be a conciliatory leader in a country that derives much of its resources from predatory activities and still deliver on your promises to the environment and indigenous peoples?

That tension led to a rift which broke out in May of this year, when Ibama denied Petrobras the right to proceed with studies about the viability and safety of oil extraction from the Equatorial Margin, citing technical inconsistencies in the company's project. Petrobras' president, Jean Paul Prates, who is also a senator from the Workers' Party, regretted the loss of a “golden opportunity” to develop the Northern state of Amapá. The episode shows that, even within the government and the Left in general, many still consider fossil fuels a source of economic progress and think of environmentalism as a hurdle. Petrobras later announced it would revise its application, allegedly addressing the issues raised by Ibama.

All of this took place while Lula was attending the G7 meeting in Japan. Without mentioning the crisis among his supporters, the President structured his speech, given in Kyoto on May 19th, around the problems of oil dependency, war, and climate change. Here is the opening sentence:

“When G7 was created, in 1975, the main global crisis revolved around oil. Forty-eight years later, the world still has not managed to get rid of its dependency on fossil fuels.”

His main point was to rehash the demand presented last year at COP27: that the wealthiest countries should make good on their pledge, first expressed in 2009, to allocate $100 billion to climate action every year. To his domestic audience, in contrast, Lula tweeted allusively about "clean jobs" and "exploiting the Amazon's diversity" so that the region's 28 million people can "work and eat." The tweet was a masterpiece of ambiguity, sounding like a diplomatic dispatch in its capacity to express nothing at all.

This was not the end of the story. On May 24th, Congress took two worrisome steps that many on the Left interpreted as capitulation, especially since the government presented little to no resistance. First, a commission approved an interim measure that, if carried out, would force changes in the structure of government, removing important agencies from the Environment, Agrarian Development and Indigenous Peoples ministries, such as the registry of rural properties, the administration of water resources, and the demarcation of indigenous lands. These agencies would be reassigned to ministries where the bureaucracy is controlled by the agribusiness sector, such as the agriculture ministry.

Later that day, the speaker of the Chamber of Deputies, Arthur Lira, passed a resolution that accelerated a vote about the milestone thesis, in such a way that NGOs, social movements and indigenous organizations would not have time to mount significant protests that have so far prevented the project from advancing. By voting on May 30th, Lira would also get ahead of the Supreme Court, who scheduled their own vote on the constitutionality of the rule for June 7th. A previous favorable decision by the House might predispose the Justices.

While these moves were a clear show of how powerful the agribusiness caucus remains, the episode as a whole elicited a swift response from civil society and Silva. The Minister made a speech warning of possible international backlash to the impending environmental destruction. She acknowledged that the country is going through a "difficult moment." Nevertheless, she promised resistance, saying that "good trees grow with stronger winds." Lula, in turn, tried to project calmness by saying — during an event at the Manufacturing Federation of São Paulo — that the political game was only just beginning. Subsequently, he summoned the ministers of the areas concerned for an emergency meeting.

It is hard to predict where these various conflicts are heading. But it is significant that the President has consistently stood by his environmental minister in both disputes. While it might be premature to declare that these episodes will result in victories for Silva, they certainly do not yet represent the defeat many on the Left are seeing.

It is worthwhile to contrast this episode to 2008, when — as Minister of the Environment — Silva lost a similar battle, which turned out to be consequential. Back then, Lula chose to side with Rousseff, the Minister of Mines and Energy at the time, by opting to proceed with the construction of the Belo Monte dam. The defeat led Silva, who was still a member of the Workers' Party, to leave for the Green Party and also resign from her post.

After 15 years, Silva’s position appears to be stronger. What’s changed? The answer may lie in the forces Silva brings with her into the government and, as a consequence, into its internal disputes. Silva's reconciliation with Lula represents a tentative alliance between the Workers’ Party and the emerging subset of “green capitalism,” backed by a powerful faction of the financial and corporate sector.

The emergence of green capitalism created a significant fault line within capital itself. While fossil fuels had become somewhat disgraced — at least until the beginning of the Russo-Ukrainian conflict —, “green” or “sustainable” capitalism has presented itself as the sole alternative to the archaic, unproductive model of extractivism and commodity export to which Brazil reverted in the last four decades.

More recently, development projects promising to boost the economy without destroying the Amazon have come to the fore. These projects hope to multiply the yields and jobs in the Northern regions of the country, which would thus become the new epicenter of economic growth, estimated to account for approximately 14% of the Brazilian gross domestic product. The prospect of new fields for investment with potentially high returns has attracted the attention of corporate and financial leaders from the more developed Southeast region of the country, particularly the two biggest cities and main financial centers, São Paulo and Rio de Janeiro. 

Brands such as Natura (cosmetics) and Raízen (biofuels) have become household names, brandishing their fame as sustainable and green. The owners of these companies, as well as bankers like Maria Alice Setúbal (Itaú bank) and the orthodox economist Eduardo Giannetti, have become Silva's main interlocutors in the last decade and helped create her party, Rede Sustentabilidade. When Lula and Silva joined forces in the presidential campaign last year, these actors were brought closer to the Workers' Party, to whom they are in principle hardly sympathetic.

For Lula, the most important gain lies in recovering part of the capitalist sector’s support, which was entirely lost after the chaotic economy of the Rousseff years. At least some of this has already taken place. In the 2018 election, big money in Brazil sided overwhelmingly with the far Right to elect Bolsonaro. In 2022, the divide was less clear-cut, with many representatives of the economic elite in São Paulo declaring their support for democracy in the abstract and occasionally for Lula explicitly.

If this is so, then the President is currently trying to accommodate not two, but three social forces. Within the capitalist setting, he has to mediate the tug of war between two forms of exploitation of the land: the nearly monocultural soy and meat complex on one hand and the technology- and capital-intensive bioeconomic project on the other. This is the local form of the global impasse of demanding to divest from fossil fuels while upholding an energy-intensive lifestyle based on growth and consumption.

It is hard to assess how much of this conflict is merely superficial, as major investors have no scruples in investing on both sides. It is also unclear to what extent we are looking at an attempt to greenwash capital as a whole. We should not forget that even the cleanest of large-scale economic activities must rely on such industries as lithium, cobalt, and rare-earth mining, or palm tree plantations, where working conditions are often degrading and the environmental record is hardly better than that of the fossil fuel industry.

Which brings us to the third actor: civil society, particularly social mobilization and environmental activism. With the aforementioned vectors of capitalism as a background, what strength do these groups have to achieve their policy goals? So far, there are signs that they are more capable of achieving their aims today than they were two decades ago.

Even during the dark times of far-right government, yearly assemblies of indigenous nations in Brasília called “Acampamento Terra Livre” (Free Land Camp) helped to attract attention to their plight and might have been able to freeze the far Right's project to limit their land rights to the territories occupied in 1988 when the Constitution was adopted (after a particularly harsh period of expulsions and persecution during the dictatorship). But this does not mean that they are strong enough to push the government toward more aggressive action in their defense. In May, the agriculture minister Carlos Fávaro, himself a soy producer and representative of agribusiness, expressed sympathy for the "milestone thesis" in an interview and suggested that the President might also have a favorable view. 

Also, the Landless Workers Movement (MST), one of the most important social movements in Brazil pushing for land reform, has established itself as a relevant producer of food products — particularly organic ones. In March, after less than three months of the new Lula government, the leader of MST, João Pedro Stédile, declared that initiatives for land reform were “too slow” and that the movement would increase pressure on Brasília to secure more incentives for family agriculture and organic crops.

A wave of mobilization, including the occupation of unproductive properties, was planned for the following months. Needless to say, the MST is the most maligned entity among the Right, as it represents the opposite kind of occupation of the territory. In May, far-right Congresspeople approved the creation of a commission to investigate the movement, with accusations that go as far as terrorism.

It is no wonder that Raoni's presence next to Lula had such an impact on public opinion and foreign commenters. Yet, politically, the gesture was as pragmatic as ever. Nevertheless, the playing field has clearly changed, apparently in favor of the environment, even if one is justified in suspecting high levels of greenwashing.

If we recognize that the climate crisis runs as two parallel conflicts — one between two brands of capitalism and, the other, against capital itself — it is remarkable that Lula is once again internalizing both struggles in the structures of his government. While the fundamental ambiguity at the core of his politics remains untouched, it is permeable to outside pressure (ie, social struggle), the ultimate source of political change.

Introduction: The domestic right-wing counteroffensive

By the early 1970s, the global revolutionary tide of socialist and national liberation struggles was at its apex, and the tide was washing over the U.S., with expanding and increasingly militant social movements and political organizations. The beginning of “neoliberalism” was a domestic aspect of the coming global counterrevolution, which devastated the world for decades.

This article tells the story of how the right wing of the capitalist class came to drive a new set of reactionary Supreme Court rulings, government policies, and ideological battles against democracy and the basic democratic rights our class won and that the right wing soon started rolling back. A key figure in this anti-democratic turn was Lewis F. Powell Jr., a tobacco company executive turned Supreme Court Justice. In the transition between the two roles, he wrote his infamous “Powell Memo.”

In hindsight, the private memorandum Lewis F. Powell Jr. sent to the U.S. Chamber of Commerce on August 23, 1971—known as the “Powell Memo”—in many ways represents the inaugural moment in this counteroffensive. Titled, “Attack on American Free Enterprise System,” the Memo clearly expressed the sharpness of the class struggle at that time and encapsulated the capitalist class’ fear that they were losing the battles of ideas and the world. It undoubtedly laid the groundwork for some key components of U.S. imperialism’s new offensive against the global revolutionary upsurge that characterized the immediate post-World War II environment, an offensive that is still with us today.

Understanding the background, context, and content of the Memo helps us get a sense of the right-wing counteroffensive against domestic people’s movements. Powell eventually entered the Supreme Court and helped usher in a wave of reactionary rulings against the people and for corporate profits. Thus, while the exact impacts of the Memo are hard to ascertain, they eventually made their way into the law books, attacking affirmative action and establishing a theory of corporate speech and “personhood.” More immediately, after the Memo’s circulation, the Chamber of Commerce “expanded its base from around 60,000 firms in 1972 to over a quarter of a million ten years later,” spending almost $1 billion annually to promote their interests [1].

The ideological stakes at play in the Powell Memo

Powell wrote and sent the confidential memo at the request of one of his colleagues, Eugene B. Sydnor, Jr., who chaired the education committee of the U.S. Chamber of Commerce, for a high-level discussion with the Chamber’s Vice President Arch Booth the next day. The Chamber of Commerce is not, as the name might imply, a government agency, but is the largest private pro-business lobbying group in the country. Because the Memo was written for the capitalist class by one of their most fervent ideologues, it displays the fears and ambitions of the imperialists in the most blatant manner, revealing exactly how they speak to each other when they don’t have to feign decorum or decency, providing a glimpse into how much they feared progressive movements.

“No thoughtful person can question that the American economic system is under broad attack,” the Memo begins [2]. The problem is not so much with the usual suspects like “the Communists, New Leftists and other revolutionaries who would destroy the entire system, both political and economic.” Although such “extremists of the left” are growing in numbers, support, and legitimacy in unprecedented fashion, Powell continues, they are still relatively minor players on their own.

Powell’s primary fear was that revolutionaries, the usual suspects, were now influencing “perfectly respectable elements of society” such as “the college campus, the pulpit, the media, the intellectual and literary journals, the arts and sciences, and from politicians.” In essence, Powell expresses how the global tide of revolutionary and progressive struggles sweeping the world during that period were normalizing and popularizing radical political change and demands [3]. As he puts it, the issue is that respectable institutions like the campus were hijacked “by minorities” who “are the most articulate, the most vocal, the most prolific in their writing and speaking.”

Powell’s insistence on the influence of vocal minorities—a prelude of sorts to the “silent majority”—was more than just a rhetorical flourish. Although the “Marxist doctrine that the ‘capitalist’ countries are controlled by big business” had widespread currency at the time, for Powell, nothing could be further from the truth. Simply put, Powell’s memo claimed that in capitalist countries capitalists had no influence or control over the government or society. This ridiculous claim is phrased frankly:

“…as every business executive knows, few elements of American society today have as little influence in government as the American businessman, the corporation, or even the millions of corporate stockholders. If one doubts this, let him undertake the role of ‘lobbyist’ for the business point of view before Congressional committees. The same situation obtains in the legislative halls of most states and major cities.”

Powell goes further still, in a sentence that constructs the corporation not only as a person, but as a minority person in need of protection: “One does not exaggerate to say that, in terms of political influence with respect to the course of legislation and government action, the American business executive is truly the ‘forgotten man.’”

This dire situation, in which the very existence of capitalism and imperialism are at stake—claims that are, to say the least, exaggerated—calls for drastic and wide-ranging responses. To address the supposed exclusion of corporations in the U.S. government and the attack on the capitalist system, Powell included a vast list of recommendations for pursuing their ideological agenda, in which the Chamber of Commerce would play a central and organizing role. Powell’s upbringing and professional career account for his deep concern for the position of the corporation in U.S. society and politics.

Powell: A fighter for “oppressed” tobacco companies

With a family lineage traced back to “one of the original Jamestown settlers,” Powell graduated from an elite prep school, McGuire’s University School in Richmond, Virginia in 1925 [4]. From there, he ascended the ranks of the political elite, earning a Master of Laws degree from Harvard Law School in 1932 before returning to Virginia and starting a long career with a Richmond law firm. After a brief stint as an intelligence officer in the Army, Powell integrated himself into Virginia’s political scene and rose through the ranks of the American Bar Association, becoming the ABA’s president in 1965.

Powell served on over a dozen boards, including the Colonial Williamsburg Museum and, most pertinently, the tobacco giant Philip Morris. Powell joined Philip Morris’ Board of Directors in 1964 at a time when, historian Jeffrey Clements notes, “the corporation sought to mitigate the US Surgeon General’s report about the grave dangers of smoking” [5].

When he penned his infamous memo, Powell was in the trenches defending Philip Morris and other tobacco corporations through their lobbying group, the now-discredited Tobacco Institute. He was also busy defending big tobacco when Richard Nixon asked him to serve on the Supreme Court in 1971 (although his appointment went into effect in 1972).

During his tenure at the Tobacco Institute, he fought against the “radicals” and liberals in public health and education who were increasingly sounding the alarm on the dangers of tobacco and nicotine addiction. In their 1967 annual report, issued on behalf of Powell and the rest of the Philip Morris board, they deplored how “unfortunately the positive benefits of smoking which are so widely acknowledged are largely ignored by many reports linking cigarettes and health, and little attention is paid to the scientific reports which are favorable to smoking” [6].

Powell was nothing if not a champion of free-enterprise, facts be damned.

The ideological counteroffensive

It’s not hard to draw the line between Powell’s defense of big tobacco and the broader capitalist system, on the one hand, and his derision of public health, education, and the public interest, on the other. For Powell, it was a small and logical step to move from attacking health researchers to attacking other “revolutionaries” and those they influenced in “respectable” places like universities.

In addressing “what can be done about the campus,” Powell outlines an array of tactics and strategies to beat back the insurgent student tide and revert educational institutions away from  critical inquiry. He called for the Chamber of Commerce to establish a cadre of “highly qualified” pro-capitalist scholars, a full-time paid staff of speakers, and a Speaker’s Bureau that would advocate for capitalists.

The Chamber’s “faculty of scholars” should be given “incentives” to publish prolifically in scholarly journals because “one of the keys to the success of the liberal and leftist faculty members has been their passion for ‘publication’ and ‘lecturing.’” Powell wasn’t concerned with the number of leftist faculty per se, and his memo only cited one by name: Herbert Marcuse, one of the few remaining critical theorists who remained committed to organizing and who supervised, among other important revolutionaries (and against the advice of his colleagues), the doctoral work of Angela Davis [7].

Those like Marcuse “need not be in a majority” because “they are stimulating teachers… prolific writers and lecturers,” according to Powell [8]. In fact, “as his attention to charismatic teaching, textbooks, and other writings shows, Powell based his strategy for ideological warfare on the intellectual productivity that he observed among progressive thinkers” [9].

The historical context for Powell’s ire is instructive, as it was during this time that oppressed nationalities were forcing changes in hiring practices, curricular content, and even creating physical spaces dedicated to the study of radical politics and oppressed nationalities and successfully fighting for open admissions.

The militant organized movements of students, workers, Black people, Chicano people, women, the LGBTQ community, and others—many of whom were openly Marxists—forced open some space within universities and society, legitimizing their grievances, proposals, and knowledge [10]. Importantly, the demands of the student movements “were organized around the redistribution of outcomes in the university and in US society generally” [11]. They helped, in part, to fundamentally restructure what and whose knowledge counted by positioning oppressed groups as central knowledge producers.

Unable to captivate audiences with their ideas or teaching, Powell urged the Chamber to ensure capitalist ideologues would gain audiences on campus. He called on the Chamber to “insist upon equal time on the college speaking circuit” between critics and proponents of capitalist exploitation and oppression. Importantly, they must be “attractive, articulate and well-informed speakers” who “exert whatever degree of pressure—publicly and privately” to ensure equal speaking opportunities” [12].

Powell’s focus on “equal speaking opportunities” denies the larger political and historical context of the times, as if socialists and capitalists get equal time and space in the mainstream news outlets or corporate papers. At the same time, within the universities, they’re still mobilized to promote right-wing ideologues. Today, it’s clear to growing numbers of people in the U.S. that “freedom of speech” policies are intended to limit the dissemination of and engagement with revolutionary ideas.

The Supreme Court: Defending white supremacy and corporate speech

Powell’s disdain for revolutionaries wasn’t personal (or wasn’t primarily personal); it was political. Take, for example, his role in the 1978 Supreme Court case Regents of the University of California v. Bakke, a ruling that was a significant step on the way to undoing affirmative action. Although the ruling sustained affirmative action, it declared racial quotas for university admissions to be unconstitutional and, specifically, in violation of the Equal Protection Clause of the Fourteenth Amendment.

In his majority opinion, Powell claimed that “the United States had become a Nation of minorities” and the U.S. Constitution was meant “to overcome the prejudices not of a monolithic majority, but of a ‘majority’ composed of various minority groups” [13]. White people were, according to his ruling opinion and his own beliefs, minorities deserving protection [14].

In 1982, he issued the majority opinion in Central Hudson Gas & Electric Corporation v. Public Service Corporation of New York, declaring that private utility and energy corporations could, with the protection of the right-wing activist court, dominate the imaginary “marketplace of ideas.” The case revolved around the prohibition of energy corporations from promoting their services during and after the 1973 oil crisis. Powell’s opinion affirmed that corporate “expression not only serves the economic interest of the speaker, but also assists consumers and furthers the societal interest in the fullest possible dissemination of information.” The opinion “rejected the ‘highly paternalistic’ view that government has complete power to suppress or regulate commercial speech” [15].

With the backing of a new barrage of pro-capitalist think tanks and institutes, Powell led the Supreme Court on a pro-corporate rampage that was based on an illegitimate precedent. As discussed in the Liberation School article on Santa Clara County v. Southern Pacific Railroad Company, the 1886 Supreme Court case has been falsely interpreted as setting the “precedent” for corporate personhood [16]. The case did not rule on the question of corporate personhood. Rather, a statement on corporate personhood was included in a headnote added to the case. Headnotes are not legally binding and therefore do not impact the establishment of legal precedent.

Nevertheless, the same year that Powell led the court to undo affirmative action in the Regents of the University of California, he also established “corporate speech” as protected under the First Amendment. That case, First National Bank of Boston v. Bellotti, for the first time held that corporations are protected by the First Amendment and therefore are entitled to “free speech.” Powell delivered the majority opinion in the case, stating “the Court has not identified a separate source for the right when it has been asserted by corporations.” In the footnote accompanying the statement, he claims that “it has been settled for almost a century that corporations are persons within the meaning of the Fourteenth Amendment,” incorrectly citing Santa Clara as legal precedent [17].

With Powell’s new theory of corporate speech, “the Court struck down law after law in which the states and Congress sought to balance corporate power with the public interest” [18].

Conclusion: The struggle for socialism and liberation today

Powell’s Memo and interventions in the Supreme Court were part of an overall strategy to defeat or at least de-radicalize the revolutionary movements of the time, especially the radical transformations they achieved in education. A central element in the capitalist state, education always plays an important role in the class struggle, as it is a primary place where we form our ideology or worldview, whether we know it or not.

The struggle wasn’t—and isn’t—confined to the university, and in fact, its radical edge comes from its ability to link the university to broader social struggles, from anti-imperialism and socialism to anti-racism and sexism, then and now. As the Powell Memo shows, for the ruling class at the time, the balance of forces tipped too far toward the exploited and oppressed. In response, the capitalists launched a virulent counteroffensive in all areas of society, and Powell, his role on the Supreme Court, and his Memo were integral parts of this reactionary wave we need to, and will, push back.

Biden/Harris: Climate Hypocrites

On Thursday, January 12th, Vice President Kamala Harris visited the University of Michigan’s Rackham Auditorium for a conversation on her administration’s “commitment to tackle our climate crisis.” The event specifics were largely concealed in the runup, with the university not confirming the exact time and location until the day before. Local news even hesitated to cover the proceedings until after their conclusion.

When coverage did break, however, its tune was unmistakably celebratory. The Michigan Daily, for example, highlighted the vice president’s nods to intersectionality while discussing environmental justice. This point and others apparently resonated, as MLive reported that the audience “embraced… Harris’[s] call for urgent climate action.”

But that call rings utterly hollow upon closer examination. When it comes to environmental issues, the Biden-Harris administration’s hypocrisy seemingly knows no bounds. They claim to care about climate change, yet fund and diplomatically support Israel — an apartheid regime infamous for, among other things, gross acts of environmental devastation.

Students Allied for Freedom and Equality (SAFE) — the University of Michigan’s Students for Justice in Palestine chapter — highlighted this contradiction. The group organized a large demonstration outside of Rackham during Harris’s event. Speeches and chants recounted Israel’s horrid environmental record.

The country has a monstrous ecological footprint, making it one of the most unsustainable places on Earth. Israel’s nominally high levels of development — which are themselves built on colonialism — appear rather unimpressive when adjusted for ecological overshoot. It ranks well within the bottom quintile of the Sustainable Development Index. Even the United Kingdom looks green by comparison.

These statistics, though jarring, still do not fully capture the extent of Israel’s environmental destruction. Israeli authorities have “uprooted hundreds of thousands of trees to date, including olive, citrus, date, and banana.” They also regularly pollute Palestinian resources. This takes multiple forms. Not only does Israel knowingly use pesticides that contaminate the soil and harm various bird species, but the country is also notorious for poisoning freshwater reserves. Israeli settlements in particular are prominent sites of toxic dumping. As if that wasn’t enough, Israel consistently denies Palestinians access to sources of renewable energy, preventing the people they colonize from developing more sustainably.

Despite these undeniable facts, Israel goes to great lengths to cultivate an environmentalist image for itself. Against all available evidence, Israeli state officials frequently tout the country’s commitment to green ideals. This “greenwashing” is nothing more than a shoddy attempt to obscure Israeli crimes.

During their demonstration, SAFE called attention to this brutal reality. Above all, the group’s direct action made one thing crystal clear: true environmental consciousness necessitates absolute opposition to Israeli apartheid. Any project that aims to green the world while presupposing the validity of Zionism is not only incoherent but doomed. Until political leaders like Kamala Harris take heed, the discountenanced masses will continue to air their grievances and foment unrest.

Two Years Since George Floyd’s Death, Has Anything Changed in the U.S.?

Police officer Derek Chauvin killed George Floyd on May 25, 2020, shocking the consciousness of the entire United States. On May 25 of this year, President Joe Biden announced that he will instate an executive order which is a watered-down version of a police reform proposal that previously failed to pass in the Senate. The failed proposal would have altered “qualified immunity”, a doctrine that makes it difficult to sue government officials, including police. The proposal would have kept the doctrine intact for individual officers, but made it easier for police brutality victims to sue officers or municipalities. 

This new executive order would merely create a national registry of officers fired for misconduct, in addition to directing federal agencies to revise use-of-force policies, encouraging state and local police to tighten restrictions on chokeholds and no-knock warrants, restrict the transfer of most military equipment to law enforcement agencies, as reported by the New York Times

The real concern for activists and those who are targeted by police is primarily the police who are still on the job, and may have several complaints against them for violence already. This was the case with Chauvin, who had used excessive force in six previous arrests. Even of the officers who are fired for misconduct, of which there are few compared to the massive number of victims killed by police, nearly 25% are reinstated because of police union-mandated appeals. 

Government officials are not responding with the seriousness compared to the intensity of the crisis of police violence that plagues the United States. This is especially true in light of the radical demands generated by the mass movement which followed the death of George Floyd. Some of the most popular were: end police brutality, jail killer cops, and defund the police. This movement shifted the mainstream language on police violence, which had originally placed the blame on individual cops or “bad apples”, to include more discussion of systemic, institutionalized racism. 

“Even though you had the largest social uprising that had ever hit the country, in terms of numbers of people actually hitting the streets, you’ve seen no substantive reforms to address the issues, even in a small way regarding racism and bias in policing,” socialist organizer and journalist Eugene Puryear told Peoples Dispatch, speaking of the 2020 anti-racist uprising. Polls estimate that between 15 and 26 million were out on the streets, making these uprisings the largest protests in US history.

Movement demands

The movement shouted “Jail killer cops!” and “End police brutality!” in the streets, but the state has fallen short on delivering these demands. 

There was no reduction in police killings in the US from 2020 to 2021, according to data compiled by the website Mapping Police Violence. Police killed 1,145 people in 2021, 12 more than in 2020, and 16 more Black people specifically. 

2021 was marked by landmark trials that broke the paradigm of convictions for vigilante and police killings of Black people. The most notable example is Derek Chauvin’s guilty-on-all-counts verdict, for which he was sentenced to a historic 22.5 years. 

However, there was also no notable spike in the number of convictions and sentencing in general of police officers, although there is some evidence that public outrage does generate results. Of the 1,145 police killings in 2021, only two have resulted in convictions thus far. One of them is the trial of Kim Potter, whose murder of Daunte Wright made headlines when she gunned down the 20-year-old Black father 10 miles from where Chauvin was standing trial at the time.

A notable setback, however, was the not-guilty verdict for the killer of Breonna Taylor, Brett Hankinson, who, alongside other officers, killed Breonna by firing 16 rounds into Taylor’s apartment during a raid while she was sleeping. Hankinson was never even on trial for the killing of Taylor. In fact, the officers responsible have faced no criminal charges at all for her death. Hankinson was on trial for “wanton reckless endangerment” for firing ten shots through a wall into Taylor’s neighbor’s apartment. Even for this, he was found not-guilty on May 3 of this year. “Thank you Jesus!” tweeted John Mattingly, another officer involved in Taylor’s murder.

Were the police ever defunded?

“One of the things that was the most notable in the context of the George Floyd uprising, and the rise of the slogan ‘defund the police’, it went beyond simply the issue of police brutality,” Puryear told Peoples Dispatch. “It was connecting at a deeper level, the reality of white supremacy in causing oppression for Black Americans across almost every single social sphere that exists, policing being one of the most egregious examples of this racism and this discrimination and the xenophobia that’s directed towards Black Americans.”

“Defund the police” was indeed a radical slogan in a country in which police budgets as a share of general city expenditures have only increased since the 1970s. These budgets followed the trend of the rise in incarceration, both of which were part of the “war on crime” era of racist policing and incarceration that served to suppress 1960s and 70s Black rebellion. 

As a result, police budgets in the United States are some of the largest in the world, especially compared to underfunded schools and social services. According to a study, schools in the US are short of funding by nearly $150 billion every year. Meanwhile, in a city like New York, the annual police budget is over $10 billion. If the New York Police Department (NYPD) were a military, it would be one of the world’s most well-funded. 

Did city governments ever respond to demands and defund the police? Generally, the answer is no. While the 50 largest cities reduced their police budgets by 5.2% in aggregate, police spending as a share of general spending rose slightly from 13.6% to 13.7%. Many of the budget reductions that did occur were a result of larger pandemic cuts, in which other parts of the city budgets were also reduced. 26 out of 50 major cities actually increased their police budgets.

These numbers are the material reality, but in the full swing of the uprisings, city governments were making lofty promises to their people, who were marching outraged in the streets. In June of 2020, a veto-proof majority of city council members in Minneapolis, where George Floyd was killed, promised to dismantle the police entirely. But when it came time to deliver on these demands, city council members backtracked, claiming that the pledge was “in spirit” or “up to interpretation”. In the end, the city did not dismantle their police force. However, they did end up reducing the police department’s ability to spend overtime and began sending mental health and medical professionals instead of police to respond to emergencies. Activists also won a $8 million cut from the city’s police budget. 

Some city officials resorted to blatant deception, making it seem as if activists won demands when in reality, little had changed. In New York, for example, the mayor pledged to move $1 billion out of the massive NYPD budget. But even at the time of this pledge, activists and progressives were calling out the mayor for “just moving money around”. “Defunding police means defunding police,” said Representative Alexandria Ocasio-Cortez. “It does not mean budget tricks or funny math.” As described by a report authored by Andrea J. Ritchie and published by Interrupting Criminalization, the mayor claimed to have cut $300 million from the NYPD budget by moving police officers stations in schools out of the NYPD budget and into the Department of Education Budget. This was never a demand of the movement against police brutality, which has always agitated for “police free schools”. In the end, however, this $300 million was never even cut from the NYPD budget, while the Department of Education budget was actually defunded by over $780 million.

Were there any victories?

Although the post-2020 realities are disappointing for many, there were some notable victories. Some cities did in fact make major cuts, such as Austin, which cut a third of its police budget. And the uprisings did in fact halt the trend of ever-increasing police budgets that had existed since the “war on crime” began. Budgets did decrease across major cities, however minimally. 

According to Ritchie’s report, organizers shifted $840 million countrywide away from police forces, and secured $160 million for community services. Activists moved police out of schools, where they often generate more violence than they prevent. 25 cities canceled contracts with police departments operating in schools, saving a total of $35 million. Activists have also begun to demilitarize the highly militarized US police forces, winning bans on chemical/military-grade weapons in 6 cities and facial recognition in 4 cities.

But the key victory of 2020, argues Puryear, was the changing of mass consciousness. “The very fact that you could have a situation where a majority of people are recognizing the fact that there is racism, the fact that there is tremendous discrimination against black people in policing, in prisons and in the criminal legal system, and not have any change whatsoever, shows how intrinsic racism is to capitalism in the US context,” Puryear said. 

He continued, “[Those in power] actually cannot afford to eliminate these clear and obvious biases that exist. It’s essential to the social control of the black community, as a part of the broader efforts to super exploit black people, as it has been since the first slaves arrived here as a central pillar of the capitalist system. 

“It exposed once again the deep relationship between capitalism and racism, and the inability to overcome racism without overcoming capitalism. Because it isn’t just incidental, it isn’t a few bad apples, it isn’t just the attitudes of certain people, but it’s structural and it’s systemic in a way that can’t be changed by good intentions.”

Asylum As A Tool Of Exclusion

Asylum, on its face, would seem to be a word of welcome to those fleeing violence. In the US, its connotation within immigration law is tied to the acquisition of legal status, of the ability to remain, sheltered from the harm one is fleeing from. The oft-quoted lines of Emma Lazarus’s The New Colossus on the Statute of Liberty — “Give me your tired, your poor, Your huddled masses yearning to breathe free” —has been held out as an ode to this very idea of refuge, and of America’s greatness in the provision of it. But while both the word and its ideal may paint warm walls and windows where so many broken people can come to find safety, the US asylum system is far more like the rusted metal walls that protrude from the desert floor. The asylum system, far from being a means of protection for the many thousands displaced by capitalism’s global consequences, is but another tool of exclusion.

As is true in many other areas of immigration relief, the quantum of harm is often the starting point for any chance at success. In other words, the system creates a rather horrendous form of “incentive” if one dare call it that, where the more brutality and violence has suffered, the more compelling the case is. Asylum requires a particular brand of suffering to compel state actors to allow people some small reprieve from harm. To put it bluntly, the system considers some worthy of protection so long as it serves a particular political purpose, while others (even those that end in death) are not so fortunate. While the Trump era saw even this slim protection erode away, the asylum system has never been a boon to migrants. In fact, despite the appearance of an “impartial” judiciary that often decides asylum claims, from its very beginnings, US asylum and refugee protections were not open doors with humanitarian aims but political, exclusionary tools.

Authors Banks Miller et al. note in their work that asylum law is also rooted in material reality; i.e., capitalism shaped the contours of the law. In the US case, it was a tool to undermine the communist countries by focusing grants of asylum and refugee status on people from those nations. Far from being oriented around even vague humanitarian interests, it was instead fashioned as a political weapon. For example, during the Cold War, the US framed the vast majority of incoming Cubans as refugees but denied the same status to most Haitians who were oppressed by a series of brutal—but anti-communist—dictators. Even after the text of asylum law changed to reflect a more “egalitarian” framework, it simply painted over this reality. Reagan’s administration painted migrants from Central and South America, fleeing decades of US imperialist policy, as “economic” migrants, unworthy of asylum, while as noted above, those departing Cold War nations were far more likely to have their asylum cases approved. This is no less true today, with asylum seekers from China granted at a rate orders of magnitude greater than those from Mexico.

The misunderstood context of Lazarus’s poem itself is revealing. As Professor Walt Hunter notes, it emerged in the midst of the profoundly xenophobic and racist Chinese Exclusion Act and as the European powers were divvying up the African continent to colonize it. In that particular moment of capitalist geopolitics the lines emerged (contrary to their parroting in the mouth of neoliberal elite) that stand for something more than American exceptionalism--it is a mirror casting back the reflection of precisely the misery that such exceptionalism has wrought on so many. Lazarus’s poem is not an ode to America’s open arms but a condemnation of how it has failed to live up to its professed ideals. During our moment, the rehashing of these lines is telling--America has yet to truly face the human consequences of its role in marching capitalism around the globe and maintains its innocence to the huddled, displaced masses the world over.

The notion of asylum, however pure conceptually, is ultimately shattered into sharp pieces when set down on the ground of actual application. The political weaponization of what was supposed to be a humanitarian aim evidences a profound need to rethink the question of not just how the law is written and applied, but more fundamentally, the body of people who get to shape it. It should be no more of a surprise that asylum law ultimately fell victim to ruling class interests than the retooling of Lazarus’s poem to reflect neoliberal values and American exceptionalism. As Marx noted, the law and forms of state power that enforce it “have their roots in the material conditions of life.” So long as a choice few have the right to decide who lives and dies (albeit through the sterile and supposedly equal “rule-of-law”), we cannot achieve the aims of the solidarity that should come for those seeking asylum. Indeed, it makes it nearly impossible to look beyond the present humanitarian crises the world over to their source—capitalism itself. Justice does not stop at expanding and welcoming those fleeing harm; it looks to that which chases them.

Bourgeois Education and the Reproduction of Common Sense

Despite right-wing conspiracy theories depicting universities as a communist threat to capitalist society, academia serves as a primary institution in the reproduction of the bourgeois common sense on which capitalism relies. Furthermore, it presents its own version of knowledge as not only self-evident but “progressive,” while denouncing any effective attempt to confront capitalism and imperialism.

With a few flips of intellectual gymnastics, it often asserts that Marxism is the “master’s tools.” As such, it presents Marxism as an oppressive force and bourgeois thought as a force of liberation—albeit one in need of periodic reforms. Fundamental to this inversion is the complete misunderstanding—or at least misrepresentation—of both Marx and the larger historical tradition of Marxism.

Marx is typically treated as a class reductionist who never addressed the interrelated issues of racism, colonialism, and slavery. However, all three of these are given significant attention by Marx and were in fact treated as fundemental to the capitalist processes of accumulation, dispossession, and exploitation. One needn’t delve deep into Marx’s writings to begin to see this. In the first pages of the Communist Manifesto, Marx and Engels state:

“The discovery of America, the rounding of the cape, opened up fresh ground for the rising bourgeoisie... The need of a constantly expanding market for its products chases the bourgeoisie over the whole surface of the globe. It must nestle everywhere, settle everywhere, establish connexions everywhere.”[1]

Elsewhere they state:

“The discovery of gold and silver in America, the extirpation, enslavement, and entombment in mines of the aboriginal population, the beginning of the conquest and looting of the East Indies, the turning of Africa into a warren for the commercial hunting of negroes, signalized the rosy dawn of the era of capitalist production. These idyllic proceedings are the chief momenta of primitive accumulation.”[2]

Marx and Engels do not equivocate the role of racial oppression and colonialism which are both a means of capitalist expansion and an outgrowth of it. Not only are these pervasive forms of oppression central to the birth of capitalism, but confronting these twin evils of racism and colonialism are essential to combating capitalism today. This is no doubt what Marx means when he noted that, “labor in the white skin cannot emancipate itself where the black skin is branded.”[3] In other words, capitalist exploitation cannot be eradicated so long as racial oppression remains intact.

To even talk about class within the hallowed walls of the academy is too often assumed to be a “white issue”—a convenient assumption that obscures the material reality of racial oppression. The explicitly anti-racist, anti-colonial, and anti-slavocratic sentiments in the writings of Marx suggest that many who, in good faith, claim Marxism is implicitly “white”—and therefore conserving racial oppression—are drawing such conclusions without doing the readings. Under the influence of bourgeois thought that pervades capitalist educational institutions, “one knows it is absurd without reading it and one doesn't read it because one knows it is absurd, and therefore one glories in one's ignorance of the position.”[4]

This fundemental misunderstanding—premised on hubristic ignorance—goes far beyond Marx and Engels to encompass all of Marxism. The Guyanese guerrilla intellectual Walter Rodney argued that the perennial debate on the relevance of Marxism across time and place is both an outgrowth of the dominant bourgeois ideology and a fundamental misunderstanding of Marxism.[5] Contrary to an understanding of Marxism as a static manual of revolution, Rodney points out that Marxism is a living thing—a methodology and ideology which concerns itself with material relations in the service of the oppressed and exploited classes.

As a methodology or a scientific lens of analysis, Marxism concerns itself with the material conditions of society, the relations of production which exist—in various forms—across time and place. Marx, and the Marxist tradition which has developed from his contributions to the revolutionary struggle, give considerable attention to the particular relations of production under capitalism—a system into which the Global South has long been forced at gun point. Rejecting Marxism as irrelevant to any context outside of 19th Century Europe follows the same logic as if one were to claim that the theory or relativity—and other developments in physics built on such understandings—only applies to the world Einstein inhabited.[6]

To deny the relevance of Marxist methodology is to inadvertanly suggest that relations of production (especially the predominant capitalist relations) do not exist—a bourgeois position that serves to preserve capitalist exploitation and the racial/colonial relations which underpin it. Despite the often good intentions, such assertions are inevitably in line with bourgeois ideology in that they serve to reproduce the common sense of capitalism which both naturalizes and obscures the social relations of capital. Such academic positions also ignore the historical role of Marxism in national liberation struggles throughout the Global South—an historical fact that makes the question of the relevance of Marxism itself irrelevant.

However, the relationship between Western academia and the Global South is not simply a matter of the erasure of national liberation struggles; it is also openly antagonistic in that the former provides the intellectual justification for imperialism under a facade of progress.

For the sake of brevity, we will limit ourselves to recent events in Bolivia.

On 10 November 2019, the Indigenous President Evo Morales was ousted in an apparent coup. Support for this coup—which would quickly reveal itself as deeply anti-Indigenous and reactionary—included a letter signed by several US academics. Signatories included the anthropologist Devin Beaulieu, a vocal opponent of the Movement for Socialism (MAS) party. Beaulieu—like many other academics—framed their opposition to MAS in pro-Indigenous language. Central to this position has been the reduction of Indigeneity to a monolith in opposition to Morales.[7] This has, in a sense, included the construction of the Indio permitido (the authorized Indian). Under a progressive facade, academics like Beaulieu sit comfortably in the imperial core, deciding for themselves which Indigenous voices are legitimate. Not unlike their colonial predecessors, they rely on a deeply imperialist conception of progress as a modern “white man’s burden.”

Other academics are not so blatantly imperialist. For instance Fabricant and Postero correctly point out how treating Indigenous peoples as a monolith is akin to defining Indio permitido and Indio prohibido (the prohibited Indian).[8] Their acknowledgement of heterogenous Indigeneity is markedly different from the treatment seen in the likes of Beaulieu. However, despite this difference they too fall into the dichotomous thinking which frames MAS as both a capitalist movement for the mestizo and an opposition to Indigenous Bolivians. Despite their apparent attempts to provide balanced analysis, they conflate efforts toward self-determination via the utilization of the country’s natural resources and the fostering non-US trade relations as “capitalist” and “neoliberal,” when in reality not utilizing national resources means a continued subjugation of Bolivia to the imperial core—a position these academics ponder from relative comfort. These (not-so-blatant) imperialist academics also refer to concerns of Indigenous groups over national development as a concern of “further colonisation by Andean coca growers.”[9] Where these coca growers are, in fact, Indigenous, this position only succeeds in weaponizing anti-colonial rhetoric against the colonized.

All of the above is emphasized to say that bourgeois academia’s primary social function is to reproduce capitalist common sense and to reinvent capitalist society with ever-new, illusory facades of progress and liberation. As a central institution of the capitalist superstructure, the university as a whole cannot help but be anything else.

As Jose Carlos Mariategui observed:

“Vain is all mental effort to conceive the apolitical school or the neutral school. The school of bourgeois order will continue to be a bourgeois school. The new school will come with the new order.”[10]

This is not to say that individuals or groups cannot exist in opposition in such institutions or that no revolutionaries should attend university. Institutions of higher learning can and should be treated as sites of struggle from which guerilla intellectuals can, in a sense, redistribute the resources and means of knowledge production otherwise kept from the public.

Following in the footsteps of revolutionaries such as Marx and Rodney, Marxists should utilize capitalist institutions to better understand and combat capitalism. However, the bourgeois academy should never be treated as something that can be adequately reformed under capitalism; or, further, that bourgeois academia is the only source of knowledge production under capitalism. Indeed, a true guerrilla intellectual need not be of the academy at all, and, in fact, cannot be a true guerrilla intellectual if they are confined to the bourgeois institutions which serve only to reproduce capitalist common sense in opposition to the true struggles of liberation.

An Internationalist Critique of the Green New Deal

In 2019, Congresswoman Alexandria Ocasio-Cortez unsat the powerful Democratic Congressman Joe Crowley and spurred a wave of progressive congressional campaigns. Soon after being sworn in, Ocasio-Cortez partnered with Senator Ed Markey to introduce House Resolution 109, popularly known as the Green New Deal. The Green New Deal is an ambitious framework for environmental, economic, and racial justice in the United States. It aims for a speedy transition to net zero emissions through the use of renewable energy sources and green technology, a federal jobs guarantee, and a whole host of other social programs like paid medical and family leave, medical care for all, and expanded access to unions. Though not the first of its kind, the political movement on which the policy rides has won the Green New Deal more than a hundred co-sponsors in Congress.

The Green New Deal recognizes the gravity of global climate change and makes an effort to include domestic economic and social welfare reforms in its framework. Despite all this, the Green New Deal is largely deficient and is cause for concern for scholars, policymakers, and activists interested in an internationalist approach to climate change. An internationalist approach not only addresses inequality in the United States but challenges global inequality by reconfiguring the global economy and taking a reparative approach to generations of colonial and neo-colonial exploitation of the Global South. This exploitation has been largely carried out by governments, multinational corporations, and international financial institutions based in the Global North. 

The Green New Deal is also deficient and unimaginative because it forgoes thinking critically about the American people’s unsustainable relationship to energy and production. Instead, the Green New Deal seeks to move from one unsustainable energy source—fossil fuels—to another: cobalt and other minerals necessary for developing climate technology. 

Addressing climate change requires robust engagement not only with domestic contexts, but also with the global contexts that make domestic political and economic life possible.  Especially in a global empire like the United States where US monetary policy and corporate interests define the global economic landscape, policymakers, scholars, and activists have a responsibility to draft solutions where rapid, equitable climate adaptation is possible for all nations. 

The Green New Deal lacks international attention and critical engagement with the nation’s unsustainable relationship with energy and production. To be sure, this deficiency does not detract from the ways in which the Green New Deal is much more ambitious than more moderate approaches to climate change. The Green New Deal asks that the United States reach net-zero emissions in ten years, provide millions of good, high-quality union jobs, invest in green infrastructure and sustainable industry to protect lives and livelihoods, and expand social welfare to ensure a decent quality of life for every American. The Green New Deal not only addresses the domestic economics of climate change but also aims for justice and equity for Americans in its climate solution. 

However, my contention is that these benefits should be available to all people and a concerted effort must be made to ensure that they are tangible for nations in the Global South who will bear the brunt of the effects of climate change despite contributing the least to global emissions. The United States is a global hegemon that actively works against international egalitarianism through the dominance of the US dollar and Washington D.C.’s ability to write the rules of international trade and development. The American government is primarily concerned with securing profit for American and Global North multinational corporations and maintaining the core-periphery relationship between the Global North and the Global South where the economic growth of one is predicated on the underdevelopment of the other. The United States is able to secure privileges for its corporations and its goods through a heavy-handed political and military dominance of global trade and finance. US economic hegemony limits the ability of nations in the Global South to receive a fair return on their exports, make independent economic decisions, and accelerate their development or adaptation. If Americans do not pay particular attention to redistributing global economic power and thinking critically about how to ensure every nation has what they need to respond to the climate crisis, we risk a bleak future defined by social democracy in the Global North and apocalyptic crises everywhere else. 

Solutions like the Green New Deal are consistent with how imperialist nations respond to capitalism’s contradictions, in this case its ecological contradictions. Climate change is the most significant contemporary challenge to modern capitalism, but capitalism has faced significant challenges in the past, and made strategic responses to preserve itself. In the post-World War II moment when capitalism was challenged on both the domestic and international front by fiery worker’s movements in metropolitan cities in the Global North and decolonization movements in the colonies, capitalism made a strategic pivot to assuage its working masses and present the illusion of political independence in its former colonies while maintaining capitalism’s basic infrastructure domestically and globally. 

Nations in the Global North, like the United Kingdom, France, and Germany, granted their workers careful concessions like social security, higher wages, better working conditions, broader access to higher education, and other improvements that were no doubt progressive reforms but maintained the basic structure of capitalism. To fund these reforms and maintain profit for multinational corporations, the colonies got cosmetic political independence but their basic core-periphery relationship to the global economy was maintained by a careful transition from national imperialism to a collective imperialism. The United States played a predominant role and newly independent nations in the Global South were entangled with international financial institutions like the World Bank and World Trade Organization which exercised broad control over their trade and economic policies. The Green New Deal, if it fails to problematize and break this relationship, is a similar reform that ensures social democracy for the core of the empire and sustained exploitation for the dependent nations of the Global South. 

A phrase that haunts the pages of the Green New Deal is “as much as technologically feasible.” This phrase follows virtually every stipulation that mandates pollution removal or greenhouse gas emissions reduction. The Green New Deal is invested in technological stop gaps to systemic problems with American energy use and production of goods. Countries, especially mass emitters like the United States, need to prioritize living within their ecological means and make serious efforts to localize production and consumption. The Green New Deal prioritizes status quo industrial productivity over a radical but necessary reimagining of how energy use and the economy should be organized. Instead of thinking about how to make energy and production relationships sustainable, the Green New Deal simply seeks another power source. 

The “green” technology that the Green New Deal ambiguously refers to references solar panels, waste and energy use tracking systems, fuel cells, and other technological units. It is dishonest to call any of these “green” or climate-friendly, as they rely on cobalt and other green minor metals which are extracted from the ground by multinational corporations and usually in the shadow of gross human rights violations. In the case of the Democratic Republic of Congo, cobalt mining is connected to child labor, rape, war, environmental degradation, starvation wages, and even slavery. An early anthropologist of energy, Leslie White, posits that a society's energy source is the key to understanding and analyzing that society. In fact, the anthropological term energopower refers to the analysis of modern power through the lens of electricity and fuel. This approach is central to understanding the deficiencies of the Green New Deal and its maintenance of an unsustainable status quo.

Perhaps the Green New Deal will usher a new array of power relations under the cobalt-infused green technology energy regime. But given the resolution’s lack of attention to the global economy, it seems safe to assume that a climate future based on green metal extraction across the Global South and perhaps native land in the United States is not one to be hopeful about. It seems safe to assume that oil and natural gas exploitation across indigenous lands in North America, Latin America, the Middle East, and Africa will only be switched out for cobalt and green metal extraction in the same places and the military apparatus that protects U.S. energy security will only turn the muzzle of its gun to new sites of resource extraction and human exploitation. Without serious rethinking, this is the future the Green New Deal promises.

All US climate solutions are incomplete if they do not chart out how a nation with a global effect will relinquish its unsustainable dominance of the global economy and ensure that all nations will have access to the financing and resources they need to adapt to the demands of climate change. This doesn’t only look like reparations in the form of direct cash transfers and debt cancellation but also assurance that nations can trade at equitable prices and chart out their own development trajectory. So long as Ocasio-Cortez’s Green New Deal seeks to tinker around the edges and leave the imperial framework from which the United States benefits untouched, it should be considered an imperial project that is ideologically opposed to the realization of international sovereignty and the right of all people to live dignified, full lives. It is the responsibility of internationalists and people interested in global equity to problematize the Green New Deal’s current framework and advocate for the solutions that this moment requires — a robust redistribution of global wealth and power as soon as possible.

Miguel Cardona: More of the Same Neoliberal Education?

A collective sigh of relief and hope has been commonplace on Facebook from fellow educators and P-20 school leaders recently who have, rightly so, been disgusted with the Trump administration and then education secretary, Betsy DeVos. It has been a tumultuous four years filled with white supremacy, a neglected pandemic which the wealthy got richer from, multiple supreme court nominations of conservative judges who will impact generations to come, and so much else. On top of that, DeVos dedicated her tenure to “advance God’s Kingdom” through school reforms in favor of school choice vouchers for “greater Kingdom gain,” largely doing more to destroy public education with an intensifying of neoliberalism, i.e. privatize everything because ‘the free market’ is better than the state at providing social entitlements, such as education, to its citizens.

While a new administration and education secretary (especially someone that’s actually a teacher) is far better than Trump and DeVos, it’s actually a really low bar that’s been set. In doing so, we fear that many are too easy to welcome in Cardona without really considering his educational policies and who is involved, which we feel is largely a continuation of the neoliberal capitalist status quo in the U.S educational system that predates (though continued through) DeVos. To really understand the very likely trajectory of a future Cardona tenure as Secretary of Education under President Biden, we have to briefly go back and see the historical context building up to today.

The Obama Administration under the leadership of the 9th and 10th Secretary of  Education, Arnie Duncan (2009-2016) and John B. King (2016-2017), changed the direction of educational policy formation in the United States, as the Obama Administration “for the first time pressured states in a sustained way to undertake systemic change in their education systems and held them accountable for the academic performance of their students” (1). To the dismay of some teachers, parents, school administrators, and scholars, the Obama Administration’s agenda for education was designed to promote the corporate ascendancy over the United States educational system, instead of providing the vision and resources necessary to eliminate social inequalities and institutional forms of oppression, such as racism, ableism, classism, and cis-heteronormativity, which are truly responsible for educational disparities in the United States. For instance, in securing Arnie Duncan for the position of Secretary of Education, Obama secured a corporate cheerleader who supported market-based educational policies during his over seven-year tenure as CEO of Chicago Public Schools, such as increasing standardized testing, opening for-profit charter schools, and eliminating an elected school board in favor of Chicago Board of Education, which consisted of Chicago’s wealthy and powerful. One of the Obama Administration’s quintessential mandates that ceded corporate control over the US education system was Race to the Top (RTTP) a $4.35 billion dollar “competitive incentive program” launched in June of  2009. With many U.S. states grappling from a lack of resources for schools from the so-called “Great Recession,” 46 state governments applied for needed resources in exchange for supporting corporate-driven educational mandates, “including charter schools, college and career-ready standards and evaluations of teachers using student test scores.” Numerous CEOs and philanthropists used RTTP to increase revenue, to gain notoriety for allegedly providing additional opportunities for the most vulnerable students, and to control teaching and learning within K-12 educational institutions. For instance, The Eli and Edythe Broad Foundation became involved in educating leaders to support the charter school industry across the county, the Walton Foundation spent millions of dollars to expand charter schools; and Pearson incorporated created textbooks, test-prep materials and high-stakes tests to reap an economic windfall for arbitrating whether teachers and school officials are effectively educating children.

The Obama Administration also increased the likelihood that specific states would receive support under RTTP if they adopted a “common set of K-12 standards,” which were internationally benchmarked and that prepared students for colleges and careers. The Common Core State Standards (CCSS) became situated within the high-stakes testing climate, as specific assessments that were linked to CCSS became the chief barometer of whether teachers, schools, and districts were effectively educating children. CCSS in a test-polluted educational context had a debilitating impact on schools. They were responsible for teachers and leaders losing jobs, narrowing the curriculum to merely content on examinations, and educators losing the autonomy to create learning experiences designed to spark students’ creativity and intellectual curiosity. During Obama’s last year in office, John B. King Jr., did little to squelch market-driven educational approach to improving teaching and learning in the U.S. educational system. Instead, he just followed the same neoliberal path when he was New York State’s education commissioner from 2011-2014, King continued to support testing and accountability policies as a panacea for improving education as well as dismissing parents, students, schools and community organizers who believed opting-out of taking high-stakes test was vital to supporting their children’s intellectual and social development and to support teachers’ professional judgement to evaluate student learning and development. Near the end of Obama’s end in the Whitehouse, King attempted to appease those who criticized Obama’s top-down, corporate agenda for education by offering states grants to offer students “a well-rounded education and to provide additional social support to support mental care for students.” In the end, however, market-driven educational policy formations based on the ideals of accountability, competition, profit-motive and rugged individualism came to dominate how schools function in the United States.

Under the Trump Administration, Education Secretary, Betsy DeVos, had rolled back the federal government from playing a dominant role in the US educational system. However, she utilized an already strong corporate-base within educational agencies at the state and local levels to strongly pushed her libertarian “school choice” agenda through hundreds of millions of financial aid to various charter schools (including organizations aimed at opening new ones) and unaccredited for-profit schools, while at the same time attempting to cut $17.6 million in federal funding for the Special Olympics. DeVos has also capitalized on the COVID-19 pandemic to hasten the privatization of public education; even ending her tenure with giving more than a million dollars to a soccer club with no prior educational experience to startup a charter school. DeVos’s tenure was largely dominated by diverting enormous quantities of financial aid away from public schools and into private hands, which although not new, was done with such explicit intensity and excess that it was seen as repulsive.

This brings us to today, where Joe Biden’s candidate for Education Secretary, Miguel Cardona, is set to be heard by the Senate Health, Education, Labor and Pensions Committee on February 3rd, 2021. Son of parents who moved from Puerto Rico and whose father, Cardona Sr., was a police officer, Cardona is a former teacher, the youngest principal in the state’s history, and assistant superintendent for teaching and learning (2015-2019), and commissioner of education since 2019 in Meriden, Connecticut. While his teaching experience gives important merit, Cardona’s positions on educational policies have been largely a mystery to those in Washington D.C., though that is part of why he was chosen.

Historian of education and educational policy analyst, Diane Ravitch, in a Democracy Now! interview suggested that he was chosen by the Biden Administration for particularly “being non-controversial,” a particularly strategic move. Unlike Biden’s runner up choice, Leslie Fenwick, who has been a vocal opponent of charter schools and more, Cardona is seen as a non-controversial, safe pick who also hasn’t been clear on being for or against charter schools. This puts Cardona in a space where he can more fluidly appeal to most people across the political spectrum, so long as he does not support initiatives that challenge the hegemony of corporate practices, policies, and  social imaginary over the United States’ educational system. We see this when, during his educational administrative positions in Connecticut, Cardona “renewed every charter that was due and has not approved any additional schools for the legislature to consider opening.”  Furthermore, as an educator and Assistant Superintendent for Teaching and Learning, Cardona supported educational initiatives afforded minoritized learners additional access to educational opportunities, such as the ability to attend advanced-level courses, to attend “full-day kindergarten and offer more vulnerable children access to high-quality preschool,” without challenging the common-state standards and standardized tests, let alone unjust social formations, including racism and poverty, which are inhibiting the educational performance of BIPOC and other minoritized learners. It’s not hard to imagine the Biden Administration guide by Cordona’s leadership might not further the DeVos agenda, but at the same time probably won’t reverse course on the privatization of public education.

Cardona also gave a recent interview on Connecticut Public Radio’s Where We Live Podcast where he was open about some of his stances on education policies. Cardona’s comments make it clear he believes providing access to education is the chief lever for improving the quality of life of minoritized groups in U.S. society. For instance, he feels providing students additional opportunities to attend college and provide them “other career pathways'' will allow students to attain the “American Dream.” Clearly, Cordona is correct providing additional access to educational opportunities for BIPOC and other minoritized students may allow some to transcend their class status; yet, his belief in education access as a societal equalizer is misguided as it does not acknowledge how structures impediments, including unemployment, the dominance of low-paid service jobs, poverty, and lack of affordable housing, leave most citizens, even those who hold advanced degrees, from achieving the “American Dream.” Cardona also holds a similar perspective related to reopening schools in the midst of the global pandemic. He believes reopening schools is vital for the academic success of Black, Latino, and low-income children; but he overlooks larger structural conditions that inhibit students from low-income and racialized communities to succeed in schools, irrespective if they are physically open, including having to bear the brunt of more of their family members die and suffer from COVID. Another important consideration for reopening schools in the midst of the pandemic is if the schools that are reopened will continue to put the health and safety of children and communities at risk only to ensure the United States’ educational system will continue to support the interest of the political and economic elite over the well-being of working-class people. Perhaps, schools should only reopen if they are firmly committed to support the goals of border dissent movements, such as Black Lives Matter and Indigenous and environmental rights movements, which are committed to overturning systems of knowledge, structures, and institutions responsible for human suffering and environmental degradation. We also echo what Associate Professor of Urban and Multicultural Education in the Educational Studies Department at Macalester College in St. Paul, Minnesota, Brian Lozenski had said: “Otherwise, the reward of ‘safety’ is not worth the risk of perpetuating injustice.”

As educators ourselves, we hope that Cardona surprises us all by foregoing the neoliberal status quo and instead genuinely enact critical and progressive educational policies and emancipator pedagogies. Cardona ought to lift the mandate on standardized testing at least during this pandemic, but ideally indefinitely to combat the dominance of corporatism over the US educational system. Things like canceling student debt/free education at the very least, is long overdue in the fight for equity. Even further, implementing critical education rooted in decolonizing, abolitionist, anti-racist, anti-capitalist, and defunding the police (just to name a few) are some of the necessary components of an education aimed at genuine social justice that we ought to be demanding. For all the educators, scholars and leaders out there who are quick to accept Cardona as a beacon of hope and change, we urge skepticism and honesty. Cardona is certainly far more preferable to DeVos, but he was strategically chosen by the Biden Administration to not shake up the corporate ascendency over education and society too much.

"We Are Entering a New Totalitarian Era": An Interview with Ajamu Baraka

In this interview for Pacifica Radio’s series on “Covid, Race, and Democracy,” Ajamu Baraka warns of a new era of totalitarian neoliberalism.

Ann Garrison: On January 20, we saw Joe Biden carry on about “unity” behind seven-foot fences topped with razor wire and 25,000 plus National Guard troops deployed . One friend of mine said that this pointed to an irony deficiency. Is there anything you'd like to say about it? 

Ajamu Baraka: Well, I think it is ironic, but it's quite understandable that the kinds of activities that the US has been involved in promoting and supporting globally—undermining democracies, subverting states, undermining and destroying any semblance of the rule of law—have basically come back to haunt them. You have a militant movement in the US partially inspired by the inability of the state and the system to address their material interests and to look at their concerns regarding their own understanding of democracy and its deficiencies. They feel like they lack space to articulate those views, and they’ve decided to engage in militant actions to make sure that their voices are heard, and they believe that they are upholding democracy.

And their experience with the state made them feel justified in advancing their concerns about democracy in violent forms. The state has demonstrated to them that the way you defend democracy is through state violence. So they were taking their defense into their own hands and bringing it right back to the center of empire. Some of us call that blowback. 

AG: For the past four years, liberals on the coasts have excoriated the white working class in the middle of the country, whom they perceive to be deplorable Trump supporters. Do you think that this is helpful? 

AB: No. Not only is it not helpful, it is inaccurate and it has helped to create the narrative that many of these forces have embraced; that is the centerpiece of their grievances. They believe that liberals and the liberal order have not addressed their needs, their interests. They believe that the economic elites are only out for themselves and that therefore they needed to rally behind Trump, a billionaire who claimed that he understood their interests and would fight for them because nobody else was.

So this characterization of them as deplorables, and as either Nazis or Nazi-like, is not only not helpful but also contradictory in the sense that those folks who level those charges still have not been able to explain why the Trump presidency happened.

For example, some nine million people who voted for Trump in 2016 had voted for Barack Obama in 2012. Liberals can't explain why, after four years of constant anti-Trump rhetoric, the Trump forces expanded their ranks by another 11 million voters. So this is something in play that's a little bit more sophisticated than these people just being deplorables or Nazis. And that something has to be interrogated. It has to be extracted. It has to be understood if you're going to have a politics to counter it. And right now the liberals have not understood where these elements are coming from because they have basically painted those 75 million people as a monolith of deplorables.

The neoliberals have constructed a politics that is going to result in a continuation of the same conditions, politically and economically, that created what they pretend to be most opposed to—the Trump movement. So this is the failure of imagination, the failure of critical analysis, the embracing of illusions that has characterized much of the politics in the US for a couple of decades now. And we see the consequences of that with us every day. 

AG: In the 48 hours after Biden became president, Israel bombed Syria, killing a family of four, a US convoy of trucks crossed into Syria to steal oil yet again, a double suicide bombing in Baghdad killed 32 people and Foreign Affairs, the journal of the US Council on Foreign Relations, published a piece with the headline “Th e  M yth of a  R esponsible  W ithdrawal from Afghanistan ,” which said, “the Biden administration should accept that there is no feasible middle way for a responsible withdrawal.” What do you think is next? 

AB: The continuation of policies that have resulted in the US being bogged down in Afghanistan for two decades, policies that will ensure that the wars that the US is involved in will continue. There will be a continuation of the commitment to US global full-spectrum dominance. In other words, violence is still at the center of the neoliberal project. And they intend to reintroduce that instrument under the Biden administration.

There were reports leading up to the election that Democratic Party-associated elements were secretly suggesting to the Afghan authorities that they would not have to worry about a peace process being executed once Joe Biden came to power. And they made the argument using some of the same terms and framework that we saw in that article in Foreign Affairs, that the US had a responsibility to remain in Afghanistan. And so they will fully prepare to undermine whatever progress was made for extracting US forces from that territory.

So we're not surprised to see the kind of elements that Biden has brought to his administration. These people were part of the Obama Administration, and they are committed to the US national security strategy, which is attempting to maintain US global hegemony using the instrument that they believe they are dependent on now, which is in fact global violence. 

AG: Yesterday, I signed a petition to Twitter to restore @real Donald Trump , the Twitter account of the 45th president of the United States. I didn't share the petition on my social media pages because I didn't want to have to fend off a lot of cancel culture, but I had enough faith in Pacifica to think I wouldn't get kicked off the air for sharing it in the broadcast version of this conversation. What do you think of Twitter’s suspension of Trump and 70,000  more accounts that they said were linked to the QAnon conspiracy theory? 

AB: I think it was quite troubling. I understand the disgust, the revulsion people have to Donald Trump. We know who Donald Trump is. He's a sociopath, he's a white supremacist. He’s despicable, but Donald Trump is, in fact, America. Donald Trump represents the kind of attitude and the kinds of values that made the US settler state what it is today.

So, this notion on the part of the liberals that he is some kind of aberration is completely ridiculous. In fact, it's ahistorical, but because of the disgust and because of the very serious legitimation crisis the US is facing, and the concern that neoliberal politicians have with the possibility of a return of Donald Trump, they have used the incident on January 6th as their opportunity to not only target Donald Trump as a person, but to target his “movement,” to undermine an above ground, legal political tendency, a tendency that generated 75 million votes.

If they can move against Donald Trump and make a connection between his speech and what occurred on January 6 in order to justify a permanent ban on someone who was the President of the United States with 88 million followers, then arbitrarily take down these other accounts that they say are “conspiratorial,” and if people then cheer because they hate Donald Trump, we are seeing a monumental mistake being made by liberals who think that this state is their friend, and that this state will get rid of Donald Trump, but somehow be able to maintain a commitment to civil liberties.

No, they are in fact conditioning the public to accept the constraints of civil liberties, or to have faith in private capitalist entities to determine what is acceptable speech and information that can be disseminated.

I believe they are, in essence, setting up the kind of dystopia that we see in science fiction movies, where you have corporate interests that have a complete and total control over every aspect of our lives. And of course, complete and total control over the ideals that are disseminated in those kinds of totalitarian society.

So, this is a quite troubling and even more troubling because so many people don't recognize that it’s dangerous. But it's quite slick because, like you said, you don't want to share your petition because you know people would go crazy if you said in public that you believe that Donald Trump's rights have been violated. So, this is a quite dangerous moment because what we see, in my opinion, is the hegemony of irrationality.

AG: Neoliberal militarists are comparing the Capital Riot to 9/11 and using it to justify the further militarization of Washington DC and Biden's domestic terrorism bill . At the same time, he has appointed infamous militarist Susan Rice to a new position, Director of Domestic Policy. Who do you think will become domestic targets during the Biden-Harris years? 

AB: Anyone who is involved in oppositional politics, including those elements that are part of the Black Lives Matter movement, and anyone else who questions US colonial policies. Anyone who will advance sharp analysis of the capitalist state, who will question some of its dominant ideals, who might even suggest that police forces should be withdrawn from certain neighborhoods. And anyone who would advocate better relations with the so-called adversaries of the US, like the Chinese and the Russians.

There’s no telling what is going to be seen as acceptable speech and political practice because we are entering a new totalitarian era. So I think anybody who is in opposition to the hegemony of the neoliberal project is at some point over the next few years going to experience the heavy hand of the state.

Let me just say this about the state that we've been talking about. People say that these Big Tech entities—Twitter, Facebook, Google, YouTube, etcetera—are private corporations, and that therefore they have no obligation to protect free speech rights: We need to make a correction. These entities are of course private, but the essence of neoliberalism is the spinning off of elements of the state that are public to private entities. So what we have with these Big Tech companies is, in fact, the spinning off of the function of speech monitoring and massive surveillance to these private companies.

These companies are in fact, from my point of view, part of the ideological state apparatus. They are part of the state, just like the private corporate media is part of the state. So we have to expand our understanding of what we refer to as the state. 

AG: A lot of people are frightened, particularly Black, Brown, and Jewish people, and most likely Asians now given all the bipartisan China-bashing underway. People, especially in these communities, have good reason to be frightened. And a lot of people are using the word fascist as they have for the past four years. But you've warned that neoliberal fascism will also get worse. Could you tell us what you mean by neoliberal fascism? 

AB: Well, first let me say that it's quite understandable, and we should be quite concerned about some of the more hardcore elements that we associate with the traditional right, who are quite capable and seem to be committed to using various methods to advance their political project. We saw some of those elements in the Capitol on January 6. So it's understandable that we be concerned with that, but I've been warning people also that we should be more concerned with the neoliberal elements that control the state and did even during the time that Donald Trump was occupying the executive branch. We have to remind ourselves, or at least come to the understanding, that neoliberalism is a right-wing ideology. It is a right-wing set of policies, including privatization, deregulation, globalization, so-called free trade, austerity, and reductions in government spending, all to empower the private sector and diminish the public sector. Neoliberalism has to be connected to its essence, which is neoliberal capitalism.

The turn to neoliberalism was born out of an act of violence. A neoliberal capitalist project was imposed on the people of Chile after the assault and the overthrow of Salvador Allende in 1973. So this is a right-wing, violent phenomenon. Okay? Now it's been able to dress itself up in the garb of state respectability, but it is a rightist tendency. And so that right-wing, neoliberal, totalitarian element is the element that is now constricting the range of acceptable political activity. They are the ones that re-introduced McCarthyism, McCarthyism 2.0. They are the ones that are now moving to smash this political opposition in the form of the Trump movement. They are the  ones that have allowed the FBI to create first, the Black identity extremist category to target us and to modify that with another term but the same objective—to target and undermine Black radical political opposition. So I've been making the argument that while we have been watching the theatrics of Donald Trump, the neoliberal state has been systematically conditioning the people to accept a new kind of totalitarianism. We've always had totalitarianism, but this is a new kind that will, they believe, ensure the continuation of their dominance. 

And I'm suggesting to people that, even though we hate Donald Trump and the traditional right, we are in a position now where we have to defend their traditional bourgeois rights as well as our own, and not allow the acceptable space of political, ideological opposition to be reduced.

We know that the state will reconcile with the right. Their real opposition and the basis for a potential cross class united front is opposition to socialists and communists, those of us on the left. And we on the left we are the real targets of this settler political state. So we've been trying to warn people to be vigilant and not allow themselves to be manipulated by these very powerful forces. And it's very difficult because they control all of the major means of communications and thought dissemination. But we've got to, to the extent that we can, present an alternative perspective so that we can build the kind of opposition we have to build if we're going to survive this critical period. 

AG: So it sounds like you think there's more we can do than duck and cover. 

AB: We have to. Those of us who have been part of the Black Liberation Movement, we have survived because we have resisted, and we also have survived because we know that we have been through the worst. You see, this thing referred to as fascism is nothing new for us, a colonized people, people who have been enslaved. It has typically been called fascism only when white people do certain things to other white people.

When the Nazis were studying, how they were going to construct laws in Germany, they were studying the apartheid system in the US. The Germans practiced building concentration camps in their murderous assault on the territory today referred to as Namibia. So it's when these policies of brutality, of systematic violence, of rape, when they are moved from the periphery, from the colonial periphery to the Global North, that's when they become Hitlerist, the ultimate expression of violence. 

King Leopold II in the Congo? That’s written off. It's not something that’s important, even though 10 million African people lost their lives. And we don't quantify the level of irrational violence, but we do say that we have an experience with this kind of irrational violence. And so we know we have to resist. And so we know that Donald Trump is not the worst US president. We know that things can in fact get worse. And what we do and have done is to prepare our forces, to resist, and to try to provide leadership to other resistors. Because we know even though it will get more difficult, we know that we are still on the right side of history. And there are enough people of conscience in this country who believe that we can build a new, better world. We believe that once we can organize ourselves, even though it may be difficult for a while, we have a real possibility of not only surviving, but also transforming this backward society.
