Charter Schools Will Desert and Violate Thousands In 2024

Privately-operated charter schools have been around for 32 years. They fail and close every week, abandoning and harming hundreds of parents, students, teachers, education support staff, and principals. Neoliberals cynically call this “free-market accountability.”

These closures, moreover, are often sudden and abrupt, revealing deep problems and instability in the charter-school sector. Parents, students, teachers, education support staff, and principals often report being blindsided by such closures and how they have to anxiously scramble to find new schools for students.

Officially, 2,315 charter schools failed and closed between 2010-11 and 2021-22 alone (an 11-year period). On average, that is 210 privately-operated charter school failures and closures per year, or four charter school failures and closures per week. The real number is likely higher. Over the course of 30+ years more than 4,000 privately-operated charter schools have failed and closed. That is a high number given the fact that there are under 8,000 privately-operated charter schools in the country today.

The top four reasons privately-operated charter schools fail and close every week include low enrollment, poor academic performance, financial malfeasance, and mismanagement. Thus, for example, every week the mainstream media is filled with articles on fraud, corruption, nepotism, and embezzlement in the charter school sector. Not surprisingly, arrests and indictments of charter school employees, trustees, and owners are common.

While fraud, corruption, nepotism, embezzlement, and scandal pervade many institutions, sectors, and spheres in America, such problems are more common and intense in the charter-school sector.

Despite all this, a dishonest neoliberal narrative keeps insisting that these privately-operated schools are superior to the public schools that have been defunded and demonized by neoliberals for more than 40 years. The public is constantly under top-down pressure to ignore or trivialize persistent charter school failures and problems.

In this context, the public should reject relentless neoliberal disinformation that public schools are a commodity or some sort of “free market” phenomenon. It should discard the idea that parents and students are consumers who should fend-for-themselves while “shopping” for a school. The law of the jungle has no place in a modern society. Such a ruthless survival-of-the-fittest approach to individuals, education, and society is outmoded, guarantees winners and losers, perpetuates inequality, and increases stress for everyone.

The public should defend the principle that education in a modern society is a social human responsibility and a basic human right, not a commodity or consumer good that people have to compete for. A companion principle is that public funds belong only to public schools governed by a public authority worthy of the name.

Charter schools are not public schools. They are privatized education arrangements, which means that they should not have access to any public funds that belong to public schools. Public funds should not be funneled to private interests. School privatization violates the right to education.

Currently, about 3.7 million students are enrolled in roughly 7,800 privately-operated charter schools across the country. The U.S. public education system, on the other hand, has been around for more than 150 years and educates about 45 million students in nearly 100,000 schools.

40 Differences Between Public Schools And Charter Schools

Public schools and charter schools are apples and oranges. They differ profoundly from each other, including in organizational, fiscal, philosophical, and legal ways.

Below is an annotated comparison chart of some of the differences between public schools and charter schools. Each annotation could be extended to show more nuances and how deep the dissimilarities go.

Three Important Notes

  1. Charter schools have been around for 31 years while public schools have existed for over 150 years. Today there are 7,800 charter schools and 91,000 public schools in the U.S. About 45 million youth attend public schools while 3.7 million youth attend charter schools.

  2. When comparing public schools and charter schools, scale, scope, and proportion have to be considered, both quantitatively and qualitatively. For example, if a problem exists in a public school, it is typically much worse or more serious in a charter school. For instance, teacher turnover occurs in both public schools and charter schools, but, pound for pound, in terms of scale and proportion, the teacher turnover rate is usually far greater and more serious in charter schools than public schools. The fact that problems in charter schools are more severe than problems in public schools given the numbers in note number one is revealing.

  3. For decades neoliberals have painstakingly set up public schools to fail while simultaneously promoting failed charter schools and dividing people.

Why is the World Going to Hell? Netflix's 'The Social Dilemma' Tells Only Half the Story

If you find yourself wondering what the hell is going on right now – the “Why is the world turning to shit?” thought – you may find Netflix’s new documentary The Social Dilemma a good starting point for clarifying your thinking. I say “starting point” because, as we shall see, the film suffers from two major limitations: one in its analysis and the other in its conclusion. Nonetheless, the film is good at exploring the contours of the major social crises we currently face – epitomised both by our addiction to the mobile phone and by its ability to rewire our consciousness and our personalities.

The film makes a convincing case that this is not simply an example of old wine in new bottles. This isn’t the Generation Z equivalent of parents telling their children to stop watching so much TV and play outside. Social media is not simply a more sophisticated platform for Edward Bernays-inspired advertising. It is a new kind of assault on who we are, not just what we think.

According to The Social Dilemma, we are fast reaching a kind of human “event horizon”, with our societies standing on the brink of collapse. We face what several interviewees term an “existential threat” from the way the internet, and particularly social media, are rapidly developing.

I don’t think they are being alarmist. Or rather I think they are right to be alarmist, even if their alarm is not entirely for the right reasons. We will get to the limitations in their thinking in a moment.

Like many documentaries of this kind, The Social Dilemma is deeply tied to the shared perspective of its many participants. In most cases, they are richly disillusioned, former executives and senior software engineers from Silicon Valley. They understand that their once-cherished creations – Google, Facebook, Twitter, Youtube, Instagram, Snapchat (WhatsApp seems strangely under-represented in the roll call) – have turned into a gallery of Frankenstein’s monsters.

That is typified in the plaintive story of the guy who helped invent the “Like” button for Facebook. He thought his creation would flood the world with the warm glow of brother and sisterhood, spreading love like a Coca Cola advert. In fact, it ended up inflaming our insecurities and need for social approval, and dramatically pushed up rates of suicide among teenage girls.

If the number of watches of the documentary is any measure, disillusion with social media is spreading far beyond its inventors.

Children as guinea pigs

Although not flagged as such, The Social Dilemma divides into three chapters.

The first, dealing with the argument we are already most familiar with, is that social media is a global experiment in altering our psychology and social interactions, and our children are the main guinea pigs. Millennials (those who came of age in the 2000s) are the first generation that spent their formative years with Facebook and MySpace as best friends. Their successors, Generation Z, barely know a world without social media at its forefront.

The film makes a relatively easy case forcefully: that our children are not only addicted to their shiny phones and what lies inside the packaging, but that their minds are being aggressively rewired to hold their attention and then make them pliable for corporations to sell things.

Each child is not just locked in a solitary battle to stay in control of his or her mind against the skills of hundreds of the world’s greatest software engineers. The fight to change their perspective and ours – the sense of who we are – is now in the hands of algorithms that are refined every second of every day by AI, artificial intelligence. As one interviewee observes, social media is not going to become less expert at manipulating our thinking and emotions, it’s going to keep getting much, much better at doing it.

Jaron Lanier, one of the computing pioneers of virtual reality, explains what Google and the rest of these digital corporations are really selling: “It’s the gradual, slight, imperceptible change in your own behaviour and perception – that is the product.” That is also how these corporations make their money, by “changing what you do, what you think, who you are.”

They make profits, big profits, from the predictions business – predicting what you will think and how you will behave so that you are more easily persuaded to buy what their advertisers want to sell you. To have great predictions, these corporations have had to amass vast quantities of data on each of us – what is sometimes called “surveillance capitalism”.

And, though the film does not quite spell it out, there is another implication. The best formula for tech giants to maximise their predictions is this: as well as processing lots of data on us, they must gradually grind down our distinctiveness, our individuality, our eccentricities so that we become a series of archetypes. Then, our emotions – our fears, insecurities, desires, cravings – can be more easily gauged, exploited and plundered by advertisers.

These new corporations trade in human futures, just as other corporations have long traded in oil futures and pork-belly futures, notes Shoshana Zuboff, professor emeritus at Harvard business school. Those markets “have made the internet companies the richest companies in the history of humanity”.

Flat Earthers and Pizzagate

The second chapter explains that, as we get herded into our echo chambers of self-reinforcing information, we lose more and more sense of the real world and of each other. With it, our ability to empathise and compromise is eroded. We live in different information universes, chosen for us by algorithms whose only criterion is how to maximise our attention for advertisers’ products to generate greater profits for the internet giants.

Anyone who has spent any time on social media, especially a combative platform like Twitter, will sense that there is a truth to this claim. Social cohesion, empathy, fair play, morality are not in the algorithm. Our separate information universes mean we are increasingly prone to misunderstanding and confrontation.

And there is a further problem, as one interviewee states: “The truth is boring.” Simple or fanciful ideas are easier to grasp and more fun. People prefer to share what’s exciting, what’s novel, what’s unexpected, what’s shocking. “It’s a disinformation-for-profit model,” as another interviewee observes, stating that research shows false information is six times more likely to spread on social media platforms than true information.

And as governments and politicians work more closely with these tech companies – a well-documented fact the film entirely fails to explore – our rulers are better positioned than ever to manipulate our thinking and control what we do. They can dictate the political discourse more quickly, more comprehensively, more cheaply than ever before.

This section of the film, however, is the least successful. True, our societies are riven by increasing polarisation and conflict, and feel more tribal. But the film implies that all forms of social tension – from the paranoid paedophile conspiracy theory of Pizzagate to the Black Lives Matter protests – are the result of social media’s harmful influence.

And though it is easy to know that Flat Earthers are spreading misinformation, it is far harder to be sure what is true and what is false in many others areas of life. Recent history suggests our yardsticks cannot be simply what governments say is true – or Mark Zuckerberg, or even “experts”. It may be a while since doctors were telling us that cigarettes were safe, but millions of Americans were told only a few years ago that opiates would help them – until an opiate addiction crisis erupted across the US.

This section falls into making a category error of the kind set out by one of the interviewees early in the film. Despite all the drawbacks, the internet and social media have an undoubted upside when used simply as a tool, argues Tristan Harris, Google’s former design ethicist and the soul of the film. He gives the example of being able to hail a cab almost instantly at the press of a phone button. That, of course, highlights something about the materialist priorities of most of Silicon Valley’s leading lights.

But the tool box nestled in our phones, full of apps, does not just satisfy our craving for material comfort and security. It has also fuelled a craving to understand the world and our place in it, and offered tools to help us do that.

Phones have made it possible for ordinary people to film and share scenes once witnessed by only a handful of disbelieved passers-by. We can all see for ourselves a white police officer dispassionately kneeling on the neck of a black man for nine minutes, while the victim cries out he cannot breathe, until he expires. And we can then judge the values and priorities of our leaders when they decide to do as little as possible to prevent such incidents occurring again.

The internet has created a platform from which not only disillusioned former Silicon Valley execs can blow the whistle on what the Mark Zuckerbergs are up to, but so can a US army private like Chelsea Manning, by exposing war crimes in Iraq and Afghanistan, and so can a national security tech insider like Edward Snowden, by revealing the way we are being secretly surveilled by our own governments.

Technological digital breakthroughs allowed someone like Julian Assange to set up a site, Wikileaks, that offered us a window on the real political world – a window through we could see our leaders behaving more like psychopaths than humanitarians. A window those same leaders are now fighting tooth and nail to close by putting him on trial.

A small window on reality

The Social Dilemma ignores all of this to focus on the dangers of so-called “fake news”. It dramatises a scene suggesting that only those sucked into information blackholes and conspiracy sites end up taking to the street to protest – and when they do, the film hints, it will not end well for them.

Apps allowing us to hail a taxi or navigate our way to a destination are undoubtedly useful tools. But being able to find out what our leaders are really doing – whether they are committing crimes against others or against us – is an even more useful tool. In fact, it is a vital one if we want to stop the kind of self-destructive behaviours The Social Dilemma is concerned about, not least our destruction of the planet’s life systems (an issue that, except for one interviewee’s final comment, the film leaves untouched).

Use of social media does not mean one necessarily loses touch with the real world. For a minority, social media has deepened their understanding of reality. For those tired of having the real world mediated for them by a bunch of billionaires and traditional media corporations, the chaotic social media platforms have provided an opportunity to gain insights into a reality that was obscured before.

The paradox, of course, is that these new social media corporations are no less billionaire-owned, no less power-hungry, no less manipulative than the old media corporations. The AI algorithms they are rapidly refining are being used – under the rubric of “fake news” – to drive out this new marketplace in whistleblowing, in citizen journalism, in dissident ideas.

Social media corporations are quickly getting better at distinguishing the baby from the bathwater, so they can throw out the baby. After all, like their forebears, the new media platforms are in the business of business, not of waking us up to the fact that they are embedded in a corporate world that has plundered the planet for profit.

Much of our current social polarisation and conflict is not, as The Social Dilemma suggests, between those influenced by social media’s “fake news” and those influenced by corporate media’s “real news”. It is between, on the one hand, those who have managed to find oases of critical thinking and transparency in the new media and, on the other, those trapped in the old media model or those who, unable to think critically after a lifetime of consuming corporate media, have been easily and profitably sucked into nihilistic, online conspiracies.

Our mental black boxes

The third chapter gets to the nub of the problem without indicating exactly what that nub is. That is because The Social Dilemma cannot properly draw from its already faulty premises the necessary conclusion to indict a system in which the Netflix corporation that funded the documentary and is televising it is so deeply embedded itself.

For all its heart-on-its-sleeve anxieties about the “existential threat” we face as a species, The Social Dilemma is strangely quiet about what needs to change – aside from limiting our kids’ exposure to Youtube and Facebook. It is a deflating ending to the rollercoaster ride that preceded it.

Here I want to backtrack a little. The film’s first chapter makes it sound as though social media’s rewiring of our brains to sell us advertising is something entirely new. The second chapter treats our society’s growing loss of empathy, and the rapid rise in an individualistic narcissism, as something entirely new. But very obviously neither proposition is true.

Advertisers have been playing with our brains in sophisticated ways for at least a century. And social atomisation – individualism, selfishness and consumerism – have been a feature of western life for at least as long. These aren’t new phenomena. It’s just that these long-term, negative aspects of western society are growing exponentially, at a seemingly unstoppable rate.

We’ve been heading towards dystopia for decades, as should be obvious to anyone who has been tracking the lack of political urgency to deal with climate change since the problem became obvious to scientists back in the 1970s.

The multiple ways in which we are damaging the planet – destroying forests and natural habitats, pushing species towards extinction, polluting the air and water, melting the ice-caps, generating a climate crisis – have been increasingly evident since our societies turned everything into a commodity that could be bought and sold in the marketplace. We began on the slippery slope towards the problems highlighted by The Social Dilemma the moment we collectively decided that nothing was sacred, that nothing was more sacrosanct than our desire to turn a quick buck.

It is true that social media is pushing us towards an event horizon. But then so is climate change, and so is our unsustainable global economy, premised on infinite growth on a finite planet. And, more importantly, these profound crises are all arising at the same time.

There is a conspiracy, but not of the Pizzagate variety. It is an ideological conspiracy, of at least two centuries’ duration, by a tiny and ever more fabulously wealth elite to further enrich themselves and to maintain their power, their dominance, at all costs.

There is a reason why, as Harvard business professor Shoshana Zuboff points out, social media corporations are the most fantastically wealthy in human history. And that reason is also why we are reaching the human “event horizon” these Silicon Valley luminaries all fear, one where our societies, our economies, the planet’s life-support systems are all on the brink of collapse together.

The cause of that full-spectrum, systemic crisis is not named, but it has a name. Its name is the ideology that has become a black box, a mental prison, in which we have become incapable of imagining any other way of organising our lives, any other future than the one we are destined for at the moment. That ideology’s name is capitalism.

Waking up from the matrix

Social media and the AI behind it are one of the multiple crises we can no longer ignore as capitalism reaches the end of a trajectory it has long been on. The seeds of neoliberalism’s current, all-too-obvious destructive nature were planted long ago, when the “civilised”, industrialised west decided its mission was to conquer and subdue the natural world, when it embraced an ideology that fetishised money and turned people into objects to be exploited.

A few of the participants in The Social Dilemma allude to this in the last moments of the final chapter. The difficulty they have in expressing the full significance of the conclusions they have drawn from two decades spent in the most predatory corporations the world has ever known could be because their minds are still black boxes, preventing them from standing outside the ideological system they, like us, were born into. Or it could be because coded language is the best one can manage if a corporate platform like Netflix is going to let a film like this one reach a mass audience.

Tristan Harris tries to articulate the difficulty by grasping for a movie allusion: “How do you wake up from the matrix when you don’t know you’re in the matrix?” Later, he observes: “What I see is a bunch of people who are trapped by a business model, an economic incentive, shareholder pressure that makes it almost impossible to do something else.”

Although still framed in Harris’s mind as a specific critique of social media corporations, this point is very obviously true of all corporations, and of the ideological system – capitalism – that empowers all these corporations.

Another interviewee notes: “I don’t think these guys [the tech giants] set out to be evil, it’s just the business model.”

He is right. But “evilness” – the psychopathic pursuit of profit above all other values – is the business model for all corporations, not just the digital ones.

The one interviewee who manages, or is allowed, to connect the dots is Justin Rosenstein, a former engineer for Twitter and Google. He eloquently observes:

We live in a world in which a tree is worth more, financially, dead than alive. A world in which a whale is worth more dead than alive. For so long as our economy works in that way, and corporations go unregulated, they’re going to continue to destroy trees, to kill whales, to mine the earth, and to continue to pull oil out of the ground, even though we know it is destroying the planet and we know it is going to leave a worse world for future generations.

This is short-term thinking based on this religion of profit at all costs. As if somehow, magically, each corporation acting in its selfish interest is going to produce the best result. … What’s frightening – and what hopefully is the last straw and will make us wake up as a civilisation as to how flawed this theory is in the first place – is to see that now we are the tree, we are the whale. Our attention can be mined. We are more profitable to a corporation if we’re spending time staring at a screen, staring at an ad, than if we’re spending our time living our life in a rich way.

Here is the problem condensed. That unnamed “flawed theory” is capitalism. The interviewees in the film arrived at their alarming conclusion – that we are on the brink of social collapse, facing an “existential threat” – because they have worked inside the bellies of the biggest corporate beasts on the planet, like Google and Facebook.

These experiences have provided most of these Silicon Valley experts with deep, but only partial, insight. While most of us view Facebook and Youtube as little more than places to exchange news with friends or share a video, these insiders understand much more. They have seen up close the most powerful, most predatory, most all-devouring corporations in human history.

Nonetheless, most of them have mistakenly assumed that their experiences of their own corporate sector apply only to their corporate sector. They understand the “existential threat” posed by Facebook and Google without extrapolating to the identical existential threats posed by Amazon, Exxon, Lockheed Martin, Halliburton, Goldman Sachs and thousands more giant, soulless corporations.

The Social Dilemma offers us an opportunity to sense the ugly, psychopathic face shielding behind the mask of social media’s affability. But for those watching carefully the film offers more: a chance to grasp the pathology of the system itself that pushed these destructive social media giants into our lives.

Reopening Schools: We Do Not Have To Descend Into COVID Hell

With Corona virus cases spiking across the country, America is on the verge of forcing millions of people into extreme danger. Suddenly, everyone from CEOs, the President, state governors, and the corporate media are calling for schools to open “to save the economy”.

No country has tried to open schools with the virus spreading like here in the US. We are currently in a massive wave of surging cases in 40 states. There are not enough tests or testing. How do you open schools if you can’t test and trace? There’s no way that you can keep a school safe from coronavirus if the virus is raging out of control in the community where the school is located.

Before schools physically re-open, certain principles of public health must be established:

  • No re-opening without full scientific best practices. So far, this is seriously lacking.

  • No re-opening without dealing with the vast practical hurdles. These steps require more funding, not less. So far, the funding to address these problems does not exist.

  • No re-opening without total and complete public transparency. So far, decisions are made behind closed doors. Planning is slapdash and haphazard at best. Teachers, unions and communities must be fully involved as co-equals with politicians in establishing policies.

  • Schools should continue to be food centers for the communities, but they should reinstate and expand what government has cut — access to nurses, vision services, mental health and cultural support. Communities need these services now more than ever.

  • We cannot fail to hold government accountable for securing public health and public safety. Governments must do what it takes to guarantee childcare in safe ways.. We have no choice here. Public schools are still controlled locally. We must exert our power to protect our children.

We’ve already seen what happens when we use shortcuts and go against public health guidance in reopening. Other countries have been successful in suppressing the level of COVID-19, they have one thing in common — a national coordinated strategy.

The US response to the virus has been fractured, reckless, and incompetent. Rather than the federal government organizing a national coordinated response, it has put corporations in total control.

The government refuses to provide adequate unemployment or health care, thus making families desperate to work.  Many European countries cover 60% to 90% of workers’ wages when they can not work. So do we really have to risk our children and our families so corporations benefit? It really does not have to be this way.

Corporations are demanding their workers return to work so they can make a profit from their investments, but they refuse to provide childcare. So children, teachers and school staff, families and communities, must risk their lives to open schools that could not even guarantee toilet paper before the virus. The only people to benefit from a premature physical opening will be billionaires and politicians of both parties. This is why they tout political reasons to re-open, while ignoring scientific precaution.

These same people, who previously had no trouble closing schools throughout neighborhoods and subjecting children to hours of high-stakes testing at computer screens, now state that keeping children out of school denies them the “emotional, social, and knowledge growth they desperately need.” Suddenly, also, the teachers who were degraded as the worst problem with public schools are now heroic essential fron-tline workers!

Schools are set to open district-by-district across the country while many nail shops, gyms, and bars remain closed. Many schools only use easily contaminated recycled air throughout whole buildings instead of widows that can be opened to bring in fresh air. Taking steps as minimal as social distancing will cost vast amounts. Little things become big problems. Before, a Kindergarten teacher could take the whole class to the bathroom at once. Now a class of 15, that requires 6 feet of spacing, forms a line 90 feet long! And how exactly are bathrooms going to be sanitized?

There are no clear guidelines; planning is confused and hidden from the public; PPE’s are in short supply; school budgets are being slashed even as the costs of adequately dealing with the virus skyrocket. School nurses were virtually eliminated before the virus hit. Now, what exactly is going to happen if a child feels sick?

The gap between school finances, destroyed by the virus, and the greatly increased costs, also caused by the virus, runs into billions. The American Federation of Teachers (AFT) has estimated the funding required to reopen public schools safely is at least $116.5 billion.

Trey Hollingsworth, Indiana Congressman, stated that people dying from the virus is the lesser of two evils to the economy not opening up. CNN reported that Hollingsworth said: “it is always the American government’s position to say, in the choice between the loss of our way of life as Americans and the loss of life, of American lives, we have to always choose the latter.” Lieutenant Governor of Texas, Dan Patrick, announced that old people should welcome re-opening, even if that means they would die.

This corporate class also touts the murderous notion of “herd immunity”, meaning that after 3 million people or so die, the virus cannot spread any more. We have watched health care workers sicken, live in their cars so not to infect their families, and wear plastic bags instead of PPEs. What will happen to school staff?

When policies and political choices set up people to die at “acceptable levels”, it is fair to conclude that this is not an accident. Even before the virus, digital technology has been turning jobs into temp work or no work at all. Corporations are simply not going to spend money to support people they cannot use. In this context, physical re-opening is designed to accept a specific amount of death, to establish toleration of death as a new normal.

Can schools physically re-open now? If so, how?

Hawaii has announced that schools will re-open when no one in the state has tested positive for one month. The Florida Education Commissioner, Richard Corcoran, is the former Speaker of the Florida House and a charter school owner. He demands that Florida open its schools 5 days a week even as Florida COVID cases reach record high levels. Precaution is scrapped for pragmatism.

America’s schools do not meet even the most lenient advice for physical re-opening, which are found on the White House websiteTeachers advocate no physical re-opening until no new cases arise in the past 14 days, the time for symptoms to appear. Some districts are beginning to scrap immediate physical re-opening.

Once again, as with the George Floyd rebellion, our character as a people will be tested. Will we stand together, or will our passivity make us complicit in sanctioning unnecessary public death?

Yes, the mental, physical and emotional health of children is critical. No, this cannot be achieved by physical re-opening schools like before. That is impossible. We can find ways to bring young people back together again, but it means letting go of the idea that schools can return to normal. This step requires the imagination and agency of the communities schools serve.

The virus proves that no one is safe unless everyone is safe. The same is true for our schools. For a country founded on genocide, slavery and inequality, the challenge once again is to stand up for the right of quality public education for all.

Everyone now can see the critical and vital importance of public schools to our communities. Even before the virus, schools have been the anchor of the community. Closing public schools is a method of gentrification and community dispossession. Now we see once again that healthy schools create healthy communities and healthy communities create healthy schools.

Teacher unions and parents are advocating that public schools, in these times of COVID, should anchor the communities by expanding the public services they offer.

Immediate and Future Challenges

Whether schools physically open or not, the nature of public education has dramatically changed. Through the Spring, public schools offered online distance learning. As students graduated in June, Zoom Video Communications, Inc announced that it was being used by 100,000 schools globally.

Education has gone from being supported by technology to being dependent on technology and from being corporate-supported to becoming corporate-dependent.

Corporations like Pearson and Google tout online education as a way of saving money in tough times, but this just leads to private profits for corporations.

The latest vampire is Turnitin.com. Students turn in their essays. The website checks for plagiarism; then it sends it back to you, marked in red where you copied something out of the encyclopedia. But they also offer school districts more advanced options like: grading every paper… or maybe even student surveillance.

Under corporate control, online learning, distance learning and virtual charter schools are a dismal failure. The California Attorney General is investigating the entire virtual charter industry for putting private profit ahead of quality education. The largest virtual charter corporation, K12 Inc, “educates” 120,000 students, making $900 million in revenue, all from taxpayer money earmarked for public education. Only half of online high school students graduate within four years, compared to 84% nationally. The Center for Research on Education Outcomes found that students in virtual charters do so poorly in math and English that it’s as if they didn’t attend school at all.

Most teachers estimate that only about 25% of their students do well in online education. The education model is the same drill & kill, test & fail regime that students could not succeed in even before the virus. Most students have trouble learning through screens since the other vital ways that humans learn are eliminated or reduced. And, of course, how does a family provide enough laptops for every child, much less the expense of connecting through Wi-fi?

Government at every level has invited billionaires, tech corporations, and CEOs to determine what public education will look like as the virus rolls on. New York Governor Andrew Cuomo invited Bill Gates and Google into the state to “re-imagine public education.” In other words, government is systematically replacing elected officials, who are (theoretically) accountable to the people, with private, unaccountable capitalists in a campaign to defund and privatize public schools and debase the purpose of education.

The ethical and moral implications of this corporate effort to terminate the education our children and communities need are highly disturbing. There is little public discussion about this even as government proclaims online learning as the miracle of the age.

US schools at every level are facing a crisis of unprecedented proportions. By the time the 2020-2021 school year is over, corporations and governments – if unopposed – will establish a degraded model that works only for the elite and very few others.

When government can bailout billionaires with trillions of dollars, we see that the money exists to build a system of public education that can build the leaders we need to transform the world.

Teaching today must unleash the marvelous powers and creativity of our collective humanity. Students are the people the world needs today to overcome the challenges of a desperately sick population, a sick society and a sick planet.

Unlike most of the world, where the needs of society were put first, in the US every problem is presented as an individual problem and every solution is presented as an individual solution.

It is the same with public education. Ronald Reagan proclaimed that there was no such thing as “society”, meaning no problems result from society, so you’re on your own. This has been America’s mantra ever since, unless of course it relates to corporate governance.

But now we see, scientifically, that the only solutions that can work must be organized at the national level by government to benefit everyone. Social problems are not individual; the emanate from how society is organized. Social problems require social solutions.

Just as COVID-19 demands a national coordinated strategythe problems of safely re-opening public schools demand national solutions. Not piecemeal, local, short-term quick fixes. Instead, upgrade our schools by combining a public health approach with a public schools approach.

Maternal and Child Health in the Face of Natural Disasters

Ironically, just three months after the unqualified, unethical, and unstable narcissist who occupies the White House, decided to pull out of the Climate Accords/Paris Climate Agreement , the United States has been struck by a number of natural disasters from the uncontrollable fires raging in Oregon and California, and other parts of the west coast, to hurricanes Harvey and Irma in the states of Texas and Florida, respectively. Irma first wreaked her damage on the Caribbean islands, leaving a trail of devastation, where in some places, such as the tiny island of B arbuda, where there was a reported 90% destruction of all structures. Both hurricanes have been recorded among the worse or most virulent in recorded history, in the past 150 years. There has also been hurricanes, flooding, and horrific mudslides in the countries of Nepal, Bangledash, and India, as well as Sierra Leone; where poverty and the lack of sustainable infrastructure has resulted in the deaths of thousands.

What is clear, and what has been long understood by scientists and those in public health, is that "climate change and environmental degradation is real". We have been sounding the horn for many decades now, and there has been many attempts to silence and discredit us. However, despite being climate change deniers, such as Republican Senator Ted Cruz of Texas and Florida Governor Rick Scott , have both called for federal aid, and declared a state of emergency. All while refusing to to truly address the root causes of this devastation. These climate change deniers and the internet trolls that they help to create through propaganda, misinformation, lies, and false promises of re-opening mines - which have likely already been stripped of all of its natural resources., continue to convince enough members of the public that climate change is a hoax. 45 (One seriously cannot refer to that man as President) even went as far as to claim that it was a hoax started by the Chinese to undermine US business interests.

Americans are now learning that they should be doing more than sending "thoughts and prayers" when a natural disaster occurs, and should instead do something to prevent or reduce the harmfulness of the next one, by voting into office legislators that would enact the necessary policies that address climate change and environmental degradation. Recognizing that climate change has become the most pressing public health issue impacting the lives of people globally, the American Public Health Association (APHA), as well as a number of its affiliates, such as the Southern California Public Health Association (SCPHA) have choose to make climate change the theme of their 2017 conferences. In fact, in January APHA has declared that 2017 is the Year of Climate Change and Health, APHA actually has an ongoing climate change initiative that has included monthly themes, webinars, and resources for advocacy. While SCPHA just established its Resolutions, with the first titled Resolution on Oil & Gas Development, Climate and Health . Again, the experts agree that "climate change is real".

Another issue that is not being openly discussed in these responses to natural disasters is the fact that, like most aspects of life, intersectionality is at play, and having an identity that encompasses any combination of the following factors, increases the degree of impact that a natural disaster has on one's health and wellbeing: being located in the global south, being a person of color, having a disability, being an immigrant or refugee, being a woman, being a mother, and being low income.

Further, the fact of the matter is that while Western nations, especially the US, utilize most of the natural resources and carry out activities that have increased pollution, environmental degradation, and have hasten climate change, nations in the Global South are disproportionately impacted by the effects of climate change, and suffer the greatest degree of destruction and burden. And again, what complicates matters is that these nations are among those without the wealth and resources to protect and provide services to its citizens, fortified their structures, and readily rebuild following the devastation; putting citizens at risk for disease and injury.

Whether abroad or within the US, due to those aforementioned intersections, those who are the most impacted by natural disasters are women and children ; particularly mothers. During the wake of Hurricane Harvey there were images of many mothers trying guide their children to safely. One could not helped to notice that many were single mothers, or simply had no men in sight who were able to assist. On a CNN interview there was an African American mother who lashed out at interviewers for their insensitivity in wanting to know all of the details about the trauma that she and her children went through trying to navigate the storm, and there was the tragic story of a three year old child being found alive, grasping to the body of her deceased mother . It is easy to talk about evacuation when there is available income to readily do that, as well infrastructure that can accommodate a mass exodus of people from major metropolitan areas; however it becomes far more difficult when

All of this points to a subset of maternal & child health that public health truly needs to consider more intently, and that is wellbeing during and after a natural disaster. This consideration needs to ask the questions:

• Are communities being effectively assisted in preparing for a natural disaster?

• Are special considerations being given to helping to evacuate and shelter single mothers and their children, knowing that they do not have any other support in the home?

• Are resources to withstand natural disasters being made available to those who may not be able to afford the, or have access to reliable transportation to gather them? The central argument is that more resources need to be invested in disaster preparation and not just focus all monies and other resources to disaster response.

• Are shelters being stocked with supplies that will be most needed by mothers of infants, toddlers, and small children: diapers, bottles, etc.?

• Are precautions being carried out to accept pregnant women into shelters, and assist if they go into labor?

Of course, we would want to ask where are the fathers, and the answer may be that they work a distance from their homes, particularly in the global south, have fell victim to the natural disaster, which was the case with the 2004 tsunami that pulled millions of people into the Indian Ocean, or that they were literally off saving themselves; leaving women to fulfill the traditional role of nurturer and protector of their children. One that they are showing that they are ready and willing to give their own lives to fulfill.

Media Monsters: Militarism, Violence, and Cruelty in Children's Culture

Who ever thought there would be torture scenes in G and PG rated American children's films or that a video game would allow one to feel the rush of killing? Who would have imagined in their worst nightmare that the Disney corporation would try to trademark "SEAL Team 6," especially right after this elite military group killed Osama bin Laden, so they could use it for toys, Christmas stockings, and snow globes? Or that a child would write a few loving words on her desk and be arrested in front of her classmates? Who could have believed that the U.S. would torture real children in the "war on terror" campaign?

Consider that there are now only five big media conglomerates controlling over 90% of everything seen and heard. Media in the U.S. is engaging in post-9/11 rhetoric even in the world of children. Seeing little Boo, the toddler who can barely speak in Monsters, Inc., strapped in the torture chair - equipped with holes in the seat's bottom like electric chairs have for drainage of bodily fluids - convinces us to look closer at what American kids and children the world over are watching as their purported entertainment.

As cartoon images of militarism and prison fill children's heads, the school-to-prison pipeline is active in the schools of poor neighborhoods and those of color mimicking the prison system - and these children have largely been slated for a life in prison or the military. Pushing students out of the classroom and into the criminal justice system - often for minor offenses such as getting behind in their homework! - is as disturbing as the JROTC instituting programs on the middle school level as a way of getting especially inner-city, racially targeted recruits.

This is against the U.N.'s Convention on the Rights of the Child's (C.R.C.) Article 38: "Children under 15 should not be forced or recruited to take part in a war or join the armed forces...The Convention's Optional Protocol on the Involvement of Children in Armed Conflict further develops this right, raising the age for direct participation in armed conflict to 18 and establishing a ban on compulsory recruitment for children under 18." The United States, along with Somalia and South Sudan, refuses to ratify this document under the guise of parental rights, but that decision allows the following problems: 21% of U.S. children are living in poverty; the U.S. is the only high-income country not to grant paid maternal leave; and the U.S. is the only country in the world sentencing under-18-year-olds to life without parole. These infractions are all against the C.R.C. Over twenty-five years old, the document will never be ratified by the United States because it interferes with business as usual, and Michael P. Farris, president of Parental Rights, actively fights the treaty. His group fears that, if instituted, "[a nation] would have to spend more on children's welfare than national defense." As the old saying goes, "It will be a great day when our schools get all the money they need and the Air Force has to hold a bake sale to buy a bomber." The grand total in 2013 for U.S. Homeland Security and National Defense was an astounding $931 billion, or nearly $1 trillion, and part of the funding has come from cutting the school-lunch program. China has the next largest military budget, estimated at $136 billion.

Yet the propaganda continues...The Incredibles shows the 9/11 trope of a plane bent on destruction heading toward a U.S. city while the entire family ends up on the torture rack; the film also shows Mr. Incredible blasted by viscous bubbles similar to new, real-life (theoretically) less-than-lethal incapacitant sticky foam weapons being proposed for crowd control in the U.S. and abroad. And what are the children to think when their beloved Buzz Lightyear - a friend to all for two of the three films - is tortured, his personality changed, and he becomes, in Toy Story 3, prison guard for the cruel overlord in the surveillance-laden dystopia?

Children's beliefs about others are molded from a young age - just think how characters in Aladdin contributed to persuasion for the first Gulf War as even children came to see the Arabic world as mean-spirited. Henry A. Giroux explains that Disney not only included offensive language toward the region in this (and its follow-up) film, it didn't even bother to write actual Arabic where it was called for in the film, instead choosing to scribble the substitute of nonsensical scrawl.

In addition to death language, war scenes, and general barbarism, there are other disturbing depictions in G and PG rated children's movies. Nearly all African-American characters have an inner-city vibe as we see in Turbo. Often Spanish-speaking characters are presented as poor and lazy or loud as observed in the aforementioned and in Open Season. Women are shown as either "bitchy" or subservient. If you want evidence, just watch Beauty and the Beast - it's a primer for women to learn how to endure an abusive relationship (as in, "If I'm just nice enough, he'll come around"). Or watch how Ratatouille presents a woman as psychotic. Native Americans are depicted as mysterious and speak monosyllabically, as seen in Rango. Children themselves are presented as either endangered or as monsters, sometimes both, as is the case in both Toy Story and Nanny McPhee. Guns, cruelty, and bullying are in just about every kids' film in the U.S., but the Motion Picture Association of America doesn't care that the violence component is through the roof as long as no one hears cursing or sees drugs or alternative lifestyles.

How are people affected by that last one? Ritual ridicule in a brutal gender binary system is largely responsible for the mass school shootings. Our definitions of what it means to "be a man" are injected early on. Seeing Ken - depicted as supposedly effeminate - bullied and threatened by Barbie in Toy Story 3 tells boys to be wary of having nice hand-writing or any other purportedly feminine behavior. There are many, many examples of gender policing in American kids' films - take how the minion is teased for wanting affection in Despicable Me as just one example.

Meanwhile, over 6,000 were killed from the U.S. drone assassination program in Somalia, Yemen, Iraq, Afghanistan, Pakistan and Palestine in 2015 alone - some of the victims are children and 90% of victims are innocent bystanders. You won't see this on American TV or in the country's films. The U.S. veteran homelessness rate is appalling - and suicide rates among armed services veterans and active duty personnel have sky-rocketed. You won't see this either. The world is grappling with how to handle refugees from the fashionably long-lasting wars amid - and aiming specifically for - civilians. You'll see the refugees but no coverage of why these victims are fleeing. You won't hear the name Omar Khadr, a 15-year old Canadian citizen tortured by the U.S. or that of 14-year old Chad-citizen Mohammed El-Gharani who suffered the same fate. You won't see coverage detailing that those of Arabic/Islamic origin or background rounded up in the U.S. after 9/11 were ALL found innocent. Instead, you will see over 900 mostly Hollywood films vilifying these groups over the past century so the military-industrial complex has an eternal "enemy."

U.S. children are busy at school being patted down and going into lockdown mode, learning how to kill from video games, repeating cruelties learned from their films, and watching playground fights on YouTube, while American tax dollars are hard at work being used for nationalistic ceremonies at pro sports events and censoring directors who don't promote "patriotism." That citizens shudder at fellow hijab wearing citizens shows how the U.S. public has been sucker-punched.

We are undergoing a paradigm shift of monumental proportions wherein some are awakening to possibilities on a dimming horizon. Doing so has never been more imperative because our very survival depends on seeing what is true: that we are more alike than we are different and that the "have nots" have a my-voice-matters stake in which way life proceeds. It is time for us, "the 99%," to stand against the media and political giants engaged in separating us from one another. God bless the whole world: NO EXCEPTIONS.

Lying to Children About the California Missions and the Indian

All my life, I have heard only one story about California Indians: Godless, dirty, stupid, primitive, ugly, passive, drunken, immoral, lazy, weak-willed people who might make good workers if properly trained and motivated. What kind of story is that to grow up with?

The story of the missionization of California.

In 1769, after missionizing much of Mexico, the Spaniards began to move up the west coast of North America in order to establish claims to rich resources and before other European nations could get a foothold. Together, the Franciscan priests and Spanish soldiers "built" a series of 21 missions along what is now coastal California. (California's Indigenous Peoples, numbering more than 1 million at the time, did most of the actual labor.) These missions, some rehabilitated from melting adobe, others in near-original state, are now one of the state's biggest tourist attractions; in the little town of Carmel, Mission San Carlos Borromeo de Carmelo isthebiggest attraction. Elsewhere, so-called Mission décor drenches Southern California, from restaurants to homes, apartment buildings, animal shelters, grocery stores, and post offices. In many neighborhoods, a bastardized Mission style is actually required by cities or neighborhood associations. Along with this visual mythology of adobe and red clay roof tiles comes the cultural storytelling that drains the missions of their brutal and bloody pasts for popular consumption.

In California schools, students come up against the "Mission Unit" in 4th grade, reinforcing the same lies those children have been breathing in most of their lives. Part of California's history curriculum, the unit is entrenched in the educational system and impossible to avoid, a powerfully authoritative indoctrination in Mission Mythology to which 4th graders have little if any resistance. Intense pressure is put upon students (and their parents) to create a "Mission Project" that glorifies the era and glosses over both Spanish and Mexican exploitation of Indians, as well as enslavement of those same Indians during U.S. rule. In other words, the Mission Unit is all too often a lesson in imperialism, racism, and Manifest Destiny rather than actually educational or a jumping-off point for critical thinking or accurate history.

In Harcourt School Publisher's California: A Changing State, the sacrifice for gold, riches, settlements, and violence by Spanish, English, and Russian explorers is well enunciated throughout Unit 2 and dressed in exciting language such as on page 113: "In one raid, Drake's crew took 80 pounds of gold!"

In four opening pages to Chapter 3 devoted to Father Junípero Serra, the textbook urges students to sympathize with the Spanish colonial mission:

"Mile after mile, day after day, week after week, the group traveled across the rugged terrain. As their food ran low, many of the men grew tired and sick. Father Serra himself suffered from a sore on one leg that grew worse each day. And yet he never gave up, calling on his faith in God to keep himself going."

The language jumps between an acknowledgement of the subjugation of Indigenous Peoples and of mutually beneficial exchanges. In Lesson 3, "The Mission System" opens: "Indians were forced to build a chain of missions." Subsequent language emphasizes the alleged benefits to the Indians:

"At the missions, the priests worked to create loyal Spanish subjects… They wouldmovethe California Indians into the missions, teach themto be Christians, andshow themEuropean ways." [Emphasis added.]

Visiting the mission as an adult, proud, mixed-blood California Indian woman, I found myself unprepared for gift shops well stocked with CDs of pre-researched Mission Projects; photocopied pamphlets of mission terms, facts, and history (one for each mission); coloring books; packaged models of missions ("easy assembly in 10 minutes!"); and other project paraphernalia for the discerning 4th grader and his or her worried parents.

The Carmel Mission website maintains a "4th Grade Corner" where daily life for padres and their "Indian friends" who "shared what little food and supplies they had" is blissfully described. Other websites offer "easy," "quick," and "guaranteed A+!!!" Mission Projects, targeting those anxious parents, for a price.

Generations of Californians have grown up steeped in a culture and education system that trains them to think of Indians as passive, dumb, and disappeared. In other words, the project is so well established, in such a predictable and well-loved rut, that veering outside of the worn but comfortable mythology is all but impossible.

On my visit to Mission Dolores, I found that out in a particularly visceral way.

It was over winter break, 2008. I was in San Francisco for a conference, and my friend Kimberly and I had hopped on a streetcar to visit Mission Dolores. As we emerged from the mission church via a side door into a small courtyard (featuring one of those giant dioramas behind glass), we inadvertently walked into video range of a mother filming her daughter's 4th-grade project.

Excusing ourselves, we studiously examined the diorama while the little girl flubbed her lines a few times. She was reading directly from the flyer given tourists in the gift shop and could say "basilica" but not "archdiocese," but she maintained her poise through several takes until she nailed it.

Both mothers ourselves, Kimberly and I paused to exchange a few words of solidarity about school projects with the mother, which gave Mom the chance to brag about how she and Virginia were trying to "do something a little different" by using video instead of making a model.

"That's great!" I said, giving them both a polite smile. "I'll bet your teacher will be glad to have something out of the ordinary."

"Well, it is different actually being right here," Mom said excitedly. "To think about all those Indians and how they lived all that time ago, that's kind of impressive."

I could not resist: "And better yet," I beamed, "still live! Guess what? I'm a member of the Ohlone/Costanoan-Esselen Nation myself! Some of my ancestors lived in this mission. I've found their names in the Book of Baptism." (I didn't mention that they are also listed in the Book of Deaths soon afterward.)

The mother was beside herself with pleasure, posed me with her daughter for a still photo, and wrote down my name so she could Google my work. Little Virginia, however, was shocked into silence. Her face drained, her body went stiff, and she stared at me as if I had risen, an Indigenous skeleton clad in decrepit rags, from beneath the clay bricks of the courtyard. Even though her mother and I talked a few more minutes, Virginia the 4th grader-previously a calm, articulate news anchor in training-remained a shy shadow, shooting side glances at me out of the corner of her eyes.

As Kimberly and I walked away, I thought, "That poor kid has never seen a live Indian, much less a 'Mission Indian'-she thought we were all dead!" Having me suddenly appear in the middle of her video project must have been a lot like turning the corner to find the (dead) person you were talking about suddenly in your face, talking back.

Kimberly, echoing my thoughts, chortled quietly, "Yes, Virginia, there really are live Mission Indians."

The problem is, thanks to Mission Mythology, most 4th graders will never know that and the textbooks don't help to give visibility to modern California Indians.

Throughout the rest of California: A Changing History, mentions of California Indians are brief and as victims fading into history. On page 242, under the heading of "A Changing Population," Harcourt states simply, "California Indians were hurt by the gold rush… Many were forced off their lands when the miners found gold there."

Many pages later, California Indians are mentioned again when the textbook devotes five paragraphs to Indian Governments. Although 109 tribes are recognized in California, in the text, they are faceless and noted only by red square dots on a map.

It's time for the Mission Fantasy Fairy Tale to end. This story has done more damage to California Indians than any conquistador, any priest, and soldado de cuera (leather-jacket soldier), any smallpox, measles, or influenza virus. This story has not just killed us, it has also taught us to kill ourselves and kill each other with alcohol, domestic violence, horizontal racism, internalized hatred.

We have to put an end to it now.

An Ideal Blueprint: The Original Black Panther Party Model and Why It Should Be Duplicated

The rise of the Black Panther Party (BPP) in the late 1960s signified a monumental step toward the development of self-determination in the United States. In a nation that has long suffered a schizophrenic existence, characterized by a grand facade of "freedom, liberty and democracy" hiding what Alexis de Tocqueville once aptly described as "old aristocratic colours breaking through,"[1] the BPP model provided hope to not only Black Americans who had experienced centuries of inhumane treatment, but also to the nation's exploited and oppressed working class majority that had been inherently disregarded by both the founding fathers' framework and the predatory nature of capitalism.

As we grind our way through the tail-end of a neoliberal storm, it has become clear that in an age of extreme inequality, unabated corporate power, and overwhelming government corruption at all levels; we have a war on our hands. Not a war in the traditional international sense, but a domestic class war; one that has decimated our communities, our hopes for a better future, our children's educations, and our collective physical and mental well-being. The aggressors in this war are powerful - so much so that resistance often seems futile, and the opposition insurmountable. Multi-trillion dollar financial institutions and multi-billion dollar corporations pulling the strings of the most powerful politicians - Presidents, Senators, Congress members, and Governors alike - all of whom have at their disposal the abilities to print money at will, control markets through fiscal and monetary policy, deploy powerful militaries anywhere in the world, and unleash militarized police forces to terrorize our neighborhoods.

Despite this juggernaut of an enemy, working-class resistance has not subsided. And although it took a proclaimed "economic crisis" to wake many from their slumber, developments within activist and direct action circles have been positive over the past half-decade. The Occupy movement sparked much-needed discourse on income inequality and corporate/government corruption while setting up the fight for a $15 minimum wage, which has caught on like wildfire throughout the country, and especially among the most vulnerable of the working class - low-wage service sector workers. Anti-war protestors who made their presence felt during the Bush administration - only to disappear after Obama's election - have begun to trickle back with the gradual realization that nothing has changed. And anti-capitalist political parties throughout the Left, though still small and splintered, have gained momentum and membership while successfully plugging into some mainstream working-class consciousness (Kshama Sawant and Socialist Alternative's rise in Seattle; the Black Autonomy Federation's regrouping of grassroots, anti-authoritarian struggle; the International Socialist Organization's ongoing solidarity with folks like Glenn GreenwaldJeremy ScahillAli Abunimah and Amy Goodman; the Socialist Party USA's growing relevance; and the Party for Socialism and Liberation's relentless battle in the trenches of anti-war, anti-police brutality, and anti-racist activism).

These developments, while positive in many respects, have ultimately been limited. Some of these limitations are due to external factors that continue to plague the American public: a general deficit in education and knowledge, a lack of class-conscious analysis, and the inundation of corporate media and propaganda, to name a few - all of which pose elements that are difficult, if not impossible, to control. Other limitations are due to internal factors which are largely controllable, such as organizational structures and approaches. It is regarding these internal shortcomings where the original Black Panther Party model becomes invaluable and should be held as a standard blueprint for all organizations and parties seeking revolutionary change.

The following is a list of attributes, both tangible and conceptual, that made the BPP an effective model for true liberty and self-determination; and, consequently, a substantial threat to the status quo of ever-strangling corporate and governmental power. Organizations and parties of today, whether through piecemeal or wholesale consideration, would do well to take this ideal mix into account.


Theoretical Foundation and Internationalism

Despite constant grumblings regarding the "inundation" and "worthlessness" of theory from within the modern Left, a glance at the operational effectiveness of the original BPP lends credence to its usefulness.

The BPP was firmly rooted in revolutionary political philosophy, most notably that of Marxism - a tool that is needed to understand and properly critique the very system which dominates us - capitalism. "Capitalist exploitation is one of the basic causes of our problem," explained one of the party's founders, Huey P. Newton, and "it is the goal of the BPP to negate capitalism in our communities and in the oppressed communities around the world."[2]

The BPP's ongoing exploration of theory allowed for the development of a crucial class component that perfectly balanced their fight against institutional racism. This helped create the notion that the fight for racial justice could not be won outside the confines of economic justice and class division, something revolutionary counterparts like Martin Luther King, Jr. and Malcolm X would also eventually realize.

Stemming from Marxism was the method of and adherence to "dialectical materialism," which "precluded a static, mechanical application" of theory and allowed the party to adapt to the constantly developing environment while maintaining a mission based in class and racial oppression. "If we are using the method of dialectical materialism," argued Newton, "we don't expect to find anything the same even one minute later because one minute later is history." [3] Regarding the party's embrace of this method, Eldridge Cleaver noted, "we have studied and understand the classical principles of scientific socialism (and) have adapted these principles to our own situation for ourselves. However, we do not move with a closed mind to new ideas or information (and) know that we must rely upon our own brains in solving ideological problems as they relate to us." [4]

The Party's belief in "international working class unity across the spectrum of color and gender" led them to form bonds with various minority and white revolutionary groups. "From the tenets of Maoism they set the role of their Party as the vanguard of the revolution and worked to establish a united front, while from Marxism they addressed the capitalist economic system, embraced the theory of dialectical materialism, and represented the need for all workers to forcefully take over the means of production." This approach was echoed by Fred Hampton, who urged all to resist fighting racism with racism, but rather with (working class) solidarity; and to resist fighting capitalism with "Black capitalism," but rather with socialism.

Through this theoretical base, "Newton and the BPP leadership organized with the intent of empowering the Black community through collective work," Danny Haiphong tells us. "Each concrete medical clinic, free breakfast program, and Panther school were organized to move community to confront the racist, capitalist power structure and embrace revolutionary socialism and communalism."

The Party's Ten-Point Program and platform, which evolved slightly over the course of several years, rested on demands that focused not only on historical roots to the daily injustices faced by Black Americans and oppressed communities, but also took on an international scope that allowed for understanding macro-systemic causes, and particularly those associated with capitalism. As Cornel West explains, "The revolutionary politics of the Black Panther Party linked the catastrophic conditions of local Black communities (with the disgraceful school systems, unavailable health and child care, high levels of unemployment and underemployment, escalating rates of imprisonment, and pervasive forms of self-hatred and self-destruction) to economic inequality in America and colonial or neocolonial realities in the capitalist world-system."[5]

"It was the politics of international radical solidarity ... Because of the tremendous hostility that the Vietnam War was generating, youth organizations in Germany, France and Sweden created solidarity committees for the BPP. We would travel back and forth; and they raised money for us. There were liberation movements in Africa who read our paper and contacted us," says Kathleen Cleaver. The Party even established its own embassy in Algeria, a nation that had no diplomatic ties with the United States at the time. With a firm understanding of political economy and geopolitics, the party possessed a "big picture approach" that has become a necessity, especially in today's world of globalization, neoliberalism, and multinational corporate power.


Praxis and Direct Action

"They (the people) can do anything they desire to do," Newton professed, "but they will only take those actions which are consistent with their level of consciousness and their understanding of the situation. When we raise their consciousness (through education), they will understand even more fully what they in fact can do, and they will move on the situation in a courageous manner. This is merging your theory with your practices." [6]

The BPP didn't just talk about change, they actively pursued it. Their presence was felt in the neighborhoods for which they lived and worked. They walked the streets, talked with folks, broke bread with neighbors, and cultivated a sense of community. Their numerous outreach efforts were well-planned, beautifully strategic, and always multi-pronged - combining basic and pleasant human interaction with education and revolutionary politics. They were the perfect embodiment of solidarity, often times rejecting notions of leadership and superiority to create a radical landscape where all were on equal footing. The sense of empowerment felt by all who came in contact with them was unmistakable.

In an effort to curb police brutality and the indiscriminate murders of black youth at the hands of racist police tactics, the party regularly deployed armed citizen patrols designed to evaluate the behaviors of police officers. They coordinated neighborhood watch programs, performed military-style marching drills, and studied basic protective manuevers to ensure measures of safety and self-preservation for citizens living in oppressed communities.

In January of 1969, in response to the malnutrition that plagued their communities, the party launched a "Free Breakfast for Schoolchildren" program, which was introduced at St. Augustine's church in Oakland, California. In a matter of a few months, the program had spread to other cities across the country. In April, the Black Panther newspaper reported on its progress and effectiveness:

The Free Breakfast for School Children is about to cover the country and be initiated in every chapter and branch of the Black Panther Party… It is a beautiful sight to see our children eat in the mornings after remembering the times when our stomachs were not full, and even the teachers in the schools say that there is a great improvement in the academic skills of the children that do get the breakfast. At one time there were children that passed out in class from hunger, or had to be sent home for something to eat. But our children shall be fed, and the Black Panther Party will not let the malady of hunger keep our children down any longer.

By year's end, the program had blanketed the country, feeding over 10,000 children every day before they went to school. To compliment this, the Party "launched more than 35 Survival Programs and provided community help such as education, tuberculosis testing, legal aid, transportation assistance, ambulance service, and the manufacture and distribution of free shoes to poor people." This type of tangible solidarity and assistance is needed today. Food drives, safety programs, neighborhood watch, and basic accessibility and assistance should not represent things that are beneath revolutionary politicking.


Intersectionality

Due to their solid theoretical framework, the Party was able to deploy a proto-intersectionality that allowed them to go beyond issues of racial oppression and police brutality in order to address broad roots and common causes. In doing so, they were able to redirect the emotional rage brought on by targeted racism and channel it into a far-reaching indictment of the system. This created the potential for broad coalitions and opened up avenues for unity and solidarity with revolutionary counterparts, especially with regards to Black women.

Despite stifling elements of misogyny and sexism, the emergence of women as key figures in the Black Power movement was ironically made possible through the BPP. One of the party's early leaders, Elaine Brown, pointed to a conscious effort on the part of female members to overcome patriarchy from within party lines. "A woman in the Black Power movement was considered, at best, irrelevant," explains Brown. "A woman asserting herself was a pariah… It was a violation of some Black Power principle that was left undefined. If a Black woman assumed a role of leadership, she was said to be eroding Black manhood."[7]

Leaders like Brown, despite carrying this heavy burden of being drawn into a fight within THE fight, were incredibly important to the party's mission and became highly influential members, local leaders, fierce orators, and public representatives for the party-at-large. Brown made impressive runs for Oakland City Council in 1973 and 1975, receiving 30% and 44% of the vote respectively. In 1977, she managed Lionel Wilson's Oakland mayoral campaign which resulted in Wilson becoming the city's first Black mayor.

Regarding the dynamics of sexuality and gender in the party, journalist and activist Annie Brown tells us:

The BPP had an open mind towards sexual expression as well as the roles women could play in social change organizations. The embrace of female empowerment and varied sexual identities within the party allowed for women like Angela Davis, to rise to prominent positions of power within the party while other radical organizations of the time such as Students for a Democratic Society (SDS) and The Student Nonviolent Coordination Committee (SNCC) saved leadership roles for men, and forced women to remain in the background.

After addressing these early pockets of misogyny and hyper-masculinity, the party was shaped heavily by women, to the point where it "transformed gender roles in the Black Power movement," and paved the way for similar developments in other grassroots movements in the U.S. In researching for her forthcoming book, "What You've Got is a Revolution: Black Women's Movements for Black Power," Historian Ashley Farmer found the Party's newspaper regularly "defied gender roles by depicting women as strong, gun-toting revolutionaries," while female party members were heavily involved in setting "a community-focused revolutionary agenda that supported programs for daycare, groceries, and housing."

In addition to celebrating women as "tough revolutionaries," the newspaper included an "explicit focus on women's issues" throughout its publication. For years, Women Panthers assumed leadership roles and " turned toward local-level activism, providing food, housing, and health care in local black communities." The inclusion of women as active participants in the struggle was eventually, if not initially, embraced by founding members. As Historian Robyn Spencer writes, "Seale and Newton didn't exclude African-American women in their rhetoric or in their involvement. The message became: Black brothers and sisters unite for real social action."[8] This development within the party's evolution led to a membership that was majority (roughly two-thirds) female by the early-1970s, a desirable goal for a modern Left that still possesses a troublesome androcratic identity.


Discipline

Despite constant meddling from the FBI and its COINTELPRO program, which sought to "disrupt, confuse and create tension within the organization," the BPP's organizational structure was solidly built, baring a slight resemblance to that of the Nation of Islam. Some BPP chapters operated with military-like discipline, a quality that tends to be lacking on a loose and often times hyper-sensitive Left (even amongst Leninist organizations). This was accomplished with a good mix of horizontal leadership and chapter autonomy, which allowed for creativity, initiatives and actions throughout the organization, while also maintaining the discipline necessary for taking broad action and staying focused on the big picture.

The party recognized the severity of the situation for oppressed and working-class communities within a racist and capitalist system. The system's inherently predatory nature regarding social and economic issues provided a glimpse of a society based in class division, and the daily brutalization of communities of color at the hands of the police confirmed the presence of an all-out class war. In this sense, the party organized for this purpose - equipping themselves with ideological ammo, building poor and working-class armies through community outreach and education, arming themselves for self-defense, and operating their mission with a high degree of strategy and discipline.

Mao Zedong's revolutionary military doctrine, "Three Rules of Discipline and Eight Points for Attention," was highly influential in the party's daily operations. These "rules of engagement" emphasized obedience to the needs of oppressed peoples as well as conducting actions in a respectable and honorable manner (Be polite when speaking; Be honest when buying and selling; Return all borrowed articles; Pay compensation for everything damaged; Do not hit or swear at others; Do not damage crops; Do not harass females; and Do not mistreat prisoners). "There were some aspects of Chairman Mao's thought that had helpful and sensitive application for the life of the Panthers in the ghetto," explained Cleaver.[9]

In addition to Mao's "little red book," the party made Che Guevara's "Guerilla Warfare" required reading in all of its political education classes. Recognizing the similarities between the Black struggle in America and the struggle of the colonized in many parts of the world, party members studied anti-colonial resistance and Regis Debray's foco theory of revolution, which posited the idea that "vanguardism by cadres of small, fast-moving paramilitary groups can provide a focus (in Spanish, foco) for popular discontent against a sitting regime, and thereby lead a general insurrection." While the BPP didn't apply this in the same manner as a revolutionary peasantry would in taking up arms against an imperial force, they were able to use many points as a foundation for unity and self-defense, if not merely for inspiration in battling forces of oppression. Said Newton:

… all the guerilla bands that have been operating in Mozambique and Angola, and the Palestinian guerillas who are fighting for a socialist world. I think they all have been great inspirations for the Black Panther Party… they are examples of guerilla bands. The guerillas who are operating in South Africa (against Apartheid) and numerous other countries all have had great influence on us. We study and follow their example."

This disciplined approach allowed the party to establish clear targets for opposition, while also dissuading reactionary behaviors that were dangerously counterproductive and counter-revolutionary. An example of this came in a message released to members through the organizational newspaper in 1968. The message was in response to news of frequent quarrels with hippies:

"Black brothers stop vamping on the hippies. They are not your enemy. Your enemy, right now, is the white racist pigs who support this corrupt system. Your enemy is the Tom nigger who reports to his white slavemaster every day. Your enemy is the fat capitalist who exploits your people daily. Your enemy is the politician who uses pretty words to deceive you. Your enemy is the racist pigs who use Nazi-type tactics and force to intimidate black expressionism. Your enemy is not the hippies. Your blind reactionary acts endanger THE BLACK PANTHER PARTY members and its revolutionary movements. WE HAVE NO QUARREL WITH THE HIPPIES. LEAVE THEM ALONE. Or - THE BLACK PANTHER PARTY will deal with you."

Such focus is crucial and should be a primary goal for a modern Left that is often intensely and frustratingly sectarian.


An All-Inclusive, Working-Class Orientation

Perhaps the most valuable of the BPP's attributes was its common acceptance and inclusion of the most disenfranchised and oppressed of the working classes - the unemployed, the poor, and those alienated by the criminal justice system through racist and classist laws and law enforcement practices. This approach stood in contrast to the overly-Eurocentric package that housed orthodox Marxism, and openly defied the highly romanticized, lily white version of working-class identity espoused by many Leftist organizations throughout history - often symbolized by the white, chiseled, "blue-collar" man wielding a hammer.

Over the years, Marx's assessment and discarding of the "lumpenproletariat" - a population that he described as "members of the working-class outside of the wage-labor system who gain their livelihoods through crime and other aspects of the underground economy such as prostitutes, thieves, drug dealers, and gamblers" - had been accepted by many on the Left. However, the BPP's familiarity with Zedong and Guevara led them away from this commonly accepted notion, and their philosophy paralleled that of Frantz Fanon, who in his ongoing analysis of neocolonialism, deemed the lumpen to be "one of the most spontaneous and the most radically revolutionary forces of a colonized people."

The BPP recognized similar dynamics within the United States - particularly the relationship between Black, poor, and disenfranchised populations and the power structure - and viewed this as a microcosm of international colonialism. In their eyes, the American "peasantry" wasn't tilling fields and cultivating crops - it was the homeless lying in the streets, the unemployed standing on the corners, the racially disenfranchised left with no options in life, and the unlawfully imprisoned masses behind bars. They saw potential in society's castaways and embraced the idea of a revolutionary class made up of displaced workers who were never given a chance to participate in the labor market.

Newton, particularly, was a firm believer in the revolutionary potential of the 'Black lumpenproletariat' in the United States, and viewed this notion as an important challenge to the "bourgeois nature" of the Southern Civil Rights movement, which he believed had become completely reliant on a reformist-minded, Black middle-class leadership that was too concessionary and did not properly represent a revolutionary working-class orientation.

Today, at a time when over 20 million able-bodied Americans have been forced into the "underground economy," and another 2.5 million are incarcerated, the idea of drawing society's castaways toward class-conscious political movements is ripe. Narratives that focus on the erosion of the "middle class" are not only insufficient, they're irresponsible. Our true struggle lies with the multi-generational poor, the unemployed, and the imprisoned victims of the draconian "Drug War" and prison industrial complex.


A Winning Formula

The BPP model could be summed up with the following formula: (THEORY + INTERSECTIONALITY) + (PRAXIS + EDUCATION) = CLASS CONSCIOUSNESS = REVOLUTIONARY CHANGE. Like no other, the party successfully blended a heavy academic foundation with a non-academic approach, using community outreach programs to serve basic needs while also educating and promoting class consciousness. Their crucial "Survival Programs" sought to satisfy immediate Maslovian needs without losing sight of the ultimate goal of uprooting and transforming society from below.

"All these programs satisfy the deep needs of the community but they are not solutions to our problems," explained Newton. "That is why we call them survival programs, meaning survival pending revolution. We say that the survival program of the Black Panther Party is like the survival kit of a sailor stranded on a raft. It helps him to sustain himself until he can get completely out of that situation. So the survival programs are not answers or solutions, but they will help us to organize the community around a true analysis and understanding of their situation. When consciousness and understanding is raised to a high level then the community will seize the time and deliver themselves from the boot of their oppressors." [10]

The party also wasn't afraid to display physical prowess and utilize the art of intimidation in their struggle. In fact, they saw this as a crucial component necessary to counter reactionary and senseless violence from racist citizens and police officers. They provided security escorts for Betty Shabazz following Malcolm's death, and sent thirty armed members to the California State capitol to protest the Mulford Act. This approach, coupled with similar tactics of self-defense used by the Nation of Islam, proved to be a vital compliment to the non-violent wing of the Civil Rights movement, ultimately allowing its "more palatable elements" to secure legislative victories. Furthermore, it challenged the notion that reactionary and racist conservatives had a monopoly on intimidation and violence - a notion that has gained an increasingly strong foothold over time, and should be challenged again.

The BPP's model is needed today. A firm foundation of knowledge, history, internationalism, and political economy is needed. A concerted effort to bond with and assist our working-class communities and disenfranchised sisters and brothers is needed. An infusion of authentic, working-class politics which shifts the focus from 'middle-class erosion' to 'multi-generational disenfranchisement' is needed. The blueprint is there. Let's use it.
