The Myth of the Tragedy of the Commons

Will shared resources always be misused and overused? Is community ownership of land, forests and fisheries a guaranteed road to ecological disaster? Is privatization the only way to protect the environment and end Third World poverty? Most economists and development planners will answer “yes” — and for proof they will point to the most influential article ever written on those important questions.

Since its publication in Science in December 1968, “The Tragedy of the Commons” has been anthologized in at least 111 books, making it one of the most-reprinted articles ever to appear in any scientific journal. It is also one of the most-quoted: a recent Google search found “about 302,000” results for the phrase “tragedy of the commons.”

For 40 years it has been, in the words of a World Bank Discussion Paper, “the dominant paradigm within which social scientists assess natural resource issues.” (Bromley and Cernea 1989: 6) It has been used time and again to justify stealing indigenous peoples’ lands, privatizing health care and other social services, giving corporations ‘tradable permits’ to pollute the air and water, and much more.

Noted anthropologist Dr. G.N. Appell (1995) writes that the article “has been embraced as a sacred text by scholars and professionals in the practice of designing futures for others and imposing their own economic and environmental rationality on other social systems of which they have incomplete understanding and knowledge.”

Like most sacred texts, “The Tragedy of the Commons” is more often cited than read. As we will see, although its title sounds authoritative and scientific, it fell far short of science.


Garrett Hardin hatches a myth

The author of “The Tragedy of the Commons” was Garrett Hardin, a University of California professor who until then was best-known as the author of a biology textbook that argued for “control of breeding” of “genetically defective” people. (Hardin 1966: 707) In his 1968 essay he argued that communities that share resources inevitably pave the way for their own destruction; instead of wealth for all, there is wealth for none.

He based his argument on a story about the commons in rural England.

(The term “commons” was used in England to refer to the shared pastures, fields, forests, irrigation systems and other resources that were found in many rural areas until well into the 1800s. Similar communal farming arrangements existed in most of Europe, and they still exist today in various forms around the world, particularly in indigenous communities.)

“Picture a pasture open to all,” Hardin wrote. A herdsmen who wants to expand his personal herd will calculate that the cost of additional grazing (reduced food for all animals, rapid soil depletion) will be divided among all, but he alone will get the benefit of having more cattle to sell.

Inevitably, “the rational herdsman concludes that the only sensible course for him to pursue is to add another animal to his herd.” But every “rational herdsman” will do the same thing, so the commons is soon overstocked and overgrazed to the point where it supports no animals at all.

Hardin used the word “tragedy” as Aristotle did, to refer to a dramatic outcome that is the inevitable but unplanned result of a character’s actions. He called the destruction of the commons through overuse a tragedy not because it is sad, but because it is the inevitable result of shared use of the pasture. “Freedom in a commons brings ruin to all.”


Where’s the evidence?

Given the subsequent influence of Hardin’s essay, it’s shocking to realize that he provided no evidence at all to support his sweeping conclusions. He claimed that the “tragedy” was inevitable — but he didn’t show that it had happened even once.

Hardin simply ignored what actually happens in a real commons: self-regulation by the communities involved. One such process was described years earlier in Friedrich Engels’ account of the “mark,” the form taken by commons-based communities in parts of pre-capitalist Germany:

“[T]he use of arable and meadowlands was under the supervision and direction of the community …

“Just as the share of each member in so much of the mark as was distributed was of equal size, so was his share also in the use of the ‘common mark.’ The nature of this use was determined by the members of the community as a whole. …

“At fixed times and, if necessary, more frequently, they met in the open air to discuss the affairs of the mark and to sit in judgment upon breaches of regulations and disputes concerning the mark.” (Engels 1892)

Historians and other scholars have broadly confirmed Engels’ description of communal management of shared resources. A summary of recent research concludes:

“[W]hat existed in fact was not a ‘tragedy of the commons’ but rather a triumph: that for hundreds of years — and perhaps thousands, although written records do not exist to prove the longer era — land was managed successfully by communities.” (Cox 1985: 60)

Part of that self-regulation process was known in England as “stinting” — establishing limits for the number of cows, pigs, sheep and other livestock that each commoner could graze on the common pasture. Such “stints” protected the land from overuse (a concept that experienced farmers understood long before Hardin arrived) and allowed the community to allocate resources according to its own concepts of fairness.

The only significant cases of overstocking found by the leading modern expert on the English commons involved wealthy landowners who deliberately put too many animals onto the pasture in order to weaken their much poorer neighbours’ position in disputes over the enclosure (privatization) of common lands. (Neeson 1993: 156)

Hardin assumed that peasant farmers are unable to change their behaviour in the face of certain disaster. But in the real world, small farmers, fishers and others have created their own institutions and rules for preserving resources and ensuring that the commons community survived through good years and bad.


Why does the herder want more?

Hardin’s argument started with the unproven assertion that herdsmen always want to expand their herds: “It is to be expected that each herdsman will try to keep as many cattle as possible on the commons. … As a rational being, each herdsman seeks to maximize his gain.”

In short, Hardin’s conclusion was predetermined by his assumptions. “It is to be expected” that each herdsman will try to maximize the size of his herd — and each one does exactly that. It’s a circular argument that proves nothing.

Hardin assumed that human nature is selfish and unchanging, and that society is just an assemblage of self-interested individuals who don’t care about the impact of their actions on the community. The same idea, explicitly or implicitly, is a fundamental component of mainstream (i.e., pro-capitalist) economic theory.

All the evidence (not to mention common sense) shows that this is absurd: people are social beings, and society is much more than the arithmetic sum of its members. Even capitalist society, which rewards the most anti-social behaviour, has not crushed human cooperation and solidarity. The very fact that for centuries “rational herdsmen” did not overgraze the commons disproves Hardin’s most fundamental assumptions — but that hasn’t stopped him or his disciples from erecting policy castles on foundations of sand.

Even if the herdsman wanted to behave as Hardin described, he couldn’t do so unless certain conditions existed.

There would have to be a market for the cattle, and he would have to be focused on producing for that market, not for local consumption. He would have to have enough capital to buy the additional cattle and the fodder they would need in winter. He would have to be able to hire workers to care for the larger herd, build bigger barns, etc. And his desire for profit would have to outweigh his interest in the long-term survival of his community.

In short, Hardin didn’t describe the behaviour of herdsmen in pre-capitalist farming communities — he described the behaviour of capitalists operating in a capitalist economy. The universal human nature that he claimed would always destroy common resources is actually the profit-driven “grow or die” behaviour of corporations.


Will private ownership do better?

That leads us to another fatal flaw in Hardin’s argument: in addition to providing no evidence that maintaining the commons will inevitably destroy the environment, he offered no justification for his opinion that privatization would save it. Once again he simply presented his own prejudices as fact:

“We must admit that our legal system of private property plus inheritance is unjust — but we put up with it because we are not convinced, at the moment, that anyone has invented a better system. The alternative of the commons is too horrifying to contemplate. Injustice is preferable to total ruin.”

The implication is that private owners will do a better job of caring for the environment because they want to preserve the value of their assets. In reality, scholars and activists have documented scores of cases in which the division and privatization of communally managed lands had disastrous results. Privatizing the commons has repeatedly led to deforestation, soil erosion and depletion, overuse of fertilizers and pesticides, and the ruin of ecosystems.

As Karl Marx wrote, nature requires long cycles of birth, development and regeneration, but capitalism requires short-term returns.

“[T]he entire spirit of capitalist production, which is oriented towards the most immediate monetary profits, stands in contradiction to agriculture, which has to concern itself with the whole gamut of permanent conditions of life required by the chain of human generations. A striking illustration of this is furnished by the forests, which are only rarely managed in a way more or less corresponding to the interests of society as a whole…” (Marx 1998: 611n)

Contrary to Hardin’s claims, a community that shares fields and forests has a strong incentive to protect them to the best of its ability, even if that means not maximizing current production, because those resources will be essential to the community’s survival for centuries to come. Capitalist owners have the opposite incentive, because they will not survive in business if they don’t maximize short-term profit. If ethanol promises bigger and faster profits than centuries-old rain forests, the trees will fall.

This focus on short-term gain has reached a point of appalling absurdity in recent best-selling books by Bjorn Lomborg, William Nordhaus and others, who argue that it is irrational to spend money to stop greenhouse gas emissions today, because the payoff is too far in the future. Other investments, they say, will produce much better returns, more quickly.

Community management isn’t an infallible way of protecting shared resources: some communities have mismanaged common resources, and some commons may have been overused to extinction. But no commons-based community has capitalism’s built-in drive to put current profits ahead of the well-being of future generations.


A politically useful myth

The truly appalling thing about “The Tragedy of the Commons” is not its lack of evidence or logic — badly researched and argued articles are not unknown in academic journals. What’s shocking is the fact that this piece of reactionary nonsense has been hailed as a brilliant analysis of the causes of human suffering and environmental destruction, and adopted as a basis for social policy by supposed experts ranging from economists and environmentalists to governments and United Nations agencies.

Despite being refuted again and again, it is still used today to support private ownership and uncontrolled markets as sure-fire roads to economic growth.

The success of Hardin’s argument reflects its usefulness as a pseudo-scientific explanation of global poverty and inequality, an explanation that doesn’t question the dominant social and political order. It confirms the prejudices of those in power: logical and factual errors are nothing compared to the very attractive (to the rich) claim that the poor are responsible for their own poverty. The fact that Hardin’s argument also blames the poor for ecological destruction is a bonus.

Hardin’s essay has been widely used as an ideological response to anti-imperialist movements in the Third World and discontent among indigenous and other oppressed peoples everywhere in the world.

“Hardin’s fable was taken up by the gathering forces of neo-liberal reaction in the 1970s, and his essay became the ‘scientific’ foundation of World Bank and IMF policies, viz. enclosure of commons and privatization of public property. … The message is clear: we must never treat the earth as a ‘common treasury.’ We must be ruthless and greedy or else we will perish.” (Boal 2007)

In Canada, conservative lobbyists use arguments derived from Hardin’s political tract to explain away poverty on First Nations’ reserves, and to argue for further dismantling of indigenous communities. A study published by the influential Fraser Institute urges privatization of reserve land:

“[T]hese large amounts of land, with their attendant natural resources, will never yield their maximum benefit to Canada’s native people as long as they are held as collective property subject to political management. … collective property is the path of poverty, and private property is the path of prosperity.” (Fraser 2002: 16-17)

This isn’t just right-wing posturing. Canada’s federal government, which has refused to sign the United Nations Declaration on the Rights of Indigenous Peoples, announced in 2007 that it will “develop approaches to support the development of individual property ownership on reserves,” and created a $300 million fund to do just that.

In Hardin’s world, poverty has nothing to do with centuries of racism, colonialism and exploitation: poverty is inevitable and natural in all times and places, the product of immutable human nature. The poor bring it on themselves by having too many babies and clinging to self-destructive collectivism.

The tragedy of the commons is a useful political myth — a scientific-sounding way of saying that there is no alternative to the dominant world order.

Stripped of excess verbiage, Hardin’s essay asserted, without proof, that human beings are helpless prisoners of biology and the market. Unless restrained, we will inevitably destroy our communities and environment for a few extra pennies of profit. There is nothing we can do to make the world better or more just.

In 1844 Friedrich Engels described a similar argument as a “repulsive blasphemy against man and nature.” Those words apply with full force to the myth of the tragedy of the commons.

The U.S. Gives Us Hell But It’s A Liberated Africa That Can Douse the Flames

African Liberation Day is a reminder that African descended people make progress when joined together in international unity. Internationalism is essential.

When U.S. Africa Command (AFRICOM) was established in 2007, the only thing more offensive than its use of proxy African soldiers to carry out imperialist missions was the appointment of a Black man, William E. (“Kip”) Ward, to lead AFRICOM operations.

After Ward stepped down, white men assumed leadership of AFRICOM. But now, yet again, AFRICOM will be headed by a man of African descent. Lt. Gen. Michael Langley will assume the role of training and directing the armed forces of African countries to militarize Africa and plunder the continent’s resources for the benefit of foreign governments and corporations. The publication Stars and Stripes reported that for Langley “a top priority will be countering militants in the East African country of Somalia.”

The cynical use of Africans to control and exploit Africa is surpassed in its odiousness only by a willingness of Africans like Ward and Langley to engage in the enterprise. Those committed to Africa’s liberation have long been aware of the importance of ensuring that members of African communities decline such collaboration with oppressors. To that end, in 1963, the Organization of African Unity proclaimed May 25th as African Liberation Day - a day when the African World might orient itself to a serious commitment to achieving Africa’s genuine independence.

Although the commemoration of African Liberation Day throughout Africa and the African diaspora has become an ever-growing tradition, this year, in the wake of the racist massacre in Buffalo, New York, there are no doubt many Africans born and living in the U.S. who can’t bring themselves to think of Africa’s plight when their personal circumstances seem so precarious. If the only problems were violent white supremacists, prospects for survival might not seem so bleak. But the anti-Black hostility has manifested in so many ways that signal that help is not on the way from any of the quarters from whence Africans in America might expect it.

Specifically, in Grand Rapids, Michigan, a police bullet was fired into the head of Patrick Lyoya at point-blank range making him one of the latest of a very long series of Africans killed by cops and affirming yet again that not only are Africans unable to look to the police for protection, but that the police themselves are an enemy force.

Less blatant, but no less concerning, is the U.S. government’s seeming indifference to the international dilemma of WNBA star Brittney Griner, a captive in Russia, purportedly for drug-related offenses, even as the U.S. State Department fought more efficiently and vigorously for the release of others. In fact, it took weeks for the U.S. to even acknowledge its belief that Griner had been wrongfully detained. Concern is not limited to the plight of Griner as an individual, but it is also for the unmistakable message that a U.S. government that should presumably protect its nationals can’t be counted on if the person in question is Black.

It is not surprising then that persons of African descent in the U.S. might perceive themselves to be adrift, alone, vulnerable and unprotected even by the government entities charged with keeping them safe. The perceived intensity of the danger means that calls to work for Africa’s liberation may not resonate. While this is understandable, historically, the challenges of Africa’s diaspora have not deterred engagement in internationalist service.

The list of revolutionaries who have emerged from communities under stress but who have nevertheless thrown themselves into Africa’s struggles is long. Frantz Fanon left colonized Martinique to struggle alongside those fighting for Algeria’s independence. Kwame Ture (Stokely Carmichael) physically relocated himself from the U.S. where Civil Rights and Black Power struggles raged to become a vital member of the Democratic Party of Guinea. Che Guevara was not content with his sterling service to the Cuban revolution, and he fought in Congo and ultimately Bolivia where he was captured and killed.

In fact, some of the most important internationalist service to Africa has been rendered by Cuba, even in the face of extreme pressure from not only western imperialism but also from the Soviet Union. Of Cuba’s assistance to the efforts to liberate Angola, Piero Gleijeses, a Johns Hopkins University professor explained:

“In early November 1975, as South Africans were advancing along the coast, Angola sent a desperate appeal request to Cubans for help. The military mission also told Fidel [Castro] that the Cubans had to do something, because Luanda was going to fall. On November 4, Fidel decided to send troops to Angola. The Soviet Union was miffed, because it didn’t want the Cubans to intervene. It showed its annoyance by not assisting in the dispatch of Cuban troops to Angola. Until 1975 or 1976, the Cubans arrived by ship and old transport planes.”

Cuba went on to play a vital role in the liberation of Angola and the fall of apartheid in Namibia and South Africa. Cuba’s sacrifices for Africa neither began nor ended in Southern Africa. Even after its military forces withdrew from the region, they were replaced by brigades of Cuban physicians and other medical personnel deployed throughout the continent.

For Black people in America, internationalist service can be not only as noble as that rendered by forebears, but it can also be pragmatic. This is because Africans are not only a numerical minority in the U.S., but also a powerless minority. Meanwhile, Africa’s population is exploding. Foreign Policy columnist Adam Tooze explained that by 2050, Africa’s population will account for nearly 25 percent of the population of the planet. He said:

“In the 2040s alone, it is likely that in the order of 566 million children will be born in Africa. Around midcentury, African births will outnumber those in Asia, and Africans will constitute the largest population of people of prime working age anywhere in the world.”

It just makes good sense for Africans in the U.S. to see themselves as part of that mass of humanity. This does not even consider the potential of Africa to seize control of the continent’s natural resources and to use them for the benefit of Africans worldwide. Such global sharing and collaboration will happen more organically if the African diaspora participates not only in reaping the benefits of the power that flows from control of Africa’s natural wealth, but also in the struggle on the front end to make such control a reality.

While a united and socialist Africa, with all its resources could be a powerful social, economic and political engine for communities throughout the African diaspora, as a practical matter it would need to do nothing to impact them. The mere existence of a powerful, unified Africa would be a deterrent to every police officer inclined to kill brothers like Patrick Lyoya. When the Brittney Griners of our communities might find themselves in international predicaments, the State Department would likely turn somersaults if necessary to assist them because of the need to curry favor with a powerful Africa. In the end, Africans in America need to make Africa a primary focus of their struggles despite the many hardships and challenges presented by the U.S. It just makes good sense.

COVID-19, Marxism, and the Metabolic Rift

The COVID-19 pandemic is far from a purely natural occurrence. Respiratory viruses like SARS-CoV-2 (the virus that causes COVID-19) that exist in populations of birds and various mammals such as pigs, horses, cows and humans, are nothing new. But the circulation of these viruses between species, and the frequency of viruses spreading from animals to humans, has increased in recent decades, and changes in the relationship between human society and nature have been the main driver of this.

The origin of COVID-19 and the vector for its spread to humans are still under investigation by scientists. The closest variant of the virus has been identified in bats, and it’s possible it was transmitted to humans through wild meat or bush meat markets, perhaps via pangolins. Whatever the exact origin and vector, however, the jump from animals to humans fits a familiar pattern, one long understood by epidemiologists.

The destruction of nature by capitalist industry plays a big part. As forests and other areas untouched by human development are destroyed, wild species like bats are forced out to forage for food in urban centers. Those wild species carry diseases that previously remained confined to forests and only rarely infected humans – never enough to cause an epidemic. But now this migrating wildlife comes into more frequent contact with large human populations. Sneezes and droppings from wild animals spread the virus to other animals that humans handle more often – like pigs, chickens or, as with the MERS outbreak in the Middle East a decade ago, camels.

Evolutionary biologist Rob Wallace, author of Big Farms Make Big Flu: Dispatches on Influenza, Agribusiness, and the Nature of Science, is among the writers who for years have warned of the increasing likelihood of such epidemics. On COVID-19 specifically, Wallace and his collaborators emphasize how the wild meat sector fits into the broader context of industrial food production. “How did the exotic food sector arrive”, he asks, “at a standing where it could sell its wares alongside more traditional livestock in the largest market in Wuhan? The animals were not being sold off the back of a truck or in an alleyway”.

Increasingly, according to Wallace, wild food is being integrated into the mainstream of the capitalist food market. “The overlapping economic geography”, he writes, “extends back from the Wuhan market to the hinterlands where exotic and traditional foods are raised by operations bordering the edge of a contracting wilderness. As industrial production encroaches on the last of the forest, wild food operations must cut farther in to raise their delicacies or raid the last stands”.

Right wing news outlets more interested in racist scapegoating than in facts made a big deal of the wild meat issue, as if the world would have been spared the virus if only Chinese consumers had stuck to eating chicken or pork. But that is a false narrative. Since the 1990s, several deadly strains of bird flu and swine flu have developed and spread from industrial farms of chickens or pigs, including in North America and Europe, as well as in China.  

It has long been understood why these places breed disease. The animals are crowded into feedlots under conditions that run down their immune systems. The genetic monoculture of these populations takes away the natural diversity that reduces the prevalence of diseases. As farmers try to minimize time from birth to slaughter, this has the perverse consequence of acting as a natural selection pressure for pathogens that can survive more robust immune systems. All these things mean diseases can spread very fast within industrial herds and flocks. The cost cutting imperative means that work conditions (like protective equipment) are so poor that farm laborers are highly vulnerable to catching viruses from these animals.

The danger to humanity from such practices was reinforced in June, when scientists discovered a number of new strains of swine flu with pandemic potential circulating among pigs on farms in China. Although the strains, collectively referred to as G4 viruses, don’t appear currently to be able to spread between humans, around 10 percent of blood samples taken from farm laborers showed evidence of prior infection. All it would take is a small mutation and one or other of these viruses could start jumping from human to human and spread rapidly through the broader population, just as has occurred with SARS-CoV-2.

Marx and Engels’ groundbreaking work on the relationship between human society and nature in the context of the emergence of capitalism as a global system in the 19th century can help us understand the destructive dynamics underlying these developments. Central to their work in this area was the idea of the “metabolic rift”. All living things have a metabolic relation with their ecological surroundings, taking in certain things and putting out waste. When it comes to humans, Marx and Engels noted that our metabolism with the rest of nature is not due to our biology alone, but also to the kind of society we’ve built. To understand human metabolism with nature, we thus need social science in addition to natural science.

The metabolic rift has both historical and theoretical aspects. On the historical side is the displacement of peasants and peasant farming methods from the countryside, and their corralling into towns to create the modern working class. Workers, unlike the peasantry, had no means of livelihood of their own, and therefore had to move around to find waged work, crowding into the cities where that work was concentrated. One consequence of this was that, instead of being reabsorbed back into the local environment, human waste now collected in vast pools in the cities.

This process was the main driver of the soil fertility crisis that struck Europe in the late 19th century. By displacing the peasantry, and forcing more and more people into the cities, capitalism, Marx wrote, “disturbs the metabolic interaction between man and the earth, i.e. it prevents the return to the soil of its constituent elements consumed by man in the form of food and clothing; hence it hinders the operation of the eternal natural condition for the lasting fertility of the soil”.

What about the theoretical aspect? The rift isn’t just about the natural effects they observed, but also their social cause. It is a rift in social relations: the forcible conversion of a peasantry into the modern working class.

Peasants farmed a plot of land to which they had customary right over generations. They controlled their own labor process, and this meant there was a feedback mechanism between their labor and its effects on the land. If they depleted the soil and thus threatened their livelihood, they could adjust their methods of work accordingly. Peasant farmers had, over many generations, developed practices to maintain soil fertility through crop rotation, cycling between crops and pasture to ensure manuring, and returning human excrement to the fields. Peasant methods of labor were the main factor in the metabolism between feudal society and the rest of nature. Feudal lords would leave peasants to farm as they wished, then take a portion of the produce.

By contrast, the capitalist mode of production involves the capitalist dictating the labor process, and then just hiring laborers to do what they are told. As capitalist farmers emerged, they realized more money was to be made by cutting out the aspects of peasant farming practices that had no immediate pay-off (even though they maintained soil fertility) and focusing just on the highest earning aspects.

Around the same time the first factories were bmetabloismeing established in towns, and the emerging capitalist class and the state that served them realized that wages could be forced down if large masses of former peasants were concentrated in a handful of industrial areas rather than scattered across a large number of small population centers. During the 18th and 19th centuries, vast numbers of peasants were driven from the land by a combination of brute force and legal changes (such as the Enclosure Acts). Out of this uprooted peasantry, the modern working class was born.

A new dynamic began to shape social metabolism with nature. Unlike the peasants who worked the land directly, capitalist farmers and the new captains of industry were far removed from the destructive consequences of their activities. So long as they had workers prepared to exchange their labor for a wage (and the desperate poverty in which most people lived ensured that there was no shortage), they could turn a profit, even if their actions were detrimental to the natural world on which their business ultimately depended. If they destroyed the land, they could use the profits they had made to buy more land elsewhere. More often, however, the destructive consequences of their activities were simply externalized – the poisoning of the air and water in factory districts, which had a major impact on the lives of workers in this period, provides a clear example.

From this point on, what was produced in society and through which methods was determined by the profit motive and competition among rival capitalists and nation-states. The impact of production on the natural world became, at best, an afterthought. A new dynamic was driving society’s metabolism with nature – one that would create environmental disasters on an ever widening scale.

Scientists who study the origins of diseases have been telling us for decades that we will continue to have outbreaks of novel viruses that hop from other animals to humans because of how we farm animals and how we destroy wilderness. This advice is ignored, just as the advice of climate scientists is ignored, because acting on it would require breaking from the profit-driven logic of capitalism.

Where it’s a choice between booking short-term profits and taking a hit to profit to address potentially destructive consequences in the longer term, capitalists will always put profit first. They, after all, can escape the consequences of their actions. They spend their days in air conditioned offices, unlike the farm laborers who spend their days surrounded by hundreds of pigs riddled with swine flu. In a pandemic, capitalists can hide away in their country mansions and, in the event that they fall ill, can pay for the very best of medical care.

For workers it’s a different story. We’re the ones on the front lines of the battle against COVID-19, not through our own free choice, but through economic necessity. For the vast majority of workers around the world, stopping work isn’t an option. We must work to survive, even if in doing so we are actually putting our lives at risk. This suits the capitalists very nicely. The COVID-19 pandemic arrived at a moment when the world economy was already struggling. The ruling class, whether in Australia, the US or any other country, is desperate to limit the economic damage from the crisis, even if that means many more people will die.

If workers ran the world, it would be very different. It would make no sense for us to ignore the warnings of scientists about how industrial agriculture and environmental destruction are fueling the emergence of new diseases, for the simple reason that we’re the ones who will suffer when they appear. We don’t have a stake in the relentless scramble for short-term profit that defines capitalism today. We can organize production – both what we produce and how we produce – with human health and environmental sustainability in mind.

In the current pandemic, that might mean shutting down all but the most essential parts of the economy to slow the spread of the virus, while ensuring other workers are paid to stay home. In the longer term, it would mean reshaping animal agriculture to limit the potential for it to function as a petri dish for the emergence of deadly diseases.

This is how Marx envisaged the metabolic rift being healed. “Freedom in this field”, he wrote in volume 3 of Capital, “can only consist in socialized man, the associated producers, rationally regulating their interchange with nature, bringing it under their common control, instead of being ruled by it as by the blind forces of nature; and achieving this with the least expenditure of energy and under conditions most favorable to, and worthy of, their human nature”.

Such freedom will never exist under a capitalist system in which the drive to profit rules. The first step in fixing the metabolic rift is to make our labor our own again. That means taking it back from the ruling class.
