Populate the Internationalist Movement: An Anti-imperialist Critique of Malthus and Neo-Malthusianism

The 2018 documentary Germans in Namibia opens with an interview in which a wealthy, German-descended landowner blames the economic plight of poor Namibians on overpopulation and unchecked breeding. Malthusian “overpopulation” remains a powerful and frequently used shorthand to deflect from the ongoing legacies of genocide, colonialism, and neo-colonialism. In this paper, I argue that Malthus’ thesis on natural scarcity was primarily a normative argument against social welfare and economic equality. Malthus was wrong, then, in an ethical and political sense in that he provides an ideological framework for population control policies that imperialism and racial capitalism pursue by design – and broadly use to cause harm and maintain systems of oppression. I begin by briefly summarizing Malthus’ original thesis and clarifying how Malthus made a political, not predictive, argument against social equality. I show how neo-Malthusianism works as an ideological justification for how capitalism and imperialism generate surplus populations and maintain inequality – highlighting racial, gender, and spatial components. Drawing from neo-Malthusianism’s critics, I present a different theory of population across geographical space based on anti-imperialism and anti-capitalism.

In his 1798 Essay on Population, Thomas Malthus put forward a vision of natural scarcity, inevitable class division, and checks on exponential rises in population. Malthus asserted that finite resources and unchecked population growth through procreation – “fixed laws of our nature” (Malthus 1798: 5) – inevitably come into conflict. Barnet and Morse (1963: 52) summarize: “The limits of nature constitute scarcity. The dynamic tendency of population to press continually to the borders of subsistence is the driving force.” The conflict between natural resource scarcity and natural population growth, Malthus argued, must necessarily fall on the poorest members of society: “no possible form of society could prevent the almost constant action of misery upon a great part of mankind, if in a state of inequality, and upon all, if all were equal” (Malthus 1798, 11). Malthus also identified “positive checks” on population growth: “Hunger and famine, infanticide and premature death, war and disease” (Kallis 2019, 14).

Critics of Malthus and his original writings explain how he was consciously making a political intervention against revolutionary or redistributive demands. According to Kallis (2019), Malthus had issued “a rebuttal of revolutionary aspirations” (9) and argued that “revolutionaries would cause more harm than good. Malthus wanted to see the abolition of the Poor Laws—a proto-welfare system that provided free food in the parishes” (12). Malthus’s thesis “was not meant as a prediction” (Kallis 2019: 22) but an argument “for the impossibility of a classless society” (23). Similarly, Harvey (1974: 258) characterizes Malthus’ essay “as a political tract against the utopian socialist-anarchism of Godwin and Condorcet and as an antidote to the hopes for social progress aroused by the French Revolution.” Aside from any logical consistency or merit, the essay’s “class character” (Harvey 1974: 259) is what reveals the political intention and function behind the essay and the ideologies it set forth.

More recent proponents of neo-Malthusianism use Malthus’ ideological groundwork to defend private property, uneven development, and structural racism in the context of climate change. For example, Malthus’ Essay presaged arguments that bourgeois economists later made rejecting “redistribution and welfare in the name of free markets” (Kallis 2019: 19). According to Harvey (1974: 262), “Malthus was, in principle, a defender of private property… Private property arrangements inevitably mean an uneven distribution of income, wealth, and the means of production in society.” Both Kallis (2019) and Ojeda, Sasser, and Lunstrum (2020) highlight the popularity – and danger – of natural limits arguments in modern environmental circles. Kallis (2019: 44-45) describes how some 1970s environmental movements “inherited the logic of Malthus,” basing arguments on the fear and supposed impossibility of infinite growth on a finite planet. More recently, Ojeda, Sasser, and Lunstrum (2020: 319) explain: “Influential Western leaders and trend-setters have… argued that climate change can be mitigated by addressing overpopulation.” Highlighting “sharp, uneven geographies,” arguments for “natural scarcity… misdiagnose the causes of climate change, often placing blame on marginalized populations” while doing “little to address the root of the problem” (Ojeda, Sasser, and Lunstrum 2020, 317-318).

Capitalism has a specific use for population – within structurally determined class and social relations – quite apart from the natural limits Malthus invoked to justify inequality. Unlike Malthus, whose theory of population was rooted in human nature and natural scarcity, Marx posited a “law of population peculiar to the capitalist mode of production” (Harvey 1974, 268). Marx ([1867] 1993: 782-793) argued that an industrial reserve army of labor, or relative surplus population, is necessary under capitalism to discipline the employed working-class and absorb the expansions or contractions of the capitalist market. Relative surplus population is inherent to capitalism and produces poverty and guaranteed unemployment by design: “Marx does not talk about a population problem but a poverty and human exploitation problem. He replaces Malthus’ concept of overpopulation by the concept of a relative surplus population” (Harvey 1974, 269). Ojeda, Sasser, and Lunstrum (2020: 324-325) highlight a contemporary example in which the expansion of palm oil plantations in Colombia had uneven spatial and gendered effects on local populations: “the entry of mitigation projects in the region has resulted in more gender inequality, more dependency of women towards their male partners and their circumscription to domestic spaces” (325). In this case, “natural limits” and “overpopulation” offer no accurate or worthwhile explanation. Instead, this concrete example is better understood as one in which a new plantation market absorbed male wage workers, caused gendered harm in a Global South nation, and showed the limits of climate mitigation in a system in which private property and ownership structures remain intact.

Imperialism and neo-colonialism similarly drive predictable, uneven effects on populations globally, which population control policies and discourses serve to obscure. Harvey (1974: 274) explains: “The overpopulation argument is easily used as a part of an elaborate apologetic through which class, ethnic, or (neo-) colonial repression may be justified.” For example, “several years after Hurricane Katrina, former Louisiana Representative John LaBruzzo… proposed paying people who received state welfare assistance $1,000 to undergo surgical sterilization” (Ojeda, Sasser, and Lunstrum 2020, 320). Also, the US justifies its military presence in Africa through tropes of “overly-reproductive, resource-degrading women” and “the perceived urgency of preemptively addressing climate conflict” (Ojeda, Sasser, and Lunstrum 2020, 321). In both cases, the political function of Malthusianism – that overpopulation will collide with natural resource scarcity – obscures the actual underlying power dynamics. The increased intensity of storms and drought in desert regions are attributable to industrial capital’s emissions of CO2 and play out unevenly across existing racial segregation in the US and neo-colonial underdevelopment in Africa (Rodney [1972] 2018). Global capitalism drives climate apartheid and racialized, gendered poverty, which Malthusians wrongly ascribe to unchecked population and natural limits.

Critiques of Malthus and neo-Malthusianism offer pathways for a different theory of population rooted in principles of anti-imperialism and internationalism. Kallis (2019: 98) locates the following example in terms of limits, but perhaps it is better understood as a struggle over Indigenous sovereignty: “it is the… marginalized who draw limits to stop others from encroaching on their space; think of a community that prevents a multinational corporation from logging its sacred forest.” Relatedly, Ojeda, Sasser, and Lunstrum (2020: 324) explain the gendered aspects of “‘planetary care work’ (Rocheleau 2015), as local communities are largely made responsible for containing and reversing the effects of climate change.” In both cases, ongoing, Indigenous-led efforts to restore relations of stewardship with the world’s land and biodiversity – and overturn existing private property relations and US policy abroad – could better serve oppressed populations. Citing Marx, and critiquing Malthus’ separation of humans and nature, Harvey (1974: 267) suggests that humans can achieve a “unity with nature.” In fact, the “emergence of an abstract nature” in some environmentalist rhetoric implies “the invisibilization of alternative productions of nature and myriad forms of resistance… including localized and feminized experiences of climate change from impoverished and racialized communities in the global south” (Ojeda, Sasser, and Lunstrum 2020, 325). Moving past “human” versus “nature” permits us the necessary nuances, contradictions, and local differences within both non-universal categories of human and nature. Lastly, Kallis (2019: 98) again posits the following demands in terms of limits – minimum wage increase, progressive taxation, working-day reduction – but these are also demands to reduce capital’s essential drive to accumulate, seek profit, and expand. Furthermore, these demands can be strengthened and better contextualized when one considers the working-class’ global dimensions and how relative surplus populations are created and used across various geographical, international, and gendered scales.

Debates over theories of population have important implications for future research and political organizing. Environmental movements can recognize Malthusian arguments as part of a political project against redistribution and revolutionary socialism. Scholars and activists can also grasp how guaranteed unemployment, population control, and ecological damage are attributable to structural, changeable systems of racial capitalism, imperialism, and white supremacy – not natural laws. On that principle, organizers can work to build an internationalist movement that understands population, production, and scarcity as socially produced categories that can be placed under forms of collective ownership.

One Small Step for Man, One Giant Stumble for Mankind

A few weeks ago, Sir Richard Branson of Necker Island (a home selected, by his own admission, for purposes of tax avoidance) launched himself and into suborbital flight, thereby winning the so-called billionaire space race that he, Jeff Bezos (who has since gone to space himself), and Elon Musk have spent billions on over the past few years. This comes on the heels of headlines (including that of Bezos’s own Washington Post) announcing the staggering loss of life that the Pacific Northwest has experienced as a result of the recent heatwave, the latest in an ever-expanding list of tragic disasters brought on by climate change. Branson’s triumphant flight took place a week after the world watched a truly apocalyptic video of the Gulf of Mexico on fire following yet another pipeline rupture. The billionaire space race has unfolded while developing nations of the global South have already been forced to grapple with devastating droughts, floods, and famines, brought on by the pollution produced as a byproduct of profits accumulated largely in the West.[1] As the planet continues to burn, as countless people continue to suffer and die, the wealthiest members of our species spend fortunes to escape the Earth. I cannot emphasize enough how terrifying of a prospect that is—we, the 99%, those without the means (or interest) to pursue such a planetary exit, should be deeply, deeply concerned. As the effects of climate change continue to unfold, the future looks increasingly grim; nonetheless, as this latest, sickening display of wealth makes clear, those individuals with the economic power to perhaps pull us back from the precipice, are instead happy to watch as we continue to slip closer to unfathomable disaster.

In economics, an externality is an effect or consequence produced by an action, that is felt by people other than the actor responsible for it. The inequitable distribution of the impacts of climate change is a heartbreaking example of a negative externality. For years, the people of developing countries have borne the consequences brought on by practices that they have no hand in. In these countries, many of which continue to suffer from the lasting impacts of colonialist extraction and (economic and militaristic) imperialism, decades of ecological devastation have long since made it abundantly clear the threat posed by the climate crisis is truly existential. And the responsibility for that destruction has not been in question. As disaster after disaster has been endured, there has been an overwhelming, consistently growing collection of evidence supporting the consensus that rising sea levels, ozone depletion, extreme weather, mass extinction, and countless other forms of geological violence, are the direct result of industrial practices ranging from the burning of fossil fuels to the overconsumption of beef cattle.

So why haven’t we stopped? Why do we continue to increase the rate at which we pollute, while the planet itself cries out for help? The answer is largely a function of the aforementioned externality: those who pollute have not yet felt the heat. That isn’t to say people in countries like the United States or Canada (both among the top 20 CO2 producers per capita) aren’t experiencing adverse effects of the climate crisis—as the recent heatwave makes clear, they certainly are. But, while the ordinary United States citizen likely drives a car, eats beef, and engages in any number of other practices that increase the global emission output, they are nowhere close to being major polluters. That status is reserved for those individuals, corporations, states, and institutions who possess economic power over the production of pollution. It is the auto-manufacturer who is responsible for the destructive impacts inherent to the car, not the wage worker who needs it in order to drive to work. It is the natural gas conglomerate and the utility provider who are at fault for the fuel burned to power the generator of a regional electric grid, not the family who has no choice but to use that grid for their electricity. Those who are to blame, who have reaped obscene profits while jeopardizing the future of our world, are continuing to do so, because they can afford not to care.

As mountains of evidence demonstrating the harm caused by industrial pollution have continued to pile up, billions have been spent on lobbying to block policies that would address the causes of climate change. Forbes reports that oil and gas companies alone spend $200 million annually on such efforts.  In comparison to the quarterly earnings they make as they continue to ravage the planet, that cost is negligible. And, while a 2019 study by the Pew Research Center found that 62% of Americans believe the federal government should do more to address the unfolding crisis, it is becoming increasingly evident that our political apparatus has already been bought and paid for, and that any effort on their part do undo the damage done will be far too little, far too late. Rather than act in accordance with popular interest and take measures to address climate change, our “representatives” would prefer to represent those whose substantial contributions will help ensure their reelection. Free market fundamentalists are quick to argue that the profit incentive drives all human innovation; while I disagree with them there, it is clear to see the profit incentive drives our legislation. As a result, those with the power and privilege to do so will continue to exploit the planet and its population, amassing enough wealth to insulate themselves from the consequences of their own actions.

In my previous article, Their Freedom and Ours, I argue that liberty in the United States is increasingly a function of wealth. The implication of freedom’s financial underpinning is that those without money are less valuable than those who possess. Whether in a pandemic or an ecological disaster, this means that our institutional authorities are willing to sacrifice the wellbeing, and even the lives, of the working class, for the sake of the interests of the wealthy. The climate crisis stands only to exacerbate that dynamic of legally and institutionally backed inequality and injustice. We have already witnessed that to be the case, as disaster and devastation have been thrust onto millions of geopolitically marginalized people. Going forward, like the billionaires currently occupied with shooting themselves into space, the wealthy elite will continue to shield themselves from the byproducts of their own greed. Make no mistake: if the more profitable move is to watch the world burn while continuing to add fuel to the fire, they will do so. The economically marginalized and oppressed must recognize their potential ability to ensure that the continued callousness of the wealthy is anything but profitable.

I stated earlier that we should be terrified. More importantly, we should be livid. Those who have reaped the benefits of longstanding destructive practices will gladly watch the rest of us suffer in order to continue down their gluttonous path. What could be more despicable, more utterly inhuman, than that? I also wrote that the average American is not at fault for the crisis. That is not to say that we don’t hold responsibility—we very much do. As consumers, we drive gas powered cars, eat food shipped hundreds of miles from industrial farms, order plastic wrapped plastic products from Amazon, and so much more. As workers, we act as the multitude of miniscule but integral cogs in the economic machine of our late capitalist dystopia, filling the many roles and executing the countless tasks necessary for major corporations to continue functioning. Thus, for the same reasons that we hold a share of the responsibility for the future of our planet, we also hold incredible power.

Consider the lengths that this nation went to, to ensure that our economy never came close to completely shutting down in the face of the deadliest pandemic in a century. Without our continued cooperation as both consumer and producer, the economic system of this country would fail to function—those all-important profits would disappear. Corporate propaganda has tried to convince us that individual consumer choice (e.g. recycling and using paper straws) would be our salvation. That is a lie intended to shift blame away from the corporation to the individual. However, the collective choices of many individuals, acting together for a shared goal, can certainly have a transformative effect. The influence and interference of wealth in U.S. politics and culture has resulted in numerous legal and social barriers to mass strikes; while strikes, legal or otherwise, remain one of the most important political and economic tools held by the working class, we cannot rule out the other elements at our disposal as we strive towards the level of organization and engagement necessary for a general strike. The power of a widespread boycott, for example, is immense. Ours is a consumer economy, in which consumption accounts for nearly 70% of GDP. With sufficient organization, the impact of a well-planned boycott could be monumental, and help pave the way for other mechanisms to enact meaningful political change.

Still, taking action is difficult, even in the best of times; that difficulty is certainly exacerbated by the sheer magnitude of the obstacles that we see stacked against us as we endeavor to confront the climate crisis. Between being indoctrinated into pacifying illusions, and being overwhelmed by the desperate struggles of the day to, the very need to engage in such a pressing struggle can become all but obfuscated. Moreover, it is truly daunting to even consider the economic and political fortitude of those entities that have sent us hurtling down this dark path, against whom we stand opposed. As a young person whose short life has been relentlessly punctuated by reminders of the dire situation we’ve landed in, I’ve often found myself dealing with depression brought on by the existential dread of our historical moment. Because, as we watch countless innocent people suffer and die, as we watch the natural beauty and splendor of our world decimated, as we bear witness to the slaughter of the last tigers, we see a profound tragedy unfolding before our eyes. I believe, however, that our best, and ultimately our only course of action in the face of such cataclysm is to act, and act boldly. Now is not the time to lose hope—the situation is too pressing for that. Instead, it is the time to plan, to organize, and ultimately, to take a stand and advocate for ourselves, each-other, and our planet.

Organizations like the Citizens Climate Lobby (CCL) are already well underway with such efforts. Despite the attempts of corporations and investors to turn the mechanism of government into an oligarchy, the CCL has a track record of success on pushing important, progressive climate legislation through at both state and federal levels. Along with other likeminded organizations, the CCL offers an opportunity for all of us to engage in meaningful activism by compelling our institutional authorities to act in our interest, and the interest of the planet on the whole, rather than for the sole benefit of the most wealthy among us. Moreover, these organizations act as vehicles for collective, large scale strategizing and mobilization—an incredibly important role when we consider the steps that will be necessary to prepare for any economic mass-movement of resistance and dissent that we hope to undertake in the future. That kind of economically mediated activism, a general strike in the long term and widespread boycotts in the nearer future, represents our most substantial mechanism of sociopolitical influence. The power of the investor class to shape the politics and law of this country stems from their instrumental use of economic power; when working in unison towards a collective goal, the working class, as producers and consumers, possess a nearly limitless degree of such power.

We cannot allow ourselves to be the frog who sits patiently in the pot, waiting for the water to boil. We must act before it is too late. While we should have acted sooner, efforts of corporations to conceal the consequences of our consumption coupled with our own desire for comfort and convenience, and in doing so kept us complacent. Now, that complacency must end—those conveniences and comforts come at too high a cost. Now is the time to organize, to join organizations working to address the crisis that we are facing, and to help build a movement capable of enacting the degree of transformative change necessary to combat these challenges. Now is not the time to give up hope, but rather to fight, against all odds, quite literally to save the world. That task, like so many of the most pressing that humanity has faced throughout modern history, is left in the hands of the working class. It is our privilege, our historical mission, to answer the call: “do not go gentle into that good night!”

[1] I do not dismiss China’s recent and substantial greenhouse gas emissions; nonetheless, the duration of Western contributions to emissions, and the continued magnitude of our pollution on a per capita basis, is astronomical, even in comparison to China. Additionally, it’s worth considering that a substantial portion of Chinese emissions are produced by Western-owned corporations.

Whiteness As A Covenant

White supremacy, whatever its latest evolution, whatever its latest iteration, ensures that one man’s apocalypse is always another man’s paradise. The blessings and promises that whiteness bestows upon its “chosen people” are inextricably linked to absolute, total, and seamless damnation of generations and generations of racialized people. Whiteness has fabricated itself in its own image; therefore, in its own eyes, whiteness is divinity. Whiteness is perfect, without spot, wrinkle, or blemish—whiteness is god. White people are thus imbued with power and dominion over the Earth and all its living creatures, especially inferior “species” of humanity that the racialized descend from. The mandate by which white people are empowered is the Covenant of Whiteness.

This Covenant is more than a simple social contract, as “contracts” always have a definite end, covenants are forever. It is not reducible to a ritualistic prostration of individual whites or even mere flagellation of racial capitalism, but it is a totalizing affair. It has created a planet hostile to racialized people, it has encircled not only our tangible realities but captured our imaginations. For us, salvation comes through death because only by reaching Heaven can we live a life comparable to what white people presently live on Earth. We live in a world of their creation and our souls are damned from birth—we are permanently forsaken, and we have inherited the original sin of darkness. Covenants are always solemnized through blood and every white person is covered in the blood—of Black, Brown, and Indigenous people. The racialized have a permanent spiritual connection to the Earth because so much of our own blood cries out from the ground. The brutality of whiteness guarantees our mourning is ceaseless, it guarantees that our graveyards are evergreen from our tears. Our cries have no resting place because we never get a rest. Under whiteness, many are culled, but few are chosen.

When you are truly a god, you can never lose your anointing. When you are truly a god, your authority and capacity may never be extinguished by lesser “species” of being. The problem posed by whiteness is that white people—the instruments by which the racial-colonial project is maintained—are semipotent, not omnipotent. The prospect of lost “anointing” is a terrifying prospect for white people as it strikes at the heart of the Covenant they are conscripted under. It reveals that their blessings are not the result of good works; therefore, their overflow is not predestined. Their divinity is not destiny, but the latest destination of productive forces in the historical thrust of the racial capitalist political economy. It is only through the consistent deployment of violence and terror that whiteness has given its covenant form and substance. 

Whenever the racialized ingratiate ourselves to the production of whiteness, we uphold the moral superiority of a system premised on our enslavement and our genocide. We do the unthinkable by deifying a death-dealing regime that masquerades as a moral authority on “justice” and “righteousness.” No respect should be extended to any system of racial othering that instills fear and deploys wanton destruction. Whenever we worship whiteness, we declare fealty to its false gods: racism, consumerism, and militarism. The racialized are regularly sacrificed at the altar of white supremacy, our bodies and spirits are ritualistically broken to fortify the auspices of this racial-colonial project. The racialized may be “converted” to this tyrannical religion, but no amount of repentance will make our sins—our skins—“as white as snow.”

Whiteness does not require zealots for its expansion, but stable systems only. It is fortified by the ideological and repressive apparatuses of the state formation. So long as white supremacist institutions and technologies are not critically challenged or assailed by the racialized, whiteness will continue into perpetuity. Challenges from the racialized invokes revanchism disguised as righteous indignation because nothing is more threatening to the edifice—the fragile façade—of whiteness than decolonization. For a political economy structured and articulated by whiteness, decolonization feels like the Book of Revelation coming to life and the Chosen People know their actions are desperately wicked. Whiteness forestalls insurrection by reforming the presentation of its doctrine to deceive the racialized into being congregants, true believers in whiteness. Despite its attempts at reinventing itself, whiteness has at least one defining characteristic, an immutable property: a limitless capacity to inflict infinite harms with finite resources. It maximizes cruelty at every juncture: it is as arbitrary as it is petty and as petty as it is brutal. It is premised on a dehumanizing lie that keeps the racialized in constant search of the truth: the reality of our dignity and self-worth. 

We are a disillusioned people in constant search of new life-affirming consciousness to combat the death-dealing regime of whiteness. As whiteness was bought and ratified through the blood of racialized people, our freedom will also be bought with blood. The conditions of white supremacy produces its own antagonisms, generates its own resistance; therefore, mapping out the path to its own destruction. Whiteness has prefigured its own end: it may be the alpha, but the racialized are the omega. The racialized have no path to political salvation except by decolonization, it is the way, the truth, and the life for all racialized people. Decolonization is the process by which inferior “species” of humans are elevated, the process by which “the last shall be first.” Whiteness produces false gods, decolonization produces faithful servants. The racialized must shed the blood of our oppressors, overthrow the systems of our oppression and bring truth to the well-known phrase: “the meek shall inherit the Earth.” It is through decolonization that the Covenant of Whiteness is superseded and a new Covenant takes its place. Under this new Covenant, the racialized shall sign and seal our freedom and redemption once and for all, for all at once.

Ecosocialism Versus Degrowth: A False Dilemma

In a recent article Michael Lowy ponders if the ecological left has to embrace the ecosocialist or the degrowth ‘flag’; a concern that is not totally new. Lowy is a French-Brazilian Marxist scholar and a prominent ecosocialist. Together with Joel Kovel, an American social scientist and psychiatrist, in 2001 he wrote An ecosocialist manifesto, a foundational document for several political organizations worldwide. Thus, entering into a discussion with Lowy is not a simple academic whim, but a demand that many politically-engaged people of the ecological left are wondering about.

Recently, members of an ecosocialist group within Catalonia en Comù, part of Unida Podemos (itself part of the centre-left coalition governing Spain), invited me to debate about the end of the economic growth paradigm. This hints that ecosocialists are interested in degrowth vision and proposals. On the other hand, during talks, speeches and discussions I have participated in, I also have noted that ecosocialist projects intrigue and inspire many degrowthers. Indeed, people on both sides feel they are sister movements. The following reflection is a first and humble contribution to making the two come closer.

In the above-quoted article, Lowy supports an alliance between ecosocialists and degrowthers, and I cannot but agree with this conclusion. However, before justifying this strategic endeavour, he feels the necessity to argue why degrowth falls short as a political vision. He narrows down his critical assessment to three issues. First, Lowy maintains, degrowth as a concept is inadequate to express clearly an alternative programme. Second, degrowthers and their discourses are not explicitly anti-capitalist. Finally, for him, degrowthers are not able to distinguish between those activities that need to be reduced and those that can keep flourishing.

Concerning the first critique, Lowy maintains that the word: “degrowth” is not convincing; it does not convey the progressive and emancipatory project of societal transformation that it is needed; this remark echoes with an old and unsolved debate for many. A discussion that Lowy should know, as well as those that have followed the last decade of degrowth debate. Sophisticated criticism has mobilized the American cognitive linguist and philosopher George Lakoff’s study about framing. Kate Rowarth, for example, suggested to degrowthers to learn from Lakoff that no one can win a political struggle or election if they keep using their opponent’s frame; and degrowth has in itself its antagonic vision: growth. Ecological economists supported the same argument in a more articulated way, suggesting that for this reason, degrowth backfires.

On the contrary, my intellectual companion Giorgos Kallis, back in 2015, gave nine clear reasons why degrowth is a compelling word. I want to complement them with one more. Looking at the search trends in Google, after ten years, degrowth keeps drawing higher levels of attention worldwide than ecosocialism. Perhaps ecosocialism can result clearer at a glance. Nevertheless, this does not mean that the populace will be immediately convinced. Indeed, the ecosocialist concept also has similar and possibly worse problems of framing, given the post-Soviet aversion to “socialism”, but this cannot mean we should abandon the term. The recent upsurge of popularity in the U.S. of “democratic socialism” suggests that the negative association of a term can be overcome.

Ecosocialists, as degrowthers, must keep explaining the actual content of their political dream, the label is not sufficient to explain it all. Our mission is un-accomplished; granted, in some contexts, ecosocialism will result in a more straightforward message, but in other degrowth could result more convincing. For the ecological left, more frames could be more effective than just one; and, using the most appropriate in different contexts and geographies is very probably the best strategy.

Noteworthy is that these different frames share core arguments and strategies. So let me move to Lowy’s second criticism, the supposed discrepancy between ecosocialists and degrowthers about capitalism. According to Lowy, degrowthers are not sufficiently or explicitly anti-capitalist. I cannot deny that not all degrowthers self-define as anti-capitalists and that for some of them stating it is not a priority. However, as Kallis already clarified, degrowth scholars are increasingly grounding their research and policies in a critique of capital forces and relations. Furthermore, Dennis and Schmelzer have shown that degrowthers widely share the belief that a degrowth society is incompatible with capitalism. And Stefania Barca has delineated how articulating ‘degrowth and labour politics toward an ecological class consciousness’ is the way forward for an ecosocialist degrowth society.

To these arguments, I want to add an observation. In their 2001 ecosocialist manifesto, Lowy and Kovel affirmed that in order to solve the ecological problem, it is necessary to set limits upon accumulation. They go on clarifying that this is not possible while capitalism keeps ruling the world. Indeed, as they and other prominent ecosocialists affirm, capitalism needs to grow or die. This effective slogan is probably the most explicit anti-capitalist sentence written in the ecosocialist manifesto, and I can maintain that most of the degrowthers would undersign this statement without hesitation –even more in pandemic times, when the existing capitalist system seems to be predicated upon the slogan: we (the capitalists) grow and you die! Indeed, it is ever-more evident that inequality is increasing dramatically during this period. If these observations are accurate, then degrowthers and ecosocialists agree more than disagree, and together with many others in the ecological left camp, share the same common sense: a healthy ecological and social system beyond the pandemic is not compatible with capitalism.

Lowy’s last criticism is that degrowthers cannot differentiate between the quantitative and the qualitative characteristics of growth. At first sight, it seems a step back to the lively discussion in the 1980s about the difference between growth and development. However, I am sure that Lowy and other ecosocialists are well aware of the critical assessment many Latin America thinkers have done of development and its colonial legacy (see here and here, for example). So, I will interpret this criticism in a more general term: it is essential to be selective about growth, and clarify what sectors need to grow and which need to degrow or even disappear. Nothing new under the sun, I could say. Peter Victor in 2012, when he was developing no-growth scenarios for facing the threat of climate change, discussed the selective growth scenario showing its modest and short-term effects for mitigating climate change. Serge Latouche, in his 2009 book Farewell to growth, argued that the decision about selective degrowth cannot be left to market forces. And Kallis explained that growth is a complex and integrated process, and thus it is mistaken to think in terms of what has to increase and what has to decrease.

It is an error to use degrowth as synonymous of decrease (as Timothée Parrique discussed extensively), and to think that what is considered ‘good’ things (hospitals, renewable energy, bicycles, etc.) need to increase without limits as the growth imaginary commands. Those that perpetuate this logic, as Lowy seems to do, stay in the growth camp. Doing so, Lowy did not follow his suggestion of paying more attention to a qualitative transformation.

In an ecosocialist society, orienting production towards more hospitals and public transport, as Lowy suggests, does not imply overcoming the growth logic and its predicaments. A degrowth society, with a healthier lifestyle and more ecological care, probably would not need so many more hospitals. Indeed, as Luzzati and colleagues found, the increase in per-capita income correlates significantly with the increase in cancer morbidity and mortality. In a degrowth society, people would fly very much less, and this could help to diminish the speed of pandemic contagions. Agro-ecological systems will encroach fewer habitats; both these qualitative changes in societal arrangement could imply less necessity to increase the number of intensive care units.

On the other hand, increasing more and more of a ‘good thing’ such as bikes in a city is not entirely positive: as in the case of Amsterdam, where walkers felt lack of space because of the enormous number of bikes in public spaces; or China , where tens of thousands of bike have been dumped because the growth-led prospect of the shared bike in cities resulted socially and ecologically problematic, the city counsellor decided to cap bike growth and regulate the share sectors. In sum, the idea of selective (de)growth does not help to unlearn the growth logic that still persists amongst many in the ecological left camp. What is needed is, indeed, a qualitative change in our mind, in our logic and our performative acts.

Ecosocialists and degrowthers are less far apart than Lowy’s article hints. Both visions are moving forward along the same path, learning from each other in the process. Discussing some thesis or policies that one or the other is proposing will help to improve and clarify their visions, and make them less questionable at the eyes of the sceptics and indifferent people. A meaningful dialogue will help us to make our arguments and practices widely commonsensical. Ecological leftists have not to decide which is the best and the most comprehensive discourse between ecosocialism and degrowth. These visions, I tried to argue above, indeed share core arguments, and both contribute to building persuasive discourse and performative actions.

On the contrary, creating a false dilemma is not very useful for our everyday struggles. In 2015, with some colleagues, we suggested exploring the redundancy of six different frameworks (Degrowth, Sustainable Community Movement Organizations, Territorialism, Commons, Social Resilience and Direct Social Actions) for relaunching more robust and comprehensive initiatives against the continuous expansion of capitalism and environmental injustices. We concluded that fostering redundancy more than nuance should motivate the promoters of these approaches if the general aim is to effectively relaunch robust and less aleatory alternatives to capitalism. In other words, we call for focusing on the consolidation of what all these approaches have in common, not just what they diverge on. This suggestion is also valid for ecosocialists and degrowthers.

It is undoubtedly crucial that both ecosocialists and degrowthers continue refining their discourses, practices and policies for advancing toward an ecologically-sound and socially-fair world free from patriarchal, racial and colonial legacy. Nevertheless, it is equally important that they map the redundancies of their views to improve the effectiveness of their shared struggle at various scales.

Triple Crisis in the Anthropocene Ocean

It is impossible to overstate the importance of the ocean to life on Earth. Covering 71% of the planet’s surface, it contains 97% of the world’s surface water and is central to the great biogeochemical cycles that define the biosphere and make life possible. Marine plants generate half of the world’s breathable oxygen.

Millions of species of animals live in the ocean. Seafood is a primary source of protein for three billion people, and hundreds of millions work in the fishing industry.

The ocean’s metabolism–the constant flows and exchanges of energy and matter that have continued for hundreds of millions of years–is a vital part of the Earth System. As famed oceanographer Sylvia Earle writes, our fate and the ocean’s are inextricably intertwined.

Our lives depend on the living ocean–not just the rocks and water, but stable, resilient, diverse living systems that hold the world on a steady course favorable to humankind.(1)

The living ocean drives planetary chemistry, governs climate and weather, and otherwise provides the cornerstone of the life-support system for all creatures on our planet, from deep-sea starfish to desert sagebrush.… If the sea is sick, we’ll feel it. If it dies, we die. Our future and the state of the oceans are one.(2)

The living ocean is now being disrupted on a massive scale. It has changed before, but never, since an asteroid killed the dinosaurs, as rapidly as today. The changes are major elements of the planetary transition out of the conditions that have prevailed since the last ice age ended, towards a profoundly different biosphere–from the Holocene to the Anthropocene.

We are entering an unknown territory of marine ecosystem change… the implications for the ocean, and thus for all humans, are huge.(3)

Most popular accounts of the relationship between the ocean and climate change focus on melting ice and rising sea levels, and indeed those are critical issues. Greenland alone loses over 280 billion metric tons of ice a year, enough to cause measurable changes in the strength of the island’s gravity. At present rates, by 2100 the combination of global glacial melting and thermal water expansion will flood coastal areas where over 630 million people live today. Well over a billion people live in areas that will be hit by storm surges made bigger and more destructive by warmer seawater. Rapid action to slash greenhouse gas emissions would be fully justified even if rising seas were the only expected result of global warming.

Devastating as sea level rise will be, however, more serious long-term damage to the Earth System is being driven by what biogeochemist Nicolas Gruber calls a “triple whammy” of stresses on the oceans, caused by the growing rift in Earth’s carbon metabolism.

“In the coming decades and centuries, the ocean’s biogeochemical cycles and ecosystems will become increasingly stressed by at least three independent factors. Rising temperatures, ocean acidification and ocean deoxygenation will cause substantial changes in the physical, chemical and biological environment, which will then affect the ocean’s biogeochemical cycles and ecosystems in ways that we are only beginning to fathom.…

Ocean warming, acidification and deoxygenation are virtually irreversible on the human time scale. This is because the primary driver for all three stressors, i.e. the emission of CO2 into the atmosphere, will cause global changes that will be with us for many hundreds, if not thousands, of years.(4)

Other marine ecologists have described ocean warming, acidification and oxygen loss as a “deadly trio,” because when they have occurred together in the past, mass extinctions of animal and plant life have followed.(5)

We will consider the elements of the deadly trio separately, but it is important to bear in mind that they are closely related, have the same causes, and frequently reinforce each other.

Part One: CORROSIVE SEAS

“Ocean acidification … is a slow but accelerating impact that will overshadow all the oil spills that have ever occurred put together.” —Sylvia Earle(6)

Ocean acidification has been called global warming’s equally evil twin. Both are caused by the radical increase in atmospheric CO2, and both are undermining Earth’s life support systems.

There is always a constant interchange of gas molecules across the air-sea interface, between atmosphere and ocean. CO2 from the air dissolves in the water; CO2 from the water bubbles into the air. Until recently, the two flows were roughly balanced: the amount of carbon dioxide in each element has not changed much for hundreds of thousands of years. But now, when atmospheric CO2 has risen 50%, the flow is out of balance. More carbon dioxide is entering the sea than leaving it.

That’s been good news for the climate. The ocean has absorbed about 25% of anthropogenic CO2 emissions and over 90% of the additional solar heat, half of that since 1997. If it hadn’t done so, global warming would already have reached catastrophic levels. As Rachel Carson wrote years ago, “for the globe as a whole, the ocean is the great regulator, the great stabilizer of temperatures…. Without the ocean, our world would be visited by unthinkably harsh extremes of temperature.”(7)

But there is a price to be paid for that service. Adding CO2 is changing the ocean’s chemistry. The formula is very simple:

H2O + CO2 → H2CO3Water plus carbon dioxide makes carbonic acid.

Adding CO2 makes seawater more acidic.

Over the past century, the ocean’s pH level has fallen from 8.2 to 8.1. That doesn’t sound like much, but the pH scale is logarithmic, so a drop of 0.1 means that the oceans are now about 30% more acidic than they used to be.(8) That’s a global average–the top 250 meters or so are generally more acidic than the deeps, and acidification is more severe in high latitudes, because CO2 dissolves more easily in colder water.

The present rate of acidification is a hundred times faster than any natural change in at least 55 million years. If it continues, ocean acidity will reach three times the pre-industrial level by the end of this century.

Impact

Surprisingly, given that scientific concern about CO2 emissions started in the 1950s, little attention was paid to ocean acidification until recently. It was first named and described in a brief article in Nature in September 2003, and first discussed in detail in a 2005 Royal Society report that concluded acidification would soon go “beyond the range of current natural variability and probably to a level not experienced for at least hundreds of thousands of years and possibly much longer.”(9)

Those wake-up calls triggered the launch of hundreds of research projects seeking to quantify acidification more precisely, and to determine its effects. While there are still big gaps in scientific knowledge, there is now no doubt that ocean acidification is a major threat to the stability of the Earth System, one that is pushing towards a sixth mass extinction of life on our planet.(10)

Though formally correct, the word “acidification” is misleading, since the oceans are actually slightly alkaline, and the shift now underway only makes them a little less so. Even in the most extreme scenario, a thousand liters of seawater would still contain less carbonic acid than a small glass of cola.

However, just as raising the atmospheric concentration of carbon dioxide to 0.041 percent is causing global climate change, so a small increase in the amount of CO2 in seawater poses major threats to the organisms that live in that water. Reduced pH has already significantly changed the habitats that marine plants and animals depend on: a further reduction could be deadly for many of them.

The most-studied casualties of ocean acidification are calcifiers, the many organisms that take carbonate from the surrounding water to build their shells and skeletons. In seawater, carbonic acid quickly combines with available carbonate, making it unavailable for shell and skeleton building. Water with less than a certain concentration of carbonate becomes corrosive, and existing shells and skeletons start to dissolve.

As marine conservation biologist Callum Roberts writes, lower pH is already weakening coral reefs, and the problem will get much worse if CO2 emissions aren’t radically reduced soon.

The skeletons of corals on Australia’s Great Barrier Reef have weakened measurably in the last twenty-five years and now contain 14 percent less carbonate by volume than they did before…. Ocean acidification has been dubbed ‘osteoporosis for reefs’ because of this skeletal weakening.…

If carbon dioxide in the atmosphere doubles from its current level, all of the world’s coral reefs will shift from a state of construction to erosion. They will literally begin to crumble and dissolve, as erosion and dissolution of carbonates outpaces deposition. What is most worrying is that this level of carbon dioxide will be reached by 2100 under a low-emission scenario of the Intergovernmental Panel on Climate Change.(11)

About 25% of all fish depend on coral reefs for food and shelter from predators, so the shift that Roberts describes would be disastrous for marine biodiversity.

Other calcifiers weakened by ocean acidification include oysters, mussels, crabs, and starfish. Of particular concern are tiny shelled animals near the bottom of the food chain: if their numbers decline, many fish and marine mammals will starve. In particular:

  • Single-celled Foraminifera are abundant in all parts of the ocean, and are directly or indirectly consumed by a wide variety of animals. A recent study compared present day foraminifera with samples collected 150 years ago in the Pacific by the famous Challenger expedition. The researchers found that “without exception, all modern foraminifera specimens had measurably thinner shells than their historical counterparts.” In some types of foraminifera, shell thickness is now 76% less than in the 1800s.(12)

  • Pea-sized Pteropods, sometimes called sea butterflies, live mainly in cold water. An article in the journal Nature Geoscience reports “severe levels of shell dissolution” in live pteropods captured in the ocean near Antarctica, resulting in “increased vulnerability to predation and infection.”(13) Since pteropods are food for just about every larger marine animal from krill to whales, “their loss would have tremendous consequences for polar marine ecosystems.”(14)

Interference with shell and skeleton formation may not be the most deadly effect of ocean acidification. The metabolic systems of all organisms function best when the pH level of their internal fluids stays within a narrow range. This is particularly problematic for marine animals, including fish, whose blood pH tends to match the surrounding water. For some species, even a small reduction in blood pH can cause severe health and reproduction problems, even death.(15) A growing body of research suggests that ocean acidification alone will decimate some species of fish in this century, causing the collapse of major fisheries.(16)

Only long-term studies can determine exactly how acidification will affect global fish populations, but waiting for certainty is dangerous, because once acidification occurs, we are stuck with it. A recent study confirmed that “once the ocean is severely affected by high CO2, it is virtually impossible to undo these alterations on a human-generation timescale.” Even if some unknown (and probably impossible) geoengineering system rapidly returns atmospheric CO2 to the pre-industrial level, “a substantial legacy of anthropogenic CO2 emissions would persist in the oceans far into the future.”(17)

Warnings ignored

In 2008, 155 scientists from 26 countries signed a declaration “based on irrefutable scientific findings” about “recent, rapid changes in ocean chemistry and their potential, within decades, to severely affect marine organisms, food webs, biodiversity, and fisheries.”

To avoid severe and widespread damages, all of which are ultimately driven by increasing concentrations of atmospheric carbon dioxide (CO2), we call for policymakers to act quickly to incorporate these concerns into plans to stabilize atmospheric CO2 at a safe level to avoid not only dangerous climate change but also dangerous ocean acidification.…

Policymakers need to realize that ocean acidification is not a peripheral issue. It is the other CO2 problem that must be grappled with alongside climate change. Reining in this double threat, caused by our dependence on fossil fuels, is the challenge of the century.…(18)

In 2009, twenty-nine leading Earth System scientists identified the level of ocean acidification as one of nine Planetary Boundaries–“non-negotiable planetary preconditions that humanity needs to respect in order to avoid the risk of deleterious or even catastrophic environmental change at continental to global scales.”(19)

In 2013, the always-cautious Intergovernmental Panel on Climate Change (IPCC) expressed high confidence that absorption of carbon dioxide is “fundamentally changing ocean carbonate chemistry in all ocean sub-regions, particularly at high latitudes.”

“Warming temperatures, and declining pH and carbonate ion concentrations, represent risks to the productivity of fisheries and aquaculture, and the security of regional livelihoods given the direct and indirect effects of these variables on physiological processes (e.g., skeleton formation, gas exchange, reproduction, growth, and neural function) and ecosystem processes (e.g., primary productivity, reef building and erosion).”(20)

The IPCC’s Special Report on the Ocean and Cryosphere, published in 2019, concludes that “the ocean is continuing to acidify in response to ongoing ocean carbon uptake,” that “it is very likely that over 95% of the near surface open ocean has already been affected,” and that “the survival of some keystone ecosystems (e.g., coral reefs) are at risk.”(21)

Despite overwhelming scientific evidence that acidification is a major threat to the world’s largest ecosystem, the governments of the world’s richest countries remain silent. The word oceans only appeared once in their Paris Agreement and acidification wasn’t mentioned at all. It remains to be seen whether the next UN Climate Change Conference, which has been postponed to December 2021, will respond appropriately–if it responds at all.

COVID-19, Marxism, and the Metabolic Rift

The COVID-19 pandemic is far from a purely natural occurrence. Respiratory viruses like SARS-CoV-2 (the virus that causes COVID-19) that exist in populations of birds and various mammals such as pigs, horses, cows and humans, are nothing new. But the circulation of these viruses between species, and the frequency of viruses spreading from animals to humans, has increased in recent decades, and changes in the relationship between human society and nature have been the main driver of this.

The origin of COVID-19 and the vector for its spread to humans are still under investigation by scientists. The closest variant of the virus has been identified in bats, and it’s possible it was transmitted to humans through wild meat or bush meat markets, perhaps via pangolins. Whatever the exact origin and vector, however, the jump from animals to humans fits a familiar pattern, one long understood by epidemiologists.

The destruction of nature by capitalist industry plays a big part. As forests and other areas untouched by human development are destroyed, wild species like bats are forced out to forage for food in urban centers. Those wild species carry diseases that previously remained confined to forests and only rarely infected humans – never enough to cause an epidemic. But now this migrating wildlife comes into more frequent contact with large human populations. Sneezes and droppings from wild animals spread the virus to other animals that humans handle more often – like pigs, chickens or, as with the MERS outbreak in the Middle East a decade ago, camels.

Evolutionary biologist Rob Wallace, author of Big Farms Make Big Flu: Dispatches on Influenza, Agribusiness, and the Nature of Science, is among the writers who for years have warned of the increasing likelihood of such epidemics. On COVID-19 specifically, Wallace and his collaborators emphasize how the wild meat sector fits into the broader context of industrial food production. “How did the exotic food sector arrive”, he asks, “at a standing where it could sell its wares alongside more traditional livestock in the largest market in Wuhan? The animals were not being sold off the back of a truck or in an alleyway”.

Increasingly, according to Wallace, wild food is being integrated into the mainstream of the capitalist food market. “The overlapping economic geography”, he writes, “extends back from the Wuhan market to the hinterlands where exotic and traditional foods are raised by operations bordering the edge of a contracting wilderness. As industrial production encroaches on the last of the forest, wild food operations must cut farther in to raise their delicacies or raid the last stands”.

Right wing news outlets more interested in racist scapegoating than in facts made a big deal of the wild meat issue, as if the world would have been spared the virus if only Chinese consumers had stuck to eating chicken or pork. But that is a false narrative. Since the 1990s, several deadly strains of bird flu and swine flu have developed and spread from industrial farms of chickens or pigs, including in North America and Europe, as well as in China.  

It has long been understood why these places breed disease. The animals are crowded into feedlots under conditions that run down their immune systems. The genetic monoculture of these populations takes away the natural diversity that reduces the prevalence of diseases. As farmers try to minimize time from birth to slaughter, this has the perverse consequence of acting as a natural selection pressure for pathogens that can survive more robust immune systems. All these things mean diseases can spread very fast within industrial herds and flocks. The cost cutting imperative means that work conditions (like protective equipment) are so poor that farm laborers are highly vulnerable to catching viruses from these animals.

The danger to humanity from such practices was reinforced in June, when scientists discovered a number of new strains of swine flu with pandemic potential circulating among pigs on farms in China. Although the strains, collectively referred to as G4 viruses, don’t appear currently to be able to spread between humans, around 10 percent of blood samples taken from farm laborers showed evidence of prior infection. All it would take is a small mutation and one or other of these viruses could start jumping from human to human and spread rapidly through the broader population, just as has occurred with SARS-CoV-2.

Marx and Engels’ groundbreaking work on the relationship between human society and nature in the context of the emergence of capitalism as a global system in the 19th century can help us understand the destructive dynamics underlying these developments. Central to their work in this area was the idea of the “metabolic rift”. All living things have a metabolic relation with their ecological surroundings, taking in certain things and putting out waste. When it comes to humans, Marx and Engels noted that our metabolism with the rest of nature is not due to our biology alone, but also to the kind of society we’ve built. To understand human metabolism with nature, we thus need social science in addition to natural science.

The metabolic rift has both historical and theoretical aspects. On the historical side is the displacement of peasants and peasant farming methods from the countryside, and their corralling into towns to create the modern working class. Workers, unlike the peasantry, had no means of livelihood of their own, and therefore had to move around to find waged work, crowding into the cities where that work was concentrated. One consequence of this was that, instead of being reabsorbed back into the local environment, human waste now collected in vast pools in the cities.

This process was the main driver of the soil fertility crisis that struck Europe in the late 19th century. By displacing the peasantry, and forcing more and more people into the cities, capitalism, Marx wrote, “disturbs the metabolic interaction between man and the earth, i.e. it prevents the return to the soil of its constituent elements consumed by man in the form of food and clothing; hence it hinders the operation of the eternal natural condition for the lasting fertility of the soil”.

What about the theoretical aspect? The rift isn’t just about the natural effects they observed, but also their social cause. It is a rift in social relations: the forcible conversion of a peasantry into the modern working class.

Peasants farmed a plot of land to which they had customary right over generations. They controlled their own labor process, and this meant there was a feedback mechanism between their labor and its effects on the land. If they depleted the soil and thus threatened their livelihood, they could adjust their methods of work accordingly. Peasant farmers had, over many generations, developed practices to maintain soil fertility through crop rotation, cycling between crops and pasture to ensure manuring, and returning human excrement to the fields. Peasant methods of labor were the main factor in the metabolism between feudal society and the rest of nature. Feudal lords would leave peasants to farm as they wished, then take a portion of the produce.

By contrast, the capitalist mode of production involves the capitalist dictating the labor process, and then just hiring laborers to do what they are told. As capitalist farmers emerged, they realized more money was to be made by cutting out the aspects of peasant farming practices that had no immediate pay-off (even though they maintained soil fertility) and focusing just on the highest earning aspects.

Around the same time the first factories were bmetabloismeing established in towns, and the emerging capitalist class and the state that served them realized that wages could be forced down if large masses of former peasants were concentrated in a handful of industrial areas rather than scattered across a large number of small population centers. During the 18th and 19th centuries, vast numbers of peasants were driven from the land by a combination of brute force and legal changes (such as the Enclosure Acts). Out of this uprooted peasantry, the modern working class was born.

A new dynamic began to shape social metabolism with nature. Unlike the peasants who worked the land directly, capitalist farmers and the new captains of industry were far removed from the destructive consequences of their activities. So long as they had workers prepared to exchange their labor for a wage (and the desperate poverty in which most people lived ensured that there was no shortage), they could turn a profit, even if their actions were detrimental to the natural world on which their business ultimately depended. If they destroyed the land, they could use the profits they had made to buy more land elsewhere. More often, however, the destructive consequences of their activities were simply externalized – the poisoning of the air and water in factory districts, which had a major impact on the lives of workers in this period, provides a clear example.

From this point on, what was produced in society and through which methods was determined by the profit motive and competition among rival capitalists and nation-states. The impact of production on the natural world became, at best, an afterthought. A new dynamic was driving society’s metabolism with nature – one that would create environmental disasters on an ever widening scale.

Scientists who study the origins of diseases have been telling us for decades that we will continue to have outbreaks of novel viruses that hop from other animals to humans because of how we farm animals and how we destroy wilderness. This advice is ignored, just as the advice of climate scientists is ignored, because acting on it would require breaking from the profit-driven logic of capitalism.

Where it’s a choice between booking short-term profits and taking a hit to profit to address potentially destructive consequences in the longer term, capitalists will always put profit first. They, after all, can escape the consequences of their actions. They spend their days in air conditioned offices, unlike the farm laborers who spend their days surrounded by hundreds of pigs riddled with swine flu. In a pandemic, capitalists can hide away in their country mansions and, in the event that they fall ill, can pay for the very best of medical care.

For workers it’s a different story. We’re the ones on the front lines of the battle against COVID-19, not through our own free choice, but through economic necessity. For the vast majority of workers around the world, stopping work isn’t an option. We must work to survive, even if in doing so we are actually putting our lives at risk. This suits the capitalists very nicely. The COVID-19 pandemic arrived at a moment when the world economy was already struggling. The ruling class, whether in Australia, the US or any other country, is desperate to limit the economic damage from the crisis, even if that means many more people will die.

If workers ran the world, it would be very different. It would make no sense for us to ignore the warnings of scientists about how industrial agriculture and environmental destruction are fueling the emergence of new diseases, for the simple reason that we’re the ones who will suffer when they appear. We don’t have a stake in the relentless scramble for short-term profit that defines capitalism today. We can organize production – both what we produce and how we produce – with human health and environmental sustainability in mind.

In the current pandemic, that might mean shutting down all but the most essential parts of the economy to slow the spread of the virus, while ensuring other workers are paid to stay home. In the longer term, it would mean reshaping animal agriculture to limit the potential for it to function as a petri dish for the emergence of deadly diseases.

This is how Marx envisaged the metabolic rift being healed. “Freedom in this field”, he wrote in volume 3 of Capital, “can only consist in socialized man, the associated producers, rationally regulating their interchange with nature, bringing it under their common control, instead of being ruled by it as by the blind forces of nature; and achieving this with the least expenditure of energy and under conditions most favorable to, and worthy of, their human nature”.

Such freedom will never exist under a capitalist system in which the drive to profit rules. The first step in fixing the metabolic rift is to make our labor our own again. That means taking it back from the ruling class.

Engels on Nature and Humanity

In the light of the current pandemic, here is a rough excerpt from my upcoming short book on Engels’ contribution to Marxian political economy on the 200th anniversary of his birth.

Marx and Engels are often accused of what has been called a Promethean vision of human social organisation, namely that human beings, using their superior brains, knowledge and technical prowess, can and should impose their will on the rest of the planet or what is called ‘nature’ – for better or worse.

The charge is that other living species are merely playthings for the use of human beings.  There are humans and there is nature – in contradiction.  This charge is particularly aimed at Friedrich Engels, who it is claimed, took a bourgeois ‘positivist’ view of science: scientific knowledge was always progressive and neutral in ideology; and so was the relationship between man and nature.

This charge against Marx and Engels was promoted in the post-war period by the so-called Frankfurt School of Marxism, which reckoned that everything went wrong with Marxism after 1844, when Marx and Engels supposedly dumped “humanism”.  Later, followers of the French Marxist Althusser put the blame on Fred himself.  For them, everything went to hell in a hand basket a little later, when Engels dumped ‘historical materialism’ and replaced it with ‘dialectical materialism’, in order to promote Engels’ ‘silly belief’ that Marxism and the physical sciences had some relationship.

Indeed, the ‘green’ critique of Marx and Engels is that they were unaware that homo sapiens were destroying the planet and thus themselves.  Instead, Marx and Engels had a touching Promethean faith in capitalism’s ability to develop the productive forces and technology to overcome any risks to the planet and nature.

That Marx and Engels paid no attention to the impact on nature of human social activity has been debunked recently in particular by the ground-breaking work of Marxist authors like John Bellamy Foster and Paul Burkett.  They have reminded us that throughout Marx’s Capital, Marx was very aware of capitalism’s degrading impact on nature and the resources of the planet.  Marx wrote that 

“the capitalist mode of production collects the population together in great centres and causes the urban population to achieve an ever-growing preponderance…. [It] disturbs the metabolic interaction between man and the earth, i.e., it prevents the return to the soil of its constituent elements consumed by man in the form of food and clothing; hence it hinders the operation of the eternal natural condition for the lasting fertility of the soil. Thus it destroys at the same time the physical health of the urban worker, and the intellectual life of the rural worker.” 

As Paul Burkett says: “it is difficult to argue that there is something fundamentally anti-ecological about Marx’s analysis of capitalism and his projections of communism.”

To back this up, Kohei Saito’s prize-winning book has drawn on Marx’s previously unpublished ‘excerpt’ notebooks from the ongoing MEGA research project to reveal Marx’s extensive study of scientific works of the time on agriculture, soil, forestry, to expand his concept of the connection between capitalism and its destruction of natural resources. (I have a review pending on Saito’s book).

But Engels too must be saved from the same charge.  Actually, Engels was well ahead of Marx (yet again) in connecting the destruction and damage to the environment that industrialisation was causing.  While still living in his home town of Barmen (now Wuppertal), he wrote several diary notes about the inequality of rich and poor, the pious hypocrisy of the church preachers and also the pollution of the rivers.

Just 18 years old, he writes

“the two towns of Elberfeld and Barmen, which stretch along the valley for a distance of nearly three hours’ travel. The purple waves of the narrow river flow sometimes swiftly, sometimes sluggishly between smoky factory buildings and yarn-strewn bleaching-yards. Its bright red colour, however, is due not to some bloody battle, for the fighting here is waged only by theological pens and garrulous old women, usually over trifles, nor to shame for men’s actions, although there is indeed enough cause for that, but simply and solely to the numerous dye-works using Turkey red. Coming from Düsseldorf, one enters the sacred region at Sonnborn; the muddy Wupper flows slowly by and, compared with the Rhine just left behind, its miserable appearance is very disappointing.”

He goes on:

First and foremost, factory work is largely responsible. Work in low rooms where people breathe more coal fumes and dust than oxygen — and in the majority of cases beginning already at the age of six — is bound to deprive them of all strength and joy in life. “

He connected the social degradation of working families with the degradation of nature alongside the hypocritical piety of the manufacturers.

Terrible poverty prevails among the lower classes, particularly the factory workers in Wuppertal; syphilis and lung diseases are so widespread as to be barely credible; in Elberfeld alone, out of 2,500 children of school age 1,200 are deprived of education and grow up in the factories — merely so that the manufacturer need not pay the adults, whose place they take, twice the wage he pays a child. But the wealthy manufacturers have a flexible conscience and causing the death of one child more or one less does not doom a pietist’s soul to hell, especially if he goes to church twice every Sunday. For it is a fact that the pietists among the factory owners treat their workers worst of all; they use every possible means to reduce the workers’ wages on the pretext of depriving them of the opportunity to get drunk, yet at the election of preachers they are always the first to bribe their people.”

Sure, these observations by Engels are just that, observations, without any theoretical development, but they show the sensitivity that Engels already had to the relationship between industrialisation, the owners and the workers, their poverty and the environmental impact of factory production.

In his first major work, Outlines of a Critique of Political Economy, again well before Marx looked at political economy, Engels notes how the private ownership of the land, the drive for profit and the degradation of nature go hand in hand. 

“To make earth an object of huckstering — the earth which is our one and all, the first condition of our existence — was the last step towards making oneself an object of huckstering. It was and is to this very day an immorality surpassed only by the immorality of self-alienation. And the original appropriation — the monopolization of the earth by a few, the exclusion of the rest from that which is the condition of their life — yields nothing in immorality to the subsequent huckstering of the earth.” 

Once the earth becomes commodified by capital, it is subject to just as much exploitation as labour.

Engels’ major work (written with Marx’s help), The Dialectics of Nature, written in the years up to 1883, just after Marx’s death, is often subject to attack as extending Marx’s materialist conception of history as applied to humans, into nature in a non-Marxist way.  And yet, in his book, Engels could not be clearer on the dialectical relation between humans and nature.

In a famous chapter “The Role of Work in Transforming Ape into Man.”, he writes: 

“Let us not, however, flatter ourselves overmuch on account of our human conquest over nature. For each such conquest takes its revenge on us. Each of them, it is true, has in the first place the consequences on which we counted, but in the second and third places it has quite different, unforeseen effects which only too often cancel out the first. The people who, in Mesopotamia, Greece, Asia Minor, and elsewhere, destroyed the forests to obtain cultivable land, never dreamed that they were laying the basis for the present devastated condition of these countries, by removing along with the forests the collecting centres and reservoirs of moisture. When, on the southern slopes of the mountains, the Italians of the Alps used up the pine forests so carefully cherished on the northern slopes, they had no inkling that by doing so they were … thereby depriving their mountain springs of water for the greater part of the year, with the effect that these would be able to pour still more furious flood torrents on the plains during the rainy seasons. Those who spread the potato in Europe were not aware that they were at the same time spreading the disease of scrofula. Thus at every step we are reminded that we by no means rule over nature like a conqueror over a foreign people, like someone standing outside nature — but that we, with flesh, blood, and brain, belong to nature, and exist in its midst, and that all our mastery of it consists in the fact that we have the advantage over all other beings of being able to know and correctly apply its laws.” (my emphasis)

Engels goes on: 

“in fact, with every day that passes we are learning to understand these laws more correctly and getting to know both the more immediate and the more remote consequences of our interference with the traditional course of nature. … But the more this happens, the more will men not only feel, but also know, their unity with nature, and thus the more impossible will become the senseless and antinatural idea of a contradiction between mind and matter, man and nature, soul and body. …”

Engels explains the social consequences of the drive to expand the productive forces.  

“But if it has already required the labour of thousands of years for us to learn to some extent to calculate the more remote natural consequences of our actions aiming at production, it has been still more difficult in regard to the more remote social consequences of these actions. … When afterwards Columbus discovered America, he did not know that by doing so he was giving new life to slavery, which in Europe had long ago been done away with, and laying the basis for the Negro slave traffic. …”

The people of the Americas were driven into slavery, but also nature was enslaved. As Engels put it:

What cared the Spanish planters in Cuba, who burned down forests on the slopes of the mountains and obtained from the ashes sufficient fertilizer for one generation of very highly profitable coffee trees–what cared they that the heavy tropical rainfall afterwards washed away the unprotected upper stratum of the soil, leaving behind only bare rock!”

Now we know that it was not just slavery that the Europeans brought to the Americas, but also disease, which in its many forms exterminated 90% of native Americans and was the main reason for their subjugation by colonialism.

As we experience yet another pandemic, we know that it was capitalism’s drive to industrialise agriculture and usurp the remaining wilderness that has led to nature ‘striking back’, as humans come into contact with more pathogens to which they have no immunity, just as the native Americans in the 16th century.

Engels attacked the view that ‘human nature’ is inherently selfish and will just destroy nature.  In his Outline, Engels described that argument as a “repulsive blasphemy against man and nature.”  Humans can work in harmony with and as part of nature.  It requires greater knowledge of the consequences of human action.  Engels said in his Dialectics:

“But even in this sphere, by long and often cruel experience and by collecting and analyzing the historical material, we are gradually learning to get a clear view of the indirect, more remote, social effects of our productive activity, and so the possibility is afforded us of mastering and controlling these effects as well.”

But better knowledge and scientific progress is not enoughFor Marx and Engels, the possibility of ending the dialectical contradiction between man and nature and bringing about some level of harmony and ecological balance would only be possible with the abolition of the capitalist mode of production. As Engels said: “To carry out this control requires something more than mere knowledge.”  Science is not enough. “It requires a complete revolution in our hitherto existing mode of production, and with it of our whole contemporary social order.”  The ‘positivist’ Engels, it seems, supported Marx’s materialist conception of history after all.

Ushering in the Closing Chapter of the Human Species

The epic assaults being carried out against the vulnerable around the world at this very moment will determine the fate of our species and the living earth itself. To the powerful this statement is hyperbole at its extreme, but to those of us on the other side there is no condemnation that is too exaggerated when it comes to the destruction of communities and of the biosphere itself. The attacks are taking place along ancient rivers in the American Dakotas, in the life drenched rain forests of Ecuador, in historic olive groves in Palestine, in the melting tundra of the Arctic circle, in the sun baked Niger Delta, and in the war torn or misery laden shanty's of Aleppo, Kolkata, Jakarta, Nairobi and beyond. These may seem like separate instances to some, but they are a part of a global struggle and the outcome will in all likelihood determine our collective future and that of millions of other species that we share this planet with.

I believe that the intersectionality of these conflicts are indicative of a broader struggle over guiding principles and mythologies. Some may see this as an oversimplification, and while I would agree that we should be careful to consider and respect nuance, context and individual histories, there are some general themes which may unite us while there is still time. These conflicts have been with our species since we began to walk upright. But now they are global in scale and there are two sides that should be identified above all others.

One side values living beings over profit, and sees protection of the water and the soil and the air as the most fundamental responsibilities of any society. It values cooperation and generosity above individual ambition. It shuns all forms of violent coercion, land theft and repression. It is against aggression and wars of conquest. It is the way of Community. The other is based upon the dominance of the physically powerful and suppression of the weak. It sees the living planet merely as a means for amassing material profit. It commodifies everything, living and non. It values avarice and ruthless competition over cooperation. It believes the only viable way forward is through suppression of dissent, ridicule, marginalization of the poor and the downtrodden, jingoistic nationalism and organized State violence. It is the way of Empire.

The language of Empire is duplicitous. It employs the parlance of pale euphemisms like sustainability, austerity or free trade to obscure its true authoritarian and feudalistic intentions. It encourages nationalistic sentimentality and racial and ethnic division to obscure the reality of its imposed classism. It objectifies the living planet through clever marketing and branding with such subtle ease that it becomes ever more difficult to decipher and parse. But in the end the Empire cannot cloak the stench of a dying world forever with catchy jingles, cynical ploys, shiny new objects, paranoid bigotries or vapid distractions.

In their quest to maintain and grow their coffers, the powerful see the dissolving ice cap as a strategic business opportunity for geopolitical advancement. They see the growing difficulty in extracting high quality petroleum as an excuse to erase ancient mountaintops, pierce deep ocean trenches and scrape away primeval forests for less viable and more earth damaging fossil fuels. They see growing inequities between us and the handful of people who own half the world's wealth as opportunities for enhanced security walls and surveillance. They see hunger and famine as a chance to litter the world with pesticides and chemically or genetically altered food or factory farms which are little more than massive concentration camps for sentient beings. They see flattened forests and fouled rivers as a way of moving indigenous peoples into overcrowded, cordoned off corporate colonies for easier exploitation, social control and abandonment. And if they continue on their path the world they are forging will rival every other civilization in history in atrocity, repression and misery.

The war the Empire is waging is not about isms or ideologies, it is about power, exploitation and wealth. And to those of us being assaulted the cause is as urgent as it is dire. It is literally about life and death. We see the rising tides of an ever imperiled, acidic sea. We walk in the fallow fields where there may be no crops harvested tomorrow. We breathe the acrid air choked out by smokestacks of insatiable, blind industry. We see the walls and borders and checkpoints and guard dogs and police tanks and surveillance cameras and detention camps burgeoning as if unstoppable. We hear the drums of imperialistic war being beaten every day of every year. And we stand in shock at the unquenchable lust for wealth that stain the halls of power even as they dig our dusty mass graves. When we sound the alarm or even raise concern about any of this we can expect to be ignored, chided or silenced by the powerful in the media, corporations, the military or political establishment or even clergy. We anticipate being co-opted by the ruling oligarchy or by cynical corporate interests. But we are weary of this kind of marginalization and we aren't going down without a fight.

The powerful will not stop waging their war this year or next. It will undoubtedly play out and grow for the next few decades even as the planet's ecosystem's spiral and crash, because dollar signs and dominance are all they truly understand. This is not just another chapter in some unending saga of the human story. It is not something that any resident of planet earth can afford to sit out. If they are victorious this war may very well usher in the closing chapter of the human species and far sooner than anyone could ever imagine. We must join with each other if only to ease each others suffering, or bring one small amount of justice to the oppressed, or to protect one small river way or field or stretch of beach. This war they are waging is against the living planet and their own future whether they realize it or not. But even if they do not care about their children's future, we must.
