Sinophobia, Inc.: Understanding the Anti-China Industrial Complex

The United States’ alliance is barreling towards conflict with China. In recent months, the U.S. government has taken unprecedented steps to upend normal relations with China: sanctioning Communist Party of China officials, banning Chinese tech companies like TikTok and Huawei, interrogating and surveilling Chinese students and scientists, and even forcing the Houston Chinese consulate to close.

Secretary of State Mike Pompeo calls it an end to “blind engagement” with a Chinese state he labels an existential threat to the “free world.” And the other members of the “Five Eyes” intelligence alliance—Canada, New Zealand, and the UK—are by and large caving to U.S. pressure to take parallel measures to isolate China.

Yet the Western policy doctrine of “great power competition” with China has not been accompanied by a robust public debate. Instead, this blustering state rhetoric has coincided with public views of China hitting historic lows. Thanks in part to racist corporate media coverage which blamed China for the spread of COVID-19, unfavorable views of China are skyrocketing.

Pew Research reported in July that unfavorable views of China had reached “new highs” in the U.S.—more than doubling from 35 to 73 percent between 2005 and 2020. Australian trust in their northern neighbors is even worse: in 2020, 77 percent of Australians expressed distrust in China, compared to just 38 percent in 2006.

As the U.S. and other Western nations are mired by the crises of COVID-19, unemployment, wage stagnation, and systemic racism, the fictitious “China threat” should be the least of our worries. After all, China has made clear time and time again that it wants peaceful relations and cooperation with the U.S, and China’s foreign policy principle of a “community of shared future for humankind” is enshrined in the Communist Party constitution. Make no mistake—the New Cold War on China is a one-sided escalation for conflict led by the U.S. and its allies.

The fact that Western public opinion on China is marching in lockstep with the State Department’s call for Cold War aggression reflects the convergence of state, military, and corporate media interests which monopolize our media ecosystem. Behind the State Department’s bluster and the military “Pivot to Asia” exists a quiet, well-oiled machine that is busy manufacturing consent for war on China. Too often, the hawkish policy stances it enshrines are taken as objective ‘truth’ rather than as pro-war propaganda working in the interests of weapons corporations and political elites.

We call it Sinophobia, Inc.—an information industrial complex where Western state funding, billion dollar weapons manufacturers, and right-wing think tanks coalesce and operate in sync to flood the media with messages that China is public enemy number one. Armed with state funding and weapons industry sponsors, this handful of influential think tanks are setting the terms of the New Cold War on China. The same media ecosystem that greased the wheels of perpetual war towards disastrous intervention in the Middle East is now busy manufacturing consent for conflict with China.

By saturating our news and newsfeeds with anti-China messages, this media machine is convincing average people that a New Cold War is in their interests. In reality, the hype of an imagined ‘China threat’ only serves the interests of the political elites and defense industry CEOs who stand to profit from this disastrous geopolitical escalation.

Who’s Who in Sinophobia Inc.

In order to mount a sustained challenge to the New Cold War on China, the anti-war movement must develop a critical media literacy with which to see through this imperialist media machine. A close eye reveals that a handful of think tanks, pundits, and “security experts” show up time and time again in corporate media coverage of China. What’s more, these “independent” experts have explicit ties to the weapons industry and the state departments of the U.S. and its allies.

The Australian Strategic Policy (ASPI) is one such actor. It’s been called “the think tank behind Australia’s changing view of China” and decried by progressive Australian politicians as “hawks intent on fighting a new cold war.” But despite its right-wing slant, ASPI saturates Western media across the political spectrum—from Breitbart and Fox News to CNN and the New York Times. The broad legitimation of think tanks such as ASPI is one factor behind today’s bipartisan support for imperialist aggression on China.

From national defense and cybersecurity to human rights allegations, the China hawks of ASPI weaponize a variety of issues in support of their call for military buildup vis-a-vis China. ASPI and its staff have called for visa restrictions on Chinese students and scientists, alleged a secret Chinese biological weapons program, and claimed China is exploiting Antarctica for military advantages. No matter how outrageous the allegation, ASPI finds warm welcome in a media ecosystem hungry for controversy and a geopolitical climate inching closer to military aggression on China by the day.

When it comes down to it, that’s exactly what ASPI wants. ASPI executive director Peter Jennings unabashedly describes himself as a “national security cowboy,” saying that “Australia needs more cowboy and less kowtow.” As Australian PM Scott Morrison has pushed record defense spending, Jennings called for even higher targets, saying “if we’re sliding towards war, the money must flow.”

This belligerent attitude towards military confrontation makes sense in the context of ASPI’s financials. Despite being cited as a ‘non-partisan expert’ on all things China, when it comes to the profits of war, ASPI has skin in the game.

That’s because ASPI—like many of the biggest players in Sinophobia, Inc—receives major funding from the Australian military and U.S. weapons contractors like Lockheed Martin and Raytheon.

In the 2019-2020 fiscal year, ASPI received 69% of it’s funding—over AU$7 million—from the Australian department of defense and federal government. Another AU$1.89 million came from overseas government agencies—including the Embassies of Israel and Japan, the U.S. Department of Defense and State Department and the NATO Strategic Comms Center. Far from being a non-partisan counterbalance to imperialist state agendas, the same governments pushing geopolitical aggression on China are in fact ASPI’s primary funders.

Disturbingly, another AU$1.1 million came from defense industries and the private sector, including Lockheed Martin ($25,000 for a “strategic sponsorship”) and Northrop Grumman ($67,500 for an “ASPI Sponsorship”).

In a blatant display of their conflict of interest, the same weapons corporations sponsoring ASPI’s anti-China call to arms are also supplying the New Cold War on China. In 2016, the Australian department of defense awarded Lockheed Martin a AU$1.4 billion combat “combat system integrator” contract as part of its Future Submarines program to “stand up” to China. Under the same program, defense contractor Naval Group—which contributed a $16,666.68 “ASPI Sponsorship” in 2019-2020—was awarded a $605 million contract for submarine design.

The scope of potential profit from stoking military conflict with China is enormous. Under the auspices of the “Pivot to Asia,” the U.S. has ramped up arms exports to allies such as Japan and Australia as part of a new anti-China containment doctrine. From weapons exports totalling $7.8 billion to Australia and $6.28 billion to South Korea between 2014 and 2018 alone, to loosened regulations allowing military-drone exports to India, these bloated deals are an absolute windfall for U.S. weapons manufacturers.

Every dramatic report on the ‘China threat’ funnels towards the same result: more warships in the South China Sea, more reconnaissance planes sent into China’s airspace, and more missile and anti-missile stations across U.S. ‘allies’ and client states in the Asia-Pacific. The New Cold War on China means billions in profit for U.S. weapons manufacturers, who quietly fund the ‘research’ that provides the justification for increased military buildup vis-a-vis China.

A cycle of perpetual war

This vicious cycle of the military-industrial complex drives Sinophobia Inc. Having watched this convergence of corporate media, weapons manufacturing, and State Department interests manufacture consent for the disastrous Iraq and Afghanistan wars, we should be able to recognize the pattern. But so far, it looks like the same toolkit is working yet again.

First, ‘independent’ security experts such as ASPI, funded by Western governments and their weapons industries, provide ‘irrefutable’ evidence of the so-called China threat.

Second, these reports are picked up, cited, and amplified by the corporate media and then absorbed by the general public.

Third, Western nations and their allies cite these reports on the ‘China threat’ to justify their own geopolitical ambitions and military aggression towards China.

And finally, defense departments award billion dollar contracts to weapons corporations to equip the militaristic “Pivot to Asia”—completing the cycle by padding the pockets of the very corporations funding the think tanks we started with.

Of course, ASPI is just one of several heavy hitters in the anti-China industry. Stalwarts of the D.C. security realm like the Center for Strategic & International Studies and the Council and Foreign Relations are similarly obliged to their state and military industry donors.

The Center for Strategic & International Studies has been described as one of the most influential think tanks in the world. Its dramatic reports on Chinese military operations and Chinese “foreign influence” campaigns garner headlines in Forbes, New York Times, and even left-leaning outlets like Politico. Bonnie Glaser, director of CSIS’s “China Power Project,” is a particularly sought-after commentator on China. She’s demonized Chinese subsidies to domestic industry, called Belt and Road Initiative a plan to bring countries into “China’s orbit” and “see authoritarianism strengthened,” called to “push back” against China’s foregrounding of Marxism as an alternative to free market neoliberalism, and called “many of the the things the Trump administration has done to highlight the threats that China poses…correct.”

None of these corporate media op-ed features, interviews, and press quotes bother to mention that CSIS counts among its “corporation and trade association donors” Northrop Grumman ($500,000 annual contribution), Boeing, General Atomics, and Lockheed Martin ($200,000-$499,999 annual contribution), and Raytheon ($100,000-$199,999 annual contribution).

Even worse than simply accepting military industry funding, CSIS has held closed-door meetings with weapons industry lobbyists and lobbied for increased drone exports for the products of war manufactured by funders such as General Atomic and Lockheed Martin.

But instead of calling out this conflict of interest, corporate media uncritically lifts up these think tanks as supposedly ‘impartial’ security experts. Only a handful of independent news platforms bother to point out these ‘third-party’ interests in paving the way to perpetual war. Instead, these think tank employees are held up as objective experts and lavished with media attention, making them go-to sources for comments and editorial features on all things China.

According to mainstream media, there’s no conflict of interest: only a pending conflict with China to drum up support for.

A bipartisan revolving door

The incestuous relationship between the Pentagon, security think tanks, and the private weapons sector goes far beyond dirty money. High-level diplomats themselves frequently move back and forth from their posts in the defense department to the boards of weapons corporations and policy institutes, wielding their insider insights to help weapons corporations rake in federal money.

The revolving door of the military-industrial complex crosses party lines. Take Randall Schriver, a China hawk hand-picked by Steve Bannon to serve as the Trump Administration’s Assistant Secretary of Defense for Asian and Pacific Security Affairs. Schriver was the founding president of the Project 2049 Institute, a hardline security think tank funded by weapons giants like Lockheed Martin and General Atomics and government entities including the Taiwan Ministry of National Defense and the National Endowment for Democracy. Predictably, under Schriver’s leadership, Project 2049 called for increased arms sales to Japan and Taiwan while sounding the alarm on the supposed threat of a “flash invasion” of Taiwan or a “sharp war” with Japan.

Not to be outdone, foreign policy veterans of the Obama Administration got rich forming ‘strategic consultancies’ dedicated to leveraging their insider status to help weapons corporations win federal contracts. Michèle Flournoy, a favored pick for a Biden administration’s defense secretary, served as undersecretary of defense for policy from 2009 to 2012 and has overlapping roles as a founder of corporate geopolitics consultant group WestExec Advisors, and co-founder of the Center for a New American Security, a think tank preaching expertise on “the China challenge” and the “North Korea threat” with the help of funding from the usual state and military industry suspects.

Given this resumé, it comes as no surprise that Flournoy has decried the “erosion of American deterrence” and called for new investment and innovation to “maintain the U.S. military’s edge” in Asia, a clear assurance that a Biden administration would mean new and growing contracts to old friends in the security industry.

Enemy number one

The cogs of the military-industrial-information complex have ensured that the debate on China is all but nonexistent. Anti-China posturing has become a defining issue of the November presidential election. But there is effectively zero policy distinction between the approaches espoused by the Biden and Trump camps—only a rhetorical competition playing out in campaign ads and stump speeches to prove who can really be ‘tougher on China.’

The revolving door of Sinophobia Inc. makes certain that whether Republicans or Democrats come out on top in November, the weapons contracts will continue to flow.

Despite incessant fear mongering over the looming threat of ‘Chinese aggression,’ China has been explicitly clear that it does not want conflict with the U.S., let alone hot war. In August meetings with the European Union, Chinese foreign minister Wang Yi called for renewed cooperation, proclaiming that “a Cold War would be a step backwards.” Where the U.S. pursues unilateralism, sanctions, and the threat of military intervention to get its way, China has invested in international organizations, stepped up to fund the World Health Organization in the absence of the U.S., and promoted pandemic aid, cooperative vaccine development, and helped nations suffering under U.S. sanctions fight COVID-19.

Make no mistake: there is no supposed “mutual escalation” or “inter-imperial rivalry” here—U.S. aggression in military buildup, propaganda and economic sanctions is a one-sided push for conflict and war in spite of China’s repeated calls for mutual respect, win-win cooperation, and continued engagement premised on recognition of China’s national sovereignty and dignity.

U.S. political elites have turned to Sinophobia as a bogeyman to distract from the failures of capitalism, neoliberalism, and a violent U.S. empire that invests more in perpetual war than in basic health care and infrastructure for the American people. That’s what makes Sinophobia Inc. so effective: mass discontent fomented by an unresolved pandemic, rising unemployment, and American anxieties over the future can all be shunted onto the ‘real’ threat: China.

Sinophobia Inc. is working overtime to convince average Americans that China—and not white supremacy, capitalism, and militarism—is the ‘real enemy.’ It’s working: 78% of Americans blame China for the spread of COVID-19—more than blame the Trump administration itself for its handling of the pandemic. That’s why Congress has rubber-stamped a record defense budget for 2021 while declining to pass pandemic aid, eviction moratoriums, or other protections for American workers.

As Sinophobia Inc. draws us closer to war on China every day, it’s up to all of us to jam the gears of this war machine. That means a critical eye to the information apparatus busy manufacturing consent for a war that will only serve the bottom line of the American empire and the corporations that it serves.

The self-fueling war machine of think tanks, governments, and weapons corporations is chugging along, convincing the masses that conflict with China is in the national interest. But it’s clearer than ever that it’s the CEOs of Raytheon and Lockheed Martin that stand to profit—at the expense of the rest of us.

Gold and Oil: A Tale of Two Commodities

Gold broke $1,930 an ounce this week, its highest level ever. This follows weeks of record inflows to gold-related exchange traded funds (ETFs), and comes alongside silver’s biggest weekly gain in four decades.

Oil also advanced last week, but prices remain depressed -- the fracking industry now faces “extinction.”

Solving the puzzle of how metals can be gaining while the production of the most crucial commodity of our times can “peak without ever making money in the aggregate” unlocks important insights into how our global system works at its core. 

Money and the world of commodities

To repeat: money exists to circulate commodities. [1] Anything can serve as money as long as there is a stable relationship between the value of money at large and the world of commodities it circulates. The best way to do this: pick a representative commodity to serve as money. [2] Metals have low carrying costs and are easily divisible, so most epochs have settled on gold or some other metal for this purpose.

Since 1973, however, the world money system has not relied upon a representative commodity. Instead it has relied upon the United States to use political and military means to keep commodity prices stable. [3] The easiest way to keep prices steady: pin them down. Prices and profits serve as the signal for action: higher commodity prices = higher input costs = squeezed margins. 

Politicians don’t have to worry about the monetary system, they just have to think about corporate earnings. 

Oil prices and economic crisis

This worked for most of the world’s commodities save one: petroleum. The oil crises of the 1970s prompted a multi-year inflation crisis and economic “stagflation.” The United States responded with the Carter Doctrine, which defined the free flow of oil in the Persian Gulf region as a matter of U.S. national interest, justifying persistent military presence in the region and strategic alliances with key oil-producing states to keep prices low.

This system broke down between 2003 and 2008, with oil prices spiking more than $120 a barrel over that period. What caused the spike? The most likely causes:

This price rise reached crisis levels in 2008 immediately prior to the Great Recession. Correlation isn’t causation, but it isn’t out of line to think that rising fuel and other commodity costs might have prompted an uptick in mortgage defaults. The same goes for investors selling off previously iron-clad securities as prices in general grew unstable. 

Fracking provides a crucial response to this kind of crisis. Not profitable under normal conditions, rising prices draw investment into the sector, bringing on new supply, driving prices down again. Companies borrow big to get started and go bust quickly, but executives get their golden parachutes, creditors get their settlements, attorneys make killer fees, and large firms gobble up all the abandoned assets. Only oil workers, royalty owners, and taxpayers lose.

Gold’s moment today 

Now a new crisis from outside the energy sector has destroyed demand and plummeted prices. [5] Central bank “money printing” in response should be inflationary, and thus the rise in gold prices, according to conventional economic wisdom.

Except that conventional wisdom is actually backwards. The money supply does not determine prices, commodity production determines how much money you need. If production goes up or production costs get bid upwards, [6] you need more money. Money gets pulled out of savings, banks increase lending, and the supply and velocity of money goes up.

Simply pouring more money into a depressed market, on the other hand, drives that cash into savings. This oversupplies money markets, driving down interest rates. As real rates — interest minus expected inflation — dip into negative territory, gold’s zero yield becomes a better bet than anything else. That’s how you end up with low oil prices, a collapsing fracking industry, and rising gold values. 

But now U.S. political failure is putting the whole dollar system into question over and on top of this. The result: investment flowing out of the dollar and into the yuan and the Euro. Without a clear alternative to the dollar as “world money,” gold is even more attractive as an asset. If rising demand in countries outside the United States drives up oil costs, price instability could make it even better. 

The puzzle still has pieces that have yet to be placed, but the image is clear: a fragile system is coming to an end, and when it falls who has the gold will rule.

Industrialization, for example, allowed the same amount of labor-power to produce a larger quantity of commodities, lowering the marginal value of each. Abolish it All: Towards Eradicating the Prison and Military Industrial Complex

I, like many other Black radicals who follow the Black radical tradition, are filled with hope to see such a large amount of people talking about abolishment of the police. A few months ago, many would deem us wild to even think that abolishment was such a possibility, let alone a mainstream conversation. With national discussion, however, nuance is erased and conversations become watered down, and the reality of the conditions we are in are not properly articulated. I want to recognize the work of Mariame Kaba, who helped me come to this abolitionist politic; in addition, I want to thank the many folks like Angela Davis who have laid the foundation for abolitionist thought. This piece seeks to provide clarity and guidance to the people, and a framework for which abolishment of the prison industrial complex is possible. 

For starters, it is important to note that the prison industrial complex is deeply tied to the military industrial complex. The weapons and gear manufactured by captured Africans in penitentiaries is used to loot countries in the 3rd world. This makes way for corporations like apple, tesla, google, and microsoft to come to the continent to loot Africa’s resources while also using African child labor. This is only made possible because the police force captures Africans and then enslaves us in penitentiaries in which our people are forced to make weapons and materials for the military. This undeniably connects the prison industrial complex with the military industrial complex. It’s important that we know our enemy and what we are up against if we are going to abolish the PIC. 

The us empire and its military is the most violent imperial regime in human history. Do we think that the biggest purveyor of violence will willingly concede to demands of abolishment? The national guard was called in and military rule began when windows were broken and buildings were burned. Similarly, if we seek to abolish the PIC, this fascist state will have a violent response. I purposefully start here with this framework because it’s important to know what we will be up against if we seek to truly abolish prisons and the police, and thus the military industrial complex. 

america’s economy runs off the exploitation of captured Africans and global imperial dominance. To think that prisons and police will be abolished through non violence underestimates the capacity for violence that america has. ‬america will do anything to preserve its colonial violence, history shows us this and it is a scientific fact.

Prisons won’t be abolished through the reformist calls to defund. Schools are defunded. Healthcare is defunded. Section 8 housing services are defunded. Just because the police are defunded doesn’t mean that they will be abolished. Revolution doesn’t come from policy changes, it comes from destroying these systems that kill us. This is an important distinction necessary for us to be aware of. We must be wary of reformist calls that will somehow “lead” us to abolishment. 

We know that reform only furthers fascism. The past 400 years shows us that. We can’t settle for nothing less than the complete eradication of the systems of oppression that kill and exploit our people on the daily. Whether it is transphobia, ableism, or police violence (which are all deeply connected and often intersect at the same time) we can’t concede to the demands of a fascist state for reform. As George Jackson says,.“...with each reform, revolution became more remote[...]But if one were forced for the sake of clarity to define [fascism] in a word simple enough for all to understand, that word would be ‘reform.”Our people’s lives depend on revolution. 

While new calls to abolish the police show that the general public is ready for change, we have to be honest about what true abolishment will take. As prison-industrial-complex abolitionists, we seek to eradicate systems of violence that enslave, kill, and exploit us. We seek to create new systems that address violence at its core to create peace in our communities. Kwame Ture teaches us that we (revolutionaries) are not only destroyers but we are creators. Creators of a new world where peace is possible. But we must understand that in order for peace to exist, there is a scientific method that must be used to obtain it.

We must understand that armed struggle in defense of and against this fascist state is the only way to eradicate fascism. Mussolini wasn’t defeated through non-violent protests. Hitler wasn’t defeated through non-violent protests. And trump and the united corporations of america won’t be destroyed through non-violence. Revolutionary (counter)violence, which is a defensive and life-affirming posture as much as it is an act of self-preservation, will create the conditions in which we can abolish these systems that have oppressed us for the past 400 years. As Malcolm X said best, there’s been no revolution in the world without bloodshed — from Haiti, to Venezuela, to Cuba, to Ghana. 

While many might say our people are not ready for this, I would like to remind people that it was unarmed protestors in Minneapolis who sent pigs squealing and retreating from their precinct. This happened as people in current time created a plan to do so. Imagine if the people had more organization? Imagine if the people were armed? There’s endless possibilities if we have an organized guerrilla front. 

As I said earlier, revolutionary (counter)violence is at the core of abolishment, but as revolutionaries we also create twice as much as we seek to destroy. As my comrade noname said,

“when the dust settles and the protests stop, communities will still be poor, police will still murder and violate citizens. prisons will still be filled with millions of ppl. half a million ppl will still be houseless. the past 2 weeks was the easy part. solidarity isn’t a trend”.

This is why we have to create programs, people’s programs, that serve the material needs of our people pending armed struggle. We have to show our people that a future outside the parasitic conditions of capitalism do exist. We need food programs for the hungry. Housing programs for the houseless. Medical programs for the people. COVID-19 testing for the community. We must provide this for our people. If we are to claim the title as revolutionary, it is our duty to serve the people, love the people, and free the people.

Romania: Thirty Years Removed From Socialism

Thirty years ago, the socialist government of Romania was overthrown in a military coup d’etat.

Industrialization had transformed the lives of millions of Romanians during the country’s socialist period. But the later years were marked by strict rationing and frequent shortages as the government sought to pay off its foreign debt. Romanian people hoped that their lives would improve after 1989. But life today is much worse than even the most economically-deprived times of the 1980s. A 2010 poll revealed that 63 percent of Romanians say that life was better under socialism.

Romania’s capitalist politicians search everywhere for a scapegoat to evade self-incrimination. The Financial Times states that “Romania has evolved into a democracy and strengthened ties with the West, joining EU and NATO. But its transition was always incomplete.” What is meant by “incomplete” is never defined.

Communists, and executed President Nicolae Ceausescu in particular, are the usual targets. As part of the ongoing demonization campaign, former military prosecutor Dan Voinea made a ludicrous statement to the Financial Times: “The communists remain in power until this very day, but without the names.”

A Marxist approach requires us to understand the struggle between the working and owning classes. When the communists came to power, they dispossessed the wealthy nobility, clerics and bourgeoisie of their property. Land was collectivized, as well as all major industries, and the economy was centrally planned. Millions of dwellings were built for workers, and everyone had the right to a job.

The socialist Romanian government transformed a largely agrarian society, and made great gains in industrial production. What’s more, they accomplished this feat within mere decades while under constant attack by the West. The capitalist account of Romania’s history ignores the vast achievements of socialism only to focus on its problems and shortcomings, many of which originated from the global situation at the time.

Romania’s socialist origins: Armed insurrection spurs Red Army’s arrival

Unlike the popular revolutions in Russia, China, Cuba and others that brought communists to power, the key factor to Romania’s socialist transformation was the victory of the Soviet Union in World War II.

During the war Romania had been ruled by a fascist military dictatorship in an alliance with Nazi Germany. General Ion Antonescu was not a passive supporter of Nazi Germany. His support was originally based on the fascist Iron Guard. Antonescu sent hundreds of thousands of ethnic minorities to their deaths in concentration camps. This included Jewish and Roma people, as well as communists. Romania’s military was a key participant in the fascist invasion of the Soviet Union, which eventually took 27 million Soviet lives.

As the war went on, internal resistance to the dictatorship grew even as communists were driven underground. The Soviet Union began to turn the tide of war, delivering defeat after defeat to the fascist alliance. On Aug 23, 1944, a broad anti-fascist coalition led by the Communist Party arrested the dictator-general and locked him in a safe. This insurrection sped the Red Army’s advance into Bucharest days later. The Romanian army switched sides in the war and now fought as an ally of the Soviet Union.

Like so many other countries in Eastern Europe, post-war governments were primarily shaped by the militaries that liberated them from fascism – the Soviet Union in the East and the U.S. / Britain in the West. The U.S. and British governments made clear that they would tolerate no governments other than those specifically chosen by the imperialists in their “sphere.” This was evident in the cases of Italy and Greece in particular, where the British military directly intervened to crush the communists, who had led the partisan resistance to fascism and were already in control of many areas.

But instead of a capitalist government, the Soviet Union oversaw the formation of socialist governments in Eastern Europe that would serve the interests of the working class.

The Soviet Union had been pushed to the verge of annihilation not just by the German military, but by the resources and industrial capacity of essentially all of continental Europe. The Nazi war machine had relied on the militaries of Romania, Italy, Hungary, Slovakia and Croatia, as well as key agricultural and oil output from Romania. Fascist resurgence was a possibility too deadly for the Soviet Union to allow.

After years of fascist dictatorship, there was no pre-war “democratic” government to go back to. The largely-discredited monarchy and bourgeois parties had the support of the West, but these very parties had been responsible for Romania’s fascist takeover.

Key support from the Soviets, whose Red Army remained in Romania after the defeat of the fascists, was given to the National Democratic Front, a coalition led by the Romanian Communist Party (PCR).

The Communist Party’s general secretary, Gheorghe Gheorghiu-Dej, had been a railway worker and PCR militant. He was born in 1901, and began working at the age of 11 years old, a situation all too common for youths of his time. For his part in organizing strikes in 1933 he was sentenced to 12 years’ hard labor. While in prison he was elected to the central committee of the PCR.

Nicolae Ceausescu, another party leader, was born in 1918, and was a shoemaker’s apprentice in Bucharest from the age of 10. He began revolutionary activity early, and was in and out of prison organizing strikes and sabotage against the Nazi-allied government. At age 22, Ceausescu was in Jilava prison when it was invaded by members of the fascist Iron Guard, who slaughtered 64 of the other prisoners before they were stopped.

In 1946, nearly 7 million people voted for the National Democratic bloc. This election had the highest number of participants in the country’s history. The new government forced the abdication of the reactionary monarchy. Two years later the PCR would merge with the social democrats to form the Romanian Workers’ Party (PMR).

‘Not just a dream’; industrializing an agrarian society

The tasks of the country were enormous. Industrial output was halved by the war and the population had been reduced from nearly 20 million to less than 16 million. More than 700,000 had died. The vast majority of the people were peasants who worked on farms, and had a life expectancy of 42 years.

At once the government set upon an electrification plan, and laid the foundation for the development of industry. Farmland owned by a small, rich minority was confiscated and collectivized. Extravagant castles and mansions were seized from the parasitic nobility and used for museums and other public institutions.

Four decades of socialist development would transform Romania from a country that imported 90 percent of machinery to a country that manufactured its own. Social services and education radically improved health: life expectancy increased by 30 years. More than 5 million jobs were created, and industrial output rose by more than 650 percent since 1950.

Housing was a major priority for the state. By 1980, the socialist government had built 4.6 million homes for people. Scanteia newspaper reported how a communist of the old underground “felt the need to touch and caress the bricks of the first apartment blocs to be built for steelworkers, so he could convince himself that they were not just a dream”.

Pregnant women and mothers were accorded rights that even bourgeois reviewers noted as “comprehensive and generous.” Women were given fully-paid maternity leave of 112 days. And with no loss to benefits, “mothers were permitted to take a leave of absence from work to raise a child to the age of 6, or they could request half-time work.”

Still a developing country suffering from centuries of underdevelopment, Romania strove to become a medium-developed country and narrow the gap between it and the West. For Gheorghiu-Dej and Ceausescu after him, lessening ties with Moscow was seen as necessary to attain that goal.

Division in the socialist camp

After the war the Soviet Union imposed war reparations on the country (along with other formerly fascist states) to repay part of the immense damage caused by the war. Although the aggregate reparations amounted to just one-fifth the actual cost of destruction suffered by the Soviet Union, these reparations strained the fragile economy of Romania. This likely did not improve the public view of the USSR. There were still Soviet troops in Romania, and Moscow exercised a direct intervention in the economy through the Sovrom joint-stock partnerships over Romania’s major industries.

Stalin’s death in 1953 and the subsequent shifts in the Soviet Union impelled the divide further. Gheorghiu-Dej and Ceausescu negotiated the buyout of the Sovroms at great cost.

But in 1955, Romania joined the Treaty of Friendship, Cooperation and Mutual Assistance, also known as the Warsaw Pact, with the USSR and other countries of the eastern European socialist bloc.

At the same time, Romania’s leaders began to establish economic ties with capitalist and imperialist countries in order to lessen ties with the Soviet Union. In 1958 with Chinese support, Gheorghiu-Dej negotiated the removal of Soviet soldiers from Romanian soil, the only East European country to do so. As the Sino-Soviet split divided the Socialist Bloc between Moscow and Beijing, Bucharest maintained neutrality.

In 1964 the PMR adopted Gheorghiu-Dej’s theses that emphasized national independence and sovereignty, equal rights, mutual advantage, non-interference in internal affairs, and observance of territorial integrity. When Gheorghiu-Dej died in 1965, Ceausescu redoubled the steps towards nationalism. The PMR renamed itself the Romanian Communist Party (PCR), and the country became the Socialist Republic of Romania to signify a step forward.

1970s and 1980s; ‘Maverick’ Romania turns West

The 1970s was a period of tremendous growth and development for the country. Vast natural resources paired with Western trade concessions and foreign credit brought Romania’s most prosperous years since World War II.

But in many ways the country’s leadership held positions that were reactionary and opportunistic. The “independence” put forward by Gheorghiu-Dej and later Ceausescu became more and more allied with U.S. imperialism. Romania recognized West Germany, and became the only socialist country to maintain diplomatic relations with Israel. When the CIA overthrew the democratically-elected socialist president of Chile, many socialist countries severed diplomatic relations. Yet Romania maintained them.

These steps convinced the U.S. government that Ceausescu could be influenced and worked with to a certain extent. He was labelled a “maverick” by the U.S. press and internal CIA documents. They eagerly sought to distance Romania from the Soviet Bloc. In 1969, U.S. President Richard Nixon made a state visit to Romania, the first visit of a U.S. president to a socialist country, three years before his famed visit to China.

Romania would go on to join imperialist financial agreements including taking loans from the International Monetary Fund and World Bank. The U.S. welcomed each of these moves, but other than high interest loans they gave Romania nothing of substance in return. What the U.S. really wanted was the overturn of the progressive social system and the return of capitalist exploitation and oppression.

But the coup d’etat of 1989 could not have succeeded without an accumulation of errors on the part of the country’s leaders. The government’s vacillation between the imperialist and socialist camps was one such example.

The late 1970s and early 1980s ushered in a series of crises that rocked the Romanian economy. A devastating earthquake hit Bucharest in 1977, followed by the global economic crisis. For much of the 1970s the Romanian government had been able to export key commodities like oil at high prices. But when prices slumped, suddenly Romania lost a significant source of revenue. Foreign credit that had previously offered an attractive path to development became an obstacle to the country’s survival.

Romania borrowed from the IMF, whose loan terms are designed to enslave governments in a cycle of debt by imposing crippling interest rates and severe austerity on the people. They remain a key tool for imperialists today that limit a country’s development. For the Romanian government, foreign debt had become a trap from which they desperately worked to extricate themselves.

Beginning in the early 1980s, the Romanian government rationed electricity, heat, gasoline and food – the first time since the early postwar years. Agricultural goods were exported to pay down the loan, rendering certain food items like meat and milk scarce. People arrived home in the cold winter only to have the heat shut off after a few hours. Even radio and television transmissions were restricted to preserve energy.

These were difficult years for the Romanian people. Other countries like Poland and Hungary which had taken out similar loans were not even able to pay the interest. Romania paid back the principal as well.

Meanwhile the capitalist reforms in the Soviet Union gave fodder to reactionary elements across Eastern Europe. At the same time, the West’s cultural cold war continued, particularly enticing young people in the socialist camp with pro-capitalist propaganda.

December 1989 and the military coup d’etat

By April 1989, the Romanian government declared the country free of Western debt. The Grand National Assembly enacted a ban on taking on any further foreign credits. Yet the rationing of food and energy continued. Perhaps this was an effort to impel the economy further, but these austerity measures were self-defeating.

These decisions made by the country’s leaders could only have further isolated much of the working class.

The imperialist media seized upon any sign of discontent in the Socialist Bloc. So did the U.S. government, which had financed counterrevolutionary organizations throughout Eastern Europe since the end of World War II. The imperialists carefully studied each manifestation. A 1987 classified CIA document outlined a number of possible situations that would lead to the downfall of the Romanian government given the prospect of the coming winter. Stunningly, one of the scenarios in this “winter thinkpiece” would play out almost exactly as occurred two years later: In this scenario, a group of striking workers would establish a national organization to coordinate protests. “Pragmatic” opponents of the Ceausescus in leadership would remove him from office, with support of the Securitate or military. The new government would ease restrictions on food and energy to placate most workers.

Instead of a strike in a major factory, the disturbances would arise around a reactionary Hungarian cleric in the western city of Timisoara. And one such “Council of National Salvation” was formed not from any workers’ group but from the top military brass, who began operating as a council six months before the coup.

Timisoara is a cosmopolitan city in western Romania near the Hungarian border. In 1989 there were 1.7 million Hungarians who lived in the region. Bourgeois elements in Hungary long promoted counterrevolutionary propaganda, including alleged grievances against the Hungarian minorities.

The eviction of a counterrevolutionary cleric on Dec. 16 sparked protests in Timisoara. Confrontations ensued between rightwing protestors and security forces, but there were few casualties. There was no massacre as was repeated by the imperialist press. The New York Times published hysterical reports of “mass graves in Timisoara” holding thousands of people, and the Hungarian media claimed that 60,000 had been killed. All of this was later revealed to be false.

Protests grew around the country. On Dec. 20 the military, foreshadowing its coming betrayal, withdrew from Timisoara. This was a boon to the counterrevolution; mobs of people ransacked the local Communist Party headquarters. The unrest was serious enough for Ceausescu to cut short a state visit to Iran and return to the capital.

Up to this time, the clandestine counterrevolutionary Council of National Salvation had been operating for 6 months prior. Their pre-December activities are not known, and there were a number of such councils. The most prominent included a former ambassador to the United States; a disgraced PCR politician who would become the new government’s president; and at least 4 military generals, including a retired general who had made previous attempts against Ceausescu.

On Dec. 21, Ceausescu appeared before a mass rally in Bucharest. He announced considerable increases in the minimum salary, child subsidies and pensions. He denounced the actions in Timisoara of a group who wanted to place the country again under foreign domination. In what would be prophetic words, Ceausescu spoke: “Some would like again to reintroduce unemployment, to reduce the living standards of the people, and in order to dismantle Romania, to dismember Romania, to put our independent people and nation in danger.”

His speech was interrupted by protestors, and his disoriented response to the heckling was disproportionately publicized by the imperialist media. People remained in the streets, and clashes with the authorities took place. Imperialist propaganda outlets like Radio Free Europe broadcasted false reports of a “massacre” in Bucharest, and workers from around the city poured into the streets the next day. Many of the people protesting had legitimate grievances that were built up over years of austerity.

But the protests quickly devolved into fascist violence when the military defected. Rightwing mobs set fire to the National Archives and the university library. Crowds attacked Ceausescu’s home, forcing him and his wife Elena to flee the capital in a helicopter. Their pilot abandoned them on a country road where they were soon captured.

The military-led NSF seized control of the television stations and declared themselves the new government.

Military brass, a historical source of counterrevolution, were at odds with Ceausescu’s plan to integrate them into civilian work. “For years,” wrote rightwing academic Vladimir Tismaneanu in the New York Times, “troops have been forced to engage in such demeaning activities as raising crops and supplying manual labor for grandiose Ceausescu projects.”

Long held at bay by the socialist government, the terror of the bourgeoisie raised its head. On Dec. 25, 1989, a secret military tribunal charged Nicolae and Elena Ceausescu with fabricated crimes that included “genocide” and “destroying the country’s economic and spiritual values.” Moments later as he was led to his death, Nicolae Ceausescu sang the Internationale. He and his wife were executed by firing squad.

Chaos ensued in the following days. The entire leadership of the Communist Party was imprisoned. Communists were disappeared and even lynched in the streets. Some in the Securitate, whose origin came from the peasantry, put up an armed resistance to the military coup. They were hunted and executed.

Privatization and poverty, the American way

Within days the “socialist” NSF outlawed the Communist Party. Addendums to foreign treaties that called for states to guarantee full employment, housing and education were abolished.

The U.S. government was quick to intervene. As early as January 1990, Washington instructed its Bucharest envoy “to take preliminary actions to encourage the process [of privatization].” Special attention was given to the bourgeois media. The U.S. Embassy issued an urgent request for up-to-date video equipment for the television station. Prior anti-communist laws prevented the U.S. government from directly providing the equipment.

Embassy cables gloated over how the counterrevolution “has made it possible to pursue, in numerous heretofore unthinkable ways, our fundamental policy goals in Romania.”

One of those goals was the domination of Romanian polity by U.S. legal norms. The Embassy’s work plan included distributing 10,000 copies of the U.S. constitution in the Romanian language to all members of the new parliament after the elections. U.S. legal experts would “advise” Romania in the creation of the new constitution and legal codes. Newly-minted Romanian politicians would be exposed to representatives from U.S. political parties and private businesses.

Trade and economic meetings would convince Romanian officials that the economic benefits the U.S. can offer were contingent on the new government adhering to the American view of elections and the upholding of so-called individual rights to exploit the collective.

The U.S. military, which already had planned military-to-military contacts, would transform the Romanian armed forces into a “professional and non-political” corps based on a “commander – commanded” relationship.

Overnight, independent and sovereign Romania became a U.S. neocolony. A new law approved 100 percent foreign ownership of investments. State-owned enterprises, which had fueled the country’s generous social services, were sold to foreign capitalists.

Gone was the law banning foreign debt. Negotiations with the IMF began in 1993, with the requirement for the Romanian government to enter its currency into the world market, making Romania more susceptible to the tumult of global capitalism.

By 1994, half of the population lived on less than $160 a month. Price controls over food were removed. Inflation hit 300 percent. Unemployment, which previously did not exist, haunted millions. In desperation, 4 million people turned to a pyramid scheme called Caritas. The pyramid scheme was allowed to operate by the new government, and millions of families lost a collective $1 billion. The leu, Romania’s national currency, sank to 1,748 to one dollar.

Alleged discrimination of ethnic minorities was used to topple the socialist governments. But the new capitalist governments relied on the support of the racist right wing. Fascist violence against Roma, ethnic Hungarians and Jewish people erupted across the country. In a 1993 New York Times article, Henry Kamm detailed the quickly emerging racist attacks on the Roma. Using a slur for the Roma people, Kamm wrote: “The millions of Gypsies of Eastern Europe have emerged as great losers from the overthrow of Communism… Many of the economic and social protections that Gypsies enjoyed in Hungary, Romania and Czechoslovakia collapsed, permitting a revival of the open prejudice and persecution that have marked the history of the Roma, as Gypsies prefer to call themselves…”

Capitalism restored, social conditions deteriorate

The coup plotters’ aim, despite their claims of “democracy” and “freedom,” was never to improve the standard of living for Romanian workers.

As difficult as the years of rationing were, the quality of life for Romanians today is much worse.

More than 85 percent of all individual work contracts in Romania pay less than the minimum needed for survival, even as costs continue to climb. Many have left the country in search of an economic future. Since 1989 Romania experienced the highest levels of emigration of all European countries: 3.5 million people have fled, more than 5 times the number of deaths in World War II. Today, the diaspora represents one-fifth of the country’s own labor force.

Foreign corporations reap mega-profits from the artificially low wages of Romania. The restoration of capitalism promised wealth and freedom for the country, yet today Romania remains among the poorest countries in the European Union. Romania’s economy and natural resources have been completely opened to foreign capital for exploitation. Almost every industrial measure peaked in mid to late 1980s, and then bottomed out after the 1990s.

The Romanian government today is loyal to U.S. empire. There are now U.S. military bases in the countryside and in Romania’s principal ports. When the U.S. demanded that all NATO countries contribute 2 percent of their GDP, Romania was the first to raise military spending. By U.S. accounts, actions taken by the Romanian government in the wake of the Sept. 11 attacks to support U.S. interests have been “almost too numerous to list”.

When the government was toppled in 1989, many Romanian people looked to the U.S. government as a source of hope. They were convinced that the years of austerity were finally over. Some believed that now, they too would have access to abundant consumer goods and an American lifestyle.

This false image of abundance was intentionally cultivated by the imperialists to weaken the Socialist Bloc. If the imperialists could convince workers in socialist states that the U.S. was the “land of opportunity,” they could seriously weaken the stability of socialism. Defeat of the socialists in the cultural war was an important factor in the overthrow of socialist governments.

Faced with the daunting task of industrializing agrarian societies, socialist governments in addition had to produce consumer goods for its population while under technological and economic embargo, and under constant threat of nuclear annihilation. Furthermore, they had to do this within the span of just decades. The bourgeoisie, on the other hand, had enriched themselves through centuries of capitalist exploitation, including the enslavement of millions of Africans and the Indigenous.

History did not cease in 1989. Capitalism’s restoration in Romania and the former Socialist Bloc has brought with it all its inherent contradictions. It is bound to reignite mass struggle. The words of the socialist Internationale, written 150 years ago and translated into nearly every language, continue to inspire the fight of the oppressed for emancipation: “The earth shall rise on new foundations; we have been naught, we shall be all.”

Do Recent Escalations with Iran Stress the Urgency of a Sanders Presidency?

The recent US assassination of Qassem Soleimani, Iran’s top military commander, was a reminder, if any was needed, of the dangers of US militarism. It also raises the question: Who, in the US, could offer a realistic alternative to this country’s ingrained militaristic path-dependency?

At first sight, Bernie Sanders seems to be the ideal candidate. Whenever Sanders talks international politics on the Democratic primary campaign trail, he urges the US to take on a global role not based on militarism, but on multilateral efforts to address challenges that transcend nation-states, for example persistent extreme poverty and impending planetary extinction.

Of course, we know that speeches on war and peace held by politicians who do not command much political or military might should be taken with more than a grain of salt. This caveat is certainly true for politicians from the Democratic Party, who are more willing to provide rhetorical support for global human rights initiatives, peaceful conflict resolutions, and multilateralism compared to their Republican peers, yet seem unwilling or unable to deliver on these values once in office.

Let us consider the last three Democratic Presidents: Before President Carter armed the Mujahidin in Afghanistan and provided arms for horrendous human rights abuses in East Timor, El Salvador, and elsewhere in the late 1970s and early 80s, candidate Carter promised a new kind of foreign policy centered on unalienable human right norms. Ushered into the White House with promises of a “peace dividend” after the conclusion of the Cold War, President Clinton would deliver weapons into the hands of abusers in Turkey, Indonesia, Columbia, and Israel. These policies were pursued even though the world had become more peaceful as a whole.

And then, of course, there was Obama: An erstwhile critic of the Iraq war and skillful orator whose speeches peaceniks could project their political dreams, President Obama would go on to support proxy fighters in Yemen, Somalia, and Syria, increase the drone strike program tenfold, and join France and other nations in toppling Gadhafi in Libya, contributing to the kind of instability that he decried on the campaign trail. In Obama’s last year in office alone, the US dropped 26,171 bombs.

In early stages of their careers, all of these politicians tried to resonate with vast segments of the US population who want a foreign policy not dictated by weapon merchants and a foreign policy elite that is disconnected from the real costs of war. Once in office, however, every one of them fell short of expectations and/or fell in line with US imperialistic endeavors.

Is there reason to believe that Sanders is any different, that he would somehow escape the dangerous ideation that Realpolitik necessitates destructive militarism, if he were given the chance to enter the Oval Office? It’s a question of high relevance as the US might enter into another war in the Middle East.

Sanders’s Track Record on Foreign Policy

Sanders’s political record and election platform, which are explicitly centered around a more peaceful US foreign policy (if this is possible), show a commitment that makes him more likely to abstain from the militarism of his Republican and Democratic predecessors. Not just his words, but his actions – from his time as a protestor of the Vietnam War via his opposition to Reagan’s brutal Nicaraguan proxy war and the 2003 Iraq invasion, to his recent senate resolution to stop US military support for Saudi Arabia’s devastating air campaign in Yemen – give hope that he would steer the path.

Sanders’s famed authenticity and passion do not only shine through when he talks about today’s frivolous levels of economic inequality, but also when it comes to foreign policy. Particularly in his debates with Hillary Clinton in 2016, Sanders delivered lessons on the long history of tragic blowbacks from interventionism and regime change for a younger generation. Referring to Henry Kissinger’s role as a mentor to Hillary Clinton in a debate in Milwaukee, Sanders stated, “I am proud to say that Henry Kissinger is not my friend. I will not take advice from Henry Kissinger.” He then recounted how a military campaign and coup masterminded by Kissinger contributed to the genocide in Cambodia.

All of this is not to say that Sanders is without fault. After all, he is a career senator for an imperialistic state. As such, he has occasionally compromised on foreign policy issues in his long senate career, for example when he approved General James “Mad Dog” Mattis – who directed the bloody campaign against the Iraqi city of Fallujah – in the senate in 2017.  Sanders has also not categorically ruled out the continued use of drones, and moments of pandering to America’s war culture have broken through from time to time. Overall, though, it is safe to assert that Sanders has allowed the courage of his conviction to dictate his foreign policy choices far more often than most others.

If Sanders becomes the 46th president of the United States, his constituents would have to become more educated about foreign affairs and consistently hold him accountable. Herein lies another advantage of Sanders: He is not a politician who seeks to become a technocrat who implements reforms within circles of initiated “experts,” and without much public input. Sanders is spearheading a movement of predominantly, but not only, young US citizens, who have soberly reflected on the many failures of the post-9/11 militarism they have experienced in their lifespan and are committed to continuously engage with the political system. As Noam Chomsky points out, this quality represents an unforgivable sin among the powers that be.

Will It Matter?

Contrary to what his Democrat party detractors – who seem to believe that access to D.C. think tanks, halls of power, and universities equals foreign policy expertise – claim, Sanders has for the most part instinctively arrived at the right decisions on various foreign policy crises from Yemen to Nicaragua. His track record stems from his ability to avoid, in his own words, the “old Washington mindset that judges ‘seriousness’ according to the willingness to use force.” Rather than engaging in futile and immoral military adventures abroad, Sanders promises to finally adequately fund foreign aid programs. These programs only cost a fraction of what’s spent on the military, but could offer shelter, protection, and perhaps even opportunities to the millions who have been displaced by conflicts. As the “severe global funding shortages” for UNHCR, the UN’s refugee agency, epitomize, the displaced have been all but abandoned by an international community that cannot resolve the conflicts that cause the displacement.

If the past few months are prologue, the world will be an even more dangerous place by the time Sanders might take office. In the Middle East, global powers such as the EU, Russia, and the US, as well as regional actors such as the Gulf Council states, Iran, and Turkey, will continue their disastrous strategy of funding violent proxies, both offensive and defensive, as they have already done in Libya, Yemen, Syria, Iraq, and Lebanon. The whole region might be pushed to the brink by the dangerous escalations of Trump and the US “military–industrial–media complex” on Iran.

Recent history suggests that it may not matter who occupies the Oval Office, as the US war machine, its financial benefactors, and its complicit media seem to churn on out of systemic necessity. The nation’s economy has become largely dependent on the arms industry, as weapons remain one of the most exported products from the US. Thus, the only way to keep this market stimulated is by using and recycling munitions, as well as providing weaponry to foreign states. If Sanders attempts to undermine this process, there could be a heavy price to pay. However, if enough Americans back a Sanders presidency by holding its proverbial feet to the fire, a different path may begin to be carved out. At the end of the day, someone must (and will) occupy the office. The most realistic prospect for an urgently necessary de-escalation and the rebuilding of whole societies and bilateral relationships will be having Bernie Sanders at the helm.

From Stolen Land to Riches: US Neo-Colonialism in South Korea

The history behind the division of Korea into the Democratic People’s Republic of Korea (DPRK, or North Korea) and the Republic of Korea (ROK, or South Korea) is a complicated matter that crosses many spheres. The history between the US and Korea dates back to the Joseon Dynasty when American missionaries introduced Christianity to the peninsula through mission trips and the building of orphanages. When the Japanese colonized the Korean peninsula at the turn of the 20th century, it led to hundreds of thousands of deaths, the enslavement of Korean people, as well as the violent suppression of culture, language, and national sovereignty. After World War II and the defeat of Japanese colonialism, and the liberation of Korea, the US enacted both military and governmental control in the southern half of the peninsula. The Korean War was one of many conflicts during which US imperialism acted through proxies to contest the global struggle for socialism and national liberation through the US’s “containment policy.”

The point of this article is to explore the ways in which the US has enacted imperialism and neocolonialism on the Korean Peninsula since its division in the post-WWII era and into the present day. While much attention is paid to the devastation the US caused--and continues to cause--in the DPRK, this article focuses more on the divisive and exploitative role its played in the ROK.

The history of the exploitation of the Korean peninsula dates back to the colonization of Korea by Japan in 1910. By the 20th century, the Korean peninsula had already come under the Japanese sphere of influence and under the militarized gaze of the Meiji government. By 1910, Korea was fully under Japanese colonial rule. American missionaries had already been in contact with the Korean peninsula, starting the 1880s, spreading the evangelical faith throughout and beginning the connection between Korea and the West.  Japan had set its imperialist sights on conquering the rest of the Pacific by 1940. From 1910 to 1945, Korea was subjected to a brutal 35-year-long colonization by the Japanese. For example, Korean women experienced sexual subjugation under Japanese rule. In her essay, “The Korean “Comfort Women’: Movement For Redress,” Sarah Soh Chunghee states that, “Japan began drafting Korean women in full force from around 1937 when its army invaded China and the soldiers raped and murdered tens of thousands of Chinese women in Nanjing” (1228). While occupying Korea, Japan forced women into sexual slavery and men, women, and children were murdered by the Japanese as they moved to fight the indigenous resistance  movements that emerged.

By the end of WWII, the liberation of Korea was underway as revolutionaries swept the Japanese imperialists from the peninsula. Both the Soviet Union and the US consolidated to rebuild the peninsula after the liberation movement. The Soviets helped the north establish a workers-led state and reclaim the land previously owned by landlords. There were preparations to have a “People’s Republic” in Korea that was of, by, and for Koreans. However, this never came to fruition. Anna Louise Strong, in her report for the CIA, writes that: “When the Americans landed in Korea, the Koreans had already a de facto government. A "People's Republic" had been declared a day earlier by a congress of Koreans themselves. General John R. Hodge, commander of the U. S. armed forces, dissolved this "People's Republic," and drove most of its members underground.”  Strong details how, between the liberation of Korea and the creation of the state of South Korea, a people’s democracy was already established in the south. However, the American forces overthrew the de facto government and established a US-backed puppet military dictatorship. The north established their own government without any assistance from foreign powers, while in the south, the Americans maintained their iron grip which has continued into the present day.

After the American “intervention” and toppling of the de facto “People’s Republic of Korea” government, the American imperialists  implanted a pro-US ally, Syngman Rhee, in order to govern the southern half of the peninsula. Rhee was a Western educated Korean who had anti-Japanese credentials but was fully in the pocket of Washington and Wall Street. Once Syngman Rhee was in power, he imposed his oppressive crackdown of all dissidence. In their essay, “Organizing Dissent against Authoritarianism,” Park Mi states that, “Even a moderate dissident became equated as a procommunist and pro-North Korean activity that was deemed to be prosecuted under the National Security Law” (263). The National Security Act (NSA) became the justification for repressive actions of the Rhee regime, including massacres that totaled in the hundreds of thousands. Park also details that, “Military confrontation with North Korea was used as an excuse to justify violations of human rights and the suppression of political dissidents” (263). The geopolitical landscape of a divided Korea was used by the South Korean-US government as a justification for the suppression of the people’s right to self-determination. At the same time in the United States, during the 1950s, McCarthyism reigned over the political landscape of post-war America. McCarthyism was defined as a “Second Red Scare”, a time of anti-communist setiment and political repression, in which the entire organized left was almost incapacited, with its leaders jailed or driven underground, and anyone who had any pro-communist or even pro-peace sentiments “blacklisted.” In the ROK, the Rhee regime enacted its own McCarthyism era under the NSA in order to snuff out and executed thousands of suspected communists.

After the Rhee administration was overthrown in the 1961 coup d’etat, Park Chung-hee rose to power and declared martial law under the Yushin Constitution, which allowed Park to openly violate civil liberties and assume total control of the government. Under his regime, worker unions and other types of mass organizing were suppressed and thousands of union members and organizers were brutally murdered. They faced sexual assault and rape as well as other forms of police violence. Student organizers, as well as organizations deemed to be Marxist oriented, were brutally suppressed under the Park regime.

Park was assassinated in 1979 and another pro-US dictator, Chun Doo-hwan, took power. Political and civil tension culminated in the Gwangju Massacre in 1980 in which 2,000 people, including student-led activist groups and anti-government demonstrators, were murdered by the military and governmental forces. Chun remained in power until 1988. Leading up to the 1988 Summer Olympics in Seoul, the Chun government attempted to make the city more “presentable”. Park Mi writes that, “the Chun government introduced a ‘beautification of the environment’ bill, which was designed to eliminate slums and unregistered street vendors” (278). The Chun government had attempted to gentrify the city, leaving the poor and working class citizens in poverty and forced many into homelessness. All while this was happening, the US government, from Harry Truman to Ronald Reagan, actively supported and endorsed the brutal regimes. In the 1980s, the US sent a massive influx of capital to South Korea, and it was only during this time that the GDP of the South overtook that of the North.

At the end of WWII, the country had been transformed into one of the poorest countries in the world. The Korean War, which spanned from 1950 to 1953, economically devastated the entirety of the Korean peninsula. The US military and other allied forces fire-bombed and destroyed 22 of the 24 cities in the northern half. Thousands of people died in the war and hundreds of thousands of children become orphaned and displaced during and after the war. While the US fought under the flag of the UN, this was nothing more than a fig leaf for US imperialism. In one of the most infamous massacres to happen during the Korean war, a US cavalry regiment had opened fire on a crowd of South Korean refugees, murdering 150-300 of them. It would be known as the No Gun Ri massacre. Many years after, the US military attempted to whitewash the massacre and it still hasn’t been held accountable in its role of murdering civilians.

In her book, “From Orphan to Adoptee,” Soo-jin Pate critically analyzes the rise of militarized humanitarianism and the birth of transnational adoptions of Korean children after the Korean War. Pate writes that, “However, its location—its close proximity to the Soviet Union—made Korea extremely important to the United States” (24). Pate describes that even though the mountainous landscape of the Korean peninsula did not offer any crucial resources to the United States that they couldn’t get elsewhere, the close proximity to the Soviet Union made the Korean peninsula an important geopolitical area. This is true, but it is also important to acknowledge that Korea was and is targeted because the DPRK’s social and economic system remains antithetical to capitalism and imperialism.

Pate also writes about the conditions of post-war South Korea for orphans: “In addition, 100,000 children were left without homes and separated from their families so that by the end of the war, over 40,000 orphans resided in orphanages” (30). The devastation of the Korean war left children without parents and the orphanages that already existed were overfilled. Missionaries, both Catholic and Protestant, along with American NGOs or non-governmental organizations, built more orphanages and provided materials for food and other necessities. Under the backdrop of the US military occupation and the Korean War, this type of humanitarianism became militarized. Pate also echoes this sentiment: “Militarism and humanitarianism became conflated through programs such as Armed Forces Assistance to Korea and Korean Civil Assistance Command, which produced what I call militarized humanitarianism” (34). Also under this backdrop of militarized humanitarianism, NGOs such as Holt International became frontrunners in the transnational adoptions of Korean orphans. With this, American families flocked to adopt children under the guise of “saving”. This type of savior complex often drove the NGOs like Holt International to be one of the most profitable companies in adoption of children. By contrast, orphans in the DPRK remained in the country, and the government provided them with excellent shelter, education, health care, and other resources. In the DPRK, war orphans were something like national heroes.

Images of “cold, hungry, and threadbare” children filling their stomachs with food donated by American and other Western countries inflated the image of the US military and others as saviors to war-torn children. A lot of these Korean orphans were exploited by public relations in the military in order to further conflate this trope. Images of children smiling and interacting with American servicemen became the poster for militarized humanitarianism. American media campaigns started to funnel money and editorials, describing the orphans as “victims of communism.”

With this mass campaign, American NGOs and other organizations donated immense resources. The influx of media attention and campaigns became the driving force of Korean adoptions. Pate describes the conditions of adoptions as follows: “The geopolitics of the Cold War and the discourse of Cold War Orientalism created a particular set of conditions that made the bodies of Korean children highly desirable” (87). She also writes that, “These children were highly desirable because they were perceived as exotic and cute and because they were perhaps the least threatening group of Asians that the United States had ever encountered” (87). Because of the anti-communist sentiment that plagued American society and Cold War politics, this made Korean children highly sought after for international adoption

 Korean children were seen as non-threatening because many of them were extremely young—infants and toddlers—so assimilation into American society would be easier than it would be with older children. Orientalism also played a part in the tropes of Korean children being more submissive towards assimilation tactics and being perceived as non-enemies. The fetishization of Korean girls had to do with similar orientalist tropes of East Asian women as docile and hyper-feminized. Pate describes the phenomenon this way: “the Oriental doll connotes femininity, exoticness, delicateness, silence, and docility, these very descriptions become assigned to the Korean female orphan” (94). This commodification of Korean women, in other words, relied on the racist, misogynistic, and imperialist view of Korean women as “doll-like”. As Pate writes, the interaction of Korean women with US military servicemen was used as a bargaining chip and to help maintain friendly relations between the US and South Korea.

Korean women and young female orphans were often forcibly recruited into sex work for the US military. These types of “camptowns” became a hotbed of sexual assault and rape. This form of exploitation towards Korean women echoes the brutal sexual violence that was forced upon Korean women by Japanese imperialists during the colonization of Korea and WWII. Soojin Pate wrote that, “the United States adopted a ‘boys will be boys’ policy toward camptown prostitution in South Korea. They were able to justify this policy by linking military prostitution to issues of national security. Citing a 1965 study on troop–community relations conducted by the Eighth U.S. Army” (58). The US military, as Pate argues, adopted a more “turning a blind eye” policy toward camptown and military prostitution. Sexual exploitation as US imperialism had evolved into the misogynistic sex industry.

Park Chung-hee had encouraged this sort of sexual exploitation as it fueled the South Korean economy. The Cold War era had turned South Korea into a neoliberal and capitalist hotspot. Even after the partial revitalization of the South Korean economy in the 1960s, political and inequitable economic woes dominated the geopolitical landscape of South Korea for decades. With the birth of neoliberalism in the 1980s and 1990s, South Korea’s economy was boosted by technological companies, such as Samsung and Hyundai, primarily trading with its neo-colonial ally, the United States. Social issues such as high rates of suicide have been a consequence of the overbearing demands of production with little to no compensation for the workers themselves. As J. Sul wrote in an article for Anti-Imperialism.org, “I cannot state all the suicidal cases here, but note well that the suicide rate in South Korea is in the top among the OECD nations” (Sul). Toward the beginning of the 2000s, anti-American sentiment began in full swing in South Korea as two events, the 2002 Yangju highway incident where two Korean schoolgirls were fatally killed by a US military vehicle and the murder of Yun Geum-i in 1992 where a bartender was murdered by a US military private. These two events brought up the question of the USFK’s (United States Forces Korea) continued presence in Korea.

These are just some of the ways that US imperialism and neocolonialism manifest on the Korean Peninsula, and why the US’s presence in South Korea is detrimental and has only led to the division and exploitation of the ROK. However, the puppet regimes had also committed violence and murder with the full support of its neo-colonial ally. The US military occupation of South Korea remains the primary obstacle to peace and reunification of our homeland.  The United States needs to end its military occupation in South Korea and dismantle all of its military bases and facilities, paying reparations to all the peoples of Korea.

An Anti-Imperialist Analysis of the 2011 Destruction of Libya

The origins of the UN concept of "Responsibility to Protect" (RTP) was initially articulated by former Secretary-General Kofi Annan, who presented his annual report to the UN General Assembly in September 1999, urging Member States to collaborate in abiding by Charter principles and engaging in defense of human rights. In his 2000 Millennium Report, he stated "if humanitarian intervention is, indeed, an unacceptable assault on sovereignty, how should we respond to a Rwanda, to a Srebrenica, to a gross and systematic violation of human rights that offend every precept of our common humanity?" A year later, the Canadian government filed a report, "The Responsibility to Protect," through the International Commission on Intervention and State Sovereignty. The RTP concept, which is partially derived from Francis Deng's concept of "State sovereignty as a responsibility," reassures that sovereignty is not only a matter of protection from external forces, but also emphasizes that nations ensure the welfare of their own populations, internally. Hence, as it goes, the prime responsibility for the protection of "the people" lies mainly with the State. In terms of geopolitics, according to the United Nations, "residual responsibility" also rests on the international community of states; and this clause may be "activated when a particular state is clearly either unwilling or unable to fulfill its responsibility to protect or is itself the actual perpetrator of crimes or atrocities." [1]


Clinton and Kosovo

Interestingly, the formation of the RTP concept has anti-imperialist roots, particularly in the crisis in Kosovo at the beginning of the Twenty-First Century. The NATO military intervention in Kosovo, which was accused by many of being a violation of the prohibition of the use of force, as well as the heinous acts committed in the Balkans and Rwanda in the 1990s, resulted in the international community carefully discussing means to implement protections against human-rights violations. Despite NATO being an international organization, its actions in Kosovo were still perceived as violating Kosovar sovereignty and the "well bring" of Kosovar people. [2]

The NATO military intervention in Yugoslavia, which began on March 24th, 1999, lasted seventy-eight days and set a precedent by becoming the first occasion in which NATO decided to militarily intervene in a sovereign country without prior approval from the UN Security Council. The involvement of nineteen countries, led by the US, was spearheaded by the Clinton administration with the stated intention of "preventing a humanitarian disaster" and establishing a framework for Kosovo, which was the southern part of Yugoslavia under the Milosevic government. Despite these intentions, NATO's bombings of the Balkans caused more harm than good as these violations of international law resulted in the destruction of 25,000 homes, 300 miles of roads, and an estimate of 400 railways, etc. At least 5,000 people were killed in the bombings, with 12,500 more having been injured. The area was contaminated with depleted uranium, an internationally-outlawed chemical that is still to this day producing high rates of childhood cancer defects throughout the Balkans. [3] The accusation that NATO and its allies committed human rights violations was later confirmed and thus became a motivating factor in the creation of the RTP declaration, which sought to avoid such unilateral interventions in the future.


Obama, Hillary Clinton, and Libya

In 1969, Colonel Muammar Gaddafi led a military coup against King Idris in Libya. The coup overthrew the King and resulted in the establishment of the Jamahiriya government, which lasted nearly five decades. The results of the coup were far-reaching: it eliminated the Libyan monarchy, formed a new republic, set the foundation for an accelerated approach to Pan-Africanism, and established key alliances with the Soviet Union, Egypt, and Syria.

Under Gaddafi's rule, Libyan living standards consistently increased. Healthcare was universalized and available to all; the average life expectancy rose from 55 years in 1969 to 70 years in 2011; the average literacy rate peaked 91 percent, making it one of the highest literacy rates in Africa. Libya attained the highest Human Development Index score in 2010 within the entire African continent, demonstrating it had a high level of development in the country, as well as a comparatively low rate of malnourishment at 5 percent.

Libya also established one of the lowest poverty rates, which fell below 10 percent, not only Africa, but in the world. Libya was producing approximately 2 million barrels of oil per day under Gaddafi's leadership. Libya was also a champion of internationalism and sent military assistance to several countries and causes, including Ethiopia, Uganda, Grenada, and Nelson Mandela's Umkhonto we Sizwe. As an important gesture in establishing regional brotherhood, Gaddafi formally apologized for Arab enslavement of Africans in 2010, while he was chair of the African Union.

This all changed in 2011, when NATO decided to yet again militarily intervene in a sovereign country, ala Kosovo. Although, this time, the reasons were less clear. Internal uprisings against the Libyan Jamahiriya had commenced in 2011. In the West, these were quickly reported as "democratic revolts" against an "oppressive government with extreme poverty" - propaganda that has been accused of being rooted in orientalism and the financial interests of Western nations. These reports were followed with sensationalist personal attacks against Gaddafi, one of which claimed that he mass-distributed Viagra pills to his soldiers. Western media was flooded with anti-Gaddafi reports and imagery, calls for "assisting" the people of Libya, and cries for military intervention. Intervention ensued under the guise of RTP, a UN notion that encompassed a political dedication and obligation to struggle against and terminate the most severe forms of violence and persecution, as well as to diminish the gap between member states' pre-existing obligations under international humanitarian and human rights law and the realities of marginalized groups on the brink of genocide, war crimes, subject to ethnic cleansing and other human rights violations. This principle has recently been applied in the 2011 conflict in Libya, where this concept was used, with reference to UN-resolution 1973, to accept the usage of military force in which Libyan counterrevolutionary groups sought to overthrow Gaddafi.

Former Secretary of State Hillary Clinton played a key role in helping align Western and Arab powers against the Gaddafi administration. Clinton had formally requested that the Arab states intervene in Libya and on March 12th, 2011. The Arab League, which was composed of 22 nations, satisfied this request by voting to ask for UN approval of a military no-fly zone over Libya. On March 13th, 2011, Clinton attended a meeting in Paris with foreign ministers from the Group of Eight countries, where she spoke with the Interim leader of Libya's Transitional National Council, Mahmoud Jibril, for the first time. She also privately met with diplomats from the Persian Gulf in order to determine how willing Arab powers would be to send warplanes to potentially enforce a no-fly zone. Former US President Obama had a conversation on the phone with Clinton by March 15th, 2011, which resulted in Obama siding with Clinton's advocacy for US intervention in Libya. On March 17th, 2011, UN-resolution 1973 was approved of with 10 votes, no objections and 5 abstentions, permitting the usage of all necessary measures with the exception of an occupation force, to protect Libyan citizens, enforce the arms embargo and a no-fly zone, and to reinforce the sanctions regime. In this resolution, the UN Security Council authorized intervention in Libya with "all necessary means," which is UN code for authorization of military force (Warrick, Joby).


The Imperialist Attack on Libya

On March 19th, 2011, at 5:45pm, exactly three hours before the official foreign intervention of Libya, four French Rafale jet fighters annihilated a column of tanks that were headed towards the city of Benghazi. Former French President Nicolas Sarkozy had wanted to launch a symbolic first strike, which was ideologically supported by Washington and increased French popular support for Sarkozy. Former Italian Prime Minister Silvio Berlusconi and Italian Foreign Minister Franco Frattini played key roles in the provision of air bases as staging grounds for attacks. Numerous Arab states such as Qatar, Jordan, and the UAE also supplied warplanes and pilots to the imperialist project in order to demonstrate Arab support for military action against Libya (Warrick, Joby).

In reference to a NATO airstrike that was aimed at Gaddafi's Bab al-Aziziya compound in Tripoli that killed 3 journalists, Gaddafi said, "I tell the cowardly crusaders (NATO)-I live in a place where you can't get to and kill me, I live in the hearts of millions" (Hadid, Diaa). This NATO-lead intervention retracted Gaddafi's troops from Benghazi and also resulted in the brutal murder of Gaddafi, who was killed in cold blood by Western-backed proxies. According to some of the proxies present during his murder, his final words to his murderers were, "What did I do to you?" (Beaumont, Peter). Likewise, these Western-backed rebels were unable to sell oil nor tap into Gaddafi's overseas bank accounts and by July 2011, were lacking funds for weapons, food, and other supplies. Clinton succeeded in persuading former President Obama to grant full diplomatic recognition to the rebels, which allowed these Western proxies access to billions of dollars from Gaddafi's frozen accounts. Clinton also managed to convince 30 other Western and Arab governments to make the same commitment during a meeting on July 15, 2011, in Istanbul. Tripoli officially collapsed in August 2011 (Warrick, Joby).

The usage of UN resolution-1973 and "Responsibility to Protect" in the Libyan conflict of 2011 was imperialist in that it was used to eradicate a government that had actually improved living conditions in Libya. This intervention served Western-capitalist interests as opposed to being for the sake of humanitarianism, which is ironic given the rampant human rights abuses, bombings, destruction, pillaging, violation of Libyan sovereignty, deaths and rapes that occurred during and after the NATO-led intervention of Libya, including the savage assassination of the nation's former leader Gaddafi, which has even concerned human rights officials from Amnesty International and the UN. Imperialist interventions cannot be justified under guise of humanitarianism when this colonial project in itself and in how it is implemented is a violation of all human rights. These UN laws, which were implemented via consideration of Western propaganda fabricated against Gaddafi, had no actual basis of evidence. This is a contradiction, especially when taking into account its origins in the period of the NATO bombing of Kosovo, which the "Responsibility to Protect" was used to condemn.


The Aftermath

According to US government documents leaked by Wikileaks, the French President Nicolas Sarkozy and British Prime Minister David Cameron met with the leaders of the new government of Libya under the National Transitional Council (NTC) in September 2011 in Tripoli. Sarkozy and Cameron allegedly wanted to encourage the NTC leaders to reward French and British early support for the coup against the Gaddafi administration, through contracts that would favor French and British energy companies that aspired to play a key role in the Libyan oil industry. It was also reported that the government of France was executing a program of private and public diplomacy in hopes of persuading the NTC to reserve up to 35% of Libyan oil related industry for French firms, specifically the French energy company TOTAL (WikiLeaks, "FRANCE, UK, ET AL, JOCKEYING IN LIBYA/OIL"). Given all this, it is evident that Western powers had aligned in order to enforce an imperialist order on Libya and capitalize off of its resources via an interim government that satisfies their interests.

In modern-day Libya, Libyans fleeing catastrophe in their home country regularly cross the Libyan border to enter Europe and the Libyan coastguard has taken severe measures in handling this migration crisis. As a result, many of these migrants have been held captive, enslaved and sold for as little as $400 to do arduous work with lethal effects on their bodies and well-being. Survivors of the Libyan slave trade provided detail at the United Nations on their traumatic experiences. The International Organization for Migration (IOM) stated that the slave trade in Libya has become so normalized that traffickings of humans for purchase even happen publicly (Warrick, Joby).

Ultimately, the issues that currently plague Libya cannot be discussed without taking into account the dire impact that NATO, France, the UK, the US, Italy, and other Western-aligned powers had in the 2011 intervention and bloody ousting of Gaddafi. This foreign-backed coup, acted out for the sole purpose of fueling western capitalism, was carried forward on a precedent set in Kosovo many years earlier. Other such coups and interventions have continued under this guise of humanitarianism - UN concepts and regulations that should not be utilized for imperialist measures, especially when said actions ironically violate the international laws and human rights they claim to follow.

"The Ability to Define Phenomena": A Historiography of U.S. Empire in the Middle East

In November 1938, during the midst of the Japanese occupation of China, Mao Tse-tsung proclaimed what eventually became a lightning rod for revolutionaries around the world: "Political power grows out of the barrel of a gun."[1] Over three decades later, in June 1971, Huey Newton declared: "power is, first of all, the ability to define phenomena, and secondly the ability to make these phenomena act in a desired manner." [2] Although Newton had earlier drawn significant inspiration from Mao and the Chinese Revolution, these definitions could not be further apart. However, if one accepts that in the last instance coercive force is what determines power relations, but in intermediary periods of struggle power is defining phenomena and having an impact on the direction in which these phenomena move, then perhaps the chasm between the two definitions is not so wide.

This essay intends to explore academic engagement with the role that the United States has played in the Middle East, particularly the Arab world. I have delineated four distinct "camps" in the historiography: euphemism-as-elision, empire-as-celebration, imperial-as-lens, and the anti-imperialist camps. These four conceptual categories are predicated upon two variables: the manner the authors address (or, conversely, refuse to address) U.S. empire and imperialism and who they either explicitly or implicitly target as their audience. I defend the use of the word "camps," with all of its martial connotations, as opposed to other more moderating words like "traditions," because I contend those involved in these questions are not simply individuals who exist purely as part of a larger academic community where power ceases to exist and intellectual exchange is the sole modus operandi. Instead, they are, a la Newton, engaged in decisive battles over how to define phenomena (in this case U.S. empire) and struggle to make that phenomena act in a desired manner (via the audience they are attempting to influence).

As such, what follows is not a purely chronological historiography that traces the development of "U.S. in the Middle East" literature over the decades. Other scholars have completed this task exceptionally well. [3] Nor is it a comprehensive list of the most recent scholarship regarding the region. Rather, this essay explores the various relationships academics have to U.S. empire in the Middle East. Given that imperialism is a global phenomenon, however, it would be impossible to completely ignore the theoretical and historiographical contributions that have been made by scholars of imperialism who study areas outside of the Middle East. The essay will begin by defining imperialism. It will then provide a brief overview of the European forms of imperial knowledge production that the U.S. borrowed from in the aftermath of World War II. Finally, it will analyze the four delineated above.


U.S. Imperialism in the 20th century

A problem that arises in the study of U.S. imperialism in the Middle East is the mistaken assumption that imperialism functions exactly the same in all historical eras. Many academics continue to cling to the European imperialism of the 18th, 19th and 20th centuries, which were necessarily territorial empires. Julie Greene, in her work The Canal Builders: Making America's Empire at the Panama Canal, challenges the notion that the creation of the Panama Canal was "unconnected to imperialism" in order to provoke a "broader rethinking of America's 'new empire' in the aftermath of 1898." [4] She argues that the essence of this project involved the construction of a "global infrastructure" that required state intervention on an international level. This new global infrastructure laid the groundwork for an American empire that eschewed formal territorial control in favor of economic and commercial control, supplemented by regular doses of military intervention.

By laying out the logic of non-territorial empire in this way, academics are catching up to the kinds of analyses articulated by Arab political actors themselves as early as the 1950s and 1960s. For example, the Arab Nationalist Movement, a forerunner to George Habash's Popular Front for the Liberation of Palestine, articulated their opposition to imperialism in the 1950s:

When we say imperialism… we mean direct imperialism such as the one imposed on South Arabia. We mean by it imperialism hiding behind treaties as in the case of Libya and some other Arab countries in the Maghreb. We mean by it masked imperialism embodied in alliances such as the Baghdad Pact and the Eisenhower project. And last but not least, we mean economic imperialism obviously represented in the monopoly exercised by the oil companies over our natural resources. Liberation means to be free from the shackles of foreign exploitation no matter what shape or form it takes. [5]

As the late Samir Amin argued, the "state of permanent war" in the Middle East is a cornerstone of Washington's project of global hegemony. As Amin explains, the "war of 1967, planned in agreement with Washington in 1965, pursued several goals: to start the collapse of the populist nationalist regimes, to break their alliance with the Soviet Union, to force them to reposition itself on the American trail, to open new grounds for Zionist colonization." Permanent war allows the United States to enervate the Arab world and denies the possibility of "a rich and powerful modernized" Arab bloc that could "call in question the guaranteed access of the Western countries to the plundering of its oil resources, necessary for the continuation of waste associated with capitalist accumulation." [6] Although Amin was writing in the aftermath of the invasion of Iraq, the interventions of 2011 onwards, notably in Libya and Syria, are a direction continuation of this policy.[7]

Political scientist Michael Parenti, who has written extensively on U.S. empire, provided a succinct working definition of imperialism in the 1990s: "The process whereby the dominant politico-economic interests of one nation expropriate for their own enrichment the land, labor, raw materials, and markets of another people." [8] As seen from this definition, territorial acquisition is simply one variable of imperialism. The insertion of "dominant politico-economic interests" as a qualifier is important in this definition and complicates the idea of "national interests," which so many writers in the euphemism-as-elision category rely upon.

A significantly more thorough definition of empire comes from Richard Drayton. Although he writes specifically about the historiography of British imperialism, his critiques can be broadened to include the literature addressing U.S. imperialism. Drayton argues that the "cultural turn" represented an "ascent of idealism" that was "remarkably compatible with the neo-liberal moment." [9] The literature became preoccupied with how the colonized were perceived by the colonizers or developed a "focus on subjectivity" and agency, where "how people in Africa, Asia, or Latin America thought about things, displaced examination of practical and material experience. Historians appeared to be more bothered by 'epistemic violence' than the real thing." [10] Drayton makes a clarion call for historians to be clear about the reality of imperialism, arguing that it is "a useful category through which we may make sense of a phenomenon which recurs in world history wherever a power gap allows one society to become predatory towards others." Indeed, Drayton's conception of imperialism is worth quoting in full:

Imperialism, in all its contexts, is a regime through which external entities derive maximum gain from the labour and resources within a territory. A foreign power, with or without formal colonization, although always with local collaborators, secures a protected and privileged sphere for its economic actors. There the relationship of labour to capital is manipulated via the suppression of taxes, wages, social or environmental protections, by forms of coercion which drive labour towards that direction of employment and limit its legal or practical ability to resist the regime, and from which tribute, commodities and profit may be freely expatriated. The social rent paid by capital is minimized, as both the costs of social reproduction (childhood, ill health, aging) are borne from the wages of labour and the costs of infrastructure through which the external actor derives extraordinary benefit - roads, deepwater harbours, airports, electricity networks, local policing and repression - are funded mainly out of taxation of the wages and consumption of the squeezed wages of labour… Violence is a constant and necessary corollary of such an order, needed to install, defend, discipline and replace local collaborators… But Imperialism always comes wearing the mask of community, promising that its form of domination is in the universal interest. To such a claim historians and their colleagues in the social sciences lend active help. [11]

Drayton's definition, emphasizing the material sinews of empire, points the historian to material forces underlying imperialism. This perspective includes both the processes of extraction, as well as its points of vulnerabilities. These functional definitions of imperialism inform the analysis of the historiographical traditions below.


Early knowledge production of the Middle East

Early American knowledge production about the Middle East is largely indebted to the British. Direct inter-imperialist collaboration was a routine occurrence, with American officials studying European colonial administrations to derive lessons about intelligence gathering, counterinsurgency, developing efficient models of colonial life, etc. As Karine Walther has pointed out in the context of the Philippines, "American military officers engaged in 'colonial tourism' in Egypt, India, Java, Borneo, and Malaysia."[12] This reliance upon British knowledge production about former colonial possessions did not disappear immediately at the end of World War II. It would take many years for the U.S. to develop adequate institutions of knowledge about its newly acquired spheres of influence. One indication of how deeply U.S. officials and academics relied upon British knowledge production about the Middle East could be seen in 1945, when the State Department had no alternative but to recommend only that the British be asked to invite position papers from both sides on the Palestine question. [13] Another example can be seen as late as 1951 from an annotated bibliography compiled by the American Council of Learned Societies about the Near East. The bibliography listed a total of fifteen books on the modern history of Egypt, three of which were written directly by British colonial officials. Nearly all of the anthropological works cited were completed by British and French researchers.[14]

American knowledge production about the Middle East during the first part of the twentieth century relied heavily upon American missionaries in the region, such as the American Board of Commissioners for Foreign Missions (ABCFM). The kind of knowledge produced about the region during this period was often racist and Orientalist, but allowed for the framing of "imperial expansion in the rhetoric of humanitarian intervention." [15] These ideas existed within a broader "hierarchy of heathenism" where American missionaries ranked cultures according to their receptiveness to the Christian imperial civilizing mission.[16] A second source came from Orientalist scholars in academic institutions, many of them who studied the ancient world and not the modern Middle East in any meaningful way. During World War I, a group of specialists came together to serve in Woodrow Wilson's think-tank called "The Inquiry." [17] This "team of experts" played a vital role in the Paris Peace Conference, and represented one of the first times that the former territories of the Ottoman Empire registered on the American radar. As such, the Inquiry represented an "early attempt by Washington to develop contemporary expertise on foreign areas."[18] Exemplifying the close missionary-state relationship, ABCFM members like James Barton submitted reports for the Inquiry arguing that "Islam was the central problem of Turkish rule and the spread of Christianity was the ultimate solution."[19] In the interwar period, Osamah Khalil posits that missionary universities like the American University in Cairo (AUC) and the American University in Beirut acted as "sheet anchors" that not only produced knowledge about the region but were also instrumental in acting as a bulwark against communist ideas in the Arab world.[20]

During World War II, the Office of Strategic Services and the Army Specialized Training Program acted as "precursors of university-based area studies programs."[21] In 1947, the British government created the Interdepartmental Commission of Enquiry on Oriental, Slavonic, East European and African Studies in Britain (also known as the Scarbrough commission). As Zachary Lockman notes:

…this body had been appointed by the British government to investigate how that country's teaching and research resources on various regions might be sustained and developed; the commission's report, issued that same year, recommended additional funding for universities to strengthen their capacities in this area… the meeting seems to have contributed to the determination of the [American Council of Learned Societies] and the Rockefeller Foundation to at long last get things moving in Near Eastern studies. [22]

President of the Social Science Research Council and first dean of Harvard's School of Public Administration, E. Pendleton Herring, openly called for a "national symphony" of "governmental, business, and academic elites."[23] The Korean War convinced U.S. policy makers of the dire need for area based studies programs. At the time the University of Michigan declared it was "ready to serve in the National Emergency." [24] This "national symphony" quickly developed into a broader national security state, with one of its integral functions being the production of knowledge about the Middle East. Given the increasingly vital role Arab oil to the U.S. economy, it was unacceptable for imperial planners that U.S. knowledge production about the region was so weak. Around 1950, Zachary Lockman suggests there were no more than half a dozen members of the American Political Science Association with a working knowledge of Arabic, Persian, or Turkish.[25] Harvard's Center for Middle Eastern Studies was established in 1954 with William L. Langer, of OSS and CIA fame, serving as director. That center was created "after consultation with the State Department, the CIA, U.S. Army Intelligence, Standard Oil of New Jersey (later Exxon) and of New York (later Mobil) and Aramco." [26]

The Iraqi coup of 1958, which largely caught U.S. officials off guard, helped convince planners of the need for advanced language training. $61 million was quickly designated for Title VI language programs. [27] For Middle East Studies, the passage of the National Defense Education Act in 1958 was particularly important. Private corporations like the Rockefeller and Ford Foundations provided massive funding for area studies, viewing their interests as part and parcel of U.S. state expansion into other parts of the globe. In 1961 the Carnegie Corporation funded a program, run by Princeton, to train candidates at the Middle East Centre for Arabic Studies (MECAS) in Lebanon. As Lockman explains, the Center was originally established "by the British Foreign Office at that location in 1947 to teach Arabic to its staff" and many "Lebanese often called it the 'spy school' because a substantial number of its graduates were reputed to work for British or other intelligence agencies." [28] Thus, from the outset of the Cold War academic institutions became directly bound to the U.S. state and its imperial apparatus. However, as Melani McAlister notes, for "various bureaucratic and intellectual reasons, however, Middle East studies in the U.S. did not become fully institutionalized until 1967, when the Middle East Studies Association (MESA) was founded." [29] But even MESA, early in its existence, launched an effort to solicit donations from a broad range of corporations, including oil companies and military contractors. [30]


The euphemism-as-elision camp

This category of literature situates U.S. actions in the Middle East within a series of euphemisms in order to elide the question of empire entirely. "Foreign relations," "diplomatic history," "international relations," "counterinsurgency," and "U.S. assistance" are some of the rhetorical devices employed to conceal the nature of U.S. action in the Middle East. Such rhetoric is meant to dissuade scholars from adopting imperialism as either a lens of analysis or challenging it as an actually existing entity. These authors also tend to write with an imperial audience in mind, including diplomats, policy makers, and other academics implicated in imperial policy-making.

At Columbia University's Bureau for Applied Social Research (BASR), responsible for evaluating U.S. propaganda in Western Europe, Latin America, and the Middle East, "euphemism-as-elision" became a kind of official doctrine. In 1950, BASR's Paul Lazarsfeld and Charles Glock explained: "While it is inappropriate to talk about an American empire, it is entirely in place to discuss the large and growing sphere of American influence."[31] One BASR sociologist, Siegfried Kracauer, in his "Appeals to the Near and Middle East," argued that the "Arabs might prove sensitive to Communist intolerance if they get the impression that it is a variant of their own fanaticism."[32] Quintessential Cold War American historians like Walter Laqueur, in his Nationalism and Communism in the Middle East (1956), perpetuated such arguments, drawing direct comparisons between the legacy of Islam and the potential flourishing of communism in the Islamic world: "The exhilarating feeling of mission, of purpose, of being engaged in a collective adventure to accelerate the historically inevitable victory of the true faith over the evil infidels are common to classical Islam and to Communism."[33] Thus, in the 1950s and 1960s knowledge production about the Arab world necessarily travelled through imperial circuits while simultaneously denying U.S. empire as an existing phenomenon.

The trend of knowledge production intended to service empire without acknowledging its existence continued throughout the neoliberal decades (mid-1970s onward). These texts now had enough distance to begin producing knowledge on prior chronological eras. One representative text in this tradition is Phillip Baram's The Department of State in the Middle East, 1919-1945, which argued that the United States strategy in the interwar and World War II era was fourfold: 1) enervate the old European powers 2) do not openly engage with the Zionists 3) isolate the Soviets and 4) "encourage individual Arab states to be free, sovereign, and pro-American." [34] David Painter analyzed U.S. oil policy in the first decade of the Cold War, suggesting that the U.S. state developed a symbiotic relationship with the oil companies where the former combatted Third World nationalism while the latter ran quotidian extraction operations. He concluded by suggesting, despite ARAMCO occasionally presenting diplomatic difficulties for the U.S., that this business-government partnership was the most appropriate set-up for the Middle East in the early Cold War era. [35]

As Douglas Little notes, the "nature of Russia's intentions in the Middle East during the late 1940s and the appropriateness of America's response have sparked much scholarly controversy." [36] Whereas scholars like Bruce Kuniholm argued in 1980 that American military aid and diplomatic bravado fended off the Soviets, other scholars like Melvyn Leffler posited twelve years later that American officials exaggerated the Russian threat during the Truman years. [37] One cannot help but notice the timing of each monograph, with the former at the height of Soviet involvement in Afghanistan and the latter after the Soviet collapse. Scholars like Peter Hahn suggest that while London sought to maintain informal empire in the Middle East, U.S. aspirations were "anticolonial" in nature and meant to contain the Soviets. [38] One prominent scholar, Barry Rubin, suggested U.S. policy towards Iran was "paved with good intentions."[39] The question of U.S. imperialism does not arise at all.

In Egypt, early US contacts with the Nasser government appeared promising, and U.S. scholars have debated what soured relations. Barry Rubin argues it was Nasser's commitment to pan-Arab nationalism, while others blame variously the British, the Soviet Union, or Israel. [40] Something of a consensus had emerged in the 1980s that the Eisenhower administration had overestimated "American economic leverage in Egypt" and underestimated "Nasser's willingness to seek help from the Soviet bloc." [41] Even Douglas Little, who has the widest grasp of the literature discussing the U.S. role in the Middle East, often employs euphemisms that suggest the U.S. was a "stabilizer" in the region. [42] Little further suggests that Kennedy used "personal diplomacy" and American wheat to channel Nasserism into "constructive channels" while encouraging more conservative government to institute reforms. [43]

Little explains that every administration after Lyndon Johnson employed his "three pillars approach" (Israel, Saudi Arabia, Iran) in order to "promote regional stability," "preserve Western access to Mideast oil," and "protect American interests."[44] Likewise, Little posits that the U.S. intervention in Lebanon in 1958 after the July 14 coup in Iraq was representative of "Ike's ability to restore law and order in Beirut without becoming mired down" in religious strife. [45] Utilizing the language of "national interests" and "law and order" in relationship to U.S. empire is a questionable technique that both conceals the nature of imperialism and discourages the basic question: cui bono? As his career progressed, Little inched closer to employing the word "empire," first in his text American Orientalism (2008), when he casually mentions "America's national security empire" once without any explication. [46] Even his use of "orientalism" is subject to many of the critiques that Melani McAlister levels against using orientalism as a framework in the U.S. context. [47] By 2014, however, Little had identified America's "Informal Empire in the Middle East" in an article for America in the World: The Historiography of US Foreign Relations since 1941 .[48] This kind of imperial knowledge production has instrumental value to U.S. imperial power and continues to represent a significant trend in academic fields like diplomatic history.[49]

A particularly pernicious development in recent years has been to appropriate and distort the concept of "agency" to obfuscate imperial reality completely. Perhaps the most infamous example of this kind of charlatanry is Roham Alvandi's Nixon, Kissinger, and the Shah (2014). Alvandi's text seeks to challenge the well-established view, accepted more or less globally, that the Shah of Iran was simply a client state of the United States. Alvandi contends that the "American proxy" model accurately characterizes the US-Iran relationship of the 1950s, but that the early 1970s represented a brief period where the Shah was an "active agent of history who often abetted and manipulated the superpowers in the pursuit" of regional interests. [50] As with all post-modern academic phrases of dubious design and intent, Alvandi easily employs the "agency" brush to paint the Shah of Iran as something other than a client of US empire. The logic rests on tenuous grounds, notably on the fact that no "partner" can so seamlessly be reduced again to a "client" in a span of a few years, with the shifting of a few individuals in government. Furthermore, Alvandi's suggestion that the Shah took some small-scale prerogatives on his own hardly qualifies as a negation of client-state status.[51] While Kissinger and Nixon may have maintained a more personable relationship with the shah, Iran received nothing on either the scale or scope of the secret memorandum signed by the U.S. and Israel in 1975. [52] As such, his grandiose claims about the Shah's partner status are hardly warranted. Undoubtedly 1979 was a major blow to US imperial prerogatives. The shah's illusions aside, the empire lost a client state, not an imperial partner.

Although the various intellectuals and historians surveyed above have distinct specializations, varied and divergent opinions, and often times express serious disagreement both with each other and their predecessors, two consistencies bind them together: 1) they reject the idea of U.S. empire as an actually existing phenomenon and 2) they write with an imperial audience in mind (those capable of having some influence on imperial policy). As such, whether missionaries cementing American ideological hegemony, BASR sociologists employing Orientalist tropes, or historians analyzing policy while simultaneously denying empire, a vast tradition of knowledge production about the Arab world exists and continues to flourish that is directly bound to U.S. imperial power. By employing euphemism-as-elision, these historians both sanitize the past and project a sense of innocuousness onto policy during the present, stripping the U.S. of its imperialist content.


The empire-as-celebration camp

A more recent phenomenon, particularly after 9/11 and the emergence of the "War on Terror," has been the growth of a literature that explicitly celebrates and encourages U.S. empire. One of the defining features of this literature is that it forcefully asserts the reality of imperialism, positing it as the most auspicious path for the future instead of critiquing U.S. empire as a pernicious force. The distinction between this camp and the euphemism-as-elision camp is not just its emphasis on embracing the notion of empire, but also its audience. Whereas academics who deny the existence of empire service it by cleansing the past and appealing to the ostensibly noble or at least pragmatic intentions of policy makers, the "empire-as-celebration" camp maintains two different audiences. First, like their euphemism-as-elision counterparts, they seek to influence policy. Second, they seek to disperse the idea of the benevolence of U.S. empire amongst the U.S. population more generally. Their choice to publish in popular presses is one way they seek to have a wider impact than highly specialized academic monographs with high-price tags would normally allow. Although this camp may end up as a flash-in-the-pan, they have received a wide audience and it does a disservice to exclude them from the historiography of empire in the Middle East.

Three key figures in this emergence of "empire-as-celebration" camp at the turn of the twenty-first century were Max Boot, Robert Kaplan, and Niall Ferguson. Max Boot's Savage Wars of Peace (2002) is a chronologically broad analysis of U.S. economic and military intervention from 1800 to the early 2000s. Borrowing from Kipling, Boot argues that the U.S. has regularly engaged in small "savage wars of peace" intended to "suppress rebellions and guerilla warfare in all parts of the world." [53] These wars are, according to Boot, "imperial wars" that also require "chronicling the political course of American empire."[54] Robert Kaplan's Imperial Grunts (2006) is a much more contemporary account that describes the author's "odyssey through the barracks and outposts of American Empire."[55] Imperialism, according to Kaplan, is "but a form of isolationism, in which the demand for absolute, undefiled security at home leads one to conquer the world, and in the process to become subject to all the world's anxieties."[56] It is a muddy definition, one that hardly means anything or elucidates the actual motor forces of imperialism, but this kind of definition also lends itself to a sort of celebratory cause. Kaplan asserts that this definition of empire implies that those carrying it out are often in "half denial." Unlike the conscript armies of World War II, there now exists a "professional military that, true to other imperial forces throughout history, enjoyed the soldiering life for its own sake." [57] Truer to reality than many of the euphemism-as-elision camp, Kaplan argues that "the very opposition to imperial influence constitutes proof of its existence." [58] Afghanistan and Iraq form two of the core objects of imperial policy for Kaplan.

Niall Ferguson makes what is perhaps the most important intervention in this literature. The Oxford and Hoover Institution research fellow has earned himself a spot on Time's 100 most influential people list. While it is true that his scholarship is rife with errors, particularly with regard to the Middle East,[59] academics that dismiss his work do so at their own peril. Leaving the realm of popular engagement to the most reactionary and overtly imperialist scholars, even when they are objectively wrong about simple facts, entails sacrificing the possibility of engaging with a wider audience outside of the confines of the ivory tower. Ferguson's 2004 work Colossus posits a fourfold thesis: 1) the U.S. has always been empire, functionally if not self-consciously; 2) a self-conscious American imperialism might well be preferable to the available alternatives, but 3) financial, human, and cultural constraints make such self-consciousness highly unlikely, and 4) therefore the American empire will remain a somewhat dysfunctional entity.[60] Ferguson implores an American audience to embrace their imperialist role, and adopt a self-conscious and long-term form of empire building. To deal with the "manpower deficit" required to maintain a massive military presence overseas, particularly in the Middle East, Ferguson puts forward a solution: "If one adds together the illegal immigrants, the jobless and the convicts, there is surely ample raw material for a larger American army." [61] Simply because academics dismiss the empire-as-celebration camp does not render them politically impotent, as Niall Ferguson's advisory role to John "100 Years in Iraq" McCain in 2008 exemplifies.


The "imperial-as-lens" camp

The "imperial-as-lens" camp is also a relatively recent phenomenon, but one that has thus far remained a largely academic exercise. One of the most ardent proponents of this tradition is Paul Kramer, who in 2011 penned an important piece titled "Power and Connection: Imperial history of the United States and the World." In it, he argues forcefully for the "imperial-as-lens" analysis, arguing that older generations of both Marxists and Foucauldian scholars have employed either "structural" or "all-saturating" accounts of power, respectively. [62] This "thinning of empire" to only include its "exceptionally repressive" attributes mistakes a "part for a whole."[63] In its place, Kramer posits the need for:

….a category of analysis, not a kind of entity, something to think with more than think about… A language of the 'imperial' rather than 'empire' can help avoid connotations of unity and coherence-thingness-that tend to adhere to the latter term, and move to the side the mostly unproductive question of whether the United States is or has "an empire"-and if so, what type it is, and whether or not it measures up to the rubrics built to account for other empires. Far more is to be gained by exploring the imperial as a way of seeing than by arguing for or against the existence of a 'U.S. empire.' [64]

Kramer's "imperial-as-lens" framework thus eschews the question of whether or not the U.S. is an empire, rejecting generations of analysis by scholars and revolutionaries alike that have identified it as such.

Kramer's most renowned work, Blood of Government (2006), deals with the question of U.S. imperialism in the Philippines (a subject that hardly benefits from the "unproductive question" of whether the U.S. is an empire, given how blatant the imperial project was). The lack of theoretical rigor can be seen when Kramer describes empire as "exercising sovereignty and power over peoples denied the rights that were increasingly coming to define the modern nation-state: it meant inventing ideologies to calibrate inclusion in these expanding and hierarchical polities." [65] The reader quickly notices that imperialism is a fundamentally non-economic act for Kramer. Instead, empire is primarily a question of race and power. To what ends remains unclear; perhaps a reflex of modernity, perhaps as an end in itself. Nothing appears to actually drive empire in Kramer's narrative, given that he offers no explanatory power for the nature of imperial expansion. At his worst, Kramer makes assertions that mean virtually nothing at all, such as the following: "Along the multiple nodes that linked colonizing and colonized societies, simultaneous glances upward and downward along novel axes of power formed new symbolic economies of hope, terror, and identification." [66] Unintelligible passages such as these raise questions regarding the efficacy of the "imperialism-as-lens" approach.

Examples of the "imperial-as-lens" framework being applied to the Middle East exist, and represent various levels of usefulness. For instance, Karine Walther's Sacred Interests (2015) approvingly cites Kramer's "imperial-as-lens" framework in her introduction. She rather successfully explores how different American actors "justified their impingement on Muslim rulers' sovereignty as part of a broader imperial civilizing mission rather than a crude commercial or strategic grab for territory and power."[67] By noting how missionaries and non-state actors adopted an imperial mindset in their dealings with the Muslim world, she pushes the chronological boundaries of U.S. imperialism backwards and explains how these developments set the ideological stage for future material endeavors. Yet, as others have noted, with the exception of the section on the Moros of the Philippines, "the link between religion and diplomatic/imperialist action could be more fully substantiated." [68] Walther's emphasis on "the imperial" does not help the reader interpret calls for an interventionist foreign policy particularly when the U.S. did not pursue one, as in many of the book's case studies.

Osamah Khalil's America's Dream Palace (2016) is another text that fits within the imperial-as-lens camp. Although Khalil does acknowledge the U.S. as an empire, his primary focus is on the imperial gaze and how U.S. actors of varied stripes understood the Middle East. [69] Khalil contends that U.S. national security interests were a driving force in the emergence of Middle East expertise. A "mutually beneficial relationship" [70] developed between the national security establishment and academia that galvanized Middle East studies programs and area studies more broadly. Eventually, as the national security state relied less on academia, intelligence became privatized as think-tanks supplied state actors with "useful knowledge." Borrowing from Said, Khalil asserts that "Orientalism influenced the analysis, formation, and implementation of American policies" in the Middle East over the past century.[71] In short, the development of Middle East studies was "an articulation of American power, Orientalism and exceptionalism, as well as their limits." [72] One of the problems with Khalil's text is the framework of Orientalism that he employs does not always elucidate how the process of knowledge production informs actual policy. For instance, despite racial and religious tropes inherent in orientalist discourse (particularly vis-à-vis the inferiority of Islam), the reader never gets a sense from Khalil's book that U.S. imperial policy was frequently to support reactionary religious elements to stifle secular leftist politics.

One direction this "imperial-as-lens" analysis has taken more recently is to deal with the way non-state actors in the imperial center, particularly the Black liberation movement in the U.S., have engaged with the Arab and Muslim world. The text that opened the door for this new wave of scholarship was Black Star, Crescent Moon (2012) by Sohail Daulatzai. On Daulatzai's heels came two major academic works discussing the subject, Geographies of Liberation (2014) by Alex Lubin and A Shadow over Palestine (2015) by Keith Feldman. Notwithstanding some quality content, these works all suffer from the deficiencies intrinsic to esoteric academic postmodern discourse (a juncture where the question of audience is particularly vital). In this case, the intellectual frameworks designed to understand transnational solidarities and their anti-imperialist content lack theoretical rigor. Daulatzai's "Muslim International" relies heavily on Chatterjee's "fragments of the nation" concept.[73] Furthermore, the entire analysis is plagued by a sort of poststructuralist analysis that is both exhausting to read and largely meaningless. [74] Lubin's "geographies of liberation" introduces an entire lexicon of jumbled postmodern (occasionally "countermodern") jargon. [75] In Feldman there is much of the same.[76] Although the question of intellectual frameworks is possibly ancillary, it is also an area of the historiography that desperately needs clarity.


The anti-imperialist camp

Historians emphasizing the concrete realities of empire, what may be called the anti-imperialist camp within the historiography, stand in rather stark contradistinction to the "imperial-as-lens" camp and its obsession with discourse. These writers not only recognize U.S. empire, they tend to actively criticize it and, with varying levels of vigor, encourage resistance to it. Works like Rashid Khalidi's Resurrecting Empire (2004) and Sowing Crisis (2009) explicitly consider the U.S. as an empire. Some popular texts, such as Robert Dreyfuss' Devil's Game (2005), have also tried their hand at documenting the nuances of imperial policy. In Dreyfuss' case, this includes detailing the ways in which the United States "spent decades cultivating Islamists, manipulating and double-crossing them, cynically using and misusing them as Cold War allies," and explicitly calls for the U.S. to "abandon its imperial pretensions in the Middle East." [77] A few of the recent and representative texts include Lloyd Gardner's Three Kings (2009), Robert Vitalis' America's Kingdom (2006), and Timothy Mitchell's Carbon Democracy (2013).

In many ways, Lloyd Gardner's Three Kings sits most squarely in the intellectual lineage of William Appleby Williams and his critique of U.S. Empire as "tragedy." [78] In essence, Gardner argues that the Truman Doctrine was the "essential rubric under which the United States projected its power globally after World War II" and laid the foundation for the "imperial presidency." [79] The purpose was not to "fend off the Soviets" but to "shore up friendly governments in strategic areas." Finally, the doctrine addressed the problem of how to replace the British in Middle East. Although John Foster Dulles adopted "International Communism" as an ideological weapon, the principal purpose of American imperial policy was not to deter a Russian attack but to "ensure the loyalty of the countries receiving aid and to maintain their governments in power against internal threats." [80]

America's Kingdom by Robert Vitalis is a text that places "our understanding of ARAMCO… in the long history of empire" and challenges American exceptionalist accounts that purport "to prove American enterprise to be anything but agents of empire." [81] One of the ways he does this is by articulating the vital function of race to the organization of oil production. ARAMCO fought tooth and nail to perpetuate a system of racial discrimination, including significant differentials in wages, working conditions, and housing. In large part this system was intended to lower costs but also enervate the organizational capacities of workers. The American oil giant explained deportations of oil workers by suggesting they were adherents of the "'the Communist line, particularly as regards evils of capitalism and racial discrimination.'" [82] At other junctures ARAMCO's security department worked with Saudi forces to imprison and deport organizers. Unfortunately, Vitalis' understanding of the function that Israel plays as part of parcel of U.S. empire is flawed, and detracts from the analytical rigor of his work.

Timothy Mitchell's Carbon Democracy is a vital intervention in the historiography of oil and oil politics in the twentieth century, particularly as it relates to British and later U.S. imperialism. Challenging the older literature that focuses solely on the corrupting influence of oil money, Mitchell persuasively argues that oil as a commodity, including its physical properties, is fundamental to understanding political power. Mitchell posits that coal allowed, for a brief period of time at the end of the nineteenth and early twentieth century, the "era of the Mass Strike" (a la Luxemburg). In essence, Mitchell posits that "dependence on coal" provided the opportunity to "build more democratic forms of politics" [83] while the "conversion to oil provided imperialists like Churchill with the means to evade those democratic demands."[84] The transition to oil was a conscious effort on behalf of U.S. imperial planers in the post-World War II era, utilizing the Marshall plan (half of all oil supplied to Marshall plan countries was subsidized by U.S. companies during 1948-51, making U.S. oil companies the largest beneficiaries of Marshall Plan aid) to reconfigure European energy. [85] Most importantly, Mitchell departs from the three other camps by urging the reader to identify the "points of vulnerability" in the current "socio-technical system" in order to be able to leverage collective forms of power and reshape the world in a more egalitarian and democratic manner. [86]

As seen above, authors in the anti-imperialist tradition, whether they are analyzing specific U.S. policies in a more traditional diplomatic manner or discussing the socio-technical vulnerabilities of carbon politics in the Middle East, tend to both accept U.S. empire as an existing structure and encourage some kind of resistance to it. Mitchell, for instance, by citing the examples of coal workers attempting to engage in mass strikes at a time when such ventures were made possible by material conditions, encourages the readers of today to identify new points of vulnerability. By publishing in a popular press like Verso, Mitchell also avoids falling into the trap of reaching out only to other academics. While still engaging in mainstream academic life, Mitchell avoids, as per the warning of E.P. Thompson, becoming "wholly dependent upon establishing institutions." [87] The anti-imperialist tradition has done well describing the sinews of U.S. imperialism, analyzing some of its strengths and exposing some potential vulnerabilities. In the future, the anti-imperialist tradition must deal seriously with transnational anti-imperialist solidarities, their relationship to imperialism and U.S. empire more broadly, and potential vulnerabilities that could arise (outside of the realm of discourse alone) for anti-imperialist actors. Thus far, transnational solidarities have been largely left to the "imperial-as-lens" tradition, and as such remain relatively confined to the ivory tower.


Conclusion

The four camps delineated in this essay represent fundamentally distinct historiographies. Two variables, the author's relationship to U.S. empire and their audience, help determine these conceptual categories. The euphemism-as-elision camp denies the existence of U.S. empire and generally sets as its audience other academics, policy makers, diplomats, etc. (in order to tweak certain policies and make U.S. empire function more smoothly). The empire-as-celebration camp gleefully embraces U.S. imperialism, and sets as its audience both policy makers as well as the general population (who it attempts to convince of the merits of self-conscious imperial subjects). The imperial-as-lens camp tacitly accepts the existence of U.S. empire, or at least embraces the need for an "imperial historiography," but often does so primarily with other academics in mind (and as such this camp remains largely confined to academia). Finally, the anti-imperialist camp not only accepts the existence of U.S. Empire, especially its structural form, but actively encourages resistance to it, both by academics and those outside of academia. Given that academics lack the sort of political power which grows from the barrel of the gun, our definition of the phenomenon of U.S. imperialism is one of the most powerful weapons we possess. As such, the camp we choose to align ourselves with, in order to make the phenomenon of empire act in the manner we desire, is a question of significant strategic importance.

The US-Saudi Coalition Against Yemen: A Primer

The ongoing crisis in Yemen continues to devolve into further calamity and chaos. Understanding the existing conditions of the region, however, means examining and grappling with the historical forces underpinning the current civil war. Most importantly, United States-backed actors, particularly the Kingdom of Saudi Arabia, have vied for control of Yemen by any means necessary. Whether the incessant bombings of civilian infrastructure, or the targeting of innocent people themselves, the US-Saudi coalition has stopped at nothing to establish dominance. Through the billions of dollars of funding provided by the US, Saudi Arabia has inflicted wanton destruction on the Yemeni people with impunity.

From a national scope, the key actors in the conflict are the Houthis, Yemeni government forces, and al-Qaeda. The fall and subsequent breakup of the Ottoman Empire in 1922 resulted in the formation of two Yemeni states, leading to conflict between southern nationalist groups and the Yemeni government, with both sides suffering numerous casualties. The Ottoman Empire lasted for over 600 years and by 1849, it had dominated significant territory in northern Yemen, including Sana'a, which further satisfied its interests in Mecca and Medina. Following the decline of the Ottoman Empire, a Zaidi Shia Imamate called the Mutawakaliat Kingdom governed the northern kingdom of Yemen and southern Yemen was still divided and governed by several local sultanates. Sultanate rule in southern Yemen came to an end as a result of British colonial rule, through which British colonizers founded their own southern, settler state named the Federation of South Arabia. The Republic of North Yemen was formed in 1962 and in 1967, the People's Republic of South Yemen was founded after British colonial rule ended. The People's Republic of South Yemen was a Marxist republic which was significantly reliant on support from the Soviet Union. The decline of the Soviet Union in 1990 had a grave impact on South Yemen. In addition to this, in 1989, the president of North Yemen, Ali Abdullah Saleh, and the president of South Yemen, Ali Salim el-Beidh, met up and Saleh and the General People's Congress passed a key proposal to form a federation. Yemen was officially unified in 1990 with Sana'a as its capital; however, the newly-formed state was not equipped for an actual government nor means of distribution of power between the north and the south. El-Beidh believed that southern Yemen was being oppressed and he announced the new southern state, the Democratic Republic of Yemen. Despite this, Saleh defeated the southern rebellion in May 1994.

Although the rebellion failed, tensions remained high. Just under two decades later, in 2011 the Yemeni Arab Spring occurred, which consisted of protests by Yemenis demanding improved socioeconomic and political conditions as well as the resignation of President Saleh, due to his inefficiency in handling corruption and poverty. This was the same year that President Saleh signed a Gulf Cooperation Council (GCC) measure that gave him dispensation, and he shifted power to his former Vice President Hadi-an action that was also supported by the US, European Union, and the United Nations. In December 2011, the Houthis and the southern nationalist movement called the Hirak organized a Life March from Ta'iz to Sana'a in opposition to the GCC measure. Hadi officially became president in February 2012 through an election in which he was the only candidate. Subsequently, he granted immunity to 500 of Saleh's assistants. After making the unpopular decision of lifting fuel subsidies in July 2014, Hadi began to significantly lose support as a result of his attempt to appeal to the International Monetary Fund. The Houthis were outraged and demanded new subsidies and a new government, so in September 2014 they seized Sana'a, disintegrated parliament by January 2015, and sought to seize power in all of Yemen-resulting in Hadi fleeing to Saudi Arabia.

In March 2015, a Saudi-led regional coalition initiated Operation Decisive Storm with the goal of recapturing Houthi-dominated areas and restoring the Hadi administration. The justification for this operation was that Gulf States believed that the Houthis were backed fiscally, militarily and ideologically by Iran. Saudi Arabia's chief ally, the US, also continued its "counterterrorist operations" in the region and had lines of intelligence to the Houthis. In February 2015, the Houthis created a new Revolutionary Committee and released a Constitutional Declaration; in these, they stated that the Committee would lead the government, that rights would be protected by it and that National Dialogue Conference protocols would be put in place by a transitional government within two years, before submitting the draft of the constitution for a referendum. Afterwards, the Houthis initiated what they considered revenge murders throughout Yemen, and they had Ta'iz by the end of February. To this day, the Houthis are still fighting pro-Hadi, Saudi-backed coalitions.

In regards to casualties and other demographics concerning the well-being and migrations of the Yemeni population, thousands have died in Saudi and US drone strikes, are starving, and have diseases due to poor conditions as a result of the war. As of 2018, at least 10,000 Yemenis have been killed in the conflict and 7 million urgently need food assistance. The Geneva SAM Organization for Rights and Liberties stated that at least 716 human rights violations were committed against Yemenis in November 2017; said violations include murders, batteries, assault, unjust detentions, forced displacement, torture, and press censorship. Over 20 million people need immediate humanitarian assistance, with 11 million of these people being children. Over 400,000 Yemeni children suffer from life-threatening malnutrition. Furthermore, the UN Human Rights Office reported that of the Yemenis murdered, at least 1,184 of the victims were children, 3,233 of the total Yemenis killed were murdered by coalition forces, and an additional 8,749 people were injured. Each day, 130 Yemeni children die from severe hunger and disease. To put it another way, one child dies every 18 minutes. The International Committee of the Red Cross also reported that there could be at least a million cholera cases registered by the end of the year as a result of excessive force and bombings of civilian infrastructure. It is suspected that there are currently 913,000 cholera cases in Yemen, and at least 2,119 Yemenis have died due to the disease, as it spreads from lack of access to clean water and health facilities. Only 45% of the 3,500 health facilities are properly working in Yemen and at least 14.8 million Yemenis do not have healthcare. Moreover, two million Yemenis are displaced within the country and 188,000 have sought refuge in other countries nearby.

From a regional standpoint, Saudi Arabia is the key actor. Saudi Arabia has allied primarily with other pro-US Gulf states, pro-US Arab League states, and al-Qaeda to repress the Houthis, protect regional interests in Yemen and attempt to restore Hadi. Conversely, Iran allegedly supports the Houthis and opposes the pro-US Gulf states. Saudi blockades of Yemeni ports such as Hodeida, from which 80% of Yemen's food supply is imported, is the main cause of the famine and lack of medicine in the country. In addition to this, Saudi bombings of Yemeni water and sanitation infrastructure has led to the Yemeni cholera epidemic. Since the beginning of Saudi military intervention in Yemen in 2015, over 250 fishing boats were damaged or destroyed, as well as 152 fishermen murdered by coalition warships and helicopters in the Red Sea. According to emeritus professor Martha Mundy at the London School of Economics, there was significant proof that Saudi coalition strategy had the goal of destroying food production and distribution in Yemen, within the first 17 months of Saudi military invasion. Likewise, in 2015, Saudi expenditure increased by 13% to $260 billion with $5.3 billion of that amount being dedicated to military and security, particularly in regards to the current war on Yemen. Saudi Arabia spent around $175 million per month in efforts to restore former Yemeni president Hadi and repress the Houthis. Despite Saudi Arabia's claims that the motive behind intervention in Yemen is related to political restoration alone, one can readily see their interest in Yemen as a bridge and access point for numerous continents, as well as its many natural resources, fertile lands, water, and entry point to the Red Sea. Yemen is also geopolitically vital to the Bab-el-Mandeb oil route, and could serve as a substitute to the Strait of Hormuz with the building of an oil pipeline in the eastern region of Hadramawt-which would threaten Iranian hegemony and oil security, could block Iran from having access to the oil route, and could allow Saudi Arabia to possess a monopoly over it as a result of its geographic location. Given all this, it is clear that Saudi Arabia aspires to dominate Yemen in order to gain access to and ownership over its vast resources and strategic location.

Among Saudi Arabia's regional allies in the war on Yemen are the United Arab Emirates (UAE), al-Qaeda, Israel, Qatar, and Sudan. The Houthi forces who were in the Yemeni port of Mocha were ejected by UAE-backed Yemeni fighters in February 2017; the UAE is part of the Saudi-led coalition to defeat the Houthis. Given the conflicts between the Houthis and Saudi-backed coalitions, al-Qaeda jihadists used the issue to their advantage by seizing southern Yemeni land and enacting fatal attacks, particularly in Aden. A leaked US diplomatic cable from December 30 th, 2009, from former US Secretary of State Hillary Clinton, reveals that Saudi Arabia is the main funder of Sunni terrorist groups globally and that private donors in Saudi Arabia and other pro-US Gulf states are the prime financiers of al-Qaeda. Furthermore, Saudi colonialism in Yemen empowers al-Qaeda, seeing that al-Qaeda uses US drone strikes in the region to provide a replacement for justice and to galvanize recruits. In 2014, anti-Hadi rebel alliance member Colonel Aziz Rashid stated that he believed that Israel fought with the Saudi-led coalition in order to bring Hadi back to power, and that Israel had initiated strikes against the rebel fighters. Israel has a military base in the Dahlak archipelago of Eritrea and Massawa, which is within the range of the Yemeni rebels' missiles as well as nearby the Iranian military installation in Assab, Eritrea. Additionally, although Saudi Arabia does not recognize Israel as a state, they have fought together in a US-led campaign against Iran. Likewise, in 2015 approximately 1,000 Qatari Armed Forces soldiers were stationed in Yemen in alliance with the Saudi-led coalition against the Houthis. That same year, Saudi Arabia obtained an allegiance from the Sudan Armed Forces to help fight the Houthis in Yemen. Sudan committed to Saudi Arabia in its coalition because of its weakened economy at the time as a result of US sanctions on the Sudanese central bank that have been imposed since 1997; these sanctions made it more difficult for Sudan to access global financial markets and hard currency. Sudan also lost a third of its land and most of its oil with the secession of South Sudan in 2011, resulting in the decline of oil prices. Due to this, Sudan sought financial assistance from its Gulf Arab allies and is paying for this aid by joining the Saudi-led invasion of Yemen. Sudan used to have a close relationship with Iran for several years, e.g. in 2008 when Sudanese and Iranian officials signed a military cooperation agreement, or in 2013 when Iran increased construction of naval and logistical bases in Port Sudan. In 2014, this changed, as Sudanese authorities shut down Iranian cultural centers throughout the country with the justification that Iran was supposedly trying to spread Shiism in Sudan; however, Sudan was also becoming more aligned with Saudi Arabia during this time.

Regional powers and their pro-US Gulf state allies receive support from global powers primarily in the West, including the US, United Kingdom, and France. The Obama administration provided Saudi Arabia with over $115 billion in weapons, military equipment and training, much more than any other US administration in the history of the 71 year US-Saudi alliance has given. The military aid was made in 42 distinct deals, and most of the equipment has yet to be delivered. The arms offers to Saudi Arabia under former US President Obama consists of assets such as small arms, ammunition, tanks, attack helicopters, air-to-ground missiles, missile defense ships, warships, and sustenance and training of Saudi security forces. In November 2017, the US House of Representatives passed a resolution which recognized the role of the US in the Yemeni civil war, such as mid-air refueling of Saudi-led coalition planes and target selection; however, the resolution was a compromise and has not been authorized by Congress yet.

The US is also involved in a network of 18 documented secret prisons based throughout primarily southern Yemeni territory, which are managed by the UAE and dominated by Saudi officials, in which tortures have allegedly taken place. Over 2,000 Yemeni men have reportedly disappeared in the prisons, and survivors have claimed that they experienced torture and sexual assault while imprisoned. In June 2017, US involvement in the secret prisons was confirmed by US military officials, but they denied taking part in the torture of prisoners. According to the Bureau of Investigative Journalism, as of September 2017, US airstrikes in Yemen have more than doubled under the Trump administration, in comparison to the end of the Obama presidency, with 93 airstrikes compared to 40 the previous year. The US carries out at least one airstrike every two days. On May 21 st, 2017, Trump voiced support for action against the Houthis in Yemen, and accused Iran of supporting "terrorists" in Yemen as well as in other nations. The US also still has "counterterrorist operations" and some lines of intelligence to the Houthis, which the US refers to as "anti al-Qaeda."

The UK has also backed US operations in Yemen, such as providing intelligence and operational support for drone strikes, and on-ground British assistance in choosing targets and managing drone strikes. In early 2017, Tory MP Tobias Ellwood stated that the UK is involved in the US targeted killing program and that UK intelligence agencies work closely with that of the US. In the first half of 2017, UK sales of military equipment to Saudi Arabia reached £1.1 billion, according to figures from the Department for International Trade-which also showed that the UK sold £836 million of arms and military hardware to Saudi Arabia between April and June. British forces were also part of a presentation of the firestorm targeting systems utilized by the Saudi-led Gulf coalition forces in Yemen. The Yemen Data Project shows that 356 airstrikes have targeted farms, 174 targeted market places, and 61 targeted food storage places between March 2015 and September 2017. The UK also provided over £4.6 billion worth of fighter jets and arms sales to Saudi Arabia since 2015. UK military officers trained the Royal Saudi Airforce in the aforementioned targeted attacks. Aside from the UK, French President Emmanuel Macron admitted that France has formed relationships with all the Gulf states. In addition to this, Saudi Arabia is one of the prime clients of the French arms industry, which is evident given that François Hollande allowed the sale of arms worth 455 million euros to Saudi Arabia, the majority of which would be used in the war on Yemen. While US imperialism is the primary reactionary force in the Middle East, the legacy of French and British imperialism in the region lives on, 100 years after the Sykes-Picot Agreement.

In terms of conflict resolution, the UN Human Rights Council, the UN Security Council, and Human Rights Watch, have all made efforts to provide what they consider to be assistance to war-torn Yemen. The UN Human Rights Council conducted a report where they recorded the human rights violations of international humanitarian laws taken place in Yemen as of September 2014. They also have recorded civilian casualties due to coalition airstrikes. The Human Rights Council has advocated international investigation of what they consider to be a man-made catastrophe in Yemen. According to the deputy global director of Human Rights Watch, Philippe Bolopion, nations that arm Saudi Arabia have denied evidence that shows that the Saudi-led coalition is responsible for the deaths of thousands of Yemeni civilians and that nations that fund the coalition are complicit in these human rights violations. In September 2017, the Netherlands revised a resolution proposal to the UN Human Rights Council with the goal of gaining Saudi agreement to a UN investigation into alleged war crimes in Yemen. Zeid Ra'ad al-Hussein, UN human rights chief, has requested that the 47 member nations of the council start an independent investigation into the war on Yemen. Saudi Arabia insists that the coalition forces are fighting terrorists, but Zeid countered that the majority of casualties are in fact Yemeni noncombatants.

The UN Security Council drafted a political strategy for Yemen. Unfortunately, such measures internationally legitimized the Saudi-backed military operations, mainly due to diplomatic exertions by the ambassadors of the GCC and the Jordanian government, which was represented by its delegate, Dina Kawar. Abdallah al-Mouallimi, the Saudi ambassador to the UN, guided the compromises and stated that Resolution 2216 is notable for having founded the idea that if Arab countries adopt a unified position, the decision would be internationally recognized. With the exception of Russia, 14 states supported the resolution. The resolution was issued under Chapter VII, which obligates enforcement and would require the Houthis to disarm themselves of weapons they obtained from military institutions and to retreat from Sana'a. In Resolution 2216, the UN Security Council stated that all countries should carry out urgent measures to prevent the export of weapons to all Yemeni parties. The Security Council also emphasized that all Yemeni parties and factions should resolve their issues nonviolently. Despite its rhetoric calling for peace, the resolution has served to further empower the Saudi-led coalition in Yemen, making it easier for them to seize territories and ports in the nation. Most glaringly, the resolution has failed to ensure that issues among Yemeni parties and groups are dealt with nonviolently, especially given the murder of Saleh by the Houthis in December 2017.

No signs point to any of the UN-led measures having a tangible impact. Tensions have increased in the country following the Houthi-led murder of Saleh. US funding of Saudi coalitions in Yemen has increased under the Trump administration. President Trump proposed $110 billion-worth of arms to Saudi Arabia in June 2017. Said arms proposal would include seven THAAD missile defense batteries, 104,000 air-to-ground munitions, four new aircrafts, and much more. An increase in military aid to Saudi Arabia would result in more casualties, famine, bombings of infrastructure, and seizure of land and ports in Yemen; this proposal could also result in more violent backlash from the Houthis and its supporters. The International Red Cross stated that the fighting between the Houthis and Saleh's forces has resulted in at least 125 civilian deaths within five days of Saleh's murder. Saleh's abrupt death may further enrage Saudi Arabia because of the possibility of an increase of Iranian influence in the region, which would further increase their bombing of Yemen in an attempt to repress Houthis.

In all of this horrific war, the Yemeni people's voices remain silenced. The only chance the country has of seeing peace is for the complete withdrawal of all coalition forces, from the Saudi Arabia to other GCC members. It goes without saying that this includes any and all US presence. While the UN has made clarion calls for peace, its actions have proved impotent at best, and disastrous at worse. Sanctions issued against Yemen have engendered further famine, death, and destruction. Thus, much as coalition forces must withdraw, so too must sanctions come to a close. If, and only if, these two actions come to fruition, then the Yemeni people might have a chance to bring about peace, on their terms. Anything short of this will lead to the existing cycle repeating itself in one form or another. The only hope for Yemen lies with the Yemeni people, without the encroachment of the West or its GCC puppets.

India and China: Rivals or Potential Partners in Liberation?

India and China have agreed to end a two-month long military standoff taking place in the the Doklam border region, following the withdrawal of Indian personnel and equipment from territory claimed by China. While India and China have a longstanding history of border conflicts, current tensions take place in the context of India's growing ties with the United States, and the U.S. military "pivot" to China.


Subordinate alliance with US imperialism

Following India's neoliberal economic reforms, beginning in 1991, India-U.S. relations have steadily developed closer. In recent years, following the election of Prime Minister Narendra Modia of the far-right, Hindu nationalist Bharatiya Janata Party (BJP), U.S. foreign direct investment in India has shot up 500 percent, coinciding with growing military collaboration. Since 2008, cumulative defense trade has increased from US$1 billion to US$15 billion as India has become world's largest importer of major arms . The U.S. and India have also designated each other "Major Defence Partners" and signed the Logistics Exchange Memorandum of Agreement (LEMOA), which allows the U.S. to use India's military bases for repair and replenishment of supplies.

Stronger economic and military ties have resulted in India increasingly aligning itself with US imperialism. Most significant is India's support for the U.S. strategy of encirclement and aggression against China, which seeks to maintain U.S. unipolar, global hegemony. This has included India's hosting of the imperialist-supported Dalai Lama, siding with the U.S. position on the South China Sea issue, supporting US aggression against North Korea, and opposing China's Belt and Road Initiative. During the recent Doklam border conflict, ties between the U.S. and India strengthened as they established a new, bilateral security dialogue which will include their respective defence secretaries and ministers. The U.S. has already established such dialogues with its strategic military allies in the Asia-Pacific region - Japan and Australia.

The main concern of the India-U.S. alliance is targeting China. However, while this partnership deepens, India's capitalist development at home produces destitution for the majority. Neoliberalism and alignment with U.S. imperialism have exclusively benefited India's ruling class, now holding approximately 58 percent of the country's total wealth, and resulted in increasing inequality and impoverishment for working and oppressed peoples. Marxist economist Prabhat Patnaik has demonstrated that per capita food consumption in India is decreasing and absolute poverty is rising. This has resulted in 35 percent of rural adults being undernourished, and 42 percent of children being underweight. It is clear that India's people require a new way forward, as the current capitalist, U.S.-friendly path does not meet their needs.


China and a different path for development

In 2004, socialist revolutionary Fidel Castro declared that "China has become objectively the most promising hope and the best example for all Third World countries." Although often portrayed as a "rival" by India's ruling class elites and corporate media, India's working and oppressed peoples do not benefit from the anti-China orientation. Rather, learning from China's experiences and developing mutually beneficial relations can support their struggle forward.

Having both been oppressed by the West for centuries, India and China have faced similar challenges of pursuing national development and addressing the needs of immense populations in the hostile environment of world capitalism and imperialism. However, they have pursued distinctly different paths: capitalism and socialism, respectively. By comparing how the two countries have responded to these challenges, insight can be gained about how the Indian people can advance their interests.


Poverty and exploitation

In India, capitalist development has left the vast majority in a severe state of deprivation. India is home to the world's largest poverty-stricken population and the figures are staggering: approximately 270 million Indians, or 21.2 percent, live on less than US$1.90 per day, and 732 million, or 58 percent, live on less than $3.10 USD per day. Private ownership of land, corporate predation, and dispossession have led to over 300, 000 farmer suicides since 1995. Further, the unemployment rate grew from 6.8 percent in 2001 to 9.6 percent in 2011 and permanent jobs are giving way to temporary and casual work . This has adversely affected workers' wages and social security, leading to India's central trade unions calling an indefinite general strike this year.

Conversely, in China living conditions are consistently improving. In the past four decades alone, China has lifted over 800 million people out of poverty , more than the rest of the world combined, as the Communist Party works to eradicate poverty by 2020. Only 1.9 percent of China's population lives below the international poverty line, compared to over one-fifth of India's population. Chinese wage growth is soaring, with hourly manufacturing wages rising 12 percent per year since 2001 . Across China's labour force as a whole hourly incomes now exceed every major Latin American state except for Chile, and are approximately 70% of levels in weaker eurozone countries. Additionally, income inequality, which is rising globally, has been steadily decreasing in China since 2010 . A 2013 Pew Research Centre survey supports these findings, ing t 85% of China's population were satisfied with the direction of their economy, and 82% believed their children would be better off than them, both figures being the highest in the world.


Oppression and discrimination

Indian society is branded by the oppressive caste system of social hierarchy and Hindu supremacist ideology. Oppressed castes, Indigenous Adivasi peoples, and religious and national minorities face systemic discrimination and violence. The current BJP-led government, promotes violent racism and hatred , leading to increasing attacks on oppressed peoples.

In contrast, China explicitly stresses the importance of multinational unity and of combating chauvinism, particularly of the Han majority. China systemically supports the development of national minorities. For example, urban, eastern provinces send hundreds of thousands of youth volunteers and spend 3-5% of their total income supporting western provinces which are more densely populated by national minorities.

Although both countries have far to go, China is also significantly ahead of India in the struggle against patriarchy. China's adult women's literacy rate is 94.5 percent, compared with India's rate of 63 percent. China's women to men, labour force participation ratio , at 0.81, more than doubles India's, at 0.34. Similarly, Chinese women's political participation , at 24.2 percent, is more than twice India's, which is at 11.8 percent.


National development and liberation from imperialism

While India recently observed its 70th anniversary of independence from British rule, the country remains subordinated to imperialism and severely underdeveloped. India has the worst access to safe-drinking water in the world, and approximately 240 million people do not have access to electricity. One in six urban Indians lives in slums and from 2010-2014, an average of 7 structures collapsed per day killing 13,178 people.

In comparison, China has experienced unprecedented economic development and is now the second most powerful economy in the world. Since 1978, China has pursued a policy of reform and opening up of its economy, contrasting sharply with Indian neoliberalism. China's market reforms are firmly controlled by the socialist state and implemented to overcome the underdevelopment historically imposed on China by Western imperialism.

China is building a modern, moderately prosperous society, spending more on infrastructure than the US and Europe combined. One hundred percent of the population has access to electricity and China spends hundreds of billions of dollars on water clean-up projects . Further, China is committed to environmental sustainability and fighting the climate crisis, leading the world in renewable energy production and employment , powering regions on 100 percent renewable energy for one-week trial periods, and undertaking one of the most ambitious conservation projects in the world to halt environmental degradation.

Internationally, China works in cooperation with oppressed nations throughout the Global South, providing beneficial alternatives to imperialism. China offers investment, builds infrastructure, forgives debt, and abides by the principle of non-interference in the internal affairs of other countries. Close relations with China have benefited revolutionary states and oppressed nations around the world, including Cuba Venezuela Syria , and North Korea . A key example of China's global impact is the Belt and Road initiative , which has been called "the largest single infrastructure program in human history", currently involving 68 countries and 1700 development projects.

China is the primary force building a multipolar, more democratic international order, ending 500 years of Western imperial dominance. As such, China's rise supports the liberation of all peoples oppressed by imperialism.


Liberation lies to the East

It is difficult to overstate the magnitude of Chinese socialism's achievements relative to India's capitalist path in pursuing development and improving living standards. India's people would benefit substantially from ending hostilities with China, learning from Chinese socialism, and developing a mutually beneficial relationship. Accounting for over one-third of the world's population, India and China have the potential to form "the most significant bilateral relationship of the 21st century," as Chinese Premier Li Keqiang stated in 2012.

Conflict with China offers nothing to India's workers, peasants, and oppressed peoples. Only by breaking with US imperialism and the domestic capitalist ruling class, will India's people begin their journey from formal independence toward liberation.
